Fayemi reinstates commitment to complete secretariat complex - ITREALMS

The Ekiti State government led by Governor John Fayemi, has approved the completion of phase V of the State Secretariat complex with the aim of creating a more conducive working environment for workers in the State, reports ITREALMS.

The State Commissioner for Information, Tourism and Values Orientation, Aare Muyiwa Olumilua, made this known in Ado -Ekiti on Monday while briefing journalists on the outcome of the last State Executive Council meeting.

The Commissioner said the Council approved #290,941,856.36 for Lot 1 and #321,055,946.70 for Lot 2 of the State Secretariat complex; adding that the projects are expected to be completed within six months.

Olumilua disclosed that the Council equally approved earth dredging of Osun stream channel, construction of concrete channel at Temidire/ Ifedore street, and the reconstruction of a failed culvert at Ajolagun in Ikere Ekiti at a sum of #140,088,688.25.

He added that a sum of #194,530,627.27 was approved for the earth dredging of critical areas in Ado Ekiti. These areas include Onala – Balemo –Elemi; Ita Eku – Poly road –Emirin; Omisanjana –Ureje – 133KVA; Awajin –Ureje road and Ireakari- Ilawe road covering a distance of 18,500 metres and will be completed within 12 weeks. The dredging works are aimed at arresting the incessant flooding of the areas.

According to Olumilua, the State Executive Council also approved the following Ekiti State Discrimination Against Persons with Disabilities (Prohibition) Bill 2019; which seeks a better outlaw any form of discrimination against persons living with disabilities in the state.

Another major decision of the meeting was the approval for the procurement and distribution of 10,000 bags of customized Safe Delivery kits (aka Mama Kits) across the 16 LGAs in Ekiti State. This is to ensure that pregnant women are well equipped with necessary health care materials for safe delivery. The project will cost the state government a total #54,200,000.00, as approved by the council.

Olumilua who was flanked by the Commissioners in charge of Works and Environment ministries, Mr Sola Adebayo and Hon Gbenga Agbeyo and the Chief Press Secretary to the Governor, Mr Yinka Oyebode, at the briefing said the Dr Kayode Fayemi-led government was doing everything possible to put smiles on the faces of the people of the state, through effective implementation of the administration’s five- pillar agenda for developmental.

Next big deal for Nigeria: NLNG Train 7 says MD - ITREALMS

The Nigeria LNG Limited (NLNG)’s Train 7 project has been aptly described as the next big deal for country, reports ITREALMS.

The Managing Director and Chief Executive Officer of NLNG, Mr. Tony Attah, gave this description in Yenagoa, Bayelsa State at the opening ceremony of the 9th Practical Nigerian Content Conference, Tuesday, saying that Train 7 will increase NLNG’s production capacity by 35 per cent, generate huge value for the company, shareholders and the country.

Attah also said the project is coming into reality, declared that “Train 7 is real; Train 7 is here. If you come to Bonny Island today, you will see that early site work has commenced and we are 97 per cent prepared, just waiting to take that Final Investment Decision (FID). “

He remarked that the relationship between NLNG and Nigerian Content Development and Monitoring Board (NCDMB) on the Train 7 project was that of a partnership for progress. 

“We co-created the Nigerian Content Plan, working in harmony with the agency just to understand the interpretation of the law and then co-creating how we comply. Overall, it’s all about consolidation and co-creating the future. I am proud to say in March 2019, we signed off the Nigerian Content Plan for Train 7 project, delivering 100% Nigerian content in construction, production of cables, welding, valves, scaffolding, furniture, painting and medical. It is going to be 55% of in-country engineering and procurement man-hours.”

Attah equally said that the project will generate over 12, 000 direct jobs during construction phase and in the upstream industry, with multiple spin-off effects in other sectors of the economy, increasing the number of jobs that will be generated over a six-year project window. He stated further that the project will help reduce restiveness in the Niger-Delta region by providing jobs, calling for more projects in Nigeria to change the socio-economic narrative in the country.

Making a case for gas development in Nigeria, Attah said “we believe the future is gas; we believe the future is bright for Nigeria. We are a gas country with some oil because in reality, we have more gas. With the energy transition, gas will play more actively and that is why we say let’s focus on gas. But the question is how focused is Nigeria on gas?

“Let’s put this in perspective. Today, Australia has a gas reserve of 125 Trillion cubic feet (Tcf) but has 88 MTPA LNG capacity. Malaysia has 97 Tcf with over 29 MTPA capacity while Indonesia has 103 Tcf with an LNG capacity of 26 MTPA. Nigeria has a gas reserve of 200 Tcf with just 22 MTPA capacity. We have an unproven reserve of 600 Tcf, and if you add that to the proven reserves of 20 Tcf, we have the opportunity to be the fourth in the ranks of gas producing countries.

“In our positioning in the ranks of LNG producing countries, we moved down to 5th position once Australia and the United States of America came online. If we do nothing, we will continue to slide down. We have to focus on development of gas especially in the upstream sector. Nigeria has ridden on the back of oil for over 50 years. We believe it is time to fly on the wings of gas,” he said.

Attah stated that the partnership with NCDMB has produced the very first business to business service level agreement (SLA) to operationalise the Nigerian Content law, adding that other collaborative efforts with NCDMB have led to huge gains for Nigerian Content especially in his Company’s BGT plus project in six of its vessels were replaced in 2017.

He further said that NLNG in this year celebrated 30 years of incorporation and 20 years of reliable and safe production, adding that the history of the company can be told in blocks of 30 which includes 30 years of the company’s founding fathers trying to make the LNG vision come into reality, 30 years of safe operations and the next 30 years which concerns the future of NLNG.

He stated that within those years of operations, NLNG has been able to help reduce gas flaring from 60% to less than 20% moving the country’s ranking in the league of gas flaring countries from second to seventh position. He pointed out that with Train 7, Nigeria’s gas flaring status will be further improved.

The event was attended by executives in the public and the oil and gas sectors, including the Minister of State for Petroleum Resources, Chief Timipre Sylva; NCDMB Executive Secretary, Engr. Simbi Wabote; Chief Operating Officer (COO) of Nigerian National Petroleum Corporation (NNPC), Faruk Sa’id; Shell Companies in Nigeria Country Chair and SPDC MD, Osagie Okunbor; Chairman and Managing Director of Mobil Producing Nigeria, Paul McGrath; Managing Director, Eni, Lorenzo Fiorillo; and Deputy Managing Director, Total, Guillaume Dulout, among others.

NLNG is owned by four Shareholders, namely, the Federal Government of Nigeria, represented by Nigerian National Petroleum Corporation (49%), Shell Gas B.V. (25.6%), Total Gaz Electricite Holdings France (15%), and Eni International N.A. N. V. S.àr. l (10.4%).

2020: Only technology driven exploration'll attract capital - ITREALMS

Technology driven exploration has been identified as one of the sustainable fiscal reforms expected to attract capital to the continent’s energy sector, according to African Energy Chamber in its latest outlook for 2020, reports ITREALMS.

The chamber, ITREALMS also reports that in African Energy Outlook 2020 that hundreds of blocks and acreages will be up for grab across Africa, from Senegal to Nigeria to Somalia. Competition will be fierce to attract capital from a diversifying basket of explorers now coming from North America, Europe, Russia, China, India, South East Asia and the Middle East.

In 2019, several African countries revised their legal and fiscal framework to incentivize exploration, as new world-class discoveries were yet again made on the continent. With the signing of no less than 9 PSCs in 2019 following the passing of its brand new Hydrocarbons Code, Gabon has shown that investors are ready to keep betting on Africa providing that the right legislation and framework are put in place.

In its Energy Outlook 2020, the Chamber notably stresses investors’ concerns over uncertain fiscal terms in sub-Saharan Africa, and calls on governments to find better ways to reconcile their expectations of short-term tax gains with the need for sustainable and long-term investment in exploration.

The importance of increasing exploration efforts cannot be under-estimated in Africa. The continent is the world’s hottest exploration frontier, with several discoveries made over the past few years. The world’s largest discovery this year was made off the coast of Mauritania by Kosmos Energy. It adds up to other large discoveries made this year by Noble Energy in Equatorial Guinea, or the Springfield Group in Ghana for instance.

“2020 needs to be a drilling year,” declared Nj Ayuk, Executive Chairman of the African Energy Chamber and CEO of the Centurion Law Group. “Africa has the highest exploration success rates in the world. In basins like the MSGBC, international explorers like Kosmos Energy have even had a 100 percent success rate from all their exploratory drilling,” he added. “It is up to African governments and legislators to provide the right framework to keep attracting these kind of players ready to take risks and bet on our continent’s potential.”



Promoting and supporting exploration efforts across the continent is a key goal of the Chamber in 2020, as stated in its latest outlook for the sector.

Oyewole: Lack of information governance, bane of national digital economy policy - ITREALMS

Lack of effective data and information governance has been identified as potential bane of any national digital economy policy implementation in the country, reports ITREALMS.

The President and Chairman, Governing Council, Institute of Information Management (IIM), Amb. (Dr) Oyedokun Ayodeji Oyewole, made this observation in Lagos at the weekend, during the media presentation of the National Information Management Stakeholders’ Forum (NIMSF).

He decried that both government and a good number of organizations were yet to regard data and information as essential corporate assets, with a clear understanding of the difference between Information Technology (IT) and Information Management (IM).

Oyewole, who also is the founder, Records and Information Management Awareness (RIMA) Foundation, noted that the need for information management professionals in the country to be charged with managing the information life-cycle to evolve and assume their rightful position, as Information Management is gross misconceived in Nigeria cannot be over emphasized.

Stressing that for an effective National Digital Economy Policy implementation, there is a need for the industry to effectively and consistently engage the Ministry of Information and Culture, “as effective data and information governance will go a long way in ensuring the success of the initiative.”

ITREALMS recalls that stakeholders in Nigeria may be gearing up for a revolution in the Information Management (IM) industry with their strong demand for the creation of National Information Management Development Agency (NIMDA), reports ITREALMS.

NIMSF also called for the breakout of Information and Archives departments from the current Ministry of Information and Culture by creating NIMDA to enable transformation and repositioning, especially on data and information governance in the country.

In addition, NIMDA, he said, for instance, will be setting the standards and ensuring that qualified and certified personnel are assigned to the management of government data and information.

Also, he said, developing and promoting best practices in government business processes and providing adequate training and monitoring for data and information management personnel in government, will be part of the proposed agency mandate.

NIMDA, he noted that when set up will ensure all government’s Ministries, Departments and Agencies (MDAs) comply with standards, processes, procedures, and specifications as it applies to data, information, records, content, and archives use, classification, storage, collaboration, retention, and disposition.

Further, NIMDA, he told ITREALMS, will work with other relevant government agencies in ensuring appropriate information management and technology tools are deployed at all government MDAs for effective information security and governance and so on.

He insisted that for an effective National Digital Economy Policy implementation, there is a need for the industry to effectively and consistently engage the Ministry of Information and Culture, stressing that “effective data and information governance will go a long way in ensuring the success of the initiative.”

NIMDA, he said, will be tasked with managing the “Information Lifecycle of data, information, documents, contents and archives generated by all government agencies, ensuring enabling standards, specifications, processes, laws, and policies are in place for a good data and information governance regime in the country.”

NIMSF, he told ITREALMS was developed by the RIMA Foundation to advance sustainable development at all levels in the information management industry.

“Our activity aims to enhance open, accountable and participatory decision-making and governance on sustainable development through enhancing the involvement of all industry stakeholders. We focus particularly on the effective engagement of stakeholders on information management related policy processes,” he said.

AfDB lures youth with Coding for Employment - ITREALMS

The African Development Bank and technology firm, Microsoft have unveiled the ‘Coding for Employment’ digital training platform to provide digital skills to African youth across the continent, reports ITREALMS.

This, ITREALMS gathered came on heels to scale up the programme to 130 centers of excellence across the continent over a 10-year period

The platform, launched at the 2019 African Economic Conference in Sharm El Sheikh, Egypt, aims to promote a continuous learning culture among young people and build their capacity to shape the continent’s future.

The high-level event drew heads of state and government, ministers and leaders from the private sector and academia to discuss how this new tool and other technological innovations could be used to spur development across the continent.

“The youth employment and skills development challenge is a complex issue that requires systemic thinking and bold partnerships … to address the existing skills gap and link youth to decent and sustainable employment,” said Hendrina Doroba, the African Development Bank’s acting director for Human Capital, Youth & Skills Development.

“The skills training platform launched today is a testament to the impact that such partnerships can achieve and the Bank looks forward to strengthening similar partnerships.”

The platform teaches technical courses such as web development, design, data science and digital marketing and will be constantly adapted to respond to market demand. It is accessible on mobile devices, even in low internet connectivity settings and has an affordable, easy-to-navigate, secured and private interface.

“A defining challenge of our time is ensuring that everyone has equal opportunity to benefit from technology,” Ghada Khalifa, Director of Microsoft Philanthropies for the Middle East and Africa, said at the launch.

“Forward-thinking initiatives such as the digital training platform represent our commitment to helping drive the momentum needed. Though there is still much work to be done, we believe that through dynamic partnerships such as these, we can help build a knowledge-based economy in Africa that leaves no person behind.”

The Coding for Employment Program is a crucial part of the African Development Bank’s strategic agenda (https://bit.ly/33Nvq1s) to create 25 million jobs by 2025, and to equip 50 million African youth with competitive skills. The Bank piloted the program in five countries (Nigeria, Kenya, Rwanda, Senegal and Côte d’Ivoire) in partnership with The Rockefeller Foundation and Microsoft and is currently developing 14 ultra-modern centers specialized in ICT and entrepreneurship skills trainings for youth.

The goal is to scale up the program to 130 centers of excellence across the continent over a 10-year period. It will create nine million jobs by building synergies with the public and the private sector globally to deliver demand-driven, agile and collaborative skills to empower young people to become innovative players in the digital economy.

The African Union (AU) has appointed a Nigerian Cyber security guru, Alhaji Abdul-Hakeem Ajijola (AhA), into its Cyber Security Expert Group (AUCSEG), ITREALMS can authoritatively confirmed.

AUCSEG, ITREALMS gathered, is a committee that will advise the African Union Commission (AUC) in matters related to cyber security, cybercrime, cyber-legislations, online privacy and data protection as well as digital policy related issues.ITREALMS  also gathered that AUCSEG would be inaugurated on Tuesday, 10 December 2019 in Addis Ababa.

ITREALMS recollects that Ajijola is a global cybersecurity resource, who is ranked #13 in the IFSEC Global Cybersecurity professionals’ influencers and thought leaders list.

He is concurrently a Commissioner, Global Commission on the Stability of Cyberspace (GCSC); Chair, Working Group on Cyber Incident Management and Critical Information Protection of the Global Forum on Cyber Expertise (GFCE).

Ajijola equally serving as a member, Group of Experts for the Nigerian Senate Committee on Cybersecurity and ICT and Chair, Subcommittee on the review of the Cyber-Crime Act 2015.

Professional dancers converge @Calabar for 4-day confab on 'Dance, Tourism & Dev.' - ITREALMS

The Professional Dancers and Scholars in the country are headed to Calabar, the capital city of Cross River State for a four-day conference, reports ITREALMS.

The conference billed to commence on Wednesday 4th of December would end on Saturday 7th, December 2019.

The conference, ITREALMS gathered would take place at the University Senate Chamber, University of Calabar, Cross River Nigeria, with focus on proffering solutions to some of the tourism challenges within the culture industry in the country.

The conference organised by the Association of Dance Scholars and Practitioners of Nigeria (ADSPON) is to be hosted by the Department of Theatre, Film and Carnival Studies, University of Calabar, has as its theme: "Dance, Carnival and Tourism Development."

The President of ADSPON, Prof. Jeleel Ojuade, told ITREALMS that Nigeria is yet to meet the developmental challenges in time, space and tourism development.

He also said that carnival as a factor in Nigeria's development efforts needs sufficient promotion.

"The culture Industry remains rich in resources for sustainable development of any society. The world is aware of this, and developed nations have tapped sufficiently from it. Nigerian cultures and all attending elements especially her dances are yet to meet the developmental challenges in time, space and tourism development.

"Carnival as a factor in our development effort needs sufficient promotion. Hence this conference themed: "Dance, Carnival and Tourism Development," is for stakeholders, scholars and practitioners to interrogate the dance art, carnival and put a lens to their contributions to the sustainable development of tourism in Nigeria's sociocultural and economic environment as well as scholarship." the statement said.

According to him, the conference will have Prof. AbdulRasheed Na'Allah, the Vice Chancellor of the University of Abuja, as its Keynote Speaker, while the Lead paper presenters are; Mr. YDO Yao (UNESCO's Regional Director in Abuja) and Dr. Bakut Tsawh Baku (The Director - General, Institute for Peace and Conflict Resolution (IPCR, Abuja).

In addition, he said they expected the Governors of Cross River, Ben Ayade and his Ebonyi counterparts, David Umahi, to grace the occasion, alongside the His Imperial Majesty, Ooni Adeyeye Enitan Ogunwusi, Ooni of Ife and the Edidem Ekpo Okon Abasi Out V, Obong of Calabar.

Shell shines @PETAN’s Industry Achievements award - ITREALMS

Shell, at the weekend outshined others by winning the Industry Achievement award at the 2019 awards night of the Petroleum Technology Association of Nigeria (PETAN), reports ITREALMS.

PETAN, ITREALMS gathered is the umbrella body of indigenous technical oilfield service companies in the upstream and downstream sectors of the Nigerian oil and gas industry.

Managing Director, The Shell Petroleum Development Company of Nigeria Limited (SPDC), Osagie Okunbor, was also honoured at the event with the Aret Adams Award for Excellence for leading a formidable team in Shell to deliver value to its partners, stakeholders and particularly the country.

PETAN President, Bank-Anthony Okoroafor, said the Industry Achievement Award was in recognition of Shell’s consistent outstanding contributions to the development of local content in the Nigerian oil and gas industry over the years. Okoroafor acknowledged the leadership role of Shell companies in Nigeria and described the award was well-deserved. “Indigenous companies look up to Shell and other industry leaders to leverage growth opportunities in the industry,” he said.

Managing Director of Shell Nigeria Exploration and Production Company (SNEPCo), Bayo Ojulari, received the Shell awards on behalf of Okunbor.

Speaking on the awards, Ojulari said, “At Shell, we see local content as a critical business enabler, not just a regulatory requirement, and that is why we take cogent steps to encourage community and Nigerian contractors even before the Nigerian Oil and Gas Industry Content Development Act was enacted in 2010.”

According to Ojulari, the many ‘intentional steps have matured as contracts and funding and other capacity building initiatives as well as highly rewarding collaborative engagements with Nigerian oil and gas professionals in Scotland and suppliers in China. We are pleased that the milestones have been recognised by PETAN and other organisations.”

The PETAN awards came barely a week after Shell companies in Nigeria emerged the top companies to work for in Nigeria according to a survey by Jobberman, an international recruitment website with over 2 million job applicants and 40,000 employers in Nigeria.

IM revolution: Give us NIMDA now says forum - ITREALMS

Stakeholders in Nigeria may be gearing up for a revolution in the Information Management (IM) industry with their strong demand for the creation of National Information Management Development Agency (NIMDA), reports ITREALMS.

This call was made at the weekend by the body of the National Information Management Stakeholders’ Forum (NIMSF) who spoke through the founder, Records and Information Management Awareness (RIMA) Foundation, Amb. (Dr) Oyedokun Ayodeji Oyewole in Lagos.

NIMSF also called for the breakout of Information and Archives departments from the current Ministry of Information and Culture by creating NIMDA to enable transformation and repositioning, especially on data and information governance in the country.

In addition, NIMDA, he said, for instance, will be setting the standards and ensuring that qualified and certified personnel are assigned to the management of government data and information.

Also, he said, developing and promoting best practices in government business processes and providing adequate training and monitoring for data and information management personnel in government, will be part of the proposed agency mandate.

NIMDA, he noted that when set up will ensure all government’s Ministries, Departments and Agencies (MDAs) comply with standards, processes, procedures, and specifications as it applies to data, information, records, content, and archives use, classification, storage, collaboration, retention, and disposition.

Further, NIMDA, he told ITREALMS, will work with other relevant government agencies in ensuring appropriate information management and technology tools are deployed at all government MDAs for effective information security and governance and so on.

He insisted that for an effective National Digital Economy Policy implementation, there is a need for the industry to effectively and consistently engage the Ministry of Information and Culture, stressing that “effective data and information governance will go a long way in ensuring the success of the initiative.”

NIMDA, he said, will be tasked with managing the “Information Lifecycle of data, information, documents, contents and archives generated by all government agencies, ensuring enabling standards, specifications, processes, laws, and policies are in place for a good data and information governance regime in the country.”

NIMSF, he told ITREALMS was developed by the RIMA Foundation to advance sustainable development at all levels in the information management industry.

“Our activity aims to enhance open, accountable and participatory decision-making and governance on sustainable development through enhancing the involvement of all industry stakeholders. We focus particularly on the effective engagement of stakeholders on information management related policy processes,” he said.
