NNPCL footprint enters Japan, China with LNG supply - ITREALMS

NNPC Ltd achieved the milestone through the collaboration of two of its Downstream subsidiaries – NNPC LNG Ltd and NNPC Shipping Ltd – which delivered its first DES LNG cargo from the 174,000m³ LNG vessel Grazyna Gesicka at Futtsu, Japan, on 27th June, 2024.

Federal Civil Service Commission enters enhanced ‘FOI Hall of Shame’ - ITREALMS

The Media Rights Agenda (MRA) has inducted the Federal Civil Service Commission (FCSC) into its enhanced Freedom of Information (FOI) Hall of Shame and promised to take legal action against the Commission for its blatant disregard of its obligations under the FOI Act in violation of the rights of the public to information, reports ITREALMS.

FOI Programme Manager at MRA, Mr. Ridwan Sulaimon, said despite its responsibility of overseeing a huge federal civil service, the Commission has ignored virtually all its duties as a public institution as defined by the FOI Act, thereby consistently sending a wrong signal to other public institutions under its supervision with the result that, unsurprisingly, many of those public institutions and their officials have themselves repeatedly violated the provisions of the Act.

Noting that the Commission was established by section 153(1) of the 1999 Constitution(as amended) as a federal executive body empowered to appoint persons to offices in the federal civil service and to dismiss or exercise disciplinary control over persons holding such office, Mr. Sulaimon said: “This is a huge responsibility that requires the Commission, which essentially serves as the engine room of the government, to be transparent in order to protect its integrity and enjoy credibility with those it superintends over as well as to comply with all applicable laws and regulations so that it can enforce these and others laws and regulations with respect to the public institutions and officials under its supervision.

According to him, “The Commission can have no credibility in exercising disciplinary control over members of the public service for breaches of relevant laws and regulations and its efforts in this regard cannot be effective when it is itself in breach of its duties and obligations under a Law validly made by the National Assembly. The hypocrisy in such an exercise will be a major encumbrance to the performance of the Commission’s functions and the realization of its objectives.”

Mr. Sulaimon accused the Commission of failing to proactively publish the range of information and documents that it is required to disclose by the Law; refusing to designate an FOI Desk Officer; not providing the appropriate training for its officials on the public’s right of access to information and for the effective implementation of the Act; and consistently neglecting to submit to the Attorney-General of the Federation its annual FOI implementation reports, all of which are mandatory requirements of the Law.

He stressed that it was evident from the website of the Commission that it is in breach of the requirements of section 2(3)f of the FOI Act which imposes an obligation on all public institutions to proactively publish the title and address of the appropriate officer to whom applications for information under the Act should be made by members of the public.

Mr Sulaimon said: “Such level of impunity should not be tolerated in any decent society and it amazes us that a government that expects ordinary citizens and its officials to obey the law allows an institution of the government with such massive coordinating and supervisory roles to get away with such blatant disregard for a valid and subsisting law, thereby presenting an image of a lawless society and a government that condones lawlessness.”

He added that: “An approach to governance in which government officials and institutions disobey the law, sets a bad example for ordinary citizens and robs the government of legitimacy as well as the moral authority to enforce any law against citizens. It is even more disheartening when the law in question is one aimed at fostering transparency and accountability in government and where the government involved is one that claims to be championing a war against corruption.”

Mr. Sulaimon said MRA was extremely concerned that despite an earlier induction of the Commission into the FOI Hall of Shame about two years ago in which the organization highlighted its various transgressions, the Commission had made no effort to improve on its performance in the implementation of the FOI Act and had continued to operate in total disregard for the Law.

According to him, given these circumstances, MRA had no other option but to take legal steps to compel the Commission to comply with its obligations under the Act in accordance with the provisions of the Law.

Facebook enters battle over vaccine misinformation - ITREALMS

Facebook has advanced strategies to combat vaccine misinformation, reports ITREALMS.

According to the Vice President, Global Policy Management at Facebook, Ms Monika Bickert they are looking at reducing the ranking of groups and pages that spread misinformation about vaccinations in news feed and search.

"We are working to tackle vaccine misinformation on Facebook by reducing its distribution and providing people with authoritative information on the topic. We are starting by taking a series of steps," she said.

These groups and pages, she said, will not be included in recommendations or in predictions when people type into search.

"When we find ads that include misinformation about vaccinations, we will reject them. We also removed related targeting options, like 'vaccine controversies.' For ad accounts that continue to violate our policies, we may take further action, such as disabling the ad account," she said.

Facebook, she insisted would not show or recommend content that contains misinformation about vaccinations on Instagram Explore or hashtag pages.

Further, she revealed that they are exploring ways to share educational information about vaccines when people come across misinformation on this topic.

"Leading global health organizations, such as the World Health Organization and the US Centers for Disease Control and Prevention, have publicly identified verifiable vaccine hoaxes. If these vaccine hoaxes appear on Facebook, we will take action against them," she declared.

For cult-like operations, Petroleum Equalization Fund enters FOI Hall of Shame

The Media Rights Agenda (MRA) has inducted the Petroleum Equalisation Fund (Management) Board into its Freedom of Information (FOI) Hall of Shame, accusing the Board of refusal to be transparent and preference for cult-like secrecy in its operations, reports ITRealms.
The induction, MRA said, only serves to heighten questions about its continued relevance in light of its failure to achieve the objectives for which it was established.
The Board was established in 1975 by Decree No. 9 of 1975, which was later amended in 1989 by Decree No. 32 of 1989, to offset the inequality in the transportation cost of distributing petroleum products in different parts of Nigeria in order for the Government to be able maintain a uniform pricing system for such products all over the country.
The primary responsibility of the Board is to reimburse petroleum marketing companies for any losses suffered by them, solely and exclusively, as a result of their selling petroleum products at uniform prices throughout the country.
The mandate of the Board is therefore to ensure that the Uniform Pricing Mechanism that the Federal Government introduced during the period worked effectively throughout Nigeria and that each marketing company complied with the laws regarding the management of the transportation equalisation process.
In a statement in Lagos, MRA’s Legal Officer, Ms Chioma Nwaodike, noted that “More than 40 years after the Board was established, it is clear that it has failed to deliver on the objectives that motivated its establishment, given that the pricing of petroleum products has never been uniform across the country all through these years. Perhaps, some transparency about the activities of the Board may have enabled us to understand what exactly it does and whether there is any reason for its continued existence in light of its apparent spectacular failure.”
According to Ms Nwaodike, “having been charged with the responsibility for reimbursing petroleum marketing companies for losses suffered by them as a result of their sale of petroleum products at uniform prices throughout the country, for which it is expending public funds in this regard, the Board owes Nigerians a duty to keep them informed about every aspect of its operations including what it gets annually from the national budget, how much it is expending for various purposes, who the beneficiaries of its reimbursement scheme are, how the reimbursements are calculated, among other things. Unfortunately, it is not doing this.”
She accused the Board of flouting and rendering meaningless its mission statements to its various stakeholders, including its statement to marketers “to be a prime and transparent organization, for the timely reimbursement of marketers’ transportation claims” as well as its statement to Nigerians to be “a responsible, accountable and efficient parastatal facilitating the distribution of petroleum products nationwide at approved prices”.
Ms Nwaodike said by brazenly neglecting to comply with its statutory obligations under the FOI Act, the Board makes nonsense of its mission statement where it says it aims to be a “transparent organization” and an “accountable and efficient parastatal” as well as listing ‘integrity’ as one of its core values.
She observed that by consistently failing over the past seven years to comply with its proactive publication obligations in Section 2 (3), (4) and (5) of the FOI Act to publish and disseminate 16 classes of information as well as review and update them whenever changes occur, the Board is demonstrating its clear disdain for the laws of the land, the ideals of democracy, and the core values it claims guide its operations.
According to her, “although the Board has published information that can best be described as innocuous, it however failed to publish some vital information that the Act requires it to proactively publish and disseminate including, but not limited to, documents containing information relating to the receipt or expenditure of public or other funds of the institution; documents containing the names, salaries, titles and dates of employment of all employees and officers of the institution; and a list of files containing applications for any contract, permit, grants, licenses or agreements, etc.”
Ms Nwaodike noted that the Board has also refused to submit to the Attorney-General of the Federation any report on its implementation of the Act for seven consecutive years, in clear defiance of Section 29 (1) and (2) of the FOI Act and the Guidelines on the Implementation of the Freedom of Information Act, 2011 issued by the Attorney General of the Federation, the oversight agency for the FOI Act, as the Board has neither submitted any report nor made any such report available to the public in any form whatsoever.
She also accused the Board of not providing appropriate training for its officials on the public’s right of access to information and for the effective implementation of the Act at any time in all the seven years that the law has been in operation, as it is required to do under Section 13 of the FOI Act.
Noting that there is no single reference to the FOI Act on the Board’s website, Ms Nwaodike observed that the Board has acted over the last seven years as if the Law does not exist and continued to conduct its functions and operations in cult-like secrecy.

Ogun State enters Smart City map with MainOne partnership

The gateway state, Ogun State has entered the list of Nigerian states warming up for smart city with its latest partnership with MainOne, reports ITRealms.

MainOne, a communications service and network solutions company, ITRealms gathered, has signed a Memorandum of Understanding (MoU) with the Ogun State government to build two hundred and fifty (250) kilometres of Optic Fibre cable to further enhance internet connectivity for service institutions in commercial areas of the state, with a view to becoming the smart city.

While signing the Memorandum of Understanding (MoU), Secretary to Ogun State Government, Barrister Taiwo Adeoluwa, explained that technological infrastructure was part of the efforts of the government to take the State on the technological highway, and pave the path for Smart City development in Ogun State. According to Adeoluwa, MainOne would invest in building broadband infrastructure in Ogun State while Ogun State Government would enable ICT development by ensuring free Right of Way (RoW) to the company to ensure the success of the project.

The SSG who also hinted that the agreement would ensure the construction of data centre in Sagamu interchange said the target of the government was for Lagos to be feeding on Ogun. In his words, “We’ve been working hard and desperate to leave a system-driven environment. The MoU we have signed in the short term is for a 30-year tenure and that would tell you we’ve not done it for ourselves but for the benefit of Ogun State, our youths and children unborn.”

“Today, we are taking Ogun State to the next level, people still have no idea of what is erupting at the Business District but we what are doing now is in line with our resolve to deploy bigger infrastructure to support technological investors in the state. MainOne would be giving us points in 12 locations now; our model schools would be connected, the secretariat would be connected and other public buildings’’, Adeoluwa noted.


With this partnership with MainOne, Ogun State has joined the Smart City State train and is poised to enable its emergence as a leading technology hub in Nigeria, similar to MainOne’s initiatives in Yaba’s Innovation Hub. Experts believe this project will greatly improve quality of life for Ogun indigenes and accelerate the digital transformation of businesses across the state.

Rivers enters new deal with Shell Nigeria

The reasons for the recent signing of  a Memorandum of Understanding (MoU) between the Rivers State Government and Shell Nigeria Gas (SNG) have been revealed, reports ITRealms.

Sources close to the Rivers State government informed ITRealms, the deal was for the distribution of gas to industries in the Greater Port Harcourt area and its environs, in order to improve productivity and possibilly boost job creation.


Also, ITRealms gathered that the MoU sets out broad terms and conditions to guide co-operation between the two parties in the development of new gas distribution opportunities in the Greater Port Harcourt area and its environs in addition to its existing gas distribution network in the State.

"The agreement is key in the efforts of the government to boost industrialization in Rivers State," said Richard Hart, Permanent Secretary in the Ministry of Energy and Natural Resources, who signed for the government. "We believe that the agreed terms in the MoU will lead to the signing of the "Build-Operate-Own-and Transfer" (BOOT) agreement early next year so businesses can begin to reap the benefits of a steady source of energy."

SNG Managing Director, Ed Ubong who signed for the company said the partnership was an opportunity to further promote gas as a more reliable, cleaner and cost-effective alternative to liquid fuels in the Niger Delta.

"Gas is the key to boosting industrialization. It is no coincidence that states that currently do well on internal revenue generation have also encouraged the use of gas to boost industrial output, which in turn provides employment and improved livelihood. SNG is grateful to the Rivers State Government for the foresight and co-operation in the signing of the MoU, and will reciprocate the gesture by taking every step to fulfill its obligations in the agreement," he said.

Also commenting on the significance of the MoU, Country Chair, Shell Companies in Nigeria, Osagie Okunbor reiterated the leadership role of Shell in the domestic gas market.

"For more than 50 years, Shell has been in the forefront of the campaign to develop and monetize Nigeria's huge resources and it is good to see SNG continuing in the tradition to grow the domestic gas market and also help to improve lives and earnings in Rivers State," Okunbor said.

EU enters deal with FG on digital single market

The European Union Commission (EUC) has entered a deal with the Federal Government to create a Digital Single Market in Nigeria, reports ITRealms.

The Minister of Communications, Alhaji Abdur-Raheem Adebayo Shittu made this disclosure in Lagos on Tuesday at the 2017 Information Communication Technology & Telecommunication Expo (2017 ICTEL Expo) held at the Eko Hotel & Suites.

Speaking on the theme: The Digital Economy: Strategies For Growth in a Connected World, as the Special Guest of Honour, the minister said this collaboration is timely and coming at a time the ministry is making concerted efforts to implement its ICT Strategic Roadmap, e-Government and Mobile Broadband Plans.

According to him, the size of Nigeria makes it the most lucrative investment destination in sub-Sahara Africa with a high return on investments and an emerging market that made it one of the new frontiers for investments and Digital Market consideration.

Towards achieving this, the minister stated that he had instructed that a committee is raised comprising the Ministry’s agencies and the Nigerian Computer Society on the new Digital Single Market paradigm ahead of the EU/Africa Summit holding November 2017 in Addis Ababa, Ethiopia.

Shittu who spoke extensively on efforts of the Ministry of Communications to implement Federal Government’s economic diversification agenda by leveraging on ICT said this administration has hinged the Economic Recovery plans on ICTs as well as with fiscal and strategies policies.

These efforts, he said, are codified in a document known as the ICT Roadmap which components include; the      hosting of the Smart Cities Summit, precisely on the 8th and 9th of August, 2017; establishment of an ICT University; establishment of a National ICT Park and Exhibition Centre   at the Abuja Technology Village; establishment of a secretariat for implementation of the eGovernment master plan, and establishment of an Electronic Document management system, among others.

The minister noted that the ICT Sector has in the past year, recorded landmark activities and significant achievements. “The environment for greater achievements has thus been created. Now, there is greater access to ICT and Nigerians are today better able to use ICT, thus integrating them into the global digital economy and its benefits. Although challenges still abound, implementation of already mapped out initiatives and programmes will ensure the optimal transformation of Nigeria to a true SMART State”, he said.

He said government is determined to leverage ICT and break its monopoly and open up the economy to foreign investors just as it did in the telecom sector. “Despite coming up with the economic growth and recovery plan, we are determined to actualize the contents of our very comprehensive ICT Roadmap.  This, to my mind, is imperative for the country’s highly import-dependent and consumption-driven economy.

“Distinguished Ladies and gentlemen, we are in a technology-driven World. The success of any venture without technology is doubtful. The Information & Communications Technology has become a catalyst for success in virtually all sectors of our economy and even in our socio-political landscape.

“This Government is working hard to ensure that all needed infrastructure is in place for the desired growth in the sector, thus helping our national development agenda.”

Shittu urged the Lagos Chamber of Commerce and Industry to mobilise the Private Sector for the needed collaboration with the Government so that adequate local and foreign investments can be sourced for the sector. He also enjoined the Chamber to key into Government’s Economic Recovery and Growth Plan, to revive the economy as well as exploring the enormous potentials of the sector to advance the economy.

Commending the importance of event, the minister said, “I can tell you categorically that the ICTEL Expo is worthwhile and has contributed immensely to the development of the sector”, while urging the Lagos Chamber of Commerce and Industry, organizers of ICTEL Expo to sustain the event for the benefit of Nigeria.

He said the ministry is committed to creating a platform – through ICTEL 2017, where organizations and startups can pitch their innovative ideas. These ideas will be passed through a structured selection process to come up with marketable innovations for implementation by the Federal Government.

Landrush for .Africa domains enters last lap

The landrush phase for the newly launched .africa domain name has entered its 4th phase and final week from 26th June 2017, reports ITRealms.

Managing Director, Web4Africa, Mr. Oluniyi Ajao, told ITRealms that the Landrush Phase for .africa domain name system offers companies, organizations and individuals to apply for domain names containing keywords valuable enough to pay a premium for domain names with single words that attract heavy every day use are very typical during this phase.

Dot Africa, he said, is the top-level domain name system for the continent of Africa, which is open to all individuals and entities in Africa or ones that identify with Africa, globally.

He also said, .Africa domains are available in Landrush Phase from Web4Africa, an accredited .africa domain name registrar.

Ajao explained that this landrush phase is not exclusive to the .africa top-level domain but normal with all newly-launched domain name extensions. All things being equal, there is a much better chance that the domain can be obtained during this Phase.

He reiterated that certain names have got prior rights associated with them which would not go through unless the applicant has already specifically validated rights in the Mark Validation System (MVS) or Trademark Clearinghouse (TMCH) database.

“When processing a Landrush Application, Web4Africa will receive a Claims Notice if the string is registered in the MVS or TMCH,” he said.

At the end of the landrush phase, he emphasized that all uncontested domain applications will be delegated while all contested domain applications will proceed to an Auction Phase. Applicants will be notified by the .africa registry on the Auction process should this occur.

Domain auctions will last a minimum of 3 days. Any bids within the final 12 hours will extend any auction by an additional 24 hours.

Dot Africa has already demonstrated serious interests from global brands and entities within Africa who are trademark owners as about 1,000 domains were successfully secured during the Sunrise Phase, making it one of the top 10 largest number of domain name reservations during the sunrise phase of the new geographic Top Level Domain (gTLD) 's launch process.

According to him, the general availability phase would follow, from 4th July 2017, stressing that the domains would then be available on a first-come-first-served basis.

“We are in Africa, and Africa is in us. We believe in the future of Africa and that .africa would offer Africans a strong identity on the World Wide Web,” Mr. Ajao said.

TalkStuff.com enters Nigeria

A new platform on social media, TalkStuff.com has concluded plans to enter into the Nigerian social network scene, reports ITRealms.

Garanntor enters market with affordable cloud services

The latest entrant into the Nigeria’s cloud service market, Garanntor, has said its offering affordable range of cloud services, reports ITRealms.

Disclosing this, the Managing Director of RackCentre, Mr. Ayotunde Coker in the company of the Head, Marketing, Communications & Finance, Mr. Ejieke Maduka Ezeadigwu, said Garanntor was born to answer to the request of the clients that need a local cloud service that meet international standards at an affordable price.

Garanntor, he said, offers web hosting, virtual private servers, cloud servers, cloud backup disaster recovery content delivery network, colocation and electronic mail (email) hosting.
The company infrastructure services, he said, has been planned to start with the prerogative of offering servers able to give the best performance.

Further, he said that Garanntor comes to town with storage based on OnApp Integrated Storage which is a high-performance distributed SAN built into the OnApp cloud platform, which gives customers fast, resilient and scalable storage for your cloud, without having to compromise performance with a software Storage Area Network (SAN).

On the security, he assured that every Garanntor server is protected by a Front End and a Back End firewall which could be excluded by associating the public Internet Protocol (IP) address directly to the server or to clients own firewall.


Specifically on pricing model, he said, Garanntor has resolved to offer recurring fixed price which is a widespread model, emphasizing that this affords clients to purchase a plan that consists in the allocation of an instance such as a cloud server that has constant resources through time and a fixed price, thus recurring fixed price plans have a duration of at least a month circle.
