The Media Rights Agenda (MRA) has condemned the Independent National Electoral Commission (INEC) for attempting to frustrate a legitimate Freedom of Information (FOI) request by demanding an outrageous fee of over N1.5 billion for a copy of the National Register of Voters and list of polling units in Nigeria, describing its demand as a blatant attempt to weaponize cost as a tool for denying access to vital public information.

Pantami, CBN halt MTN, mobile operators planned N4 charge per USSD – ITREALMS

The Honourable Minister of Communications Dr Isa Ali Ibrahim Pantami, has ordered a halt of the proposed MTN Nigeria’s charge of N4 per 20 seconds use of Unstructured Supplementary Service Data (USSD), due to commence Monday, October 21, 2019, reports ITREALMS.

Also, the Central Bank of Nigeria (CBN) opposed plans by MTN to charge their subscribers for USSD, access to banking services from October 21.
USSD, ITREALMS gathered, is often referred to as ‘Quick Codes’ or ‘Feature codes’; is a communications protocol used by Global System for Mobile (GSM) cellular telephones to communicate with the mobile network operator's computers.
“Yello, as requested by your bank, from October 21, we will start charging you directly for USSD access to banking services. Please contact your bank for more info(rmation),’’ the message purportedly from MTN read.

But reacting to what has become a viral text message allegedly sent by the Mobile Network Operator MTN Nigeria and other Mobile Operators notifying subscribers of a four naira (N4:00) charge per 20 seconds on USSD access to banking services from the 21st of October 2019, Pantami said his office has been undated.

According to the Spokesperson to the Honourable Minister of Communications, Uwa Suleiman (Mrs), the attention of the Federal Ministry of Communications has been drawn to the text message making around, allegedly sent by the Mobile Network Operator MTN Nigeria and other Mobile Operators.

She said, the office of the Honourable Minister of Communications, Dr Pantami, is unaware of this development and has hereby directed the sector regulator, the Nigerian Communications Commission (NCC) to ensure the operator suspends such plans until the Honourable Minister is fully and properly briefed.

Meanwhile, the Central Bank of Nigeria (CBN), through its governor, Mr. Godwin Emefiele, also opposed plans by MTN to charge their subscribers for USSD access from October 21.

Briefing newsmen, CBN Governor said at the just-concluded World Bank-IMF Annual Meetings, in Washington on Sunday, denied the MTN decision insisting that the request negates the progress of the industry.

MTN had in a Short Messaging Service (SMS) to some subscribers, stated that the decision was on the request of the banks and would take effect from Monday, October 21, this year.

“Yello, as requested by your bank, from October 21, we will start charging you directly for USSD access to banking services. Please contact your bank for more info(rmation),’’ the message read.

For CBN governor, “About five, four months ago, I held a meeting with some telecom companies as well as the leading banks in Nigeria at Central Bank, Lagos. At that time, we came to a conclusion that the use of USSD is a sunk cost. What we mean by a sunk cost is that it is not an additional cost on the infrastructure of the telecom company.

“But the telecom companies disagreed with us, they said it is an additional investment on infrastructure and for that reason, they needed to impose it. I have told the banks that we will not allow this to happen. The banks are the people who give this business to the telecom companies and I leave the banks and the telecom companies to engage.

“I have told the banks that they have to move their business, move their traffic to a telecom company that is ready to provide it at the lowest possible, if not zero cost. And that is where we stand, and we must achieve it,’’ he said.
ITREALMS gathered that the transactions to be affected by the charges include intra and inter-bank money transfers, via the use of USSD, among a few others.

Zenith Bank commences N50.00 stamp duty charge - ITREALMS

Zenith Bank Plc has commenced the implementation of N50.00 only stamp duty charge on eligible transactions, reports ITREALMS.

According to a public statement sent to Zenith customers and available to ITREALMS, the bank now charges N50.00 per transaction.

This, 
ITREALMS gathered, applies to all transfers and deposits of N1,000 and above received into eligible accounts.

The management of Zenith also says that “savings account and intra-account transfers are excluded.”

In addition, the bank said, that the aggregated amount of stamp duty charges deducted from eligible transactions weekly will be debited every Friday into the customers’ accounts and notifications sent accordingly.

Samsung partners TD, takes charge of electronic market - ITREALMS

The sub-Saharan Africa's foremost distribution company, Technology Distributions Ltd (TD) has been appointed national distributor of Samsung Electronics in the open market channel, reports ITREALMS.

This development, ITREALMS gathered is expected to deliver better pricing and availability of Samsung products across the country and beyond.

The landmark partnership was unveiled at an official dealers’ event held on Tuesday, August 28th 2018 at the Wheatbaker Hotel, Ikoyi, Lagos.

Speaking at the event, Managing Director, Samsung Electronics - West Africa, Mr. Jingak Chung disclosed that the decision to appoint TD as authorized distributors of Samsung Electronics in Nigeria was a very easy one, considering the reputation of the company.

According to him, TD’s nationwide reach, wide database of resellers and long-standing status as the largest supplier of technology to the Sub-Saharan Africa marketplace are factors that made them an undisputable choice as partners.

“Through this partnership with TD, we are optimistic that the wide range of cutting-edge products that we are rolling out for the Nigerian market will be readily available nationwide for resellers and other end-users, with attractive pricing as well,” he enthused.

Also speaking at the event, Managing Director, TD Mobile, Mrs. Gozy Ijogun, expressed her delight at the partnership with Samsung Electronics, even as she re-affirmed TD’s commitment to its over 2,000 resellers.

“Samsung is a credible global OEM and we are delighted to be working with them, particularly on Samsung Electronics because we know how well they are doing in Nigeria.

“We have gotten a lot of reactions based on pricing and our interest is to make the products affordable and accessible, thereby developing the local market.

“TD believes in the future of Samsung in Nigeria and is investing a lot in this regard. In a couple of months, we will invite you to the unveiling of Samsung Electronics Assembly Plant. This plant will ensure product availability across board including consumer electronics such as TV sets, Refrigerator, Air Conditioners etc. as well as better pricing to fight competition.

“We want to be profitable but not greedy. The average reseller will get more benefits purchasing from TD because we supply guaranteed genuine products directly from the source with mega warehouses in the six geopolitical zones,” she disclosed.

In attendance at the event were major dealers in electronics, resellers and other channel partners who will expectedly enjoy juicy deals and offers that would further boost their sales and give them better margins.

Marketing and Advertising Executive of Samsung Electronics, Mr. Olumide Olakotan in an impressive slide presentation of major products such as the washing machine, air-conditioning machine and refrigerator made it clear that Samsung products are durable, genuine and have unique features that other brands lack.

A typical example is the Samsung washing machine which comes with amazing features such the eco-bubble technology that mixes air, water and detergent to create bubbles that penetrates clothes faster, with stayclean drawer for intensive stain removal, providing a cool wash while saving energy with ease of trouble shooting.

Police dismiss four SARS operatives, charge them to court - ITREALMS Online

The Assistant Inspector General (AIG) in-charge of zone 2 command, AIG Adamu Ibrahim has upheld the recommendation of police disciplinary body that recommended dismissal of four policemen attached to Special Anti-Robbery Squad Ikeja, Lagos (SARS), reports ITRealms.

Police Public Relations Officer of zone 2 command, CSP Dolapo Badmos, confirmed this to ITRealms, saying that the four policemen were dismissed and subsequently charged to court on offences of armed robbery, kidnapping, unlawful detention, intimidation and threatening violence being the report of the investigation carried out against them when one Mr Chukwudi Godwin Odionye popularly referred to as 'Bishop' submitted a petition against the four on 2nd day of May 2018.

The petitioner, Badmos said, in his petition stated that on the 4th of June 2017, he was in his house around Alagbado Lagos, when the four armed men stormed his house to effect his arrest on the allegation of performing 'FAKE' miracles. 

Odionye was also quoted in his petition as saying that after his arrest, he was taken to one hotel at Agege where he was detained and threatened to be killed if he fails to cooperate. He explained further that on the following day 5th June 2017, he was taken to bank where he was made to transfer seven million Naira to one of the operative's account.

On the receipt of the petition, the AIG ordered investigation into the case, which revealed that no proper police procedure for investigation was followed in Mr. Odionye's arrest and that the four SARS operatives actually abducted the man from his house and unlawfully detained him in the hotel under the guard of the suspects for personal gain.

The dismissed police men include former Sergant (Sgt) Adeoye Adekunle, Sgt AdeniraAdebowale, Sgt Agbi Lucky and Sgt Odighe Hehosa.

According to CSP Badmos,  the dismissed were subsequently found guilty during the orderly room trial for professional misconduct,  corrupt practices and discreditable conduct were dismissed and consequently charged to court on criminal charges of armed robbery, kidnapping, unlawful detention, stealing, intimidation and threatening violence.

While parading the suspects, CSP Badmos , reiterated the AIG'S directive that the force will not tolerate any act of misconduct that undermines the value of international best practices of policing as she stated further that any police officer or men found guilty will not be spared.

Abia crisis: Gov. Ikpeazu dares INEC, insists 'I'm still in charge'


Abia State governor, Dr. Okezie Ikpeazu on Thursday dared the Independent National Electoral Commission (INEC) on the issuance of Certificate of Return (CoR) to Mr. Uche Ogah, despite a notice of appeal and motion for stay of the orders made by Justice Okon Abang of the Federal High Court, Abuja.

The governor in a press statement personally signed by him and made available to ITRealms, told his supporters and Abians to remain calm because he remained the governor. 

"I have received with concern report of the purported issuance of Certificate of Return to Mr. Uche Ogah by the Independent National Electoral Commission (INEC), as governor of Abia State, despite dependency of a notice of appeal and motion for stay of the orders made by Justice Okon Abang of the Federal High Court, Abuja.

"Our laws are clear on this matter. No one may be issued with a certificate of return let alone be sworn in as governor, when there is a subsisting appeal and application for stay.

"I want to appeal to Abians to remain calm and law abiding in the face of this provocation, unless and until the appellant courts have conclusively resolve the appeal, the status remains, I am still the Governor of Abia State" Dr Okezie Ikpeazu said.

Banks intensify ATM awareness campaigns


The Guarantee Trust Bank otherwise known as GTBank plc alongside Zenith plc, First Bank plc, as well as the United Bank for Africa (UBA) and indeed all the major banks in the country may have stepped up their awareness campaigns as the new Automated Teller Machine (ATM) charge takes off.

The recent pronouncement by the Central Bank of Nigeria to reintroduce ATM charges from September 1, 2014, is generating debates and comments from many quarters. Some Nigerian consumers see free ATM services as the least the banks can do. Some others consider it an entitlement. Many others are asking why now?

There however seems to be a great deal of misunderstanding by members of the public on how the new ATM charges will be structured and applied. Given Nigeria's new status as the largest economy in Africa and it's increasing strategic importance as one of the most attentive emerging market, the country is rapidly becoming integrated with the global financial market and practices.

It thus makes sense to do a comparative analysis of the regime of ATM charges around the world and see how Nigeria stands in the overall financial picture. However, let us first look at the Central Bank rationale for the new policy as well as the key components.

The central bank reintroduced ATM charges two years after it stopped the N100 fee per withdrawal on third-party ATMs. The original circular to this effect was signed by the CBN Director, Banking & Payments Systems Department, Dipo Fatokun.

He noted that the banks have been bearing the real cost of N65 each time their customers use another bank's ATM.

"However as a result of the unintended consequences of the decision, which has resulted in substantial cost burden incurred by banks in defraying the cost of the service, the payment structure for card carrying customers, is hereby reviews in line with present realities.

“The reintroduction of the N65 transaction fee is to cover the remuneration of the switches, ATM monitoring and fit-notes processing by acquiring banks. The new charge shall apply from the fourth withdrawal from another bank within a one month period. So the first three charges will still be paid for by the issuing bank. All ATM cash withdrawals on the same issuing bank will still be free. Banks are expected to conduct adequate sensitization of their customers."

The Director of Corporate Communications, CBN, Mr. Ibrahim Muazu, explained in a follow up statement that the new charge would help the banks to keep more ATMs serviceable across the country, thereby making banking more convenient for customers.

Muazu maintained that the new charge was not intended to discourage financial inclusion, adding that the CBN would not endorse any anti-customer policy.

“Charging of fees on interbank networks is a widely acceptable global practice. The new ATM charge will ensure that customers get better services, while increasing healthy competition among the bank. The transaction volumes at other banksATM had increased astronomically owing to the free cash withdrawal on other banksATMs. 

"Indeed, some customers were beginning to abuse the use of ATMs through countless daily withdrawals; this development has led to an increase in cash transactions, which negate the central banks cash-less policy. The CBN wishes, therefore, to reassure the public that the long-term interests and welfare of all bank customers remain the goal of all banking policies.”

Let us now take a closer look at how Nigeria compares with many other countries around the world, before we end up with some great tips for bank customers.

In Brazil, banks such as Bradesco, Banco do Brasil, Caixa Econômica Federal, Itaú and Santander operate their own nationwide ATM networks. These ATMs are conveniently located all over and there are no charges. However, fees are assessed if there is excessive usage of the ATMs (i.e. one makes more withdrawals than what's allowed by their monthly maintenance fee).

In Canada, most Canadian financial institutions are members of the Interac Association, a multi-bank ATM network founded by Royal Bank of Canada, CIBC, Scotiabank, Toronto-Dominion Bank, and Desjardins Group in 1984. Before the presence of white-label ATMs, most Canadian customers were only charged the standard Interac Network Transaction Fee when a customer was using an ATM not provided by the bank that held their account (historically $0.75 CAD, now $1.50 CAD). As the Interac network was opened up to more Independent sales organizations ("ISO")s and the potential for additional revenue from Service Fees were made available, most banks elected to impose the Service Fee in addition to the revenue that was generated from the Interac fee.

In Austria, cash withdrawals are free for any owner of an Austrian Maestro card. (Very few, small banks charge an extra fee when one of their own customers uses a different bank's ATM).

German banks charge fees for withdrawals at another bank's ATM. Usual fees are 4-5 EURO. All ATMs are connected to the national Girocard interbank network. The ATM owners do usually join one of the ATM groups that mutually lower or waive fees, so that customers can withdraw free of charge. The most extensive network of ATMs belongs to the savings banks associations ("Sparkassen") with 24,600 ATMs.

The Central Bank of Ireland forbids all ATM usage fees, although the Government imposes a 5 Euro annual stamp duty on debit/ATM cards.

In Spain, there are significant variations in charges applied. A card issued by a Spanish Bank will normally expect to incurr a moderate fee from 0 to 1Euro to be applied to ATM withdrawals, where the transaction is conducted on an ATM operated and owned by the customers own bank. However outside this situation there is anecdotal evidence of significantly higher charges being applied where third party owner/operated ATMs are used.

In Sweden, most banks issue debit cards for an annual or monthly fee which includes free withdrawals in Sweden and within the eurozone. However, customers are subject to a fee if using a cash machine elsewhere. Some cards from some banks are, however, subject to fees also when used in the eurozone and some Swedish cash machines. Most of these cards are issued by savings banks.

The United Kingdom, a popular destination, used to charge ATM fees in the 1980s. The large numbers of free-to-use ATMs and the low average number of transactions at pay-to-use machines means that 97% of cash withdrawals in the UK presently remain free of charge.

Moving on to Hong Kong, there are three ATM networks there. ATM use is free of charge, except when a card is used outside of its respective home network. When a card is used outside the home network, HKD$15–30 is paid for service charge.

In Indonesia, banks generally do not charge a fee for ATM usage. However, when an ATM card is used outside the home ATM network, service charge will apply.

In Pakistan banks usually charge a fee of PKR 0 to PKR 20 per non user's ATM cash withdrawal. These fees are levied chiefly to offset banks' own costs at par only, without any profit margin whatsoever. There are two ATM switches operational in the country, 1LINK, hosted by a consortium of banks, and MNET, hosted by MCB Bank Ltd; and all Pakistani banks are members of one or the other switch as per the mandate of the State Bank of Pakistan, the country's central bank.

In the United States, prior to 1988, there was no surcharging of cardholders by ATM owners in the U.S. In 1988 Valley Bank of Nevada began surcharging "foreign cardholders" (meaning holders of ATM cards not issued by Valley Bank) for withdrawals at Valley Bank ATMs located in/near Las Vegas casinos.[22] Eventually, various regional ATM Networks, and ultimately the national networks, Plus and Cirrus, permitted ATM surcharging.

Before 1996, foreign ATM fees averaged $1.01 USD nationally. As banks and third parties realized the profit potential, they raised the fees. ATM fees now commonly reach $3.00, and can be as high as $6.00, or even higher in cash-intensive places like bars and casinos. In cases where fees are paid both to the bank (for using a "foreign" ATM) and the ATM owner (the so-called "surcharge") total withdrawal fees could potentially reach $11.

Moving to our continent, recent survey has found that South Africa has the highest ATM withdrawal fees out of a group of 27 countries which includes the likes of the United Kingdom and the United States of America (USA). An ATM transaction could sometimes cost as high as 16 Rands, about N240.60.

In line with the CBN directive, many of the banks have been educating their customers on the new charges, and helping them see, that ATM cash withdrawals are still free within the same bank network. The banks have tried to simplify the messages as much as possible in newspaper ads, website posting, radio announcements and other means.

GTBank, for example , which has one of the largest number of card holders, sent a circular to all their customers stating, "as a GTB card holder, it is free every time to withdraw in a GTB ATM. If you withdraw on another bank's ATM, it is free the first 3 times every month. Please note that for your convenience, GTB has deployed a great number of ATMs, placed strategically around the country."

As Nigerians get ready for the implementation of this policy, banking customers can take note of the following tips Tips on avoiding ATM charges.

Firstly, customers should be "ATM savvy" and be mindful that using ATMs that are outside of your own bank's network can cost you extra money. The simplest way to help avoid ATM fees is to use your own bank's ATMs whenever possible. To make it easier, research the location of your bank's ATMs or choose a bank with a wide network of ATMs

Secondly, Prepare a budget and plan for the cash you will need in advance so you can reduce the amount of ATM withdrawals you make. Budget accordingly. If youre forced to access cash from an out-of-network ATM — say when youre on vacation or traveling on business — take out more cash, to minimize your withdrawals.

Other cost saving ways is to make payments using a debit or credit card. There are no charges for using MasterCard or Visa and you can use your MasterCard to pay for goods and services as frequently as you desire.

Trust Nigerians, they will, soon get the full hang of the new ATM policy and strive to remain amongst the happiest people on earth!
