Preamble:

I was in Ikotun market at the weekend, shopping for groceries with Madam. While it was coated in romantic garbs, i.e. 'continuation of valentine', the aim was surreptitiously to see where one's money was entering in these times. A lady buying tomatoes just ahead of us, priced (haggled) up and down and finally exclaimed "We no kuku fit chop the money". 

This is precisely the stark reality in the face of soaring inflation rates, "we can't eat currency." Currency is meant to be spent even though the value has depreciated. The sad thing is that inflation isn't just a number on a report; it's a tangible force that impacts the lives of millions, particularly in a country like Nigeria where food prices are surging at an alarming rate.

Investigations have revealed that the details on the revolving plate numbers of the Toyota Highlander are missing in the vehicle management system of the Federal Road Safety Corps (FRSC), ITREALMS can exclusively reports.

FRSC had on Tuesday reacted to a rotational number plate on the Highlander, declaring it illegal in Nigeria.

Lagos explains website to verify plate numbers by MVAA

The Lagos State Government has explained the reasons behind its recent creation of a website, www.lsmvaapvs.org, to verify plate numbers issued by the State Motor Vehicle Administration Agency (MVAA), reports ITRealms.

Disclosing this, the General Manager, MVAA, Lagos, Mr. Lateef Lawal, said that through the website, motorists and law enforcement agencies could confirm the authenticity of number plates issued in Lagos by the agency.

“The platform also became necessary in order to eradicate the unnecessary harassment of licensees by officials of the Nigerian Police, Federal Road Safety Corps (FRSC) and other Security Agencies,” he declared.

Pointing out that the situation became worrisome and embarrassing to the State Government and its clients when incessant reports, calls, Short Messaging Service (SMS), e-mails and visits from licensees that vehicles duly registered with Lagos State number plates were being impounded by FRSC and other security officials.

He therefore urged the public, particularly car owners, FRSC and security agencies to visit the MVAA’s website at www.lsmvaapvs.org to verify the authenticity of number plates issued by the MVAA.

“The site is easy to navigate, once logged in, type in the number plate and wait for the confirmation of the details of the vehicle,” he emphasized.

While wishing Lagosians a joyful yuletide and prosperous 2017, Lawal enjoined motorists to comply with driving rules and make sure that their vehicle particulars are up-to- date in order to avoid being penalized by the authorities concerned during the period.

Breaking News: Zika virus fear: ICANN relocates 57th meeting to India

The Internet Corporation for Assigned Names and Numbers (ICANN) has moved the 57 public meeting from San Juan, Puerto Rico to Hyderabad in India, due to fear of Zika virus, reports ITRealms.

President of ICANN's Global Domains Division, Mr. Akram Atallah made this disclosure in his blog post, Tuesday, saying that it was a very difficult decision to be taken by the Internet coordinating body, noting that earlier in the year, ICANN announced that ICANN56 was going to be relocated from Panama City, Panama, to Helsinki, Finland, due to concerns related to the Zika virus.

He also said that following a great deal of internal debate and discussion, as well as taking into consideration the continued spread of Zika, ICANN has decided that they will be relocating ICANN57 from San Juan, Puerto Rico, to Hyderabad, India.

“Due to highly limited space availabilities, this relocation has necessitated changing the date of the meeting from 29 October – 4 November 2016, to 3 – 9 November 2016,” he said.

As said by Atallah, they did not arrive at this decision easily, but rather than remain in Puerto Rico,  which he described as the excellent location they had originally chosen.

“Moving the meeting venue creates a lot of additional work and challenges, and we understand and recognize that moving an ICANN meeting affects many groups within the community. However, we have come to the conclusion that we must postpone going to Puerto Rico after a lengthy discussion with and feedback from Supporting Organisations (SO) and Advisory Committee (AC) leaders, the Board, and within our management team,” he said.

Also Atallah explained that this decision was based on available research and information and the fact that Puerto Rico has declared a state of emergency due to the ongoing Zika virus outbreak.

“We believe that the Zika virus poses a significant enough threat that we need to postpone going to Puerto Rico for the health and safety of our community and our ICANN team, just as we had to postpone ICANN52 and relocate from Marrakech to Singapore due to the Ebola virus outbreak in 2014,” he said.

2016 Nigeria DigitalSENSE Forum on IG4D, IPV6 fascinates SystemSpecs

The 2016 theme for Day 1- IG4D, she said, is ‘Internet Governance: Creating Opportunities for All Nigerians’ scheduled for Thursday, June 2, 2016, just as Day 2 is the Nigeria IPV6 Roundtable in commemoration of the World IPv6 Day with the theme ‘Creating Opportunities for Nigerians with IPv6’ on Friday, June 3, 2016.

Nweke noted that DigitalSENSE Africa (DSA) Media, an At-Large Structure (ALS) certified by the Internet Corporation for Assigned Names and Numbers (ICANN), offers an avenue for experts to share information that will benefit Nigerian populace, especially at this economic downturn so as to enable them take advantage of opportunities avalanche online.

She, therefore, urge Nigerian youths, students and adults with youth at heart to register to take part in the free forum, to further strengthen their creativity for wealth creation.

The two-day forum, she said, is being hosted in collaboration with the Nigerian Communications Commission (NCC), National Information Technology Development Agency (NITDA) and welcomes other corporate Nigeria to take the opportunity to showcase with they offer for participants who are dominantly youths and students as part of wealth creation of the federal government.

The  Executive Director, Operations, expressed optimism that the forum has been structured to act as a rallying point for Nigerian internet stakeholders, moreso in raising and addressing salient issues concerning the Information and Communication Technologies (ICT) sector both locally and globally.

The two-day forum, Mrs. Nweke pointed out has been planned to boost positive adoption of the Internet among participants.

APAC Hub expansion key to ICANN commitment to globalization

The Chief Operating Officer, Internet Corporation for Assigned Names and Numbers (ICANN), Susanna Wong Bennett, has said that expanding Asia Pacific (APAC) Hub is key to Ithe organisation's  strategic focus and commitment to globalization, ITRealms reports

She stressed that this development would position ICANN for long-term stability as it continues the work of maintaining a secure, stable and interoperable Internet and cements the vision of having three global hubs to serve the global community.

ITRealms gathered that ICANN announced recently that it has moved its APAC hub to a new office, located in the South Beach Tower in the Esplanade area. The move is in line with ICANN's expanded presence in the APAC region.

The Vice President and Managing Director, ICANN, Asia Pacific, Kuek Yu-Chuang, said, "We knew from the start that the APAC Hub had to play catch-up with the fast-evolving Internet user demographic in the region. To address the needs of the region, we quintupled our staff headcount over the past two years so that we are now able to provide a wide range of services."

 The ICANN APAC Hub was established in Singapore in August 2013 to better serve the stakeholders in this region and recently celebrated its second anniversary, ITRealms learnt

ICANN currently has a 30-strong staff team in the region, providing services such as registry and registrar support, stakeholder engagement, contractual compliance, security capacity building, communications and customer service, as well as support functions such as operations, IT, legal, finance and human resources.

ICANN plans quarterly Stakeholder Report for FY16

The Internet Corporation for Assigned Names and Numbers (ICANN) has announced its FY16 Q1 Stakeholder Call, reports ITRealms.

This call, ITRealms gathered would take place on 6 October at 00:00 UTC / 7 October 0800 SGT.

Also, ICANN confirmed to ITRealms that the call would cover how ICANN has progressed against its strategic and operating plans for the Quarter ending 30 September 2015.

Potential participants and stakeholders have been invited to register for the call and to receive joining instructions. 

“If you are unable to access the form, please email us to register with your full name and email address to send joining instructions to,” ICANN staff said.

ICANN further said that the call is open for all to attend, including press, and there will be ample time for questions and answers (Q&A), just as a recording of the call would be available online on the ICANN website.

The Internet identifier coordinating body emphasized that these calls were set up to enhance ICANN's accountability and transparency efforts by making it easy to follow ICANN's progress toward fulfilling its mission of keeping the Internet secure, stable and interoperable.

Participants were advised to visit the Reporting page on the ICANN website 24 hours before the call to pre-read the presentation. 

“You can also find other useful recourses and background information on this page, as well as archived transcripts and recordings of all previous quarterly stakeholder calls,” officials hinted.

NextGen@ICANN guides graduates, undergraduates into ICANN

The NextGen@ICANN programme has been formalized as a staple Development and Public Responsibility Department (DPRD) initiative of the Internet Corporation for Assigned Names and Numbers, to engage regionally based undergraduate and graduate students at its meetings, and introduce them into the organization through guided programming, ITRealms reports.

The NextGen@ICANN programme was initially organized at ICANN49 in Singapore with DotAsia and NetMission and has been successfully replicated at both ICANN50 in London and ICANN51 in Los Angeles.

ICANN's DPRD, ITRealms gathered, has announced the newest group of admitted members to the popular NextGen@ICANN programme. Started just one year ago, this programme has quickly grown and become one of the most exciting opportunities for members of the next generation of Internet users to get involved with ICANN and the global Internet community.

The NextGen@ICANN programme saw more than 60 applications for roughly a dozen spots. Of those applicants, the NextGen Selection Committee chose 13 applicants to invite to the programme. The Committee also selected a NextGen@ICANN Ambassador, a previous NextGen@ICANN member who will be on hand to help facilitate the programme and provide a link to previous programmes.

The successful NextGen@ICANN, ITRealms informs, include Sana Ali – England, Rachel Barry – Ireland, Benjamin Bergemann – Germany, Tamara Bizyuk – Ukraine, Michael Booth – England, Agustina Callegari - Argentina (NextGen Ambassador) ,Giovanna Carloni – England, Alexandra Chernyavskaya – England, Christopher Dennett – Wales, Ayden Férdeline – England, Vinzenz Heussier – Austria, Jelena Ožegović – Serbia, Stacie Walsh – England, Monika Zainierute – Lithuania.

ICANN publishes beta KPI dashboard

The management of the Internet Corporation for Assigned Names and Numbers (ICANN) has published its beta version of the Key Performance Indicator (KPI) dashboard, reports ITRealms.

Also, ITRealms reports that after over a year of building ICANN's management discipline and solidifying the planning cycle, ICANN chief executive officer, Mr. Fadi Chehade said he was pleased to announce that today we've published a beta version of the ICANN Beta KPI Dashboard which could be find here: https://www.icann.org/progress.

According to him, the Beta KPI dashboard, in addition to the Quarterly Stakeholder Calls that have been in place since the start of 2015 Financial Year (FY15), which allows for regular report on progress made against ICANN's strategic and operating plans that the community have helped create. 

“We established the Quarterly Stakeholder Calls and the KPI Dashboard to allow anyone to stay informed on ICANN's activities and to help take the reporting out of ICANN Meetings so we can use this valuable time for more robust discussions.

The beta KPI dashboard, he said, is aligned to the five objectives and 16 goals per the Five-Year Strategic and Operating Plan, and contains over 40 KPIs with data as of June 2015.

ICANN president equally said, this is a tool used by ICANN's management to help bring clarity to discussions and track trends over time, stressing his ability to share this with the internet community, so that they also have visibility of ICANN's work and can help keep the organization accountable.

The dashboard, he emphasised is a beta version, which means ICANN is asking for feedback to help track the right KPIs and set the right targets. 

“If there is something you don't agree with or doesn't quite make sense, please send your questions or comments to: dashboard-feedback@icann.org,” he said, promising that there would be a session at ICANN54 in Dublin covering more on the beta KPI dashboard.

ZA Central Registry not removed from new gTLD - ICANN Counsel

The General Counsel and Secretary to the Internet Corporation for Assigned Names and Numbers (ICANN), Mr. John Jeffrey has declared that the recent panel decision on .Africa does not remove the ZA Central Registry from the new Generic Top Level Domain (gTLD) programme, reports ITRealms. 

Mr. Jeffrey made this clarification in a blogpost Friday, insisting that the decision of the Panel "Declaration" issued in the DotConnectAfrica Trust (DCA) v. ICANN independent review process (DCA .AFRICA IRP or IRP) proceedings, does  not preclude the right of ZA Central Registry on pursuing new gTLD project.

He also gave some explanation on why ICANN was quick to publish the Panel decision despite its lawful requirement to implement redact at all times.

Excerpts from his blog post below:

Recently some questions have been raised regarding our posting of a partially redacted final "Declaration" issued by the Panel in the DotConnectAfrica Trust (DCA) v. ICANN independent review process (DCA .AFRICA IRP or IRP) proceedings.

Some misinformation and erroneous reporting have framed parts of the discussion. In this blog, I would like to present facts and clarify a number of points, including the reasons for posting a revised version of the Declaration.

Why Publish a Redacted Declaration?

As background, ICANN has a commitment to the community to post any IRP declaration as soon as reasonably possible. ICANN initially published a redacted version of the IRP Panel's Declaration in the DCA .AFRICA IRP on 9 July 2015, within 24 hours of receiving it.

Today we are publishing a second version with fewer redactions. So, why are we publishing two versions with different levels of redaction?

Specifically, under ICANN's bylaws, an IRP Panel may grant requests to keep certain information confidential, such as personally identifiable information, trade secrets, internal correspondence, and correspondence with third parties. In the case of DCA v. ICANN, the IRP Panel determined that:

• Documents exchanged as confidential by the parties could not be publicly disclosed.
• Reference to information in these documents in parties' written submissions must be redacted prior to public posting. This is a noted common practice in similar commercial arbitrations and the practice has been adopted in the IRP proceedings so that as much information as possible can be placed in the record for the panel to make its decision.

Upon receiving the Declaration from the IRP Panel, we were under an affirmative obligation found in our confidentiality agreement and IRP Panel Procedural Order #4 to redact all confidential information exchanged during the IRP proceedings.

Immediately upon receipt of the Declaration, our legal counsel began to make obligatory redactions to protect material that the parties had mutually agreed was confidential. This was done in order to meet our obligation to post quickly (within the first business day following receipt of the Declaration).

In retrospect, we could have, and should have, noted on the posted document and on website that it contained redactions and explained the reasons for the redactions.

For the sake of increased clarity, we have now altered our process for posting IRP declarations. 

Going forward we will ensure that in addition to marking as "Redacted" each part of the document that is redacted, we will also make clear when posting a declaration whether there are redactions in it, and will state the reasons for the redactions, as we have done in today's posted version.

In the case of the DotConnectAfrica Trust (DCA) v. ICANN declaration, immediately after the initial posting of the declaration, ICANN's external legal counsel began reviewing each redaction to determine whether it could be released. 

If the information redacted came from ICANN, we tried to answer several questions -- Did it contain confidential information? Did it contain privileged information? Could the privilege be waived? And, did it contain third party or applicant information that we did not have the right to publish without permission? 

If the information under question had been requested to be confidential by a party or entity that was providing the information to ICANN, we tried to answer a different set of questions  -- Have we gained their permission to publish it?  If DCA's information -- has their counsel or DCA lifted their request that it be considered confidential? Will they do so if we ask them to lift confidentiality?

If the information in question was from ICANN, we were able to review it very quickly. But for the information supplied by others, we were required to reach out to each of the parties.

In the case of DCA, we initially reached out to DCA's lawyers, then when we learned that DCA was no longer represented by legal counsel and we had to reach out to DCA directly.

We also sought the release of information that other impacted parties had requested be kept confidential by reaching out directly to each of those involved. 

The most recent version of the Declaration that we are publishing is a result of our efforts to remove those redactions. There are still some redactions and we have indicated the reasons why they still exist in the revised version.

ICANN Staff Assistance on New gTLD Applications

Some have viewed the redactions as support for an allegation DCA made during the IRP proceedings that ICANN staff had not treated DCA fairly. Specifically, it has been suggested that staff improperly assisted the African Union Commission (AUC) by helping to ensure that its letter of support for another applicant satisfied the necessary criteria. The DCA IRP Declaration does not address this allegation, but since the allegation is being discussed, it warrants some clarification.

If an applicant has applied for a gTLD string that is a geographic name, such as .AFRICA, the applicant must submit documentation of support for, or nonobjection to, its application from the relevant governments or public authorities. The existence of support or nonobjection is the primary objective, and the manner in which it is documented is secondary.

ICANN staff has helped many applicants and their supporters understand how to properly document support. Not only did we make a template support letter publicly available to all as part of the New gTLD Program Applicant Guidebook (see Appendix to Module 2), we have answered questions, received through our customer service channel, as to how interested parties can document support for a given gTLD application. In the case of ZA Central Registry, ICANNappropriately assisted the applicant in documenting support from the AUC.

Our actions surrounding the .AFRICA applications were not unique, since we assist any applicant who requests assistance, or who needs clarification in learning how best to document support or other matters. We have provided assistance to all applicants regarding their applications to the maximum extent possible.

Impact on .AFRICA Delegation 

Questions have also been raised regarding statements made by DCA about the impact of this decision on the other .AFRICA application.  In a statement in recent days, DCA was quoted as saying that:

Going forward, we now expect ICANN to accept the binding IRP outcome, refrain from any further plans to delegate .Africa to the ZA Central Registry who should now be removed immediately from the new gTLD program; and cooperate fully with DCA Trust to ensure that the IRP Panel ruling is implemented so that .Africa can be delegated to DotConnectAfrica Trust under a cooperative framework that will satisfy the stipulations of DCA's charitable objectives." [bold emphasis added]

The ICANN Board adopted the panel's recommendation at its Board meeting on 16 July 2015.

This decision does not remove the ZA Central Registry from the New gTLD Program, nor is there any part of the Declaration that calls for that result. The impact on ZA Central Registry is that ICANN "will refrain from delegating .AFRICA" pending the outcome of the evaluation process on DCA's application.

As called for in the Board resolution, ICANN has "resume[d] the evaluation of DCA's application for .AFRICA. The evaluations will be performed in accordance with processes laid out in the Applicant Guidebook.

To summarize, ICANN's actions in redacting parts of the IRP Declaration at the outset were motivated by our obligation to the community to post the document quickly and the competing, yet mandatory obligation, to respect confidential information while being as transparent as possible.
