Illegal checkpoints: IGP orders immediate removal nationwide @Christmas - ITREALMS

The Inspector General of Police (IGP), Mr. Mohammed Adamu, has directed Commissioners of Police in the 36 states and the Federal Capital Territory (FCT) to ensure removal of all illegal checkpoints nationwide for a stress-free festive seasons, reports ITREALMS.

For him, only checkpoints and nipping points that are operationally expedient for crime prevention and prevention and other forms of key duties must be in place during this seasons.

The Force Public Relations Office (FPRO), Mr. Frank Mba, a Deputy Commissioner of Police, who disclosed this in an interview in Abuja, said the IGP ordered the Commissioners of Police to ensure that officers deployed to checkpoints eschew all forms of corruption, ostensibly in reaction to cases of alleged extortion of travellers and motorists, especially on major highways across the country. 

Mba said Commissioners of Police, Area Commanders and Divisional Police Officers (DPOs) were also expected to provide round-the-clock supervision of their men, adding that they would be held liable for any excesses of their personnel on the roads, adding: “They have also been directed to send to the headquarters, the designated nipping points on those roads for easy monitoring by the Force Headquarters.”

He explained that the order was issued to enable travellers enjoy safety and comfort on the highways with minimal inconveniences and hassles throughout the Yuletide season, saying: 

“It is important to note that the Inspector General of Police (IGP) has also given a very clear-cut directives and issued a standard order for Commissioners of Police, Area Commanders and DPOs, whose jurisdictions straddle those areas covering the highways, to ensure that policemen who are posted on the road during the festive period carry out their duties in strict conformity with the extant rules guiding such activities- the Police Act and the Police Regulations.

“Police officers posted on theses duties are expected to eschew all forms of corruption. In-as-much as they are they are expected to be firm, they are expected to be courteous and polite to citizens. 

“Commissioners of Police are also expected to strike a balance between the need to ensure the security of the travellers and the need to ensure that travellers enjoy maximum comfort and with minimal hassles,” he said. 

The Force spokesman advised the public, especially travellers, to cooperate and support policemen in the lawful discharge of their lawful duties and to report every excess or infraction they notice on the highways to the Complaints Response Unit (CRU), headed by an Assistant Commissioner of Police (ACP). He added that the presence of policemen on the roads are designed to prevent crimes such as armed robbery, kidnappings and other forms of violent crimes on the highways and also help in the detection of crimes that have already been committed, as well as providing a platform for intercepting fleeing felons. NUJ petitions Osinbajo over IGP’s incessant attacks on Nigerian journalists - ITREALMS

The President of the Nigeria Union of Journalists, Abdulwaheed Odusile, has petitioned the Acting President, Prof. Yemi Osinbajo, on the incessant attacks on Nigerian journalists by the Inspector General of Police, Ibrahim Idris, reports ITREALMS.

Odusile, who wrote the petition on behalf of Nigerian journalists, used the arrest and detention of a Premium Times Reporter, Samuel Ogundipe, as take-off point.

He said Idris has a history of hounding Nigerian journalists, adding that this is giving the government a bad image.

The letter reads in full:

“PETITION AGAINST THE INSPECTOR-GENERAL OF POLICE, MR IBRAHIM IDRIS

I write this petition on behalf of thousands of Nigerian journalists, against the Inspector-General of police, Mr Ibrahim Idris over his incessant attacks on journalists and violent violations of their human rights, culminating in yesterday's (Tuesday)arrest of a Premium Times reporter, Mr Samuel Ogundipe.

Mr Ogundipe is being detained over the publication of the letter of the IGP to your Excellency, in respect of the police investigation on the DSS siege on National Assembly. The journalist is being held to disclose his source of information, a demand that is against the ethical precepts of our profession.

Your Excellency, we want to note that this is not the first time the IGP has been hounding the press. On January 1, this year, two journalists who are brothers, Messrs Daniel and Izuchukwu Elomba were abducted in their homes by SARS officers, on the orders of the IGP and detained for ten days, over what was published on their blog purportedly against the IGP.

It would be recalled that counsel to the two journalists, Festus Keyamo, (SAN) petitioned your Excellency and you caused the matter to be investigated. 

Consequently, on April 23, 2018, a Federal High court, sitting in Abuja awarded N5 million damages against the police for this illegal detention.

Also, on March 13, 2018, SARS officers, under the control of the IGP, abducted Abdulahi Krishi, the National Assembly correspondent of Daily Trust, right at the premises of the National Assembly. He was subsequently released 24 hours later after an outcry from the media.

Your Excellency, it is obvious that the excesses of the IGP against the media is giving your government a bad image as an anti-press government, even when it's obvious these infractions were carried out without the presidency's imprimatur.

We therefore implore your Excellency to call the Inspector-General to order and stop his incessant attacks on the media.

We also demand that the detained reporter of Premium Times be released forthwith.

Police: IGP is first defender of democracy

The Nigerian Police Force (NPF) have reacted to the Senate declaration on Wednesday that its Inspector General , Ibrahim K. Idris, conversely is the first defender of democracy, reports ITRealms.

The Senate, ITRealms recalled had declared IGP Ibrahim Idris, as an ‘enemy of democracy’ who is unfit to hold a public office.

But in a press statement endorsed Wednesday by the Force Public Relations Officer, Jimoh Moshood, the police said the IGP is not as claimed by Senate, rather he will never be an enemy of democracy, because “Police is the first defender of democracy in Nigeria.”

“It is urgently imperative that the Nigeria Police Force respond to this resolution of the Senate which is a deliberate blackmail, witch-hunting, unfortunate and mischievous.

“It is important to correct the impression created in the minds of the people from the Senate’s resolution that the IGP is not and will not be an enemy to democracy.

“It is also of significant note to state that IGP Ibrahim K. Idris has served meritoriously for above 10 years in the United Nations Peace Keeping Operations in several countries unblemished. The Nigeria Police Force is the first defender of Democracy and all democratic institutions in Nigeria and will continue to do so,” the statement read in part.

BBOG: CDHR indicts Buhari, IGP on human rights violation

Committee for the Defence of Human Rights (CDHR) has indicted President Muhammadu Buhari and berated the Inspector-General of Police, Ibrahim Idris, and the Commissioner of Police, Federal Capital Territory (FCT), Abuja, on the violation of the rights of the members of the Bring Back Our Girls Group in Abuja, on Tuesday 23^rd January, 2018. CDHR condemned the conduct of the Police in preventing the BBOG from exercising their fundamental right to freedom of expression, association and movement, including their right of solidarity to engage in legitimate rally to advance their lawful interest. The Human Rights group described the conduct of the Police as oppressive, primitive and embarrassing.

The BBOG, led by Dr. Oby Ezekwesili, had converged at the Unity Fountain, Abuja on Tuesday, 23^rd January, 2017 for their usual rally to attract attention to their patriotic call for the recue or release of the abducted Chibok Girls. Acting on the directive of the IGP, the Commissioner of Police, FCT, illegally prevented the members of the BBOG from exercising their legitimate freedoms, arrested their members, and violated their fundamental rights.

In a statement issued by its National Publicity Secretary, Comrade Henry Peter Ekine and made available to the Press, CDHR decried the level to which the Police have degenerated in professionalism and abdicated their expected role to protect the rights of citizens. CDHR was utterly disturbed that the Police have again displayed crass overzealousness in their conduct. The statement by CDHR described the incident as unfortunate in a democratic regime.

CDHR warned that this conduct by the COP on the directive of the IGP, as well as several similar conducts of continuous abuse and violation of the rights of Nigerians by the Police and other state agents, could only incite citizens’ reaction and invite anarchy in an already volatile Nigerian society. CDHR implored the Attorney-General of the Federation to advice the President and the IGP appropriately, at all times, on their conducts that may affect the rights of citizens. Conducts by state agents that violate the rights of citizens raise direct questions on the commitment of the Government to core democratic principles and values.

The foremost human rights group emphasised that the provisions of sections 39, 40 and 41 of the Constitution of the Federal Republic of Nigeria, 1999, as amendment, provide for the fundamental rights to freedom of expression, assembly and movement, respectively. The African Charter on Human and Peoples Rights (Article 11); the International Covenant on Civil and Political Rights as well as the Universal Declaration of Human Rights (Articles 13, 19 and 20) also provide for these rights. The state has the responsibility to protect these rights. It was held in Inspector General of Police v. All Nigeria Peoples Party (2007) 18 NWLR (Pt 1066) that the Police must not disrupt the constitutional right of Nigerians to hold a peaceful and legitimate rally; the Police, in a democratic society such as Nigeria, is rather expected to provide security during rallies. CDHR observed that the conduct of the Police operatives amounted to violation of the rights of citizens, particularly the members of BBOG.

CDHR, under the leadership of Comrade Malachy Ugwummadu, therefore called on the Inspector-General of Police, Commissioners of Police, all the operatives of security agencies and the Government of President Muhammadu Buhari, to abide by our Constitution and the rule of law and respect the rights of all citizens to exercise their fundamental freedoms. The rule of law must always prevail against arbitrariness and alternatives which have no credence under our Constitution. All state agents must submit themselves to the law, and security agencies must not be seen to violate the rights of citizens.

Benue herdsmen attack: Tiv community wants IGP to disarm Hausa-Fulani

ITREALMS:

The Tiv community in Lagos State, under the auspices of Mdzough U Tiv (MUT), has called on the Inspector General of Police, Mr. Ibrahim K.Idris, to  urgently disarm the irate Hausa -Fulani youths in Benue, especially Makurdi, reports ITRealms.

President General, MUT, Prince Aondowase Ikyernum Kajo, made this appeal after Saturday and Sunday night attacks on their host community in Wadata area of Makurdi where some Tiv residents were killed, others sustained varying degrees of injuries and their houses burnt by the rampaging youths.

Also, they alleged that intelligence information at their disposal indicated that there is a huge stockpile of dangerous arms and ammunitions in mosques, homes, shops and many other unidentified places by the Hausa -Fulani residents in the state.

With the kind of arms these rampaging youths were brandishing, and recklessly attacking Makurdi residents, it means they are well prepared to do the worst, hence, the urgent need to clampdown on the aforementioned places and confiscate those weapons.

It would amount to double standards by the Nigerian security agencies (soldiers) who hastily arrested the Benue State livestock guards who were on a legitimate duty protecting their communities against marauding Fulani herdsmen terrorists but looked the other way when other tribes are causing severe harm to the lives and property of our people with more highly sophisticated weapons.

Remember that during the state government Amnesty program, only  Benue indigenes submitted over 700 arms to the state. It is not logical for people who are armless to be living in the midst of their dangerously armed visitors that are daily inflicting pains on them unchallenged.

We also warn that those sponsoring these irate youths recently drafted to Benue with no viable source of living to cause chaos paving the way for a declaration of state of emergency in Benue should have a rethink as such diabolical agenda would not succeed in our state.

We thank the governor of Benue State, Samuel Ortom, for standing firm with his people in these trying times. We also thank the Benue Traditional Council, led by HRM Prof. James Ayatse, Tor Tiv V, heads of all the socio-cultural organizations in the state and religious leaders for their efforts to see that these unprovoked attacks on our people stop.

We equally thank other critical stakeholders in this struggle to save our lives especially media professionals, social media activist, civil society organizations, the good people of Benue and well meaning Nigerians for standing with us.

We deeply sympathize with the families who lost their loved ones and  also wish the injured speedy recovery.

This is as we call on President Buhari who is the Commander in Chief of the armed forces to end this pogroms against Benue people by Fulani herdsmen terrorists.

Missing Charity Aiyedogbon: 63 groups petition IGP

In continuation of its earlier call on the Police over the missing Abuja business woman, Charity Aiyedogbon, some 63 Civil Society Organisations (CSOs) under the aegis of Coalition Against Crime in Nigeria (CACN) have petitioned the Inspector General of Police (IGP), Ibrahim Idris, urging him to take necessary steps to effect the arrest of a prime suspect in the matter, Paul Chukwujekwu Ezeugo, presently at large, reports ITRealms.

The petition dated 22-8-2016, captioned: Re-Missing Charity Aiyedogbon: pertinent issues; our demands, signed by the group’s National Coordinator, Harrison Pepple and made available to ITRealms, they called on the Police to conduct a DNA test on a body displayed on Facebook by Lagos lawyer, Emeka Ugwuonye, to ascertain the veracity of his claim that it is that of the missing woman.  

The 2-page Petition made a six-point demand and reads in part: 

“Coalition against Crime in Nigeria is a Network of 63 Civil Society Organisations advocating against Crime, Immorality and other social vices in Nigeria.”

“We first write to commend you for your determination towards unravelling the mystery behind the sudden disappearance of an Abuja-based lady, Charity Aiyedogbon, aka Chacha, being handled by the Monitoring Unit of your office (IGPMU).”

“We are aware that the missing woman’s husband, David Aiyedogbon was directly accused by a Lagos-based lawyer, Emeka Ugwuonye of having a hand in her disappearance. He also displayed a corpse on his Facebook group, Due Process Advocates, claiming that it was that of the missing woman, among others.”

“We are also aware that the missing woman’s daughter’s (Juliet) wedding was postponed indefinitely as a result of the controversy generated by misinformation fed to Nigerians by Ugwuonye’s claims over her missing mother.”

“We also have reports that some arrests have been made in connection with her disappearance, while her vehicle and two handsets have been recovered, among other developments.”

Continuing, the Petition urged the Police to address Nigerians on the extent of investigation, while officially declaring Charity Aiyedogbon missing. 

“We demand that you use your good offices to order an immediate conduct of a DNA test on the corpse displayed online by Lagos lawyer, Emeka Ugwuonye to ascertain the true identity of the body; direct the Force Public Relations Officer to address Nigerians on the extent of investigation/findings on the matter and invoke relevant sections of the Police Act by declaring the prime suspect, Paul Chukwujekwu Ezeugo wanted, so Nigerians and the International Community will be on the lookout for him.”

Other demands by the group are that the Police “officially declare Charity Aiyedogbon (Chacha) missing; invite her extended family members (parents and 4 siblings) for questioning, following their continued silence on the matter of their missing daughter since May 10, 2016 and all those that have questions to answer (from your investigations) be charged to Court without further delay.”

ITRealms recalled that an Abuja-based business woman, Charity Aiyedogbon was declared missing on social media by her friends and her whereabouts remains a mystery that the Police is attempting to unravel.

Breaking News: Danbatta seeks IGP protection on telecoms infrastructure

The Executive Vice Chairman (EVC) of the Nigerian Communications Commission (NCC), Prof. Umar Garba Danbatta has solicited the protection of the Inspector General of Police (IGP) on telecommunications infrastructure in the country, reports ITRealms.

NCC expressed concerned over increasing cases of illegal sealing up of telecoms Base Transceiver Stations (BTS) across the country by various persons, including organizations, communities, agencies of the Federal State and local government at times using law enforcement officers.

Danbatta made this appeal when he led a team of NCC Directors and officials on a courtesy visit to the Inspector General of Police (IGP), Solomon Arase in Abuja recently, lamented that apart from the actions being illegal, they also violate Criminal Justice (Miscellaneous Provisions) Act, CAP C39, laws of the Federation of Nigeria, 2004.

He also said that sealing up of Base Stations has its social implication that is cutting off subscribers from communicating thereby degrading quality of service, which is already a major concern.

According to him, acts of willful destruction of telecoms infrastructure, such as cutting of fibre optics and general vandalism have become very worrisome, hence the proposal for the institution of a critical infrastructure law that will require the police to monitor and protect public infrastructure.

“While we seek your support for urgent actualization of this law, we wish to implore you to see to the use of the current provisions of the law to ensure that individuals found to be engaged in willful destruction of telecoms infrastructure are timely prosecuted,” Danbatta solicited.

ITRealms gathered that both agencies of government, recently pledged to collaborate on vital issues concerning security of telecoms infrastructure and capacity building for modern policing which the IGP, Solomon Arase, stressed, forms the bedrock of modern security practices.

IGP Arase in response expressed readiness of the Force to work with the Commission immediately proposed the setting up of joint teams, drawn from the Police and the Commission which will handle telecom related cases.
