For decades, digital connectivity and rural electrification have been treated as separate policy tracks. Telecom regulators focused on towers and spectrum, while energy agencies focused on grids and generators. Yet, in practice, these two sectors are inextricably linked.
At the heart of Nigeria’s telecom expansion challenge is the exorbitant cost of energy. Operating a base transceiver station (BTS) in rural or off-grid areas has historically meant relying on heavy-duty diesel generators running 24 hours a day.
With soaring fuel prices and complex logistics, the operational expenditure (OpEx) required to power rural towers has frequently pushed telecommunications operators and tower companies (TowerCos) out of remote communities. The math simply did not add up.

Even more significant is the commitment to shared intelligence. Merging the REA’s geospatial electrification mapping with the NCC’s Universal Service Provision Fund (USPF) deployment data eliminates wasteful duplication. Instead of the REA building a mini-grid in one village while the NCC funds a tower three miles away, both agencies can now target the exact same blind spots simultaneously.
Furthermore, allowing telecom equipment to co-locate on REA-developed energy assets sharply reduces capital expenditure (CapEx). When entry costs drop, network coverage expands naturally.

As an editorial voice advocating for a robust digital economy, ITREALMS Online commends both Dr. Aminu Maida of the NCC and the leadership of the REA for recognizing that reliable electricity and digital connectivity are two sides of the same coin.
However, the true test of any MoU lies in its execution. To ensure this initiative achieves its full potential, three key priorities must be addressed:
Commercial Viability: Regulatory frameworks must encourage clear, bankable power-purchase agreements (PPAs) between mini-grid developers and telecom operators.
Security of Assets: Off-grid solar installations and telecom equipment in remote areas must be protected through community-led security frameworks to prevent vandalism.
Agile Implementation: The joint committee must fast-track pilot projects into full-scale commercial deployments without getting bogged down in bureaucratic delays.
If executed with determination, the NCC–REA nexus will do far more than just green Nigeria’s telecom networks; it will lower voice and data costs, power rural micro-enterprises, and ensure that no Nigerian is left behind in the digital age.
