The National Oil Spill Detection Response Agency (NOSDRA) is partnering a United Kingdom-based non-governmental organization, the Stakeholder Democracy Network (SDN), to firm up commitment to consolidate the interest of clean and sustainable environmental management in Nigeria’s petroleum industry, reports ITREALMS.

The Executive Director of SDN, Adam Heal made this known during his team's courtesy visit to the Director-General/Chief Executive of NOSDRA, Engr. Chukwuemeka Woke, in the agency’s headquarters in Abuja on Wednesday.

OGP: Abuja to host Stewardship Accountability Forum

The African Centre for Leadership, Strategy & Development has concluded plans to host the Stewardship Accountability Forum (National Town Hall Meeting) on day 4 of the week which is Thursday, 10th May 2018 in Abuja, reports ITRealms.

The national town hall meeting, ITRealms gathered is the with support from the MacArthur Foundation, on the heels of activities to mark the Global Open Government Partnership (OGP) week holding from 7th to 11th May 2018.

According to the Programmes Coordinator and OGP Focal Person of the Centre, Mr. Uchenna Arisukwu, this forum has been designed to give a broad spectrum of citizens, including the Civil Society Organisation (CSO), private sector, media among others the avenue to engage policymakers and duty bearers to render stewardship on the work they are doing around the 14 commitments of Nigeria’s National Action Plan on the Open Government Partnership and to make demands on how they are making the governance process open, transparent and accountable.

As said by him, a high-level panel comprising the Secretary to the Federal Government Mr. Boss Mustapha, the Head of Service, Mrs Winifred Oyo-Ita, the Minister for Information and Culture, Alhaji Lai Mohammed, The Solicitor-General of the Federation, Barrister Dayo Akpata, and Dr. Garba Abari, Director-General of the National Orientation Agency will be on hand to engage and interact with citizens drawn from across the Country on the efforts the government is making on the OGP.

The Global OGP Week is a period for Open Government Practitioners from around to come together to share ideas, discuss solutions and commit to new levels of citizen participation in government. As well as evaluate progress made on their National Action Plans of respective countries.

The statement further enjoined Nigerian citizens to follow the event on social media to engage and interact with the panel.

IANA Transition: Expect our response in 90 days - NTIA

The National Telecommunications and Information Administration (NTIA) of the United States Department of Commerce has said the global internet stakeholders should expect their response no sooner than in 90 days on the proposed transition plan for the Stewardship of the Internet Assigned Numbers Authority (IANA), reports ITRealms.

At the just concluded 55^th public meeting of the Internet Corporation for Assigned Names and Numbers (ICANN) in Marrakech, Morocco at the weekend, ITRealms recalls that its chairman, Dr. Steve Crocker on behalf of stakeholders, submitted a proposal to transition the stewardship of the Internet Assigned Numbers Authority (IANA) functions from the U.S. Commerce Department’s National Telecommunications and Information Administration (NTIA) to the global multistakeholder community IANA Stewardship Transition Coordination Group (ICG).

This was in response to earlier call on March 14, 2014 by NTIA on its intent to transition the stewardship of key Internet functions to the global multistakeholder community, hence, NTIA asked ICANN to convene global stakeholders to develop a proposal.

In acknowledging the receipt of the proposal, the Assistant Secretary for Communications and Information and NTIA Administrator, Mr. Lawrence E. Strickling, revealed that it could take up to three months, an estimated 90 days for a formal response to come, all things being equal.

This, he said, is because in considering the proposal, NTIA will be joined by the other agencies of the US government including the Congress and in line with the U.S. Government Accountability Office recommendations.

“NTIA will now begin the process of reviewing the proposal, hopefully within 90 days, to determine whether it meets the criteria we outlined when we announced the transition,” Strickling said.

He insisted that the proposal must support and enhance the multistakeholder model of Internet governance, in that it should be developed by the multistakeholder community and have broad community support.  

“More specifically, we will not accept a transition proposal that replaces the NTIA role with a government-led or intergovernmental organization solution,” Strickling asserted.

Secondly, he maintained that the proposal must ensure the security, stability, and resiliency of the domain name system (DNS).

His third outline, Strickling said, it must meet the needs and expectations of the global customers and partners of the IANA services, just as, it must maintain the openness of the Internet.

The NTIA administrator also disclosed that the U.S. Congress has a strong interest in this proposal, and they expect Congress to closely monitor and review the proposal as well as evaluate the plan.

While commending ICANN stakeholders for their contributions in making the transition easy, he expressed hope that eventually, with this transition plan, ICANN will be stronger as a result of this effort.

“… But a successful outcome here would serve as a powerful example to the world that the multistakeholder model can be used to address challenging Internet governance issues,” Strickling assured.

CWG-Stewardship discussion document out @ICANN 52

The Cross Community Working Group (CWG)-Stewardship has created a Discussion Document for the ICANN 52 meeting in Singapore, reports ITRealms.

The Discussion Document, ITRealms reports, attempts to capture and summarize the considerable progress made by this group to date and to encourage community input on key and intractable issues in order to assist the group during its deliberations in Singapore.

ITRealms also reports that in engaging with the community, such as the group did during the Webinars on 3 February, the CWG-Stewardship hopes to leave the ICANN 52 in a significantly improved position in its mission develop a transition proposal.

Additionally, ITRealms reports that the CWG-Stewardship looks forward to engaging with the community on the questions raised in the Discussion Document, particularly during the CWG-Stewardship Questions & Answers Session on Thursday, 12 February at 10:30 – 11:45 SGT local time.

ITRealms notes that this is a Discussion Document with the purpose of informing the community of the work undertaken and progress to date and to seek community input on key and intractable issues in order to assist the CWG in its deliberations.

“With input from the community, we hope to leave the ICANN 52 meeting in Singapore in a significantly improved position and so be able to move forward with the objective of developing a single transition proposal,” part of the discussion document available to ITRealms read.

Further, ITRealms gathered that the summary of CWG activities to 30 January 2015 includes that since its first meeting on 6 October 2014, the CWG has been hard at work preparing a transition plan for the stewardship of the IANA Functions per the NTIA and ICG requirements. 

ITRealms investigations revealed that as of the end of January 2015, a span of 17 weeks that included the traditional holiday break, CWG held 20 meetings, including a two day Face-to-Face meeting in November and an “Intensive Work Weekend” in January, and over 25 meetings of its subgroups.
