The Attorney General and Commissioner for Justice in Anambra State, Mr. Tobechukwu Nweke, SAN, has clarified that the early release of inmate Chidozie Nwangwu, widely known as Akwa Okuko, was facilitated by a combination of plea bargain proceedings and the Governor’s prerogative of mercy, reports ITREALMS.
Speaking on Friday, Nweke encouraged inmates currently standing trial in the state to consider plea bargain arrangements if they are satisfied of their guilt regarding the offenses charged, pointing to Nwangwu's case as a practical illustration of the process.
According to the Attorney General, Nwangwu's demonstrated remorse and the relatively short duration remaining on his sentence made him an appropriate candidate for executive clemency.
Following these developments, the Governor of Anambra State, Professor Chukwuma Charles Soludo, approved his release from the Correctional Centre by remitting the unserved portion of his imprisonment term.
"The plea bargain indirectly paved the way for the prerogative of mercy, which we describe as a remote benefit of the plea bargain arrangement," Nweke stated.
Nweke elaborated that plea bargain agreements allow convicted suspects to secure non-custodial sentences, while those receiving prison terms benefit from significantly reduced incarceration periods. The mechanism also routinely entails restitution or financial compensation directed to victims of the offenses.
"As agreed under the plea bargain agreement, the early release of Akwa Okuko enables him to immediately join the State on the campaign on youth reformation and re-orientation," the Attorney General said.
He emphasized that the Soludo administration places high priority on decongesting correctional facilities, actively utilizing plea bargaining as a strategic judicial tool to alleviate pre-trial detentions and systemic overcrowding.
Since the State Ministry of Justice initiated a public awareness campaign on plea bargaining two months ago, approximately 150 applications have been submitted to the Attorney General's office and are actively being reviewed.
The announcement highlights ongoing efforts within Nigeria's justice sector to tackle prison congestion and enhance offender rehabilitation through alternative dispute resolution and efficient legal frameworks.
