ANEC 2026: INEC chairman tasks media owners on staff welfare, unveils AI roadmap ahead of 2027 polls - ITREALMS

The Independent National Electoral Commission (INEC) has challenged media proprietors and managing directors across Nigeria to prioritize staff welfare as a fundamental prerequisite for safeguarding democratic integrity, warning that financial insecurity leaves newsrooms dangerously vulnerable to political inducement and synthetic disinformation, reports ITREEALMS.

INEC Chairman, Prof. Joash Amupitan, SAN, made the call on Thursday in Enugu while delivering the Special Guest of Honour address at the opening of the 22nd All Nigeria Editors Conference (ANEC 2026), hosted by the Nigerian Guild of Editors (NGE).

Addressing over 300 media executives, publishers, and editors under the conference theme, "The Ballot, the Media and the Task of Keeping Democracy Alive," Prof. Amupitan wjo was represented by Enugu State INEC Commissioner, Dr. Chukwuemeka Chukwu,
drew a direct parallel between institutional accountability and workforce dignity.


"We cannot demand unyielding ethical fortitude from a journalist whose basic economic survival is constantly threatened," Prof. Amupitan stated. "A reporter operating under extreme financial insecurity, unpaid salaries, and inadequate welfare cannot serve as an unassailable fortress against political inducement, fake news, and brown-envelope pressures."

Sharing insights from election administration, the INEC Chairman revealed that the commission recognized it could not demand absolute neutrality from field officers without first securing their institutional welfare.


He pointed to the creation of the Consolidated Election Management Body Salary Structure (CEMBSS) implemented in January 2026, alongside a 150% overhead increase for state offices deployed last July, as concrete measures taken by the electoral body to insulate its operations from compromise.

"If an election management body can overhaul its financial structures to protect institutional integrity, I urge the leadership of the Nigerian media industry to undertake a similar commitment," he said.

With the country heading toward the January 16, 2027 Presidential and National Assembly elections, and the February 6, 2027 Governorship and State Assembly polls, Prof. Amupitan addressed the growing threat of generative artificial intelligence, voice cloning, and deepfake video synthesis aimed at undermining public trust.

Highlighting takeaways from the recent Global Conference on Responsible AI and Elections in Ottawa, Canada, the INEC Chairman outlined the commission's proactive technological defenses:
AI Governance Framework: Establishment of a dedicated Artificial Intelligence Division within INEC’s ICT Department built on five core pillars: human oversight, transparency, data protection, cybersecurity, and public trust.

Result Integrity Tools: Deployment of intelligent AI tools within the results management process to automatically scan and flag administrative discrepancies prior to final validation, strictly subject to human auditing.

Global Tech Alliances: Strategic partnerships with Microsoft, Google, and the International Foundation for Electoral Systems (IFES) to fortify digital infrastructure and cloud security.

Prof. Amupitan also cited the operational success of the August 15, 2026 Osun Off-cycle Governorship Election, where 94.5% of polling units opened by 8:30 a.m. with expanded BVAS hardware; as proof of the commission's readiness, even as the nationwide six-zone readiness assessment tour continues.

Calling for a collaborative firewall between election administrators and newsrooms, the INEC Chairman urged editors to prioritize factual accuracy over the race for algorithmic speed, warning that premature result declarations and unverified social media narratives pose severe threats to national security.

In his welcome address, NGE President Mr. Eze Anaba commended delegates for convening in the Coal City to deliberate on pressing ethical challenges and digital resilience in the face of evolving media economics.
