Appeal Court sets aside conviction of Shell MD, others - ITREALMS

The Court of Appeal sitting in Port Harcourt has set aside the order of a High Court of Rivers State which sentenced the Managing Director of The Shell Petroleum Development Company of Nigeria Limited (SPDC), Osagie Okunbor, and two other senior officers of the company to three months in prison for contempt.

The appellate court gave the ruling on Wednesday, November 5, following an appeal of the committal order filed by SPDC.

The High Court had on October 9, 2018, ordered Osagie; SPDC Company Secretary, Nike Oyinlola; and the Managing Counsel for Litigation, Sub-Sahara Africa, Keibi Atemie, to be committed to prison for disobeying a 2008 judgement of the High Court to forfeit the land on which the Bonny Oil Export Terminal is built.

But SPDC, in a statement after the committal order, said the company had not disobeyed any court order and had appealed the conviction. “We do not accept that SPDC has disobeyed any lawful order of court and have accordingly appealed this judgement. SPDC has utmost respect for the courts and the laws of Nigeria,” said the SPDC statement.

The Bonny Oil Terminal on Bonny island in Rivers State is a critical national asset in which  the Federal Government holds 55 percent interest. The terminal receives crude oil from international and local oil companies through the Trans Niger Pipeline and the Nembe Creek Trunk Line for export.

BREAKING: Release of 112 IPOB Women sets Owerri agog - ITREALMS

Owerri, the Imo State capital was agog on Friday following the release of the 112 Indigenous People of Biafra (IPOB) women by an Owerri Magistrate Court, reports ITREALMS.

Confirming this, lawyer to IPOB, Barrister Iheanyi Ejiofor, in a text message from Owerri, the Imo State capital, said the release of the women had elicited jubilation in town.

“All the 112 remaining IPOB women have just been discharged of all the frivolous charge filed against them by the police. Jubilation all over the places, we will take serious action against the police for the gross violation of their fundamental rights,” Ejiofor was quoted by News Express, a few hours later.

He also said that the Owerri Magistrate Court, which freed the women, had on Wednesday released 15 of them.

Ejiofor equally explained that the women, who had embarked on a peaceful protest on August 17, were arrested by the Imo State Police Command and remanded in prison custody since August 20 by Magistrate S.K. Durumba.

The discharge and acquittal followed a nolle prosequi (notice of discontinuation) filed by the Attorney General of Imo State, Barr Miletus Maduakolam Onukaogu Nlemedim, in the wake of national outrage over the ordeal of the women, who were asking for the whereabouts of IPOB Leader Nnamdi Kanu and his parents, none of whom had been seen or heard since a devastating military raid on their Umuahia residence in neighbouring Abia State.

ICANN sets October deadline for KSK rollover, seeks comments

The Internet Cooperation for Assigned Names and Numbers (ICANN) has set October 11, 2018 as deadline for the roll over of the
root Key Signing Key (KSK), reports ITRealms.

This follows the restarting of plans by ICANN for the KSK rollover process which commenced recently after a stoppage. The initial KSK rollover was scheduled for 2019, but now meant for October 2018, which is a year earlier.

To this effect, ICANN has opened formal public comment period to receive community input on a draft plan, to proceed with the KSK rollover project. 

This comment period, ITRealms reports, will run until 1 April 2018, just as ICANN declared "we are eager to receive any and all comments."

Also, ITRealms reports that the plan calls for rolling the root zone KSK on 11 October 2018, continuing extensive outreach to notify as many resolver operators as possible, and publishing more observations of the RFC 8145 trust anchor report data. Additional details are contained within the plan.

"We are planning a session at ICANN61 in Puerto Rico, to further discuss the plan and obtain additional feedback" ICANN official disclosed to ITRealms.

The draft plan follows the posting in late December, in which the ICANN organization announced next steps in the process to resume the root KSK rollover project. 

"We described our efforts to track down the operators of DNS (Domain Name System) resolvers that were not ready for the rollover.

Further, ICANN said, using a protocol described in RFC 8145, these problematic resolvers had reported to the root servers a trust anchor configuration with only the current KSK (known as KSK-2010) and not the newer KSK (known as KSK-2017).

"In our December posting we also detailed the difficulty in contacting operators, and noted that when we were able to reach an operator, we learned that there were a variety of causes for the resolver’s lagging configuration.

"The bottom line is that these findings did not afford much clarity as to the next steps for mitigating specific causes nor did they afford any guidance for appropriate messaging. Faced with this situation, we announced our intention to solicit input from the community on acceptable criteria for proceeding with the root KSK roll.

"Since that posting in December, a robust community discussion ensued between interested community members. There was agreement during these discussions that there is no way to accurately measure the number of users who would be affected by rolling the root KSK, even though there was a belief that better measurements may become available for future KSK rollovers.

"The consensus of those involved in the discussions was that the ICANN org should proceed with rolling the root zone KSK in a timely fashion while continuing outreach to ensure that the word of the rollover reach as wide an audience as possible.

"We look forward to continuing to work with the ICANN community to roll the root zone KSK," ICANN assured.

She also said that date announcement before end of every January, has become customary to enable Internet stakeholders to mark their calendars and get ready for another year of multi-stakeholder assembly under the umbrella of Nigeria DigitalSENSE Forum series.

This, she equally said will afford stakeholders like the mobile network operators, mobile phone companies, among others to streamline their activities by taking advantage of this two-day events which exhibits the true stakeholders engagement on Internet Governance for Development and IPv6 Roundtable in Nigeria.

Mrs Nweke pointed out that Nigeria DigitalSENSE Forum series which is on its 10^th year has remained a distinguished annual rallying point for Internet stakeholders in the country.

AfDB sets up PYAG

The President, African Development Bank Group (AfDB), Akinwumi Adesina, has launched the Presidential Youth Advisory Group (PYAG) to provide insights and innovative solutions for job creation for Africa’s youth, as outlined in the Bank’s Jobs for Youth in Africa Strategy (JfYA) , reports ITRealms.

The Jobs for Youth in Africa initiative aims at creating 25 million jobs and impacting 50 million youth over the next ten years by equipping them with the right skills to get decent and meaningful jobs. It is currently the largest effort going on for youth employment in Africa today.

The advisory group, inaugurated on the sidelines of the 6^th EU-Africa Business Forum in Abidjan will work with the Bank to create jobs for Africa’s youth.

“This is a huge opportunity for Africa. If we fix the youth unemployment challenge, Africa will gain 10-20% annual growth. That means Africa’s GDP will grow by $500 million per year for the next thirty years. Africa’s per capita income will rise by 55% every year to the year 2050,” Adesina, said at the inauguration of the Group.

Adesina, who identified Africa’s greatest asset as its youth, observed that out of the 13 million youths that enter the labour market each year, only 3 million (about 33% of African youth) are in wage employment, while the rest are underemployed or in vulnerable employment. The annual gap of more than 8 million jobs is going to worsen, with the number of youth expected to double to more than 800 million in the next decades.

“Africa has an unemployment crisis among its youth,” he stressed, noting that unless employment opportunities are created for them, Africa’s rapidly growing population of youths can give rise to serious social, economic, political and security challenges.

Africa’s youths, though strong and dynamic, cross the desert or the Mediterranean sea because they do not find decent jobs in Africa. Graduates are wandering in the streets, jobless. The low level of employment opportunities is also fueling violence and extremism in Africa. “40 per cent of African youths engaged in armed violence join gangs or terrorist groups because of limited opportunities in their countries,” Adesina said.

“66 million African youths earn less than $2 a day, less than the price of a hamburger,” the AfDB President emphasized. “66 million is 8 times the size of Switzerland, 6 times the size of Belgium, the same size as UK, France or Italy, and 80% of Germany’s population,” he added.

The Presidential Youth Advisory Group (PYAG) comprises nine members under the age of 40 who have made significant contributions to the creation of employment opportunities for African youth.

Nokia sets operators on ultra-5G path

Finland-based Nokia has extended its comprehensive portfolio of ultra-broadband product and technology solutions to give operators new flexibility to meet consumer demand and enhance mobile network performance as they evolve towards Fifth Generation (5G) networks reports ITRealms.

As mobile broadband traffic continues to grow, operators want to enhance network performance where they see the greatest demand - with first deployments traditionally in busy city centers. More capacity, higher speeds and varying network latency are needed to meet the needs of individuals, businesses and IoT, as well as to ensure a smooth transition to 5G. As such, Nokia has defined a sustainable network evolution path that will allow operators to leverage existing investments and maximize assets such as spectrum, to implement higher performance where and when it is needed in the network.

To do this, Nokia is adding to the Nokia AirScale Remote Radio Head portfolio, enabling operators to increase peak performance and cell capacity while reducing space requirements at cell sites via new dual- and single-band FDD-LTE and TD-LTE radios. These leverage carrier aggregation techniques, 4x4 MIMO and 8x4 Beamforming, while addressing demand for higher output power, extending frequency band support and simplifying network rollouts.

To augment heterogeneous network deployments and boost coverage and capacity in the busiest hotspots - especially in dense urban environments - operators will need to deploy the next wave of small cells. The Nokia Ultra Dense self-organizing network features on Flexi Zone small cells will simplify these deployments, solving issues caused by reducing the distance between new and existing small cells and ensuring continuous optimization even as further densification occurs. Nokia has extended the self-organizing network features on its Femtocell portfolio to ensure smoother integration and higher performance in heterogeneous networks as traffic is offloaded from the macro network.

New features on the industry-first Nokia Flexi Zone Citizen Band Radio Service small cells, supporting Spectrum Access Server and Citizen Broadband Radio Service Device Proxy connectivity, will offer operators new options for boosting coverage and capacity, particularly inside buildings. CBRS Flexi Zone small cells can be used to deploy neutral host capabilities, allowing operators to lease capacity to other providers inside malls, hotels and office blocks, where space is at a premium. In compliance with FCC requirements, small cells will be able to efficiently communicate with the Spectrum Access Server to ensure the network uses only available shared CBRS* spectrum.

To provide backhaul flexibility for ultra-dense heterogeneous city networks - where microwave transport is used to link small cells to fiber access points - Nokia Wavence microwave now supports Carrier SDN. Operators will benefit from new intelligence and automation, including rapid power-up of virtual network functions and adaptable parameters to support changes on the radio access network, such as when people move from work to home.

Anchoring this multi-technology access is the Nokia Cloud Packet Core. Its cloud-native capabilities and operations deliver the performance to support increasing capacity, massive scalability required for densification, and deployment flexibility necessary to deliver low latency, in order to realize the economics of delivering diverse and demanding services and applications.

Nigeria Innovation Summit sets to pull global support

The Nigeria Innovation Summit (NIS) is set to pull global support in promotion of the nation’s revolution to the global effort at closing digital divide, reports ITRealms.

The Chief Executive Officer (CEO), Emerging Media, Mr. Kenneth Omeruo said that the economic challenge that Nigeria faces today is one that calls for innovation across different sectors of the economy.

To accomplish this, he said more-effective products, processes, services, technologies, and business models are readily made available to markets, governments and society.

The term ‘innovation’ he said, could be defined as something original and more effective and, as a consequence, new, that breaks into the market or society and drive great economic development.

“The Nigeria Innovation Summit is set to promote Innovation across different sectors of Nigeria's economy,” he declared.

According to him, NIS with the 2016 theme ‘Innovation: A Key Driver of Economic Growth and Sustainable Development,’ holds on November 3 and 4 at Sheraton Lagos Hotel Ikeja; is an annual event that focuses on the need for the country, businesses, organisations, entrepreneurs in Nigeria to become more innovative and apply revolution to drive sustainable development as well as work together to bridge the digital divide.

“This summit will help Nigeria embrace innovation and move in the direction of digital transformation through the use of Emerging Technologies and trends, research, development, commercialization, entrepreneurship and investments as the key drivers of an innovation ecosystem,” Omeruo said.

He pointed out that the platform creates awareness on the need for open innovation in Nigeria, thus challenges various sectors of the economy to leverage on innovation and become more competitive in the global economy.

NIS, he further said, is an initiative led by Emerging Media & Advertising Services, New York and Emerging Media Nigeria.

“We partner with the world's leading innovation providers from academia, government and industry to connect Nigerian businesses and innovators to global innovation ecosystems,” Omeruo said.

The key features of the Nigeria Innovation Summit, he said include the keynote presentations and panel discussions from industry leaders, government, investors, leading companies, international organisations, top entrepreneurs, CEOs, business leaders, innovation managers across the world and decision makers across the focus sectors.

In addition, he said, there will be Nigeria Innovation Awards to recognize and promote companies, organisations, institutions, innovators that have embraced innovation across different sectors of Nigeria economy.
