Waiting for NITEL’s ADSL


Features of the week:

Nigerians’ thirst for a high-speed Internet access may have begun to quench with the introduction of Asymmetric Digital Subscriber Line (ADSL) by Nigerian Telecommunications Limited (NITEL) after a long wait since its incorporation in 1974, writes REMMY NWEKE.

No April fool
On Thursday, April 28, 2005, the Nigerian Telecommunications Limited (NITEL) led by Mr. Albert Mashi had promised to launch several services from the first national carrier, including the ADSL as part of its much publicized Internet Protocol (IP) wholesale strategy.

And it came to pass that the promise was no April fool after all, as NITEL last week reportedly unveiled the ADSL expected to be a wholesale to the Internet Service Providers (ISPs) along with the Private Telecommunication Operators (PTOs) in the country, beginning with the Federal Capital Territory (FCT) Abuja.

Deputy General Manager, Corporate Communications at NITEL, Mr. Tayo Ekundayo was quoted as saying that they have limited roll out plans for Abuja and Lagos, even as FCT aspect has migrated into the offer already, while in no distance time they would be up and running in Lagos.

He further said that the service would run over the existing copper line infrastructure of the telco and is ideal for homes and businesses. Just as files could be promptly downloaded on that platform and customers would need to connect to the first carrier via a telephone line linked to ISPs through NITEL nearest telephone exchange in order to enable broadband facility.

This came almost a year after Mr. Mashi assumed office, and many industry observers thought it was long over due, but a promise fulfilled. Although the International Telecommunication Union (ITU), a month after his promise, precisely on May 27, 2005, came up with a new standard that delivers 10 times of ADSL speeds, known as Very-high-bit-rate Digital Subscriber Line 2 (VDSL2).

ADSL module
ADSL as at 2002 was still a new technology which allows what experts described as more data to be exchanged through an existing copper telephone lines.

With data rates ranging from 1.5 to 9 Mega-bits-per second (Mbps) when receiving data, also known as ‘downstream rate’ and from 16 to 640 kilo-bits per second (kbps) when sending equally known as ‘upstream rate’; ADSL needs a special modem to perform optimally and has continued to grow in popularity as broadband access grows.

ADSL, according to a telecommunication lab expert at Tampere University of Technology, Finland, Kimmo K. Saarela, facilitates simultaneous use of normal telephone services, Integrated Services Digital Network (ISDN) and high-speed data transmission such as video and pictures. This is electronically simulated by a new modulation technology known as Discrete MultiTone (DMT).

Saarela also said that DMT-based ADSL could be envisaged as the transmission technology aiding simultaneous use of normal telephone services such as data transmission at six (6) mega bits in the downstream and Basic Rate Access (BRA), thus economically interesting for local telephone firms.

The telecom expert equally explained that like Field Data Manager (FDM) system, ADSL has a base-band occupied by Plain Old Telephone service (POTs), which split from data channels by using a method that guarantees POTs services in an event of ADSL – system failure, which experts call passive filters.

On the quality of service (QoS) over ADSL, an expert, Praveen Reguraman, noted that nowadays bourgeoning digital economy driven by commercial outlook of the Internet, the demand for broadband networking and QoS architectures toward achieving application performance and user satisfaction, describing ADSL as a cost-effective broadband solution for high-speed Internet access.

For the ADSLguide based in United Kingdom (UL), Asymmetric in ADSL is a type of Digital Subscriber Line that enables the splitting of an existing telephone line signal into two; one for voice and the other for data. The world ‘asymmetric’ came as the result of uploading speed with about 256 kbps and different from upload speed.

Key rule in ADSL deployment is that consumers must be within a given distance between 3.5 to 5.5 kilometres to facilitate link to the exchange.

Merits and demerits
The NITEL wholesale strategy structured after the ‘British Telecom wholesale’ has some merits and demerits but usually ISPs have to supply consumers with modem or router either free or at additional cost for connection, namely PCI or Universal Serial Bus (USB) modems respectively and Ethernet cum wireless router.

Some of these merits include the already known high-speed which is ‘always on connection,’ ADSL is usually offered at a monthly fixed cost and has what experts call ‘ great value for money’ with competitive modem and router prices.

Demerits of ADSL basically centre on its non-availability to most population except for those in urban areas; although NITEL has just begun, UK three years ago, for instance, recorded 81 per cent household coverage via ADSL.

The service speed depends majorly on the time of the day and probably hectic for new and unaccustomed subscribers, even as the telephone line may have to pass a number of ‘tests’ before installation could be completed.

Speaking to ITREALMS Online on NITEL’s ADSL launch, chief executive of ISP firm, PiNet Informatics, Mr. Lanre Ajayi, said it’s long over-due. Pointing out that NITEL has enormous investment in copper wire, which is a pre-requisite for ADSL and this resource has been grossly under-utilised over the years.

However, Mr. Ajayi, who also is the President, Nigeria Internet Group (NIG), said “it’s heart warming that this service is being introduced by NITEL,” bringing it at par for competition with other telcos which had earlier introduced the service in the country and sub-region.

“More interesting part is the fact that ISPs would be used to retail this service to end-users,” he declared, stressing that this method would provide another channel of revenue to ISPs and would ultimately result into greater revenue for NITEL.

Nigerian populace, Mr. Ajayi said, would benefit most because they would now have access to affordable broadband service and by extension to all the offerings of broadband.

Therefore, playing a catch-up has become part of the nation’s telecom path and the earlier this offering is extended to other parts of the country such as Lagos and Port Harcourt as also promised last April, as well as apart from the main cities, the better for NITEL’s purse as the bid to sale the telco will surely soar.

ICT experts support INEC on EVS for 2007

DESPITE purported expunging of the section on Electronic Voting System (EVS) for 2007 election by the Senate, some Information and Communication Technologies (ICTs) experts are of the opinion that the insistence by Independent National Electoral Commission (INEC) for the fourth coming general election, may after all curb avalanche of electoral frauds in the country.

It could be recalled that INEC has maintained its position in using EVS for 2007 general election.
The posited the benefits would be enormous to the Nigerian society.

Describing it as a great idea, Mr. Nwakanma said, he is praying fervently that they – political class – would not find ways of manipulating the system.

“If not manipulated, it would solve many of election difficulties, particularly rigging,” he said.
Mr. Nwakanma also described the present situation of electoral process as “simply awful”.

He noted that usually rigging is absolute and the successive elections tend to be worse than the former, to an extent it is known to be “a desperate situation”.

For Mr. Uwaje who presides also over Connect Technologies, the issue is very critical to national security and democratic process.

Calling for a quick round-table of stakeholders to garner support for EVS, he said, fundamentally it goes beyond electronic voting to the ability of establishing a national IT enabling environment for engaging the emerging information and knowledge society.

“It is about electronic information reasoning, structured on application software process engineering,” he declared.

Mr. Uwaje stressed that its impact on National Security resides in the imperativeness of having a national database structure for the country.

He, however, wondered what systems and application software that are appropriate when applied to the Nigerian environment and who would be the source code custodian.

ITU to examine access to disables

PROGRAMMES of the global telecommunications regulator and agency of the United Nations (UN), the International Telecommunication Union (ITU), would in the next four years include a new study that would examine access to telecommunication services for the people with disabilities.

The development is coming as the 2006 World Telecommunications Development Conference (WTDC-06) ended in Doha, Qatar, with a six-point agenda to connect the world in the next nine years, which is by 2015.

ITU said "work programme for the next four years now includes a subject of study to examine the question of access to telecommunication services for people with disabilities".

In what the assembly declared as Doha Action Plan adopted at the end of eight-day meeting, a road map to implement the global objectives of harnessing the power of Information and Communication Technologies (ICTs) to give development a leap.

Presided over by the chairman of ICTQatar, Dr. Hessa Al-Jaber, the confab organized by ITU, went through lots of debates, coming out with the programmes to act as catalyst in achieving this process.

Namely the regulatory reform, information and communication infrastructure and technology, electronic strategies (e-strategies) and ICT applications, economic and financing including cost and tariffs in addition to human capacity building, Least Developed Countries (LDCs), Small Island Developing States (SIDS) and Emergency Telecommunications.

As said by ITU, it would encourage actions to be taken on women, youth and children, indigenous people and communities, people with disabilities and communities living in underserved areas and become important tools for achieving universal access.

ITU’s also said the programme for the next four years now includes a new subject of study to examine the question of access to telecommunication services for people with disabilities.

On recent spate of natural disasters and calamities mostly in developing countries, the programme for LDCs and SIDS has been expanded to include emergency telecommunications.
The component on emergency telecommunications of six-point programme, ITU noted, is aimed at benefiting those who are the most vulnerable during natural disasters, especially when they are caught in an information and communication vacuum.

In implementing this programme, ITU expects to develop ICT-based solutions directed at improving early-warning communication, disaster preparedness and mitigation in LDCs and SIDS.

"Emergency telecommunications is a critical area for these countries with fragile economies and special needs," the global regulator said.

Other subjects of study, ITU said in a press statement made available to Business Champion, would include the impact of telecommunication development on the creation of employment, and securing information and communication networks for best practices for developing a global culture of cyber security.

On regulation, ICT infrastructure and LDCs and emergency, ITU pointed out that isolated and poorly served regions have been expanded to include indigenous communities. Cross-cutting activities have been reaffirmed on developing statistics and ICTs as well as on partnerships and promotion.

The Doha Action Plan also sets out the nuts and bolts for regional initiatives, aimed at integrating development activities into longer-term projects that have the greatest potential to impact the development process.

The regional initiatives spell out the aims and expected results for each. By consensus, each region agreed to group their initiatives under five categories and to select the top five projects that best met the region’s priorities.

Armed with an effective package that focus on deliverables and deployable across several states, countries will be better positioned to attract the type of large-scale investment required for many of the projects at their domain.

PIWA launches new ICT contest, dangles N238,395

PANOS Institute of West Africa (PIWA) has launched a new media contest focusing on Information and Communication Technologies (ICTs) as it dangles CFA 1,000,000 million, about N238,395.

The contest tagged information societies’ prize is part of PIWA’s efforts to improve media professionals understanding of issues related to ICTs, and is being organized in partnership with the International Development Research Centre (IDRC) via the Centre for International ICT Policies in West and Central Africa (CIPACO), under CATIA, a programme of the British government’s Department for International Development (DfID).

The inaugural theme and modalities for 2006 stipulated that participants should submit an original article or a radio production on the keynote theme on ICT, democratic governance and development in West and Central Africa.

According to PIWA official, Aissatou Tounkara, the articles or radio production should focus specifically on one of the following issues, “mobile telephone use in social exchanges (new uses) or in developing economic activities; Implementing ICT policies in ECOWAS or CEMAC (comparative analysis on at least two countries, presentation and analysis of regional policies; and utilizing ICT to reinforce democratic governance or local governance - decentralization, administrative or public affairs management, elections and citizen watch among others.

Also to be focused upon are issues on combining the use of radio with the new information technologies, marginalized group such as women, disabled persons and youths on access to digital communication devices; and African actors engagement in regional and international ICT governance.

The organizers outlined that participants should send one or two articles or radio productions presenting an original outlook on the issues mentioned above.

This should be based on presentation and analysis of situations, activities or projects in one or several countries within the regions under review, saying that articles and radio productions published/broadcast previously could be submitted except for those that have already won awards in other competitions or those produced for PIWA.

Most importantly, articles submitted should contain between 6,000 and 9,000 characters/letters, and could be in either French or English languages.

The organizers also said that there are four prizes for grab between best articles and radio production in the contest, even as the first prize would go home with CFA 1m and invitation to the official prize-giving ceremony to take place in July, while the result would be announced on June 25, this year.

The second prize of CFA 500,000 each for print and broadcast in addition to the prize of CFA 500,000 to a special CIPACO prize on good analysis of regional or international ICT policies, even as deadline is May 18, this year.

FUT wins NISSCOM-05 with Jbank

A 400 level student of Mathematics and Computer Science at the Federal University of Technology (FUT) Minna, Niger State, Aliyu Musa Aliyu, was weekend pronounced the overall of the Nigeria Students Software Competition (NISSCOM 2005).

ITREALMS Online recollects that NISSCOM was organised by the Nigeria Association of Computer Science Students (NACOSS) in collaboration with SystemSpecs and supported by Manna Bookstores.

His emergence came with the application known as Jbank in a stiff competition with entries hitting over 300 from students nationwide.

The finals announced at the Obafemi Awolowo University, Ile-Ife recently according to Senior Manager at SystemsSpecs, Mr. Moses Braimah saw Jbank, a web enabled banking application designed with J2EE technology (Java2 enterprise edition) coming top.

He said that with Jbank, a bank could easily create a customer account and retrieve account details without stress. The customers on their part could go online to make withdrawals, deposits and transfer funds.

The Association of Muslim Computer Science Students (AMCOSS) of University of Ilorin came second with their Hospital Management System (HMS). The team is made up of five students, comprising Oyedele Ibrahim, Jimoh Wasiu, Olushola Hakeem, Sa’asu Qassim and Sheu Yusau.

While Oyedemi Olumuyiwa Abisoye of the Computer Science and Engineering Department, Obafemi Awolowo University, Ile-Ife took the third position with his Citizen Mobile Identification Software (CMIDS), designed to assist law enforcement agencies to identify people by using mobile/wireless technology and Internet facilities.

Mr. Braimah noted that it is interesting that Toluwashe David Ashaolu, winner of the 2004 edition of the competition, is also from the Federal University of Technology, Minna that has also provided the current winner.

Out of the over 300 entries submitted, he said, it was scheduled down to 14 of the 20 finalists present.

The SystemSpecs official explained that the criteria for evaluation and selection for winners included the business challenge of the application designed to solve, database technology deployed, development tools used, security measures embedded in the application and multi-user capability.

Also, he said, aesthetics was very essential in the selection even as the value and ease of navigation through the application.

For Aliyu, “This is one of the happiest days in my life, I never expected that I will win considering the quality of presentations made by other contestants. I will remain grateful to the organizers and sponsors of this competition.”

President of the Nigeria Association of Computer Science Students (NACOSS), Mr. Olusegun Olutayo, while presenting an outstanding award to the Managing Director of SystemSpecs, Mr. John Obaro, noted that the opportunities created by the competition is enormous, saying SystemSpecs is dedicated to the growth and development of NACOSS.

Responding, Group Head, Corporate Services SystemSpecs, Mr. Paul Ibidun, lauded the students for their kind gesture and promised that SystemSpecs would remain committed to the promotion and development of NACOSS in particular and the Nigerian students generally, Mr. Daniel Robbins, has quit his job at Microsoft after only eight months.

969 participants @ WTDC-06

The fourth World Telecommunications Development Conference (WTDC-06) ended weekend in Doha, Qatar, with 969 participants in attendance.

The conference, which held between March 7 and 15, at Sheraton Convention Centre, include 820 government delegates from 132 countries and four representatives from Palestine.

Also 93 representatives came from the public and private companies from 31 nations and 14 from national telecommunications-related entities from nine countries.

In addition, 32 participants came from regional and national telecommunication organizations, just as 21 media representatives from 22 countries registered with 139 covering the events on site.

The conference, the first after the two-phased World Summit on the Information Society (WSIS), the Doha meet also came out with a broad action lines in support of the summit, mostly as related to the information and communication infrastructure development, public policy and regulatory framework, capacity building, e-applications and radio spectrum management.

Organised by the International Telecommunication Union (ITU), the Doha’s Action Plan was based on a mutually reinforcing strategy for telecommunication development to be implemented at the global, regional and national levels.

The plan is based on six programmes, five global initiatives, two cross-cutting activities and a new regional approach where each region defined the framework of action for all stakeholders based on agreed categories and region-specific priorities.

The Doha Action Plan offers a comprehensive package that provides the elements needed to make an impact on the ground together with clear guidance for achieving universal access.
Deputy Secretary-General at ITU, Mr. Roberto Blois, said he was happy with the outcome.

“The adoption of programmes and new initiatives based on international cooperation and multi-stakeholder partnerships will have far-reaching implications in telecommunication and ICT development especially in rural areas,” he said.

Mr. Blois also said that the endorsement of the important role to be played by ITU in implementing the programmes as outlined by WTDC-06 and the recognition of ITU’s lead role in implementing the WSIS outcomes gives clear direction in achieving the objectives of building an inclusive, people-centred and development-oriented Information Society.

Equally speaking, Director of ITU’s Telecommunication Development Bureau, Mr Hamadoun Touré, expressed confidence on the programmes’ outline saying it will help to accelerate the pace of development.

“ITU’s long history in helping the world communicate will now be used to its best advantage in using ICT-based solutions and telecommunications in furthering the development priorities for the benefit of people everywhere,” he asserted.

Stressing that the Doha Action Plan has set the pace for the objectives of the WSIS to close the digital divide and harness the full potential of information and communication technologies to achieve the development goals by 2015.

NIG commends Nweke on another Siemens prize

The Nigeria Internet Group (NIG) has commended Champion Group of Newspapers for winning the continental Siemens Profile awards for the second time.

It would be recalled that in 2004, CNL through its Senior Reporter on Information and Communication Technologies (ICTs), Mr. Remmy Nweke emerged winner of the Siemens African Profile award winner for excellent reporting on science and technology in the Information Technology (IT) Business Solution category.

This feat was repeated last year, at the recent announcement made by the Siemens Southern Africa in South Africa at the presentation ceremony held at Midrand.

In a press statement made available to Champion Infotel, the publicity secretary, NIG, Qasim Akinreti, said that the executive and entire members of NIG heartly congratulate Champion Newspapers Group and Mr. Nweke for the latest award, "for the second time".

"No doubt, the award was a confirmation of your excellence in the reportage of Information and Communication Technology and a mark of honour to Nigerian journalism," Akinreti said.

Stressing that NIG is convinced the hottest award would spur both the organization and Mr. Nweke, to greater heights and the growth of ICT in the country.

NIG was formed in March 1995 and licensed by the Nigerian Communications Commission as then Nigeria’s Top Level Domain (TLD) .ng administrator. NIG is registered with the Corporate Affairs Commission as non-profit, non-governmental organization, whose primary aim and objective is to promote Internet and connectivity in Nigeria.

Its objectives include promotion of Internet as a tool for development, sensitise government about the virtues of the Internet and encourage the free use of Internet as a tool for national development; assist in formation of relevant government policies affecting the Internet and promote standards as well as ensure compliance.

Task Systems, TD shine @ HP awards-05

Information Technology (IT) total solution provider, Task Systems Limited has emerged the Hewlett Packard (HP’s) Preferred Partner awards, just as its sister company, Technology Distributions (TD) Limited also took the Best Performer award for 2005.

The awards presented at the annual HP’s Celebration of Stars conference held last week in Tanzania, saw Task Systems clinching two categories of growth and revenue in the continent for the year 2005. TD was recognized as the biggest IT distribution company in the West Africa sub-region.

While Task Systems’ chief executive, Mr. Dave Ibelegbu received its award, the chief executive of TD, Mrs. Chioma Ekeh took turn to accept the award for her firm.

Task Systems Limited is an authorized systems reseller and solution provider for the leading IT companies including HP, IBM, Epson, Microsoft, and American Power Conversion (APC).

TD which has its head offices in Lagos and logistics branch in Amsterdam, the Netherlands, has embarked on regional expansion into Ghana, Sierra Lone and Liberia.

ISPs should make use of IXPs - Ajayi


Interview:

Lanre Ajayi, is the president Nigeria Internet Group (NIG) and chief executive of Pinet Informatics, one of the first Internet Service Providers (ISPs) in Nigeria. He spoke recently to Remmy Nweke and Nnaemeka Meribe, on his plans for the future of the group and optimizing local Internet Exchange Points (IXPs).

As president of NIG, what is your action plan?
Let me start by giving some historical reflections on NIG. In 1995 when the group was formed, the focus at that time was creating awareness about internet and administering the dot ng (.ng) top level domain. These were the two major mandates we set out to achieve.

In respect of the first mandate, on creating awareness, I will want to say that NIG recorded a great success. Today, we have in schools, we have internet in almost all universities and we have internet in some homes and offices.

Various technologies are being used today to deploy internet ranging from dial up to wireless to Universal Mobile Telecommunications System (UMTS) and General Packet Radio Service (GPRS). It is now possible for people to browse the internet, using their mobile phones. These have been happening due to efforts of NIG at inception. Particularly, one could recall that at the time NIG was formed, the military was in power and they were aversed to the idea of the internet because they thought it was a medium that could be used against the military government then.

But we were so strategic to get some government officials then on the board of NIG as a way of convincing them that the internet is good for the populace and even for the government. It gives the government opportunity to air its views and of course, it offers the citizens the opportunity to air their views too. So it is good for both sides. And it is in the respect of that effort that internet was sustained and ISP licences were moved out to some business concerns.

I want to say that we have recorded some success to that effect. But in respect of the top level domain, it was not as much successful. That may be due to political intrigues and unwanted distractions. But all the same, I will want to say generally that we have made some remarkable progress.

That was first 10 years of formation of NIG. After 10 years, we need to shift focus. The awareness is these and so, there must be a shift in paradigm. The paradigm shift will be discussing essentially on another stage of awareness; awareness about what to do about the internet. Now that we have the access, we have the pipe, what do we do with the pipe? We put content into the pipe. Content must flow in the pipe.

So, instead of people downloading information from the internet, we must also create our own information resources for other people to download. In other words, we must focus on uploading, not necessarily downloading. Therefore, we want to focus on the awareness for the need to create information content. Local information need to be digitized and put into the internet. There are people around the world that are in need of the information. And some people are even willing to pay for this information. So why are we keeping them away. We need to digitise that information and put them online. That is the area we want to campaign for.

Another area we think is worth looking at is the creation of jobs using the internet. So we are commencing a programme that we branded internet for job creation (I4JC). It is so disturbing to see many Nigerian graduates roaming the streets when there are lots of opportunities in the internet to create jobs for themselves and for other people.

So we want to educate Nigerians especially young graduates, we want to empower them with the opportunities that exist in the internet and hopefully turn them into entrepreneurs who will in turn become employees of labour.

By that we will be taking some unemployed off the streets and turning them into wealth creators.

You did say that there is now internet in schools but do you think the students have access to them?

Having indicated that there is internet in schools does not mean that there is no room for improvement. Certainly, the level of internet access is not optimal, we recognise that. All we are just saying is that the little access we have we should put content in it. It does not necessarily mean that we should stop giving access to people.

There is no doubt that there is need for access improvement. It is just a fraction of Nigerians that has access to the internet, we recognize that.

So, we are not canvassing that we should rest on our oars as regards provision of internet access. What we are saying is that while we are putting effort on the access, we should also start looking at the content because content is king.

Most big companies of today, the Yahoo of this world, the Googles of this world, they are content providers. And they make more money even more this the companies that provide access.

Nigerians therefore should start thinking in that direction, start developing content because there are more opportunities in that direction.

You are talking about developing the content so that Nigerians could leverage on that to create wealth. How does NIG intend going about it?

The most important point in achieving that is empowerment. This is a knowledge based business. The idea is turn Nigeria into a knowledge based economy. So what is most important for people is to have the knowledge and we think we can facilitate the empowerment of people.
To do this is not too difficult. It is a matter of identifying appropriate resource persons around the world, identifying people that have entrepreneurial spirit and are willing to learn, put the trainer and the trainee together.

And then, we intend to commission a number of feasibility studies so that people will have an idea of what could be done. We intend also to commission this part in our website so that people can go there, see what is written and take some ideas from there. That will ginger people to start thinking of possibilities. From little feasibility, we are able to do; people can extend that, thinking further and come up with even better ideas.

And when we have people that indicated interest in the programme, we bring them together, and bring resource person around the world, get sponsors for the peogramme, corporate bodies that can sponsor the travels of the resource persons and their hotel accommodation, and if we have to give honorarium to the resource persons we seek sponsorship for that.

Then we train these Nigerians in various aspects of internet that they can use for job creation and possibly we even link them to financial institutions for loan if there is need for it.

In using internet for job creation, is having access not a prerequisite and how does NIG hope to tackle it?
I agree that access is a prerequisite. But we have enough access to start thinking of content. We do not have enough for everybody; no doubt, there is still room for development of more access, in fact lots of room. But what we are saying is that the little access we have, we should start putting content in it.

And let me assure you that the way the country is going; access will soon be readily available to Nigerian households and businesses. This is because we anticipate that the deployment of WiMax which will start making impact towards the end of the year.

It is going to be revolutionary, something close to the Global System for Mobile communications (GSM) revolution.

WiMax terminal devices are very reasonable compared to the cost of the Very Small Aperture Terminal (VSAT) that is being used largely today. WiMax will bring broadband, just the way VSAT is bringing broadband, at an affordable cost. A WiMax terminal equipment is bought less than $400 compares to over US$4,000 for VSAT. So, that will make access available to those who generally require broadband within their homes.

Another constraint to access is the transmission link, but fortunately, today, a lot of transmission links are being laid around the country; there are lots of fibre optics that are being laid around. But they are predominantly used now for voice. We anticipate that when the WiMax is there, some of these transmission links would be used for internet access.

So we expect that with the progress made in deploying fibres around the country, and with the coming of WiMax, we are very confident that internet access will be readily available. However, while we are expecting a deeper penetration of internet, we should start planning into those accesses, should we just be using the access to download email or to download content from abroad? My answer is no. We must provide for the rest of the world. We must provide content for all, by Nigerians for Nigerians and by Nigerians for the rest of the world.

Nigeria stands to make a lot of money through content. We have cultural content forklores, our music can be put online, we have very thriving home video industry, and some of them can be put online. And people are willing to pay premium for these services. So content in this area is exactly what NIG wants to do.

Is there anything NIG will do about affordable bandwidth so as to increase internet penetration?

The cost of bandwidth today is quite exorbitant, and that is the cost of international bandwidth. But with this new campaign for the local content, there would be lesser emphasis on the use of international bandwidth. If the local contents are hosted locally, it means we have to access those contents from local transmission links, so there will be less demand for international bandwidth.

And for the local transmission, for example, if you are in Lagos and the site you are accessing is also in Lagos, it will cost you just a fraction of what you would pay if that content is hosted abroad. So, the solution of content will also lead to the reduction in prices of bandwidth.

We need to first develop our content and also localize the content; make it resident within Nigeria. When we have that, internet exchange will thrive. Today, Internet Exchange Point (IXP) is not thriving in Nigeria because most of the contents are abroad.

Internet exchange is to keep local contents local but when the local contents are resident abroad most of the emails, Yahoo and Hotmails that Nigerians use are resident abroad. Most of the websites of Nigerians, even those that are using the .ng top level domain are resident abroad, so where is the local content?

That is why the internet exchange is not thriving because whoever wants to host a website is doing it and of the motivation that he is going to save money by keeping local content, there is no incentive.

How do you intend convincing some companies that have their websites hosted abroad to patronize the internet exchange locally so that their cost of hosting is cheaper, and even the upload will be optimized?

That is a big challenge I must confess. Today it is much cheaper to host your website abroad. In United States (US) and in Europe, they are hosting it locally and the reason is that if you are hosting it locally, you have to pay for the bandwidth for people abroad to access that content.
If you host your content on Nigeria for example, and even next door neighbour wants to access that content, he will have to use international bandwidth and come back again. So, he is paying for the international bandwidth and the ISP that is hosting it is also paying for the international bandwidth because internet exchange is not there. But if the Internet exchange is there, the hosting in Nigeria will become cheaper.

So it has become a chicken and egg situation. Without local hosting, there cannot be effective Internet exchange. And without Internet exchange, there cannot be local hosting. It is a vicious circle and it has to be broken. So convincing somebody to come and host locally when there is no Internet exchange is a very difficult thing. People will ask for Internet Exchange Point (IXP) before they can host their content locally.

What is NIG doing about it?
It is an industry driven subject. It is the ISPs that will see the benefit in up Internet exchange. We have to come together and do that. However, efforts have been directed towards that. In fact, the exchange is there but ISPs are very reluctant to link up to it because they cannot see the visible benefit for it. And the visible benefit occurs when there are local contents.

We must find a way of first, generating the content; second, encouraging people to host locally so as to encourage internet exchange point.

What of the internet exchange in Ibadan?
The one in Ibadan is there. There are just two ISPs funding it. The traffic on that exchange, however, is very minimal because most of the traffic is generated from Lagos. So it is Lagos Internet exchange that will make much impact.

We just need to persuade much impact. We just need to persuade the ISPs yes we recognize that there is no sufficient motivation for them to connect to the Lagos exchange but at least in the interest of the country and in the interest of their future business, they should just expand the necessary energy, effort or finances to connect to the exchange. And hopefully, that will be an incentive for people to host their content locally. That will also be to the benefit of those ISPs in the long run.

So, we will encourage the ISPs not to look at the immediate gains or immediate loss of linking up to the exchange. They should look at the long term benefits for the ISPs themselves and for the country in general.

What of the affordable bandwidth issue?
The bandwidth is pretty expensive. It is above the income of an average Nigerian. We must address the issue. As I said earlier, the practical way of doing that is to canvass for local hosting, except government will want to subsidize the access. And in a free economy, I can’t see the government doing that.

But government can assist in promoting local access; creating awareness about it and creating incentives for people to host locally, which is where I think National Information Technology Development Agency (NITDA) has a responsibility.

NITDA has to take up this challenge and educate people on why they should create local content, the opportunities to the generality of Nigerians, the potentials of creating employment and reducing the cost of the bandwidth that we are paying today, and also the benefit of generating enormous foreign exchange for the country.

But without waiting for NITDA, NIG has taken it as part of its mandate to carry out the assignment.

VIA unveils EPIA mainboard with C7 processor

LEADING core logic chipset manufacturer, VIA Technologies, has unveiled a new product, an EPIA certified mainboard for computers with C7 processor.

EPIA is short for the European Photovoltaic Industry Association, which promotes photovoltaics at the national and international levels assist members in the development of their businesses.
While a mainboard is a computer term used as the same as motherboard and Personal Computer (PC) mainboardFind; a printed circuit board used in a PC.

VIA Technologies whole announcing its latest in shelf, EPIA EN-Series Mini-ITX mainboards, said, the first of VIA’s ultra compact platforms have as feature the VIA C7 processor, making it the most powerful EPIA platform to date.

Associate Vice President, VIA Embedded Platform Division, Mr. Jerry Yeh, said, it was designed to inspire a new generation of powerful digital media appliances.

The VIA EPIA EN mainboard hence sets new standards for performance per watt and rich feature set, integrating the advanced VIA CN700 digital media chipset that boasts an impressive range of features, including full hardware High Definition Television (HDTV) encoding up to 1080i, 720p output, hardware Motion Pictures Expert Group (MPEG-2) acceleration.

VIA Vinyl Multi-channel Audio, he also said, supports up to 1 Giga bit (GB) of DDR2 400/533 Mega Hertz (MHz) memory with a module connector and Gigabit Local Area Network (LAN). DDR2 is the next generation of type of Random Access Memory (RAM) technology that is designed for greater clock frequency and available bandwidth without increasing power consumption.

By packing all these leading-edge features and rich VIA silicon platform onto an ultra compact mainboard, the VIA EPIA EN reduces the need for add-in cards and compatibility testing, slashing time to market and significantly lowering the total cost of development for SIs and Owner Equipment Manufacturers (OEMs).

Additionally, the superior power efficiency of the processor and the platform enables ultra compact designs with a maximum power consumption of just 21 watts.
