State vs Ugwuonye: Court Adjourns to July 6

ITREALMS:

A Chief Magistrate Court sitting in Wuse zone 2 area of Abuja, presided over by Chief Magistrate Mabel Bello, Monday, adjourned a case of false evidence and injurious falsehood against disbarred Lagos lawyer, Emeka Ugwuonye to the 6^th of July, 2016.

The adjournment was at the instance of Mr. Ugwuonye, who could not produce a lawyer to defend him in Court; but opted to defend himself; a proposal that was turned down by the presiding Chief Magistrate.

The court which frowned at what appeared like a delay tactics employed by Mr. Ugwuonye in the matter, awarded ten thousand Naira (N10,000.00) cost against him for wasting the time of the Court.

Earlier in the day, the Police Prosecutor, E. O. Ochai served the accused, Ugwuonye, with evidence, including inciting posts on his Facebook group, The Due Process Advocates, electronic evidence/broadcast, his statement to the Police and a copy of the letter from the Supreme Court, addressed to Mr. Ugwuonye, notifying him that his name has been struck off the roll of legal practitioners in Nigeria, a development that evidently ruffled him.

Relying on the evidence and the apex court’s decision on the accused, the Prosecutor told the court that Mr. Ugwuonye’s integrity is in doubt, urging it not to treat him as a lawyer; an argument that was allowed by the presiding chief magistrate, who then ordered Mr. Ugwuonye to produce a lawyer to defend him on the next adjourned date.

It would be recalled that Mr. Ugwuonye was first arraigned alongside two Abuja-based lawyers, Nsikak Udoh and Farouk Khamagam before the Chief Magistrate Court for their alleged criminal roles in the disappearance of missing Abuja woman, Charity Aiyedogbon.

Emeka Ugwuonye is charged with false evidence and injurious falsehood, contrary to sections: 158 and 393 of the Penal Code; while the other two lawyers were charged with criminal conspiracy, forgery, impersonation, giving false information with intent to mislead a public servant contrary to sections 97, 364, 179, and 178 of the Penal Code.

Ugwuonye is on court bail in the sum of five million Naira (N5m), with a surety, a Civil Servant that earns not less than three hundred thousand Naira monthly, with a traceable address in the Federal capital territory.

Ugwuonye, who had claimed in the exhibits tendered before the court, to have an overwhelming evidence that the missing woman, Charity Aiyedogbon was dead, and that she was killed by her estranged husband, David Aiyedogbon, is expected to show the evidence before the Court.

His trouble may have started when, in different posts on his Facebook group, Due Process Advocates- DPA, he said:

“I now have overwhelming evidence that Mr. David Aiyedogbon killed his wife, Chacha. David has an idea of the kind of evidence at my disposal.”

Jukuns carpet Army chief's defence of collusion in Taraba killings

The Jukun Development Association of Nigeria (JDAN) has rejected in its entirety the report by a panel set up by the Nigerian Army to probe allegation of collusion of Nigerian soldiers in the pogrom going on in some parts of Taraba State, where Fulani herdsmen have allegedly been killing farmers and innocent villagers, reports ITRealms.

 At a press conference in Ikoyi, Lagos, on Tuesday, JDAN National President Chief Bako Benjamin said the panel's report, falls far short of expectations and can at best be described as a shoddy job fit for the waste bin.

He lamented that rather than give hope of justice, to the families of the innocent farmers and other villagers hacked down by the herdsmen, the Army merely engaged in "empty rhetoric" of setting up of panels to cleanse themselves of wrong doings, a practice, for which he said, they are becoming notorious.

According to him, the Nigerian Army yet again missed another opportunity to cleanse itself of allegations of gross abuse leveled against them not only by Gen. Theophilus Yakubu Danjuma but by a number of other human rights organisations including Amnesty International (AI).

“The Nigerian army panel did a very poor and unprofessional job and wasted the opportunity to scribble their names in gold. The report is unacceptable to Jukun people and therefore it is hereby rejected in its entirety,” he said.

It was in response to the Chief of Army Staff, Tukur Buratai’s remarks on the 10-member committee set up to probe former Defence Minister Maj.-Gen Theophilus Yakubu Danjuma’s allegation of military’s involvement in the pogrom going on in Taraba. Buratai had said there was no truth in the allegations, urging the people to have confidence in the soldiers posted to the area to defend them against the rampaging Fulani herdsmen.

 He wondered why the principal characters (Fulani herdsmen) accused of precipitating the crisis that gave birth to General Danjuma's allegations was never mentioned in the report.

The panel, he further stated, almost completely avoided the main subject of the matter which is the attacks and killing of farmers and innocent villagers, but was addressing porous borders and past misunderstandings between brothers in a deliberate attempt to stir up tempers and portray Jukuns as historically troublesome.

 “It is also curious that the panel deliberately refused to use a single material out of the hundreds of documented paper works, audio and video recordings of eye witnesses, community leaders and youth groups with shocking and gruesome evidences of ethnic cleansing and genocide in more than 20 villages across southern Taraba,” he said. 

Benjamin said Amnesty International’s claims and conclusions against the Nigerian Army are not far-fetched. The Nigerian army must come to terms with the enormous responsibility that rest on their shoulders to keep this country united, it must also realise that it owes Nigerian citizens a duty to be unbiased and thoroughly professional under a democratic government. It must completely shun the temptation to play to the gallery.  

According to him, Buratai’s defence has gone to confirm that it is increasingly likely that the Nigerian Army does not know where to draw the line between defending the nation and enforcing and controlling indiscipline within its ranks.

‘Terrestrial fibre constraints, mother of bottlenecks’

The experts at the Africa Session of the International Telecoms Week conference in Chicago have described terrestrial fibre constraints as the mother of all bottlenecks hindering increased Internet penetration on the continent, reports ITRealms.

During his presentation on the theme “Enabling Content on the African Continent”, Chief Executive Officer of research firm, Xalam Analytics, Guy Zibi analyzed the African digital journey, highlighting dramatic changes that have altered the dynamics of the digital transformation of the continent.

According to him, the international capacity challenge has been solved, with most coastal countries exhibiting an oversupply of subsea cables serving the continent.

He also noted that the reach of such capacity was still limited due to limitations in the availability of terrestrial open-access fibre which remains extremely low in most markets especially Nigeria, Senegal, Uganda and Tanzania among others.

“These limitations have translated into retail connectivity prices as a proportion of income being 2X more expensive in Africa compared to Latin America and the Caribbean and 3X when compared to Asia,” he said.

Zibi highlighted the dangers of deepening the continent’s digital divide with services limited to narrow addressable markets and Africa’s inability to fully partake in the fourth industrial revolution.  

He reiterated the need for more aggressive deployment of terrestrial infrastructure, especially in metropolitan and local networks to reach the end users and enhance affordability.

A panel that included high-level representation from Orange, MTN GlobalConnect, MainOne and Kwese challenged African policy makers to proffer incentives to encourage the deployment of broadband infrastructure of scale to support the rollout of much needed infrastructure to rural areas.

The Africa Panel session at ITW was sponsored by MainOne for the 7th year in a row and continues to provide a platform for players to share perspectives on the opportunities and challenges across the region with a global audience.

The discussions focused on infrastructure challenges as well as regulatory and economic constraints that impede increased internet access and proliferation of broadband across the continent.

AfDB, UNIDO partner to accelerate Africa’s industrialization

The African Development Bank (AfDB) and the United Nations Industrial Development Organization (UNIDO) have signed a Memorandum of Understanding (MoU) on Monday, to step up collaboration to boost Africa’s industrialization, reports ITRealms.

The duo of Principal Communication Officer at AfDB, Olivia Ndong Obiang, and Communication Officer, Emeka Anuforo, confirmed this to ITRealms, quoting the African Development Bank President Akinwumi Adesina, as saying that the Bank launched in 2016 its Industrialization Strategy for Africa 2016-2025, which was the outcome of collaborative work with UNIDO and the United Nations Economic Commission for Africa.

“The signing of the present MoU is key to our Strategy’s implementation,” he said, stressing that the Bank already benefits enormously from UNIDO’s expertise in developing policies, programmes and knowledge tools which supports our member countries to industrialize.”

Additionally, ITRealms gathered that in 2017, the Bank allocated US $1.2 billion to Industrialize Africa – one of the Bank’s High 5 development priorities – mostly to projects for financial sector operations.

The new agreement facilitates the Bank and UNIDO cooperation on joint activities of shared interest in areas such as agro-industry development, circular economy, eco-industrial parks, investment in innovation and technology, enterprise development, trade and capacity-building, and access to finance, among others. The MoU is in line with objectives set in the Bank’s High 5 strategy, the African Union’s Agenda 2063, the Third Industrial Development Decade for Africa (IDDA III), the UN’s Agenda for Sustainable Development, as well as the G20 Initiative on Supporting Industrialization in Africa.

The Managing Director at UNIDO, Philippe Scholtès, said achieving Africa’s industrial potential will not happen by chance, but “strong partnerships such as the one our two organizations have now formalized are key. This partnership will create significant opportunities and facilitate our work together towards the operationalization of IDDA III (2016–2025).”

The two entities have already initiated working level collaboration including within the framework of UNIDO’s flagship Programme for Country Partnership (PCP) model, which helps synchronize development efforts and mobilize resources to support countries in accelerating industrialization. The Bank and UNIDO recently undertook a joint mission to Morocco as part of the initial development of the PCP and will continue exploring cooperation opportunities in the ongoing PCPs in Senegal and Ethiopia. Collaboration has also been initiated for the establishment of staple crop processing zones in a select number of African countries.

The Memorandum was signed by Adesina and Scholtès in Busan, Republic of Korea, on the sidelines of the Annual Meetings of the Boards of Governors of the African Development Bank Group, held under the theme of “Accelerating Africa’s industrialization.” The signing ceremony was attended by African Industry Ministers, representatives of regional Member States, development partners and private-sector executives.

Adewale Martins to Presidency: Don’t take our insistence for peace for granted

The Catholic Archbishop of Lagos, His Lordship, Alfred Adewale Martins has warned the Presidency led by Mohammadu Buhari, not to take the resolve of Catholics for peaceful resolution of problems for granted, reports ITRealms.

Archbishop Martins who led over 3 million Catholics in Lagos Archdiocese to a peaceful protest over incessant killings of Nigerians by terrorists herdsmen on Tuesday in an open letter delivered to Governor’s Office in Alausa-Lagos, and made available to ITRealms, said Catholics recognize the strength in seeking and insisting on peaceful resolution of problems.

“So, we hope that will not be taken for granted,” he warned.

He noted that they are mourning with heavy hearts the murder of two priests, Rev. Frs. Joseph Gor and Felix Tyolaha and 17 lay faithful who were mowed down last month, April 16, while attending an early morning Mass at St Ignatius Catholic Church, Ukpor-Mbalom, Gwer Local Government of Benue State.

According to him, by these killings, the perpetrators, who unfortunately are still roaming about freely, have further desecrated all that we hold dear as Christians and dared us to do our worst.

“As these men and women of faith are committed to mother earth today in Makurdi, we bid them perpetual rest in the bosom of our Lord, even as we say with one voice, enough is enough. We can no longer stay still and watch our fellow humans butchered like chickens,” Martins maintained.

He also said that justice cries out for all the innocent Nigerians who have died in the hands of the gun totting herdsmen.

“We are aware that the Vice President recently promised that the Federal Government would undertake the rebuilding of the places that were destroyed by the killer-herdsmen in Benue State and hopefully in other similar places.

“We hope that people will also be compensated for the loss of their farm produce and of their properties so that the Internally Displaced People who have been turned to beggars will get justice and restoration to normal life. Very importantly, we urge you, Mr President, to direct the security agencies to wake up, fish out the perpetrators of these callous killings and neutralize them so that people can once again feel safe.

“We pride ourselves with having some of the best security agencies in the world. This is the time for them to prove their mettle by bringing an end to these killings.

“Mr President, that time has come for you to act fast and put to rest all the insinuations being pandered all over about you. We reiterate that our call for your urgent intervention is borne out of our deep patriotism and desire to save the country from imminent crisis that could snowball into ethnic, tribal or religious war,” he urged.

The Archbishop further prayed God to grant Mr. President and his team the wherewithal to carry out their duties and bring peace, security and growth to the nation.

Rudman, IXPN boss to preside DigitalSENSE forum 2018

The Managing Director and Chief Executive Officer of the Internet eXchange Point of Nigeria (IXPN), Mr. Muhammed Rudman, would early next month, June, preside over the annual 2018 edition of Nigeria DigitalSENSE Forum (NDSF) series on Internet Governance for Development (IG4D) and Nigeria IPv6 Roundtable, reports ITRealms.

Confirming this to ITRealms at the weekend, the convener of NDSF Series and Executive Director, Operations at DigitalSENSE Africa (DSA) Media Group, Mrs. Nkemdilim Nweke, disclosed in Lagos, that this year’s theme is on ‘Internet Governance, Sustaining Development.’

She disclosed that the 2018 NDSF series slated for Wednesday, June 6, would see the morning session focusing on Internet Governance for Development (IG4D) and afternoon session on the Nigeria IPv6 Roundtable, at the Cooperative Hall, Oshodi-Isolo Secretariat, Oshodi-Lagos.

Mrs Nweke pointed out that Nigeria DigitalSENSE Forum series which is on its 9th year has remained a distinguished annual rallying point for Internet stakeholders in the country with particular interest on students, youth, women and Community-Based Organisations (CBOs).

This year, she said would have Mr. Rudman, a veteran Information Technology (IT) professional with over 18-year extensive experience and pioneer Chief Executive Officer, Internet Exchange Point of Nigeria (IXPN), presiding NDSF.

She noted that Mr. Rudman, is the chairman of IPv6 Council Nigeria and equally serving on the Board of Nigerian Internet Registration Association, the .ng  ccTLD custodians, as the Vice President as well as  the Chairman, Communication and Publicity Committee, in addition to being a member of the National Broadband Council tasked with the evaluation, review and monitoring of the National Broadband Plan, among others.

Mrs Nweke recalls that NDSF series, is hosted by DigitalSENSE Africa (DSA) Media, an At-Large Structure certified by the Internet Corporation for Assigned Names and Numbers (ICANN), in collaboration with the Nigerian Communications Commission (NCC), and National Information Technology Development Agency (NITDA), Association of Licensed Telecommunications Operators of Nigeria (ALTON), Nigeria Internet Registration Association (NIRA), Nigeria Internet Group, Internet Society, Nigeria chapter and IPv6 Council Nigeria, as well as the Africa Civil Society on the Information Society (ACSIS), to name a few.

Tinubu congratulates new APC Exco in Lagos

The national leader of the All Progressives Congress (APC), Asiwaju Bola Tinubu, has congratulated the newly-elected Lagos State executives of the party, urging them to further promote unity and inclusiveness in APC, reports ITRealms.

He spoke on Saturday while receiving in audience the new executives who paid a courtesy visit on him at his Bourdilion, Ikoyi residence after their victory.

Asiwaju Tinubu charged them to rededicate themselves to the party and work to take it to the new level, saying winning all political contests became a hallmark of the party in Lagos.  

He thanked the outgoing executives led by Chief Henry Ajomale for their unparallel stewardship that saw the party grow stronger, broader and more relevant. He commended them for steady way they led the party maintaining party discipline and cohesion through the years.

“The outgoing executives led by Chief Ajomale did a wonderful job. He led the party with a unity of purpose underpinned by the spirit of inclusiveness and purpose. Under them we never lost any election. We will not lose any election but this depends on how you handle your new responsibilities,” he said.

On the issue of the congress conducted, Asiwaju Tinubu said it was conducted in line with the guiding laws of the party.

“The people who own the party have spoken and chosen their leaders. The success of the congress held confirms the tradition of robust democracy and consensus-building that has brought progressive development to our state”.

Tinubu said the new chairman of the party in the state, Alhaji Tunde Balogun, was no stranger to him and no stranger to responsibility, adding that as Commissioner under his administration, he performed well.

The APC national leader expressed confidence in his ability to lead the party and to deliver the good.

Balogun was Commissioner for Home Affairs and Culture during Tinubu’s time as governor.

The new chairman thanked the APC national leader and pledged to work hard to take the party to the next level.

He commended the Senator Uche Ekwunife, who led the state Congress Organising Committee, and her team for conducting a free, fair and transparent exercise and for demonstrating commitment to the progress and success of the party.

African smart innovation gospel, according to Nkem Begho

The Chief Executive Officer of  Future Software Resources Limited, Nkemdilim Begho, today, joined Heads of African State, delegations of 80 member countries, international organizations, government establishments, public corporations, private businesses, financial institutions, media, among others in South Korea, adding voice to the promotion of African smart innovation and entrepreneurship, reports ITRealms.

Speaking at the dual conferences in South Korea, tagged KOAFEC 2018 and the African Development Bank Meeting 2018, alongside other leading voices in Africa including Ngozi Okonjo-Iweala, Board Chair, Gavi, the Global Alliance for Vaccines and Immunisation, between 21^st May, 2018 through 25th at the BEXCO, Busan.

Begho told ITRealms ahead of the meetings that as a strong promoter of software in Nigeria, that Africa has a lot of potential in embracing and leap-frogging smart infrastructure, as well as building strategic economic growth through innovation and entrepreneurship.

The KOAFEC 2018 panel discussion, according to her, would  focus on how smart infrastructure could contribute to Africa’s socio-economic transformation in the areas such as energy, transportation, agriculture, sustainable environment, health, education, e-government, ICT, etc.

SPDC JV spends N14.85bn on GMoUs in Rivers State

A total of N14.86 billion has been invested by the Shell Petroleum Development Company of Nigeria Ltd (SPDC) operated Joint venture on Global Memorandum of Understanding (GMoU) clusters in Rivers State, giving communities a highly-valued opportunity to decide and implement projects and programmes that have a lasting impact on people’s lives. 

The funding, since the GMoU concept took off in 2006, has enabled the 19 clusters in Rivers State to embark on projects covering health, education, water and power supply improvement, sanitation and infrastructure development.

“The GMoU initiative has opened a new and exciting chapter in the relationship between SPDC JV and communities and empowered the people at the grassroots to take charge of their own development,” said SPDC’s General Manager, External Relations, Igo Weli at a presentation of the 2018 Shell Nigeria Briefing Notes to journalists in Port Harcourt. Mr. Weli, who was represented by the Manager, Social Investment/Social Performance, Ms. Gloria Udoh, said the success of the GMoU initiative proves what can be achieved when government, international oil companies, communities and NGOs work together for the common good.

Under the terms of the GMoU, SPDC JV provides secure five-year funding for communities to implement development projects of their choice, which are managed by Cluster Development Boards (CDBs) under the guidance of mentoring NGOs. There are 37 active GMoU clusters in Rivers, Delta, Bayelsa and Abia states, which have been funded to the tune of more than N41 billion since 2006. 

GMoU clusters in Rivers State have recorded landmark achievements, including setting up a Community Health Insurance Scheme (CHIS) at Obio Cottage Hospital in Port Harcourt, where the average number of patients increased from about 600 to about 7,500 per month in 2017, making it one of the most utilised health facilities in the area. Other clusters have awarded foreign and Nigerian tertiary scholarships, set up transport schemes and built roads. 

In another social investment initiative in Rivers State, SPDC JV has trained more than 800 young men and women under the Shell LiveWIRE programme which was introduced in 2003 to help young entrepreneurs to convert their bright ideas into sustainable businesses, creating wider employment and income opportunities for communities. 

SPDC JV also implements a robust health intervention scheme, supporting 10 hospitals in the state. In 2017, SPDC JV established Nigeria’s first centre of excellence in Marine Engineering and Offshore Technology at Rivers State University in Port Harcourt, which has commenced programmes leading to the award of Masters degrees in Marine Engineering (Power Plants), Naval Architecture and Offshore and Subsea Engineering. This and other educational interventions build on a pioneering scholarship programme that was introduced by SPDC since the 1950s.

“We’re proud of our extensive social investment footprints in Rivers State, which in some cases even stretch beyond the SPDC joint venture. For example, to mark Nigeria’s centenary anniversary, Shell exclusively donated a modern public library to the Port Harcourt Literary Society in November 2016 at a cost of N1.58 billion. While we will continue to work with government, communities and other stakeholders for the development of the Niger Delta, we strongly appeal for a conducive operating environment since this is only way we can do business and implement the needed social investment projects and programmes,” Weli said.

We introduced biometric enrolment in the previously edition, we shall now examine specific scenarios.

The environment where a biometric enrolment activity takes place is known as an enrolment center, and it can be as elaborate as a dedicated office, or as simple as a mobile van or a temporary location specifically designated for this purpose.

Temporary enrolment centres can be set up in schools, churches, mosques, markets, sports arenas, airports, train stations, shopping malls, or other convenient locations suitable for such makeshift arrangement. Factors that determine the location of a temporary biometric enrolment centre include safety of equipment and personnel, access to power supply, space for enrollee queue, etc. The type of biometric system adopted also determines whether it is suitable for outdoor use or strictly indoor operations.

Fingerprint technology is a widely adopted biometric system used in a number of enrolment cases. For effective fingerprint enrollment, clean scanners are essential to minimize failures and guarantee hygiene.
