The Governor’s response, dismissing the query as "irresponsible" highlighted a common defensive mechanism. By insisting that "living in Umuahia" is enough data, the administration leans on anecdotal evidence while sidestepping the Key Performance Indicators (KPIs) that professional analysts actually use to measure success. If a road is built but market prices for produce don't drop, or if travel times don't decrease, that road is a monument, not an economic engine. That is the essence of Voodoo Engineering.

Data fugitive in exile:
Why did a Governor, who was once a high-ranking banker, struggled to provide a digital balance sheet of his performance? The answer may lie in the phenomenon of the "data fugitive."

A data fugitive is locally generated information; tax records, health statistics, and agricultural yields, that has escaped its jurisdiction. Currently, much of Nigeria's sub-national data is stored on foreign servers (Amazon Web Services [AWS], Azure, or Google Cloud) without a local mirror. It is technically Abia’s data, but it is not in Abia’s possession.

Because this data lives in a "Cloud" in Northern Virginia or Dublin, it remains a fugitive from accountability. It is not plugged into a public-facing dashboard where a journalist or a citizen can verify progress in real-time. When data is a nomad, accountability becomes a negotiation rather than a mathematical certainty.

The Uwaje doctrine: Localizing the digits:
To "cure" the data fugitive, we must look to the thesis of Information Technology (IT) Oracle, Chief Chris Uwaje. His argument for data sovereignty provides the missing architectural blueprint for the "New Abia."

Uwaje asserts that "D2D (Data-to-Data) infrastructure technologies should first and foremost aspire to realize the core objective of localizing data in local data-centers or satellites to help mitigate risks." Thus, for Abia to move past Voodoo Engineering, it must build the "anchors" Uwaje champions. This involves three critical shifts:

The Satellite Lasso: Deploying local satellites to route data domestically ensures that information doesn't have to leave the region to be processed. It keeps the "digits" within the legal and regulatory reach of the state.

The Data Center Anchor: Partnerships with local telecoms to build large-scale data centers in Umuahia or Aba. This ensures the state’s "memory" is held in a sovereign vault, not a foreign subscription.

The Hybrid Approach: Balancing local storage with offshore flexibility, ensuring that even if undersea cables are cut, the state’s digital accountability remains online.

A banker’s transparency paradox:
There is a profound irony in Governor Otti’s dismissal of data-heavy questions. As a former bank CEO, he lived in a world where "In God we trust, all others bring audited statements." In banking, you do not get a loan because you have a "beautiful office"; you get it because your numbers are sound.

Yet, in the seat of power, the "Banker-Governor" has asked the public to accept an unaudited governance record. For a state that has recently made moves toward a "Digital Economy," this stance is a glitch. As Uwaje notes, digital economy deserves superior consideration, but that economy cannot thrive if its foundational data is in exile.

The Economic 'Superior Consideration':
Uwaje’s most vital point is that localizing data is an economic stimulant. Curing the data fugitive is not just about catching Voodoo Engineers; it’s about wealth creation.

Hence keeping data local means: 

Job Creation: Creating a "Digital Maintenance" industry for local cybersecurity experts and power engineers.

Capital Retention: Stopping the flight of "subscription dollars" to Silicon Valley.

Algorithmic Accountability: Allowing local startups to build AI tools that analyze local data to solve local problems, from traffic management to healthcare distribution.
