General Muhammadu Buhari, retired, will leave office on May 29 after eight uneventful years. We hope it is the last time we hear from a man who rode to power eight years ago promising to end insecurity, strengthen the economy and fight corruption, none of which he achieved. Thankfully, he has vowed not to intervene in our national life and expressed his willingness to disappear to Niger Republic if we request accountability after almost a decade of ruinous leadership.

It is a fitting testament to the leadership calamity of the past eight years that Gen. Buhari, retired, was in a London hospital two weeks to the end of his eight-year tenure, this time to treat toothache. He is ending his misrule much the same way he started it. While Gen. Buhari (retd.) has spent the last eight years taking care of himself and his health, he has left the country prostrate; more corrupt, more insecure, and more divided than he met it eight years ago. The only thing that seems to have improved since he became president on May 29, 2015, is his health and his family fortune.

COVID-19: Buhari extends total lockdown till Monday- ITREALMS

Nigeria’s President, General Muhammadu Buhari, retired, has pronounced a partial lockdown after the next five days, commencing Monday, May 4, 2020, reports ITREALMS.

Buhari in a third nationwide address on ChineseVirus-19 also known as Coronavirus or COVID-19, said he has approved a phased and gradual easing of lockdown effective Monday, May 4, 2020 by 9am, with a 10-hour curfew.

He also said in the address monitored by ITREALMS that it has become necessary following recommendations of the Presidential Task Force on COVID-19, various Federal Government committees and Nigeria Governors Forum arrived at partially relaxing the lockdown in the Federal Capital Territory (FCT), Lagos and Ogun States.

As said by him, effective Monday, 9am on May 4, selected business and offices could now open from 9am to 6pm.

“There will be an overnight curfew from 8pm to 6am,” he said, stressing that this means all movements will be prohibited during this period except essential services, insisting that there will be a ban on non-essential inter-state passenger travels until further notice.

In addition, Buhari said there will be partial and controlled interstate movement of goods and services, to allow for the movement of goods and services from producers to consumers.

“We will strictly ensure the mandatory use of face masks or coverings in public in addition to maintaining physical distancing and personal hygiene,” he maintained.

Furthermore, General Buhari said, the restrictions on social and religious gathers shall remain in place, urging the state governments, corporate organisations and philanthropists to support the production of cloth masks for citizens.

The Presidential Task Force (PTF), he said, shall provide sector specific details and timing guidelines to allow for preparations by governments, businesses and institutions.

“State Governors may choose to amend, adapt and expand based on their unique circumstances provided they maintain alignment with the guidelines issued above on public health and hygiene,” he urged.

Senior Special Assistant to the President on Media & Publicity, Malam Garba Shehu told ITREALMS that as Oladipo turns 50, "the President believes his wealth of experience in journalism and consulting on communication, to both private and public institutions, will go a long way in contributing more to the growth of the nation, noting that communication remains integral and indispensable to development."

In addition, Shehu was quoted as saying that Buhari noted that Nigerians will remember Dotun, as he is fondly called, for his awesome contributions to the growth, and acceptance as part of daily life, of the digital newspaper.

"The President prays that God will bless and take the publisher to greater heights," he said.

Buhari to commission Abuja Chamber's Legacy Projects, as ACCI elects council members – ITREALMS

The President, Muhammadu Buhari has been confirmed to officially commission the legacy projects of Abuja Chamber of Commerce and industry (ACCI) to demonstrate the support of his administration for the private sector, reports ITREALMS.

Confirming this to ITREALMS at the end of the Annual General Meeting (AGM) of the chamber held in Abuja on Tuesday, ACCI president, Prince Adetokunbo Kayode and cited communication between the Presidency and the Chamber leadership, although the precise date of the commissioning was not disclosed.

The legacy projects include a six story ultra modern secretariat of the ACCI along Abuja airport road and a huge well-furnished newly completed Abuja Trade and Convention Centre.

Meanwhile, at its AGM, the chamber also elected new Vice Presidents and some council members. The AGM presided over by the President of ACCI, Prince Adetokunbo Kayode was preceded by Council and executive meetings, the last for the year.

The President in his main address listed the many advances recorded by the Chamber in the last one year including:

-The completion of legacy projects like the six story ACCI secretariat and the ultra modern trade and convention centre to be commissioned by President Muhammadu Buhari;

-The listing of ACCI as a Grade A federal chamber alongside Lagos Chamber with only two Chambers with such recognition across Nigeria;

-The signing of cooperation MOUs with many state Chambers of commerce as a recognition of ACCI as the only federal chamber in the country;

-The emergence of ACCI as within number five worldwide at a skill programme competition organised by the International Chamber of Commerce in Brazil;

-The organisation of many policy impacting programmes,roundtables and workshops by the Chamber that improves its visibility;

-The increasing recognition of the chamber by local and international organizations as a credible platform for trade facilitation and private sector engagement in Nigeria among others.

The President who was flanked by first and deputy presidents(Emeka Obegbolu and Alhaji Mutjhaba) specifically commended the leadership of the four ACCI centres (PAC,BEST,DRC and ATC),showering encomiums on Professor Soji Adesugba(the Provost of BEST Centre,Olawale Rasheed (the Coordinator of Policy Advocacy Centre ),Chief Emeka Obegbolu (Chair of DRC board) among others.

He lauded the roles of other directors such as Aisha Ado of Dispute Resolution Centre,Vikki k of Best Centre,assuring that efforts are on to ensure that the centres are sustainable.

President Kayode informed the AGM that the four centres of the ACCI listed above are soon to be adopted by the NACCIMA to serve as national centres for business Chambers all over the country.

Election was subsequently conducted to fill vacant positions alongside a rejigging of the offices.

Will Buhari ever call Pantami to order? - ITREALMS

Telecoms Act and intrusive Ministers:

The Telecommunication Act of 2003 that empowered the regulatory rights, functions and composition of the Nigerian Communications Commission (NCC) appeared to have envisaged that someone like Dr Isa Pantami would one day become the minister of Communications.

So, it set out in its provisions to put a check on such a minister who would attempt to interfere in the work of the Commission and the sanity of the industry.

It is such clause, conspicuously written in that Act that has put in check Pantami’s predecessors who made attempts to infringe on the statutory rights of the Commission.

When will Buhari call Pantami to order?

This is what the Act says in respect of the minister’s relationship with the NCC in Section 23, chapter 3, part 1 titled Functions Of the Minister And National Frequency Management Council: “In execution of his functions and relationship with the Commission, the Minister shall at all times ensure that the independence of the Commission, in regard to the discharge of its functions and operations under this Act, is protected and not compromised in any manner whatsoever.”

Parameters for Ministers:

The Act limits the minister to:

· formulation, determination and monitoring, of the general policy for the communications sector in Nigeria with a view to ensuring, amongst others,

· utilization of the sector as a platform for the economic and social development of Nigeria ;

· negotiation and execution of international communications treaties and agreements, on behalf of Nigeria, between sovereign countries and international organisations and bodies ; and

· representation of Nigeria, in conjunction with the Commission, at proceedings of international organisations and for a on matters relating to communications.

… Even on policy formulation:

Even on policy formulation and review for the industry the minister is requested to cause the Commission on his behalf to first carry out a public consultative process on the proposed policy formulation or modification.

And on formulating and determining the policy or amendments thereto, the Minister and the Council are compelled to take into consideration the findings of the consultative process under subsection (1) of this section.

On general policy direction:

The Minister is also empowered to, in writing, from time to time, notify the Commission or and express his views on the general policy direction of the Federal Government in respect of the communications sector.

There is nowhere in the NCC Act the minister is allowed to control the work of the NCC and infringe on its operations, as he is currently doing.

NCC has operated in the past without interference, especially under the times of Presidents Olusegun Obadanjo, late Musa Yar’Adua and Goodluck Jonathan who ensured the NCC was not impaired in carrying out its functions.

We’ve seen likes of Pantami:

Those who tried to interfere with the running of the NCC, notably, the current governor of Kaduna, Mallam Nasir el-Rufai and late Dora Akunyili were put under check by Obasanjo. El-Rufai was at the time he tried to challenge the independence of the NCC, a director-general of the Bureau of Public Enterprise, while late Akunyili was minister of communications.

Is telecom regulator walking in tandem?

Dr. Ernest Ndukwe, who was Executive Vice Chairman of the NCC, from 2000 to 2010, told the story of the shinning regulatory successes of the NCC, in a book titled: Ernest Ndukwe & Telecom Regulation- A Walk In Tandem, written by Aaron Ukodie thus: “The relative shinning performance of the NCC currently could be attributed to the fact that my predecessors were not as fortunate as I am. One operated under late Sanni Abacha, where the supposed regulator was not allowed to act on its initiatives.

Democracy and liberalized telecoms industry:

“But here we are in a civilian democratic government and pioneering, as it were, a complete liberalization of the telecoms industry.

“Here we with a President who understands what the independence of a regulatory body is, and who is anxious to see winning actions. All this, put together, places us at a vantage point to perform creditably”.

Though Nigeria is still under a democratic government, at least on paper, the acts of the current minister seem to suggest that democratic ethos would not be adhered to in the management of the sector.

Ministerial infringement reverses 20-year gains:

The current Executive Vice Chairman, Professor Umar Danbatta and his board of directors, have carried out their regulatory functions creditably well before the coming of Pantami, who now appeared to be using his alleged closeness to the president to seek to upturn the best regulatory practices of the industry and the NCC. Those watching the ongoing trend fear that should Pantami continues in infringements on the right of the NCC, and the president does not call him to order, the 20 years gains of the industry may begin to reverse.

Buhari leads FG delegation to eNigeria’19 - ITREALMS

President Muhammadu Buhari has been confirmed to lead the Federal Government (FG) delegations to the 2019 e-Nigeria annual conference as the special guest of honour, reports ITREALMS.

Confirming this to ITREALMS, spokesperson to the Minister of Communications & Digital Economy, Mrs. Uwa Suleiman said, Buhari accepted and approved the invitation of the Minister, Dr Isa Ali Ibrahim (Pantami) to serve as Special Guest of Honour, through a letter.

The confab scheduled to hold from Thursday, 28th to Saturday, 30th of November 2019 with the theme centred around: Digital Economy for a Digital Nigeria, she said, would be declared open by the President, with the Minister of Communications and Digital Economy as the Chief Host and Chief Convener, Director-General National Information Technology Development Agency (NITDA), Mr Kashif Inuwa Abdullahi.

They are expected to be joined by all the Chief Executive Officers (CEOs) of agencies under the Ministry’s purview will serve as co-hosts. 

These, she said, include the Executive Vice Chairman (EVC) Nigerian Communications Commission (NCC), Prof. Umar Garba Danbatta; Managing Director Galaxy Backbone PLC, Mr. Yusuf Kazaure; Managing Director Nigeria Communications Satelite (NIGCOMSAT), Dr Abimbola Alale; Acting Executive Secretary Universal Service Provision Fund (USPF) Mr Ayuba Shuaibu; and the Post-Master General, Nigeria Postal Services (NIPOST) Barrister Adebisi Adegbuyi.

Also, she said the highlight of this year’s event, would be the formal public presentation for review, in line with the President’s directives, the draft document on the National Digital Economy Policy and Strategy, in accordance the Ministry’s mandate.

The Minister has also constituted Central Working Committee (CWC), for e-Nigeria chaired by him, with NITDA as its secretariat and coordinator, while the Chief Executive Officers (CEOs) of Parastatals under the Ministry’s supervision serve as members.

Recall that the e-Nigeria Conference is the nation’s flagship IT Conference organized by the Federal Government and coordinated by NITDA, the Federal Government’s Information Technology (IT) develop arm, supervised by the Federal Ministry of Communications and Digital Economy.
