IPv4 depletion hits America - ARIN

The American Registry for Internet Numbers (ARIN) proclaimed its pool for the Internet Protocol version Four (IPv4) has been depleted in the America, which means there is no more IPv4 in its custody for offering, reports ITRealms.

President and Chief Executive Officer (CEO), ARIN, Mr. John Curran, revealed this to ITRealms, saying that the American registry has at 24 September 2015, exhausted its stock.

ARIN, he said, issued the final IPv4 addresses in its free pool on Thursday, September 24, this year, although it would continue to process and approve requests for IPv4 address blocks.

“Those approved requests may be fulfilled via the Wait List for Unmet IPv4 Requests, or through the IPv4 Transfer Market,” he said

Mr. Curran also said that exhaustion of the ARIN free pool does trigger changes in ARIN's Specified Transfer policy (NRPM 8.3) and Inter-RIR Transfer policy (NRPM 8.4). 

In both cases, he told ITRealms, these changes impact organizations that have been the source entity in a specified transfer within the last twelve months.

"The source entity (-ies within the ARIN Region {8.4}) will be ineligible to receive any further IPv4 address allocations or assignments from ARIN for a period of 12 months after a transfer approval, or until the exhaustion of ARIN's IPv4 space, whichever occurs first," he said.

Curran further explained that with effective Thursday, September 24, 2015, because exhaustion of the ARIN IPv4 free pool has occurred for the first time, there is no longer a restriction on how often organizations may request transfers to specified recipients. 

In the future, he pointed out that any IPv4 address space that ARIN receives from IANA, or recovers from revocations or returns from organizations, will be used to satisfy approved requests on the Waiting List for Unmet Requests.

“If we are able to fully satisfy all of the requests on the waiting list, any remaining IPv4 addresses would be placed into the ARIN free pool of IPv4 addresses to satisfy future requests,” he said, even as ARIN encourages customers with questions about IPv4 availability to contact them via hostmaster@arin.net.

3,357 respondents participated in ICANN consumer survey - Nielsen

A total of 3,357 respondents participated in the consumer and registrant survey conducted by Nielsen for the Internet Corporation for Assigned Names and Numbers (ICANN), reports ITRealms.

An extract from the whole survey report made available to ITRealms, out of the 3,357 responses included in the final sample, 768 came from the ICANN-supplied lists, while 2,589 from Nielsen.

This is coming out of the specific 6,144 adult were surveyed between consumers and registrants.

ITRealms notes that the survey was precipitated by ICANN commissioning of the exercise as part of the recommendations from the Implementation Advisory Group on Competition, Consumer Choice and Consumer Trust (IAG-CCT). 

Whereas the IAG-CCT concluded its work in September 2014 and recommended to the ICANN Board 66 metrics to measure how the New gTLD Programme has impacted competition, consumer choice and consumer trust in the domain name space.

However, among those 66 metrics, a subset of 11 were identified as best being measured using a global survey of Internet users and following Response for Proposal (RFP) conducted openly by ICANN the consultancy was awarded and contract signed with Nielsen to conduct the study in November 2014.

According to Nielsen, they surveyed 6,144 adults ages 18 and older, who spend 5 or more hours a week on the Internet for the Internet consumer survey and they represented all five of ICANN's geographic regions. 

“Respondents came from 24 countries, representing 75 per cent of the world's Internet users: China, India, Indonesia, Japan, Philippines, Russia, South Korea, Vietnam, France, Germany, Italy, Poland, Spain, Turkey, United Kingdom, Egypt, Nigeria, South Africa, Canada, Mexico, United States, Argentina, Brazil, and Colombia. The results were reported at a 95 per cent confidence level,” officials of Nielsen stated in the report made available to ITRealms.

Whereas Nielsen also reported that they completed the survey of domain name registrants, with 3,357 registrants from the same countries, the results were reported at a 95 per cent confidence level. 

Nielsen explained that to be included in the sample, “respondents were screened to ensure they were 18 and older, had ever registered a domain name, were at least a partial decision maker in domain name registrations, were aware of the purpose of the domain name and in which TLDs names had been registered.”

As said by the report, domain name registrants were identified using several sources provided by ICANN to Nielsen with a sample of WHOIS records used in the 2014 and conducted by the National Opinion Research Center at the University of Chicago. 

“Due to a low response rate to emailed invitations to complete the survey, ICANN then worked with Domain Tools to procure a larger sample of WHOIS records,” the report stated.

Accordingly, it was these WHOS records that were parsed and sorted by country codes of the registrants with additional parameters used for this sample comprising the domain name's creation date was not necessary for sorting records; The sample was created from gTLD domain names and excluded ccTLD domain names; The sample included, where available, a mix of legacy and new gTLDs. Records included in the sample were selected according to a standard process, e.g., a randomized selection of records from a registry, according to the established criteria as described above.

Global tech community drum support for universal internet access by 2020

Prominent leaders from the global development community, technology industry, the arts and entertainment have joined an unprecedented call for world leaders to implement the promise within the newly agreed Global Goals that universal internet access become a reality by 2020, ITRealms reports.

The leaders of 193 nations formally adopted the Global Goals for Sustainable Development at the United Nations, Friday, after years of negotiation. The Goals aim to fight inequality, protect our planet, and end extreme poverty by 2030. The Connectivity Declaration draws attention to target 9.c of the Global Goals demanding internet access for all in the Least-Developed Countries by 2020.

ITRealms gathered that the Global Goals build on the success of the Millennium Development Goals, which helped cut malaria deaths in half, reduced new HIV infections by 40 per cent, saved millions of children’s lives, and contributed to a worldwide decline in extreme poverty of more than 50 per cent.

The co-founder and global executive director of ONE, Jamie Drummond, in a press release said, “Internet access is a catalyst for creating a world of greater freedom, fairness and dignity for all peoples, everywhere. Every country must now agree on urgent plan to implement the Global Goals, and mission-critical within those strategies is connectivity for all. The Pope and Malala have spoken eloquently about the one world and one family we’re all a part of, and the internet, at its best, facilitates that unity. But when three billion are left beyond the internet, they are left behind and left out of that family. That must change and fast.”

Alaibe ready to serve Bayelsans, not through violence, cultism

Good Governance for Change Initiative, a political organisation, has said that Chief Timi Alaibe is ready and always willing to serve the good people of Bayelsa but not through violence and cultism, ITRealms gathered.

“Alaibe is ready and always willing to serve the good people of Bayelsa but not through violence. He is only interested in the issues of development in Bayelsa State. In this state, we know the true practitioners of violence and cultism. Bayelsans cannot forget in a hurry the atrocities committed by Sylva while he was the governor. Many lives were wasted on the streets of Yenagoa in what many knew as state sponsored killings of perceived enemies. So many innocent lives were lost in cross fire of cult gangs or killer squads who regrettably were introduced to drugs.

“Many can still recollect that these boys were used as political thugs to intimidate opponents and if the Youth Vanguard is truthful, it will concede that what played out last Tuesday was a demonstration of a sordid past aided and abetted by Sylva,” the group said.

GGCI, on Saturday rose in defence of All Progressives Congress (APC) governorship aspirant, Timi Alaibe, saying he is not desperate for power but running to serve the people of Bayelsa State. This is coming barely 24 hours after a group sympathetic to ex-Governor Timipre Sylva, APC Youth Vanguard, had said Alaibe was so desperate for power.

But the Secretary, GGCI, Mr. Friday Dressman, in a statement reacted to the claims by APC Youth Vanguard, saying contrary to insinuations, it was Sylva who had showed desperation for the job of governor as his conduct indicated during the recent botched governorship primary of the party.

He, however, clarified that the events of last Tuesday during the primary election were triggered by Sylva’s “inordinate ambition”, saying they could have been avoided had the former governor played by the rule rather than “obsessive inclination to seize power” in what he also referred to as “do or die politics”.

Nigeria delisted from polio endemic countries

Nigeria has been delisted from polio endemic countries, leaving the devastating disease in only two countries and bringing the world one major step closer to achieving the goal of ending polio, ITRealms reports.

According to UN NEWS Centre, the Director-General, World Health Organization (WHO),  Dr. Margaret Chan said, “The outstanding commitment and efforts that got Nigeria off the endemic list must continue, to keep Africa polio-free. We must now support the efforts in Pakistan and Afghanistan so they soon join the polio-free world.”

Since 1988, the incidence of polio has been reduced by more than 99 per cent, according to WHO. At the time, more than 350,000 children were paralysed every year, in more than 125 endemic countries. Today, two countries remain which have never stopped endemic transmission of polio: Pakistan and Afghanistan, where there have been in 2015, 41 cases reported (32 in Pakistan, 9 in Afghanistan).

In its announcement, September26, WHO said that Nigeria has made remarkable progress against polio, but continued vigilance is needed to protect these gains and ensure that polio does not return. Nigeria has not reported a case of wild poliovirus since 24 July 2014, and all laboratory data has confirmed that a full 12 months have passed without any new cases.

Immunization and surveillance activities must continue to rapidly detect a potential re-introduction or re-emergence of the virus, the agency said, explaining that only after three years have passed without a case of wild poliovirus on the African continent will an official 'certification' of polio eradication be conducted at the regional level in Africa.

ITRealms gathered that the Global Polio Eradication Initiative (GPEI), the public-private partnership leading the effort to eradicate polio on the planet, called the development a 'historic achievement' in global health. “More than 200,000 volunteers across the country repeatedly immunized more than 45 million children under the age of 5, to ensure that no child would suffer from this paralysing disease,” the agency said.

John Boehner resigns as US speaker after fulfilling 20-yr dream

Today, Friday, September 25, 2015, the Speaker of the United States House of Representative, Mr. John Boehner resigned his position after fulfilling a 20 year old dream, reports ITRealms.

Mr. Boehner while announcing his exit from the one of the high office in the United States, said he never expected to be in the Congress of his country and sees himself as fortunate enough to have been elevated to the position of speaker since 2011. 

“I never thought I’d be in Congress, let alone be speaker,” he was quoted as declaring by New York Times.

According to him, his meeting with the visiting Catholic Pontiff, Pope Francis before Thursday address to the congress was a life dream fulfilled.

ITRealms recalls that Mr. Boehner’s resignation came within 24 hours after a private chat with Pope Francis during his visit to the Capitol, which culminated in the fulfilling his longlife dream of getting Pope to address the joint US Congress.

Close sources to the now former Speaker said, “The announcement came just a day after Pope Francis visited the Capitol, fulfilling a 20-year dream for Mr. Boehner.” 

The 65 year old Legislator represents the people of Ohio, and was reported to had struggled most of his tenure as speaker due to several challenges of divided government which makes it had for smooth running of the affairs of the state, moreso from his conservative Republican members.

Also, New York Times reported that lately, Mr. Boehner was under pressure over defund Planned Parenthood bill.

Political analysts, have said that with Mr. Boehner’s announcement could count as lessening the chance of a government shutdown next week in the United States. They posited that Republican leaders will now push for a short-term funding measure to keep the government operating.

John Boehner, ITRealms gathered, is the son of a tavern owner from a large Catholic family, who had a private audience with Pope Francis before the Pontiff addressed Congress on Thursday.

Mr. Boehner has been in the House since 1990.

Exclusive: Boko Haram effect: N7.9bn needed to save lives across West Africa

An estimated N7,900,300,000 billion is currently required to save lives and protect those affected by the insurgency attacks by Boko Haram across the four West African countries, reports ITRealms.

The United Nations’ Assistant Secretary-General and Regional Humanitarian Coordinator for the Sahel, Mr. Toby Lanzer made this disclosure, Friday to ITRealms, saying that the humanitarian teams within the Economic for West Africa Community (ECOWAS) region needs $397 million, about N7,900,300,000 to save lives and protect those affected by Boko Haram insurgency in four countries.

Mr. Lanzer listed these countries to include Chad, Niger, Nigeria and Cameroon, all members of ECOWAS.

He also disclosed that the required amount is expected to take care of the Humanitarian Response Plans and Regional Refugee Response Plans.

Citing for instance, that in Chad, two response plans have been launched since this year to address successive waves of displacement in April and September, that is, worth $26million about N5,174,000,000 and $11.5million, about N2,288,500,000 respectively.

Mr. Lanzer revealing this via his Twitter handle @tobylanzer, lamented “Humanitarian teams need $397 million 2 save lives & protect those affected by #BokoHaram in 4 countries.”

ITRealms recalls that the Sahel is the ecoclimatic and biogeographic zone of transition in Africa between the Sahara Desert to the north and the Sudanian Savanna to the south.

Although ITRealms gathered, the Sahel is widely French-speaking, Islamic and takes its name ("shore") from Arabic. But the region, one of the poorest and most environmentally damaged places on earth, has deep troubles.

Sahel, Arabic Sahil, according to Encyclopædia Britannica is semiarid region of western and north-central Africa extending from Senegal eastward to the Sudan, thereby forming a transitional zone between the arid Sahara desert to the north and the belt of humid savannas to the south; thus Sahel stretches from the Atlantic Ocean eastward through northern Senegal, southern Mauritania, the great bend of the Niger River in Mali, Burkina Faso formerly known as Upper Volta, southern Niger, northeastern Nigeria, south-central Chad, and into the Sudan.

Noteworthy is that in the 1970s, the Sahel captured international attention when drought and famine killed nearly 200,000 people.
