Olufuye harps on Internet Governance treaty - ITREALMS

Chief Executive Officer of Kontemporary Computers, Dr. Jimson Olufuye, has advocated for an international treaty on Internet Governance resolutions over the years, so as to drive data governance in the cyberspace, among others, reports ITREALMS.

He made this call while speaking at the just concluded 2019 Internet Governance Forum (IGF) in Berlin on “Data Governance on the Internet Space, by the Internet Model.”
The Internationalization of IGF treaties, he said, would give credence to data governance which is on the bottom of cybersecurity.

According to him, the proposed international treaty would provide binding frameworks for the agreed principles and norms.

This, he said, would enable a global framework for establishing a binding treaty for data governance and for the stability, peace and cooperation on the internet.

Olufuye noted that efforts made for harmonized governance framework at the global level in recent times, point to two critical outcomes of the World Summit on the Information Society (WSIS), the Internet Governance Forum (IGF) and Enhanced Corporation (EC).

These, he said, were aimed at creating the necessary awareness among all stakeholders (governments, the private sector, civil society, academic and technical communities); and enabling governments on equal footing with active participation of all concerned stakeholders to oversee or govern the Internet.

With effect from 2006, he said, the IGF has continued to hold and presents itself as a veritable platform for the exchange of critical ideas for improved understanding by policy makers and stakeholders of the ramifications of data cum Internet Governance.

He also said, on the other hand, EC consultation began in 2012 and culminated in the establishment of the United Nations Commission for Science and Technology for Development (CSTD) Working Group (WG) on EC on public Policy matters pertaining to the Internet (Phase 1: 2013-2014 & Phase 2: 2016-2018).

Regrettably, Olufuye said, none of the WGs produced any agreed resolution for the global management of the Internet at the data and content level.

“Though the US by 1 October 2016 had relinquished its oversight role on the Internet to the global Internet community through the Internet Corporation for Assigned Names and Numbers (ICANN), the broader question of data and content governance at the global level remains unresolved,” he said.

Following the failure of the CSTD WG on EC to submit a consensus report with respect to public policy matters pertaining to the Internet, the UN Secretary General in 2018, established the High level Panel on Digital Cooperation.

He pointed out that in its final report submitted on 6 June, 2019, tagged “The Age of Digital Interdependence”, the Panel made 5 sets of recommendations as follows:

“Develop human and institutional capacity; Protect human rights and human agency promote digital trust, security and stability; and Foster global digital cooperation,” he outlined, saying that that the panel was chaired by Mrs Melinda Gates and Mr Jack Ma of China.
