Following the Mauritian government's decision to declare the African Network Information Centre (AFRINIC) Ltd a "declared company," the court-appointed receiver and the AFRINIC team have publicly committed to full cooperation with the impending investigation, reports ITREALMS.
A communiqué issued to members and stakeholders by Gowtamsingh Dabee, the Court-Appointed Receiver for AFRINIC, the organization acknowledged and welcomed the Government's directive, reaffirming its commitment to "full compliance with all applicable legal and regulatory requirements".
The communiqué, dated after the July 18, 2025 made available to ITREALMS, cited the Extraordinary Government Gazette notice, specifically which stated that the Court-appointed Receiver and the AFRINIC team "will cooperate fully with the Inspector appointed by the Registrar of Companies".
ITREALMS recalled that the government's notice, signed by Prime Minister Dr. Navinchandra Ramgoolam, had highlighted concerns including the "legally questionable" process of AFRINIC being placed in receivership around 2022, the failure of two successive receivers to conduct Board elections, and the halt of new internet protocol address issuance to the African continent since November 2024, leading to "serious reputational damage to Mauritius".
The Registrar of Companies has been enjoined to immediately require a suitably-qualified inspector to investigate AFRINIC's affairs.

In response, AFRINIC's communiqué provides clarifying context, noting that AFRINIC was placed in receivership on September 12, 2023, by order of the Supreme Court of Mauritius, an order upheld by the Court of Civil Appeal on October 15, 2024.
Crucially, the communiqué also stated that new IPv4/IPv6 allocations to the African Internet community "had resumed exceptionally on 1 July 2025" to clear a backlog of requests.
AFRINIC and its receiver are confident that the investigation process "will further clarify AFRINIC's current operational and governance status".
ITREALMS further recalled that their primary objectives remain to preserve the stability of Africa's Internet numbering resources, ensuring service continuity for members, and facilitating the election of a duly mandated Board by September 30, 2025, as per a Supreme Court order.
This collaborative stance, ITREALMS gathered, aimed at addressing concerns regarding Mauritius' jurisdictional reputation and aligns with the operational revival of AFRINIC for national and continental interests.
