The Federal Road Safety Corps (FRSC) has recorded 12 per cent reduction in road traffic crashes during the just concluded 2021 Eid-el Kabir Sallah special patrol operations that held nationwide, as a total of 6055 offenders were arrested for committing 7609 offences between 16 to 25 July, 2021 being the period that the operations lasted, reports ITREALMS.

The Corps Public Education Officer, Mr. Bisi Kazeem, informed ITREALMS that a total of 108 road traffic crashes (RTC) were recorded as against a total of 123 in the same period in 2019 representing 12% decrease.

Towards enhancing the integrity of the National Drivers license through the Driving School Standardisation Programme (DSSP), the Federal Road Safety Corps (FRSC) has commenced the use of Computer-Based Test (CBT) by applicants to eliminate all incidences of road traffic crashes resulting from bad road use culture, reports ITREALMS.

The Corps Marshal, FRSC, Dr. Boboye Oyeyemi, ITREALMS gathered, has ordered the commencement of CBT for fresh applicants of the national drivers license in all the driving schools nationwide, effective from 1 June, 2021.

The board of Federal Road Safety Corps (FRSC) has approved the promotion of eight Corps Commanders (CC) to the position of Assistant Corps Marshals (ACM) and the promotion of 12 Deputy Corps Commanders (DCC) to the position of Corps Commanders (CC), reports ITREALMS.

Confirming this to ITREALMS, the Corps Public Education Officer, FRSC, Bisi Kazeem, said the approval came after the board meeting on Friday, 7thSeptember 2018, to deliberate on the exercise, just as the newly promoted staff will be decorated Tuesday, September 11, this year.

Kazeem listed the names of the newly elevated ACMs as PO Osadebamwen, Abayomi  Olukoju, M. Shehu, MI Garba, DD Sayi, SU Umar, Yekeen Salami, and Sunday Maku.

For the newly elevated CCs, he listed O Kalu, JI Dagwa, MA Jatau, EA Asaniyan, RN Monyei, TD Sifawa, SO Adepoju, U Wihioka, P Olaye, KM Kabo, R Ogom, and S Akinyemi.

The chairman of FRSC board, Barrister Bukhari Bello was quoted as expressing satisfaction on the transparency of the promotion exercise and urged them to put in more efforts in ensuring that the highways are safe for all categories of road users.

Congratulating the elevated officers, the Corps Marshal, Dr. Boboye Oyeyemi, encouraged them to continually put in their best in the course of their duties.

The Corps Marshal promised to continue to improve the welfare of the Corps’ personnel in general to the satisfaction of all, just as he advised those who did not get promoted to keep faith and hope for the best in the next exercise.

Kazeem disclosed that the promotion exercise began with medical examination, physical exercises, computer based examination, and oral interview which took about a week to conclude.

Further, he affirmed the elevated officers will be decorated on Tuesday 11 September 2018 at the FRSC Headquarters situated at No 4 Maputo Street, Zone 3, Wuse Abuja.

30 Years of unbroken service to humanity: FRSC and daunting task of lead agency in Africa

Commentary@ITREALMS: 

Following the unprecedented catastrophe of unparallel proportion that was about to engulf the Road Transport Sector in Nigeria, where over 40,881 crashes were recorded in the year 1976 alone; concerned citizens at home and in diaspora led by Prof Wole Soyinka stood to liberate their fatherland from the shackles of Road Traffic crashes.

It was these and many other factors that informed the decision of the then Military President, Gen. Ibrahim Badamosi Babangida in 1988 to establish via decree no 45 of 1988 as amended by decree no 35 of 1992, later codified as FRSC Act (CAP 141) Laws of the Federation 1990 and FRSC Act CAP F19, LFN, 2004; FRSC (Establishment) Act, 2007. The Federal Road Safety Corps is a strategic intervention to address the ugly trend of road crashes.

The Federal Road Safety Corps has ever since its establishment operated in tandem with global standards. Bringing down the trend of crashes and reducing fatalities on the road through robust public education on the use of the highways, prompt rescue services, removal of obstructions, effective patrol operations, stakeholder Cooperation, among others.

Unlike other agencies of government, the establishment of FRSC was in conformity with the lead agency concept recommended by the United nations and World Health Organization, that member nations should dedicate an agency of government to lead in coordinating Road safety management as a best practice to combat the scourge of death and injuries from RTC. Prior to the establishment of the Federal road Safety Corps in 1988, the World Health Organization (WHO) had adjudged Nigeria, the second only behind Ethiopia, as the most dangerous country in the world to drive a motor vehicle. In its three decades of unbroken service to humanity as a lead agency in traffic and safety management, FRSC has recorded tremendous achievements in the area of Traffic Engineering, Road Safety Administration, Traffic Management and Crash reduction.

The Corps has now come of age after going through good times and tides. In its 30 years journey, it recorded for instance, a comendable 62.4per cent reduction in crash from 40,881 in 1976 to 25,792 within its first operational year alone. In this regard, it is instructive to state that the Corps has doggedly fought RTC from the unacceptable 40,881 of 1976 down to 5,993 in 2016 and 4,418 in 2017.

The statistics above shows that the Corps is gaining grounds accordingly. To this end, through the use of state of the art Information Technology facilities, the Corps has been able to enhance its operational capacity aimed at promoting public safety and security. In compliance with the ease of doing business, the Corps has over three decades designed and operated 24 web applications for its operational activities so as to create an accessible platform for the general public. Some of these applications cover, the Uniform Licensing scheme, under which is the ‘One Driver, One Record’ which enables FRSC track and match records of drivers with their drivers licence, vehicle number plate, traffic offences and others in a single view.

Introduction of the toll free 122 emergency number and a 24 hours call center established to reduce response time for crash victims; a single step that has reduced emergency response time from 50 minutes to 15 minutes thereby decreasing the number of fatalities in crash situations. More so, the introduction of Verification Portal for drivers licence and number plates, the introduction of the Road Transport Safety Standardisation Scheme (RTSSS) for uniformity and harmonization of fleet operators in the country, the Driving School Standardisation Scheme (DSSP), the introduction of the speed limiting device whose enforcement began on 1st February, 2017, and the vehicle tracking system among others, are policies formulated and implemented to fight road traffic crash in the country to extinction.

Again, it is noteworthy to look at the direction of the present leadership of Dr Boboye Oyememi’s swift response to the incessant abuse of traffic rules which led to the putting together of the OPERATION COBRA to address certain life-threatening traffic-related offences like Dangerous driving, Route violation, Use of Phone while driving, Traffic Light violation and Drunk driving. This singular step became instrumental to the decline in crash rate in 2017.

According to the Corps Marshal, offenders apprehended by the Operation Cobra squad are usually referred to a government health facility for Emotional Stability Test and so far over 200 offenders have been referred to different health facilities for examination. As a performance driven organization with clearly set measurable Key performance Indicators, FRSC is today, the only law enforcement organization in Nigeria certified by the International Standard organization.

Considering that road transport sector in Nigeria accounts for over 90per cent of passengers and freight movement, this exerts undue pressure on the FRSC in discharging its cardinal responsibilities. In view of the foregoing, the Corps has over the years embarked on several reforms which include but not limited to the following: Development of a national road safety strategy roadmap, improved operational efficiency, enhanced regulatory environment, accelerated response capability to situations that needed immediate actions.

The Corps therefore defined the following paths which were in tandem with UN decade of action as well as the mantra of functional 21st century organization by chatting a path to meet the Accra declaration of 50per cent reduction in fatality by 2015, achieve UN decade of action on road Safety of 50per cent fatality reduction by 2020, and place Nigerian roads within the league of 20 global safest roads by 2020.

To achieve the stated targets, the Corps has developed transformational initiatives focused on People, Processes and Technology (PPT) that is why today not only does its staff pride as the most disciplined but the Corps stands as the best Information Technology (IT) driven organization in Nigeria with its robust data base and over 95 percentage digitalized administrative and operational procedures. The Corps under different governmental and administrative leaderships, within has proven to allay the menace of road traffic crashes in the past three decades.

Achievements of such were based on many pillars and strict implementation of its Corporate Strategic goals. With its National headquarters, 12 Zonal Commands, 37 Sector Commands, over 201 Unit Commands, 209 outposts, 27 road side clinics, 41 emergency Ambulance Points, over 214 drivers license centers/ work stations, 3 number plate plants, a drivers license production print farm, an academy and a training school, 645 patrol vehicles, 150 admin vehicles, 106 ambulances, 22 Tow trucks and 204 bikes; the Corps has been able to carry out its statutory functions of creating a safer motoring environment through full deployment and utilization of its workforce ranging from, its 21,000 regular marshals, 20,768 special marshals with the President of the Federal Republic as its Patron, and 23,660 road Safety clubs. It is therefore instructive to state that the Corps in recent times has noted that road safety is a shared responsibility; hence in the era of the present Corps Marshal Dr. Boboye Oyeyemi, establishment of State Traffic Agencies was encouraged to further complement the function of the FRSC within the states. The Corps also embarks in consultation with stakeholders who have become more involved through the mechanism of the special marshals, celebrity Special Marshals and road Safety clubs.

The deployment of FRSC personnel to Tank Farms has to a large degree, dwindled the rate of crashes associated with articulated vehicles, particularly tankers carrying petroleum products. Through its Safe-to- Load initiative, articulated vehicle have been subjected to checks before they are allowed to load from the various depots across the country with trained personnel of the Corps undertaken routine checks to ensure strict compliance.

On the global scene, FRSC takes leadership role of West African road Safety Organisation (WARSO) as part of measures to scale up the bar on road safety management within the West African region.

Further to this, the Corps has provided technical assistance to Sierra Leone, Liberia, Ethiopia and so on. It has secured implementation of a policy robust engagement with international organizations for capacity building including world bank project on Safe corridor Project etc. got Nigeria’s accession to the Geneva and Vienna conventions on Road Signs and Markings, despite over six decades of the convention and also made Nigeria the first African country to be admitted into international Traffic Safety Data analysis group IRTAD.

These efforts have given the organization awards both national and international especially during a workshop under the auspices of the United Nations Economic Commission for Africa in Adis Ababa, Ethiopia, where the FRSC was adjudged the best lead agency on road safety management in Africa. In his presentation at the workshop on Lead Agency Good Practise, the Sub-saharan Transport specialist, Per Mathiasen specifically lauded the Federal Road Safety Corps’ commitment towards promoting best road safety practices in Africa through its exemplary leadership of the West African Road Safety Organization(WARSO) such as the introduction of proper regulation of vehicle movement and initiation and implementation of sustainable road safety strategies by relevant government agencies as measures for safer road use in West Africa.

He also commended the FRSC for living up to its mandate within the Nigerian context by developing an effective reporting mechanism for road crashes especially in 2008. According to him, the high figures in 2008 road crashes has since been trending down due to the FRSC improved enforcement strategies, adding that the downward sliding in road crashes presently witnessed in Nigeria, is not replicated in any other country he visited during a capacity review exercise.

In the same vein, the Transport specialist who attributed the Corps’ success story to its establishment under the Presidency with clear mandate and budget, also identified the introduction of a world class drivers’ licensing standard by the FRSC which is difficult to forge, building and maintenance of a dedicated work force including regular marshals and a volunteer arm and optimal deployment of technology, a feat which he described as unparalleled in Africa, South of the Sahara. Using the FRSC as case study of lead agency on road safety management, Mathiasen outlined the 5 pillars of the United Nations decade of action on road safety: management, safer roads, safer vehicles, safer road users(enlightenment and enforcement) and emergency response to road crashes, stressing that the Corps has through its numerous initiatives, fulfilled all these through sustained advocacy, policy formulation/implementation, collaboration with other relevant agencies, effective utilization of information and communication technology to deliver on its statutory mandate.

The SSATP transport specialist also identified data utilization and transparency as one of the Corps’ quick win strategies which has ensured effective management of traffic-related matters through a weekly reportage of traffic trends, utilization of data for performance monitoring and targeted interventions, effective monitoring, evaluation and planning, in addition to transparent evaluation of trends and sustained drive for improved performance.

Mathiasen also highlighted some critical areas in the Nigerian Road Safety Strategy (2012-2016) such as digitalized accident information, co-ordinated funding mechanism, design standards, road safety audit, need for a 24/7 enforcement operations and the development of FRSC tactics for awareness creation and interface with the motoring public.

With 35per cent of the nation’s 198,000 kilometres road network being motorable on present estimated population of over 9 million registered vehicles and projected 40 million by 2020, it is imperative to consider adopting the G-8 summit resolution in Nigeria which prescribes the dedication of 10per cent of road contracts to road safety, strong legal frame work to enhance the capacity for enforcement of traffic rules and regulations, improved funding backed with a strong political will and concerted sustained efforts across a range of sectors , will no doubt; put Nigeria on the same pedestal with other nations across the globe. Acting now will lead to a realistic reduction to 2.0 deaths per 10,000 vehicles by 20.

Anambra Yuletide: FRSC to deploy over 1,000 personnel

The Federal Road Safety Corps (FRSC) has said it would deploy over 1,000 personnel to ensure free-flow of traffic during the 2017 yuletide in Anambra State, reports ITRealms.

The corps’ Commander in the state, Sunday Ajayi, made this known recently in Onitsha and said that the command was prepared to work with other security agencies to increase enforcement during the period and has concluded plans to deploy some 1,000 personnel and 400 Special Marshals to various traffic flash-points.

“We are going to use road safety club members to assist in traffic control in addition to personnel from the Red Cross, Operation Clean and Healthy Anambra and the state’s Traffic Management Agency.

“We will be thick on the road. I urge motorists to exhibit good attitudes, obey traffic rules and must be willing to assist others while using the road. Besides ensuring hitch-free traffic during the period, our target enforcement is on seat belt violation, use of phone while driving, overload, speeding and one way drive, among others.

In addition, he said, FRSC presence will be at flash points where they are expected have road blocks, including Tarzan junction, Onitsha; old Onitsha-Awka road, Nnobi, Ekwulobia and Bridgehead.

The command, he also said, had commenced the removal of broken-down vehicles and other obstructions causing encumbrances and deaths on major highways in the state.

The Federal Road Safety Corps Celebrity Marshals Unit has released a list of top media and entertainment personalities to be inducted as new members in 2017, with top on the list including President, Guild of Corporate Online Publishers (GOCOP) Mr. Dotun Oladipo, who doubles as Managing Editor, The Eagle Online, reports ITRealms.

The Coordinator of the Unit, Chris Kehinde Nwandu, made this disclosure to ITRealms in Abuja, listed some of the new celebrity marshals to include AIT’s anchor person of Focus Nigeria, Gbenga Aruleba; Chief Executive of ONTV and Soundcity TV Tajudeen Adepetu; and torch bearing artiste and TV host, Zakky Azzay.

Others include the Managing Director/Editor-in-Chief of The Sun Newspaper, Eric Osagie; General Manager of AIT in Lagos, Jiire Kuforiji; and General Manager Raypower in Lagos, Yewande Iwuoha.

Also on the bill are veteran actress, Ngozi Ezeonu; Executive Director Marketing, Federal Radio Corporation of Nigeria, Vera Oshokoya; as well as veteran broadcaster, Olusesan Ekisola.

Former President of Directors Guild of Nigeria, Bond Emeruwa; CEO of Goldmyne TV, Sesan Rufai; Editor Sunday of New Telegraph newspapers; Juliet Bumah; radio personality, Nanli Diali of Rhythm FM; and human rights lawyer, Kayode Ajulo, are included in the list.

The induction of the new members will form part of the activities marking the 1st Annual Lecture of the FRSC Celebrity Special Marshals scheduled for November 10, 2017 at Renaissance Hotel, GRA, Ikeja, Lagos.

The event, which commences at 11am, will have as its Guest Speaker the Corps Marshal of the FRSC, Dr. Boboye Oyeyemi, who will be speaking on the topic: “Ember Months, The Myths, The Rush and Subsequent Effects” alongside other other notable speakers.

The FRSC Celebrity Special Marshals Unit was established in 2011 with the aim of using notable personalities in the media, movie, music, comedy and other showbiz industry as ambassadors for road safety.

Their mandates include advocacy, national patrol, enlightenment programmes at motor parks and various activities that will help in reducing road crashes.

The current membership of the Unit currently stands at over 100 across the country.

FRSC boss applauds new GOCOP executives

The Corps Marshal of the Federal Road Safety Corps (FRSC), Dr. Boboye Oyeyemi, has applauded the Publisher of The Eagle Online, Dotun Oladipo, on his emergence as the President of the Guild of Corporate Online Publishers during the association’s election held on August 9, 2017 in in Lagos State, reports ITRealms.

The Corps Public Education Officer of FRSC, Bisi Kazeem, told ITRealms in a press statement that the Corps Marshal used the opportunity to express his gratitude to the Guild for the zeal with which the members have helped the Corps promote its safety messages through their different online platforms.

Also, Kazeem said that the Corps Marshal equally congratulated Maureen Chigbo, the Publisher of RealNews magazine, who emerged the Deputy President of the Guild; Danlami Nmodu, Publisher of Newssiaryonline, Secretary General; Segun Adeleye, Publisher of World Stage, was elected the Financial Secretary; Janet Mba-Afolabi, Publisher of the Scroll, who is the Treasurer; and Olumide Iyanda, Publisher of Qed.ng, who emerged the Publicity Secretary of the Guild.

FRSC to prosecute driver who sped-off with female personnel

The Federal Road Safety Corps (FRSC) has reacted to the video making a round on social media describing it as a one-sided story intended to manipulate the public sympathy and expressed determination to prosecute the driver sped away with a female personnel at the Federal Capital Territory (FCT) Abuja, reports ITRealms.

Confirming this to ITRealms, the Corp Marshal, Dr. Boboye Oyeyemi described as manipulated video of the incident which has been trending on social media platforms.

The Corps, he told ITRealms, is determined to follow through with the suspect's prosecution as a deterrent.

According to him, on Wednesday last week, July 12 to be precise, at FCT, the offender was flagged down for routine checks and at the point when his car was to be impounded due running foul with the traffic laws, a female staff was attached to the offender to accompany the vehicle to a nearby FRSC office for further processes as demanded by the law.

“The driver sped away with the female staff,” he declared, adding that a patrol team obviously concerned about the motive, applied force to rescue the female operative.

“The manipulated video which the suspect released afterwards only told one side of the story,” he decried.

The Corps Marshal, Dr. Boboye Oyeyemi, has condemned the unprovoked attacks and molestation of operatives of the Federal Road Safety Corps (FRSC) on the highways and vowed to prosecute all those involved, declaring that enough is enough, reports ITRealms.

Speaking through the Corps Public Education Officer at FRSC, Bisi Kazeem, Corps Marshal said this has become pertinent on the heels of the recent shooting of two FRSC staff and the detention of another in a Police facility in Abia State.

“Many road users are abusing the civility of the unarmed personnel that are trained to be cautious while discharging their legitimate duties. In the past, many FRSC operatives had been abducted, killed, assaulted, ran over, threatened and shot. It is also disheartening that some of the attackers misinformed the unsuspecting public by releasing manipulated information to gain public sympathy. Attempts are often made to make the aggressors looked like the victims," Oyeyemi said.

Also, the Corps Marshal said the FRSC remains the nation’s lead agency on road traffic administration and safety management empowered to arrest and prosecute erring motorists. Stressing that, “Section 10 (4) of the FRSC (Establishment) Act, 2007 states categorically that members of the Corps shall have powers to arrest and prosecute persons reasonably suspected to have committed any traffic offence. Resistance based on ignorance of the law or impunity can no longer be grounds to attack operatives carrying out their lawful duties. We will definitely not abdicate our statutory responsibilities."

He recalled that the Abia incident which occurred on Saturday, July 15, 2017, saw his men being shot at.

According to FRSC Corps Marshal, “While we commend the Abia State Police Commissioner for swiftly directing the arrest and orderly room trial of the Policemen who shot the FRSC staff at Aro Ngwa along the Enugu – Port Harcourt expressway last Saturday, the Corps is deeply saddened by the shooting. It is also greatly concerned that the two young men were abandoned with their gun wounds by the Policemen attached to the wife of the Speaker, Abia State House of Assembly who shot them. Obviously, they were left to die at the scene by these Policemen who are also employees of government.”

He expressed thanks to the road users that assisted the two injured and abandoned staff to the hospital, and hopeful the two victims, still undergoing treatment will not suffer life-threatening injuries.
