The Executive Vice Chairman/Chief Executive Officer (EVC/CEO) of the National Agency for Science and Engineering Infrastructure (NASENI), Mr. Khalil Suleiman Halilu has assured the Bureau of Public Service Reforms (BPSR) that the agency would deliver on its mandate of transforming Nigeria’s technology and innovation landscape.

The EVC/CEO stated this at the opening ceremony of a two-day staff training of NASENI by the Bureau, led by its Director-General, Mr. Dasuki Ibrahim Arabi for the mandatory deployment of Self-Assessment Tools (SAT) for service delivery at the Agency’s Headquarters in Abuja, on Monday January 12, 2024.

Halilu reaffirmed the commitment of the Agency in fulfilling its mandate by maintaining a steadfast focus on NASENI 3Cs principles of Collaboration, Creation, and Commercialization through harnessing the power of technology, human skills and talents to deliver remarkable benefits to Nigeria on multiple fronts.

No fewer than Two hundred stakeholders from across the country would be in Abuja next week to discuss the need for a principal Data Protection Law in Nigeria.

The two-day event, scheduled to hold on 26th and 27th of July, 2022 at Rockview Hotel Royale, Abuja, shall bring together representatives of relevant public institutions, the private sector and civil society organisations to deliberate on the way forward towards strengthening the legal framework for data protection in the country.

Day 2: DSS detains Ezimakor, Daily Independent’s Abuja Bureau Chief

The Independent Newspapers' Abuja Bureau Chief, Tony Ezimakor, has been in detention of the Department of State Services (DSS) since Wednesday, reports ITRealms.

Ezimakor, according to the management of Independent had walked into DSS headquarters in Abuja about 10.30am on Wednesday to honour an invitation from the security agency, but has held on to him for the second day running.

He was shunted from one office to the other on Wednesday and was asked to wait for a particular officer who was said to have been away from his office.

The Independent management had made frantic efforts through its lawyer, Douglas Ekhator, since Wednesday to see the detained Ezimakor but with little result.

As at Thursday evening, the Independent management had received no news about Ezimakor, though Ekhator returned to the DSS office on Thursday morning.

The management in a statement said: “One thing is certain, Mr. Ezimakor was not given his medication though the lawyer who took it to him late Wednesday.

“We hereby alert the world to this real and present danger that Mr. Ezimakor is a high blood pressure patient and apart from taking his drugs, needs to see his doctors at very short notice.

“The implication is very clear; any outfit holding him for days is endangering his life.

“We reiterate that Mr. Ezimakor’s wife said the husband left home on Wednesday without medication and did not eat any food before leaving home Wednesday morning.

“She lamented that her husband’s health must be in grave danger, especially as DSS operatives have denied him access to his prescribed drugs.

“INDEPENDENT, therefore, is asking for its Abuja Bureau Chief’s immediate and unconditional release, otherwise his life is in serious danger.”

Bureau gives NCC platinum rating in institutional work processes

The Bureau of Public Service Reforms (BPSR) has rated the Nigerian Communications Commission (NCC) high in institutional work processes with a platinum category, reports ITRealms.

As said by the Director, Public Affairs, NCC, Tony Ojobo in a press statement made available to ITRealms, very strong business organizational structure, policies and practices that facilitate effective and efficient service delivery were some of the high points, the Bureau of Public Service Reforms (BPSR) considered before naming the Nigerian Communications Commission (NCC) tops in institutional work processes in the country.

He quoted the Director General, BPSR, Dr. Joe Abah presented the report and plaque to the Executive Vice Chairman (EVC) of the NCC, Prof. Umar Garba Danbatta, at the NCC Headquarters in Abuja, on Monday.

According to Dr. Abah, in arriving at this conclusion the BPSR boss also listed accountabilities and responsibilities for set Standardized Operating Procedure (SOP) manuals of the Commission’s 19 departments.

Accurate measurement of Responsibilities and Performance assigned to staff were the parameters for the evaluation of the Commission.

In terms of governance, he said, the Bureau said “NCC strategic objectives are prioritized for potential impact using standardized principles including the balanced score card”.

NCC’s understanding of stakeholders needs and contributions are quite robust.

The Bureau said NCC’s vision, strategy and impacts complement other sectors organizational direction, adding that “Staff can articulate what the Commission wants to achieve, its role and purpose; Strategy is considered by the management team regularly throughout the year because; NCC has a sense of where it is going and how it should get there.

The Bureau also rated NCC very high in procurement processes saying the Commission “has adequate systems, processes and experienced personnel responsible for executing its procurement activities in line with extant provisions of the Public Procurement Act”.

The Bureau also commended the establishment of NCC central store at Mbora, Abuja where all procurement records are archived electronically from loss.

The Bureau also listed in its report that “NCC demonstrates that formal performance management processes are clearly understood, constantly applied and seen by all staff to be a valuable activity, that individual performance targets are clearly assigned with the team, business unit and overall organizational performance targets”.

The report that was presented to Prof. Danbatta by Dr. Abah took 15 months to go through evaluation during which period the BPSR team had a meeting with the Human Capital Department (HCD) team of NCC. Based on the approval of the EVC, the evaluation of the work processes took place thereafter whereby top management, senior and junior management staff were nominated to assess the work processes of the Commission under nine main areas covering 117 questions supervised by officials of BPSR.

After the BPSR presentation, the NCC boss, Prof. Danbatta, said as someone from the academia, he is very conversant with empirical analysis and criticisms and welcomed the Bureau’s report.

These bring out the best of the situation.  He thanked the Director General for this rare show of professionalism by making the presentation himself. This conclusion by BPSR has further justified NCC’s position as a foremost regulator in Africa whose robust regulatory activities are based on international best practices.

On the grey areas of Quality of Service, Prof. Danbatta said that the Commission will leave no stone unturned to ensure that Quality of Service improves.

Key Performance Indicators (KPIs) that define Quality of Service, have been put in place for Mobile Network Operators (MNOs) assessment.  The result of the assessment in the 1^st quarter of 2017 has shown improvement in Quality of Service.

Nigerian, Busari heads CNN bureau multiple platform

As CNN launched a new, multi-platform operation in Lagos, Nigeria, Ms Stephanie Busari has been named head of the bureau’s multiple platforms, reports ITRealms.

The multiple platform, ITRealms gathered has been designed to give the network a nimble, broad-based, digital-first presence in Africa’s most populous country.

According to Deborah Rayner, SVP, Newsgathering at CNN International, leading the operation in Lagos would be Stephanie Busari, who takes on the role of Supervising Producer, Africa, and will work across CNN’s newsgathering and digital operations, and will be the network’s first responder for all platforms.

“This is a truly integrated role, and one that underlines CNN’s commitment to both Nigeria and Africa as a whole.  Stephanie will work across our platforms on both news and feature content.  In particular, she will head CNN’s Africa content across digital – responding to breaking news and managing our Africa features projects.  She will also be central to CNN International’s coverage of the continent on television,” Rayner said.

For Busari, to return to Nigeria at such an important time in the country’s history is a proud and exciting moment for her.

“This is such a vibrant country, full of possibilities, and as well as my broader remit looking at Africa as a whole this role will be about putting the many sides of Nigeria itself into sharper relief for the world,” she said.

ITRealms recalls that since joining CNN in 2008, Busari has worked across some of the network’s most important African stories.  In particular she was central to CNN’s coverage of the Missing Chibok girls, working alongside Senior International Correspondent Nima Elbagir.

A multi-award winning journalist, Busari began her career at the now-defunct London-based newspaper New Nation, which was aimed at the UK’s black and ethnic minority communities.  She then moved to the UK’s Daily Mirror, where among other beats she covered Northern Ireland, reporting on some of the worst affected areas of “The Troubles”.  While in Belfast she also launched and edited an award-winning lifestyle column for the paper. A native Yoruba speaker, she also speaks fluent French.

AfIGF shops for 5th host country

The African Internet Governance Forum (AfIGF2016) Bureau has commenced shopping for the host of the 2016 edition of AfIGF, which is in its 5^th year, reports ITRealms.

Officer in charge of the Bureau, and Chief, Knowledge Services Section at the United Nations Economic Commission for Africa (ECA) Mr. Makane Faye said in the announcement for the bid to host the 5th African Internet Governance Forum (AfIGF2016).

AfIGF, he said, is the continent’s contribution to the World Summit on the Information Society (WSIS) process has led to the formation of the African Internet Governance Forum (AfIGF) in September 2011 in Kenya.

He said that the fifth AfIGF will take place between tentatively mid-June and end of August 2016, for a duration of three to four days, including pre-conference events. 

“Exact dates will be determined jointly between the AfIGF secretariat and the host Government and notified to the stakeholders in due course,” he said.

Submission of proposals, Makana said, should be received by the AfIGF secretariat not later than 31st January 2016, stressing that any proposals sent after this date will not be considered.

Makana further said that the result of the selection of the host country will be announced by end of February 2016.

ITRealms gathered that the Internet Governance Forum (IGF) is a platform for multi-stakeholder policy dialogue on prevailing and emerging issues on Internet governance ecosystem. The IGF mandate was extended for ten years by the United Nations General Assembly on 16 December 2015. 

“IGF aims at fostering the sustainability, robustness, security, stability and the development of the Internet, thus facilitating content development and access to information and knowledge,” he said.

Previously, AfIGF sessions were successfully held in Egypt, from 2 - 4 October 2012; Kenya, from 24 - 26 September 2013; Nigeria, from 10-12 July 2014; and Ethiopia, from 6-8 September 2015.
