National cybersecurity awareness month: NCC, NITDA join forces with CECAD

The Nigerian Communications Commission (NCC) and the National Information Technology Development Agency (NITDA) have committed to work with the media stakeholders for the adoption of October as the annual celebration of the National Cyber Security Awareness Month (NASCAM), reports ITRealms.

The two key agencies under the supervision of the Ministry of Communications also commended the media group working in concert with other stakeholders for the adoption of October as the Nigerian National Cyber-security Awareness month.

At separate meetings with officials of NCC and NITDA last week, the media group operating under the aegis of the Centre for Cyber Awareness and Development (CECAD), a non-governmental organisation (NGO), was given the nod to convene a stakeholder meeting in the last week of October.

Director of Communications, Mr. Olubayo Abiodun said in order to underscore the importance of the advocacy campaign to Nigeria’s national interests and its assets, the Office of the National Security Adviser (NSA) to President Muhammadu Buhari has been contacted on the initiative.

According to him, the involvement of the NSA is pivotal to the advocacy campaign because of the rising tides of cyber-security challenges ravaging the entire socio-political, economic, military and technological ecosystem of the global community.

He said that the initiative is a Public Private Project because all government Ministries, Department and Agencies as well as the private sector will be involved. According to him, the real sector of the economy where the private sector is playing active roles including the banking and finance, manufacturing, maritime, aviation, educational, transport, telecoms and ICTs, Oil and Gas, broadcasting and stockbroking institutions will be prominently engaged. In the public sector, he said the military and para-military institutions and other security services, educational institutions, Nigerian Stock Exchange, Security and Exchange Commission (SEC), hospitals, Nigerian National Petroleum Corporation, NIMASA and other key government institutions susceptible to cyber-attacks will be involved in raising the bar on the awareness campaign.

Mr Abiodun said that the week-long event would help raise the bar on the multi-stakeholders awareness across government, corporate institutions and private citizens through the principles of the Public Private Partnership (PPP). Justifying the need for the advocacy programme, the group hinged its position on the increasing threats of cyber-attacks to national security, economic crimes, political instability and social insecurity as a result of the vulnerability of national, corporate and private databases via identity theft.

The week-long programme, he said, will involve series of daily activities delineated to accommodate sectorial emphasises on every facets of the lives of the nation and its people, stressing that the daily line up of events will include awareness focus on government and its agencies, banks and financial institutions, telcos, tower companies and ICTs, education, health, tourism, transport, military/security communities. 

The central theme would be on how to enhance safer connections to the Internet without compromising corporate and individual safety. Families will also enjoy primary attention in the course of the awareness programme in order to ensure the safety of all and sundry, particularly children from dangers inherent in the uncontrolled access. On the last day of the event, there will be a stakeholders meeting to round off the weeklong activities with a Presidential declaration of the adoption of October as Nigeria’s celebration of cyber security awareness in line with global best practice.

As said by Abiodun, the NGO noted that criminals, terrorists, and countries now use the Internet technology to wreak havoc in countries ill prepared for the cyber-attacks because of the increasing adoption of digital platforms in national frontiers. 

"Nations are increasingly deploying e-government, e-commerce, e-health, cashless society, e-learning, digital entertainment, and e-agriculture among other electronic engagements in all spheres of life," he said.

Pointing out that this has resulted in getting sensitive data stored online, consequent upon of this development is that cyber-attacks have become more profound with unauthorised access to the data stored online. The increasing incidences of identity theft and e-fraud are consequences of the plurality of Internet technology across the national climes. 


As a consequent of this, he said, the Nigerian nation and its citizens have been under increasing threat from cyber-attacks following the proliferation of digital platforms in the rapid integration of its social, political and economic facets into the digital economy.

CMC Connect takes on PR measurement, hosts workshop

Leading public relations firm, CMC Connect Burson Marsteller in partnership with Ornico, a brand intelligence research company in South Africa, has concluded plans to hold a workshop on measurement and evaluation of communication to further enlighten communications experts on how public relations adds value to overall success of businesses, reports ITRealms.

The workshop themed ‘Can You Measure Up?’ is the first ever gathering endorsed by the International Association for the Measurement & Evaluation of Communication (AMEC) for communications and PR professionals, focusing on measurement and evaluation in the industry.

The thought-leadership initiative put together by the PR firm is scheduled to hold on Tuesday 27th September, 2016 at The Bridge House, 77, Oduduwa Crescent, GRA Ikeja, Lagos. The workshop is designed to equip PR practitioners and clients with the latest techniques in public relations measurement and evaluation. It also organised to mark September, as the Global International Measurement & Evaluation (M&E) month, in line with AMEC’s declaration.


In 2010, AMEC the world’s largest professional body for communications research, media intelligence and insights, unveiled a framework known as the Barcelona Principle, the first international framework for measuring communications performance. It was further upgraded to Barcelona 2.0 in 2015. The body is the first point of call for communications and PR professionals to get expert knowledge and advice.

Mauritius, only African state party to Budapest Convention on Cybercrime

The East African country of Mauritius is the only nation from the continent that has acceded and is a state party to the Budapest Convention on Cybercrime, reports ITRealms.

For any country to be a state party to an international convention or treaty, such a country or members state must have completed the laid down accession processes.

Accession, experts told ITRealms, is an act by which a State signifies agreement to be legally bound by the terms of a particular treaty. It has the same legal effect as ratification, but is not preceded by an act of signature. The formal procedure for accession varies according to the national legislative requirements of the State.

The instrument of accession, ITRealms gathered, is a formal sealed letter referring to the decision and signed by the State’s responsible authority, is prepared and deposited with the United Nations Secretary-General in New York or its equivalent of such a convention.

The Convention on Cybercrime, also known as the Budapest Convention on Cybercrime, ITRealms gathered, is the first international treaty seeking to address Internet and computer crime by harmonizing national laws, improving investigative techniques, and increasing cooperation among nations.

It was drawn up by the Council of Europe in Strasbourg, France since 2001 with the active participation of the Council of Europe's observer states Canada, Japan, South Africa and the United States.

The Convention, ITRealms reports, entered enforcement phase on 1 July 2004 and as of March 2016, had 49 states which have ratified the convention, while a further six states had signed the convention but not ratified it.

Head, Cybercrime Division, Council of Europe, Mr. Alexander Seger confirmed this to ITRealms in an exclusive chat, declaring that “Mauritius has acceded and is a Party.”

He also said Mauritius, an Indian Ocean island nation, stands out among equal for this remarkable position on cybercrime.

Mr. Seger, who doubles as the Executive Secretary, Cybercrime Convention Committee (T-CY) told ITRealms that invitation has been extended to three countries in Africa, including Senegal, Ghana and Morroco to accede to the convention on cybercrime.

“Senegal, Ghana and Morocco have been invited to accede but have not yet completed the accession process and are thus not Parties yet,” he declared.

Mr. Seger acknowledged that South Africa participated in the negotiation of the treaty and has signed the Convention and its Protocol on Xenophobia and Racism but has not yet ratified these. South Africa, hence is not yet a Party.


He disclosed that given the commitment of these States to implement the Budapest Convention they are also priority countries for capacity building.

Stakeholders must resist all barriers to telecom operations, development - ALTON

The Association of Licensed Telecommunications Operators of Nigeria (ALTON) has urged Nigerians and stakeholders in the Information and Communications Technologies (ICT) to resist all barriers to telecom operations and development, reports ITRealms.

Chairman, ALTON, Engr. Gbenga Adebayo gave this charge at quarterly seminar by the Nigeria ICT Reporters Association (NITRA) on the “Impact of Over-Regulation of Telecoms Industry on Service Quality’ held in Lagos at the weekend, advised stakeholders to eliminate and remove all barriers to telecom operations and development in the country.

He also said that stakeholders must work towards according telecom infrastructure as the protections of critical national socio-economic infrastructure and the requisite protection to the industry by ring fencing telecommunications from the influence of various Ministries, Departments and Agencies (MDAs).

ALTON chairman, equally advocated for the continuous debate on whether stakeholders should regulate technology or service.

He noted that access to telecommunication is access to global world, life and prosperity, hence, several studies have shown that a nation’s economic development depends on its overall progress in the ICTs sector and companies the use ICT grow faster, more productive and more profitable than those that do not.

He described regulation as an abstract concept of management of complex systems according to a set of rules and trends, stressing that another definition is a law, rule, or order prescribed by authority, especially manage conduct of players, whereas, over-regulation is the excessive application of various rules and regulations.

Adebayo said that Quality of Service (QoS), is the comparison of expectations about a service with performance, saying that an industry with high service quality will meet customer needs whilst remaining economically competitive.

Emphasising that when technology is regulated, it entails regulation of the base / bottom line infrastructure, such as. GSM, LTE against, CDMA against Fibre and Fixed Network.

He maintained that when service is regulates, the content and over the top service such as Phone call and text messages over the internet, Facebook, Yahoo, Whattsapp, BB messenger and the like. While under-regulation will lead the chaos and high security risks, over regulation will limit the use and application of dynamics of modern technology and also limit access to global trade and knowledge. 

“We must continue to debate these issues in order to guarantee the sustainability of our technology development,” he said.

In his address, NITRA president, Mr. Emma Okonji, said that the contribution of the telecoms sector to the Nigerian economy, is immense, and cannot be over-emphasised, but the issues with multiple taxation and regulation are becoming sources of worries to telecoms operators and industry stakeholders.

“It is our belief as telecoms reporters, that over-regulation of the telecoms industry could stifle growth of the Nigerian telecoms sector that has been adjudged as the fastest growing market in Africa and the world,” he said.


Okonji further said, as watch-dog of the society, NITRA has a duty as telecoms reporters to protect the gains of the industry and it is for this reason that NITRA thought it wise to bring together, the government, the operators and the subscribers, to find a common ground where the issue of multiple regulations and taxes could be addressed amicably, in the interest of subscribers and for the continued growth of the sector.

‘A peak at Borno: A visual journal’

At the foot of the Borno International Hotel, a symbol among many of the destruction caused by the insurgency in the Northeastern part of Nigeria, stood another symbol; 2600 internally displaced persons, male and female all lined up. However, instead of looking grim and sad as we have seen many times on the news, they were smiling and mostly dressed pleasantly.

But suffering on this scale cannot be hidden. It was behind the smiles, behind the moment of brief relief, just beneath the surface, in the unheard voices there was something or someone missing. This scourge had cost them their homes, the lives of those dear to them, their dignity, their sanity. This was a happy day in a sad life.

The lines were endless and the sun was relentless. But not as relentless as these faces; the faces of the people whose homes were taken in a war that showed the worst of humanity. A war where both sides are unforgivable and consequences that will last for generations.

My father used to tell me about oil tankers in Scotland, how they start pressing the brakes 8 kilometres before the port. Every major crash in our lives, in civilisation did not just start out of nowhere, it started long before it hit.

So what characteristics of our culture, our environment, our mindset, our religion could have led to this? Is it poverty, faith, ignorance, injustice? What about us needs to be reassessed to avoid this from ever repeating itself?

Will it take some like minds to turn the tide? Will humanity and all that is good heal these wounds that have dug so deep? I believe they will, and time will be the doctor. But we are the medicine, and that is why we must use our shared humanity to show that suffering is nothing, and love is everything.

My Peak at Borno has given me a broader perspective on the things we take for granted, most especially this life. My Peak at Borno DID NOT show me people who were beat down, but a noble, dignified people, desperately trying to close a chapter of there story; to start again, to smile gain, to be free again, to be the home of peace again.

But it will take all of us, and it will not be easy. However, I refuse to believe that Borno can be taken down for good, I refuse to believe that Nigeria can be taken down at all. The people of Borno themselves inspired me to write this, I hope it inspires you to help. 

Dangote Foundation, The Likeminds Project and various development partners have opened the doors, each of us should do our bit to walk through.

There is hope for Borno, there is hope for the Northeast, there is hope for Nigeria, there is hope for the world and that hope is you and I.

eSIM advanced enablement services debuts for MNOs

A partnership between Otono Networks Incorporated and Giesecke & Devrient (G&D) is debuting with advanced eSIM enablement and management services in the global market for device connectivity, ITRealmsreports.

The eSIM management services, ITRealms gathered would form part of the highlights at the 2016 Competitive Carriers Association’s 2016 Annual Convention in North America in anticipation of its market entrant in 2017.

According to the acting Head, Corporate Communications at G&D, Kay Laudien, and counterpart at Otono Networks Inc, Ms Grace Kyle, with the first eSIM-enabled wearables coming to the North American market, there is both an opportunity and a challenge for the Mobile Network Operators (MNOs) to manage.

The MNOs, the partnership noted, have an opportunity to offer additional connections to their existing consumer base with the freedom eSIM technologies offer. While adding more devices to the family share plan benefits the market, activating these devices requires technology investments.

For instance, G&D anticipates several eSIM-enabled consumer devices launching in the North American market in 2017 starting with companion devices such as smart watches. While the market in Asia has already launched mobile devices with eSIM technology, the expectation is to see eSIM-enabled devices in North America by 2018 in a larger scale.

By 2020, G&D forescasts a hundred million smart phones are projected to be eSIM-enabled, and the GSMA predicts over 10 billion mobile connected devices by the end of the same year.

“This rapid growth will be seen across a variety of industries, including consumer devices (wearables, tablets, smart phones), connected cars, Internet of Things (IoT) and Machine-to-Machine (M2M),” the company said.

Pointing out that mobile carriers worldwide will benefit from the Otono and G&D partnership, which pairs the G&D AirOn Platform with the Otono Platform to create a seamless user journey: eSIM activation to launch eSIM-enabled products quickly and easily.


They explained this will allow operators to offer electronic vouchers such that their customers can remotely add companion devices without the need to visit a Point of Sale location to scan a physical voucher.

Exclusive: Google to retire search box, slideshow gadgets

The countdown to September 29 deadlines have commenced for the retirement of two gadgets, the search box and slideshow on Blogger.com, reports ITRealms.

A public statement made available by Google, owners of Blogger.com to ITRealms showed that by 29 September 2016, the Search Box gadget on blogs will only present search results from blog.

ITRealms recalls that before now, search results from pages linked in posts, show links to the post, web, but hence forth, Google says this is no longer available from the web or from Blog List and Link List gadgets.

In addition, Google hinted that the Google Feed Application Programme Interface (API) would be retired.

“As a result, the Slideshow gadget would no longer function and we would remove it from blogs by 29 September 2016,”

According to the Product Manager, Google Cloud Platform Team, Mr. Dan Ciruli, the Google Feed API was one of Google’s original AJAX APIs, first announced in 2007.

He said it had a good run, however, interest and use of the API has waned over time, and it is running on API infrastructure that is now two generations old at Google.

He also said that along with many of Google’s other free APIs, in April 2012, were deprecated it in three years, explaining that as of April 2015, the deprecation period lapsed, while Google has continued to operate the API in the interim, asserting, “it is now time to announce the turndown.”

As a final courtesy to developers, he said, Google plans to operate the API until September 29, 2016, when Google Feed API will cease operation.

“Please ensure that your application is no longer using this API by then,” he advised.
Google, Ciruli said, appreciated how important APIs and developer trust are and do not take decisions like this one lightly.

“We remain committed to providing great services and being open and communicative about their statuses,” he said. Stressing that for those developers who find Rich Site Summary (RSS), an essential part of their workflow, there are commercial alternatives that may well fit your use case very well,” Ciruli assured.

African media roles in governance, economy, advancement

Africa is emerging as a player on the global stage. This should not be news to anyone. Mention of the fact should, however, serve as an invitation to reflect on its significance.

For the first time in history, events and outcomes in Africa will impact and be directly impacted by what goes on in the rest of the world. Even as late as 2008, less than a decade ago, the sub-prime crisis and global economic meltdown of that year had nary an effect on the continent. Africa was essentially outside the global economic system – too small a player to matter!

That has all changed. The world will not catch a cold when Africa sneezes – not yet! – but the threat of a cold is becoming real. The continent’s growing middle class complete with its voracious consumerist tendencies, its potential as a source of essential minerals such as coltan, uranium, manganese and others, and a growing desire and ability to seek value-addition prior to exports, all of this is moving Africa ever closer to the economic heart of global affairs. It is about time, therefore, that Africans – citizens and governments – recognize this and talk about it.

The challenge of injecting this fact into the public discourse mostly lies, I believe, with media professionals and, to some extent, with academics, social commentators and other opinion leaders on the continent.

Citizens and their leaders have to be reminded of this important fact because their actions today and tomorrow at the individual, micro level have consequences at the collective, macro level.

The discussion must focus on the quality of leadership on the continent. What quality of men and women are in leadership in Africa today? What quality of men and women should lead Africa in the 21st century?

The answer to these questions will bring us to the one element that is increasingly central to the choice of leaders today: elections!

One of the most important drivers of change in Africa now is the system of governance that came into prominence after the collapse of the Berlin Wall and the end of the Cold War. Freed from the imperatives of a bipolar world, people in Africa ultimate rose to demand the right to participate in the governance of their countries.

The result was the slow but steady collapse of centralized states and single party rule, and the rise in Africa of participatory democracy. Elections have since become the mode for determining entry into the circle of national leadership. And the leaders who will ensure that Africa remains an actor in world affairs this century will come to power through elections. Other options have proved to be disastrous for regional stability and economic growth.
The future of the continent is inextricably linked to what happens during elections. And in this, the role of media is critical! 

That is why it is important that journalists and other media professionals get into the game, understand what elections represent, and figure out how they cover these intensely political, economic and social activities in the life of any nation.

Elections strengthen national democracies and institutions; they determine the quality of leaders who will govern the nation; they help ensure the sustainability of peace and progress, and ultimately they define the pace and quality of development and change.
Key to electoral outcomes is the quality of public information and debate. Informed citizens are empowered citizens. Never before in its history has the need for quality public information in Africa been in greater demand. Never before has the role of the communication professional been more important.

What journalists and other opinion leaders do in the lead up to elections, in the organization and coverage of the elections, and in bringing the country together again after elections may be the single most important role played by the media in any country. Their actions may be the one factor that reinforces the bonds that bind the nation, strengthen its governance institutions, and ensure national progress and development.

There are elections each year somewhere in Africa. Even in cases where outcomes are known before ballots are cast, elections present an opportunity to bring out the issues and general debate on them. There is hardly a country on the continent that does not face issues related to youth unemployment, inadequate infrastructure, public health and education, economic and financial management, energy, agriculture and food security, and challenges to peace and security. Who is offering the public viable policy options for dealing with these? There is no better time to put out these issues and have aspirants to power discuss them.

The African Media Initiative will be partnering with some global institutions to help strengthen the ability of media professionals to adequately cover elections and to make sure that media in Africa play that central role in defining the future of this continent.
