NGN human capital worries CTO

THE Commonwealth Telecommunication Organisation (CTO) has expressed worries over the management of Next Generation Networks (NGN) migration by Information and Communications Technologies (ICT), especially telecom operators.

This, CTO said was the reason behind its recent assemblage of human resource directors and managers in telecommunications industry from 15 countries in Cape Town, South Africa, to deliberate on the challenges of developing and maintaining employees with the skills required for next generation networks.

Besides a general introduction to Next Generation Networks, the meeting among other things examined the most effective ways of implementing a Talent Management Programme across the organisations and how to manage talent across different generations.

Communications Officer at Commonwealth Telecommunications Organisation, Nomita Das, said that discussions detail were on addressing employee development needs and the strategic alignment of Human Resources (HR) and line managers’ roles to achieve organizational goals.

In his address to the workshop, the Senior Programmes Manager of Commonwealth Telecommunications Organisation (CTO), Mr. Marcel Belingue, pointed out that fixed and mobile networks are migrating to new and converging platforms such as Third Generation (3G) or NGN, in order to offer end-users a range of new services.

"Content has become the key application in most parts of the world, with a significant amount created by savvy, challenging and demanding end-users themselves. These rapid changes in technology and customer behaviour are forcing telecom operators around the world to transform their business and develop new skills to cope with a new era," he said.

Mr. Belingue further said that naturally, government ministries and regulators also have to adapt to these changes in order to adopt the best policies and keep up with market forces.

Pointing out that the high-level workshop was organised by the Commonwealth Telecommunications Organisation to help raise awareness of solutions and best practices from and in different parts of the world.

CTO, an international development partnership between Commonwealth and non-Commonwealth governments, business and civil society organisations, provides the international community with effective means to help bridge the digital divide and achieve social and economic development, by delivering to developing countries unique knowledge-sharing programmes in the use of ICT in the specific areas of telecommunications, IT, broadcasting and the Internet.
