Cybersecurity Funding & National Digital Safety: Using FOI to track investments vs. results by Remmy Nweke – Telecoms Clinic@ITREALMS
Telecoms Clinic@ITREALMS ... making leadership SENSE with digital news!
In this edition of Telecoms Clinic@ITREALMS, REMMY NWEKE investigates Nigeria’s cybersecurity funding and digital safety, and using FOI will uncover how investments align or fail to align with real national protection outcomes.
In today’s hyperconnected world, the integrity of Nigeria’s digital landscape stands as a defining marker of national resilience. From online banking to e-government platforms, from voter registration databases to smart transportation grids, the nation’s future is increasingly written in code and hosted in cyberspace. Yet, as dependency on digital systems grows, so too does vulnerability, and so must accountability. Over the past decade, Nigeria has witnessed a surge in both government and private-sector spending on cybersecurity. Reports of multimillion-naira allocations appear annually in national budgets, alongside initiatives labeled “cyber defense,” “digital safety,” “critical infrastructure protection,” or “national security modernization.” Unfortunately, the same reports rarely show detailed outcomes or impact metrics.

Unlocking value of innovation investments by Accenture - ITREALMS
Accenture's research team has found out that although businesses are increasing their innovation spend, return on investment has declined by 27 per cent over the past five years, reports ITREALMS.
Also the research revealed that almost one-third (29 per cent) of those Accenture surveyed expect to increase their investments in innovation by more than 50 per cent over the next five years.
Accenture, the professional services firm, pointed out that over half (57 per cent) of businesses making significant investments in innovation have underperformed against industry peers when it comes to growth or market value.
"At the same time, almost one-third (29 per cent) of those Accenture surveyed expect to increase their investments in innovation by more than 50 per cent over the next five years," the firm said in a press statement made available to ITREALMS.
Affirming this research findings to ITREALMS, the Managing Director, Financial Services at Accenture, Toluleke Adenmosun, said the fact that return on investment overall is dropping is a worrying trend, because businesses are spending more than ever, but their inability to see proper returns is shocking.

Affirming this research findings to ITREALMS, the Managing Director, Financial Services at Accenture, Toluleke Adenmosun, said the fact that return on investment overall is dropping is a worrying trend, because businesses are spending more than ever, but their inability to see proper returns is shocking.
“One of the reasons for this could be that many organisations still see innovation as a peripheral activity separate to the core business; an “ad-hoc creative process” rather than a set of practices that will fundamentally change their way of doing business. It’s like going jogging once a month and then expecting to be able to run a marathon.
“Over the last five years, roughly $3.2tn was spent on innovation worldwide. Yet, the study shows it is not how much you spend that matters, it is how you spend it. The companies bucking the trend and seeing the biggest returns are investing in bold, watershed moves rather than incremental shifts.”
“The companies reaping the biggest rewards show a “go big or go home” mentality by investing in truly disruptive innovation projects,” added Toluleke “They don’t just tinker around the edges.”
Toluleke also argued that some companies just chase the latest tech trends without thinking about how to connect what they’re spending to the biggest problems or opportunities in their business.
The research also reveals that there are seven key characteristics that are adopted by companies deliberately driving innovation.

DBI boss wants major investments in ICT skills - ITREALMS
The Administrator of Digital Bridge Institute (DBI), Dr. Ike Adinde, has called for significant investment in skills of the workforce to make them key drivers of the economy, reports ITREALMS.
Adinde made the suggestion on Wednesday in Abuja at the inauguration of DBI Telecommunication Network Equipment Laboratory.
He said that the laboratory, worth one million US dollars, was donated by Huawei Technologies Nigeria Limited.
According to him, investing in skills of the workforce of a nation is crucial, especially in an increasingly globalised world.
“There is, therefore, the urgent need for us to train and make available to the industry highly skilled human resources to serve as key drivers of the economy.
“It is in response to these challenges that the DBI has built this ultra-modern Lab to train and equip Nigerians with relevant ICT skills for the 21st century to tackle challenges presented by the 4th industrial revolution which requires tailor-made solutions that keep pace with the ever-evolving telecom industry”, he said.
Adinde said that the lab project was started in July 2018 with the donation of a complement of modern telecom equipment by Huawei Technologies to DBI.
He said that the lab was equipped with transmission equipment and ultra-modern next-Generation Core Network Switching Centre that gives a complete end-to-end telecoms scenario.
“One major benefit of the equipment is that it uses real-world industrial quality components to help students become better prepared for what they will encounter on the job.
“The lab is equally effective for technicians, engineers, field workers and anyone needing further understanding and skills in wireless telecommunications.
Mr Titi Omo-Ettu, the Chairman, Governing Board of DBI, said that the inauguration of the laboratory represented a leap in the efforts of the institute to provide qualitative hands on practical telecommunications and ICT training.
Omo-Ettu said that the development of skilled workforce across all sectors of the economy had become a national priority.
“We are keenly aware that there is a global shift from natural resources as a basis for national competitiveness to human resources underpinned by knowledge innovation.
“Interestingly, it is also increasingly evident that innovation is not about academic qualifications or certificates, the emphasis is on skills and creative abilities of the individual.
“The new DBI telecom industry has a full complement of GSM/UTMS equipment and will be fully deployed for the training and retraining of entry level and middle level engineers in industry.
“This effort is the first step in an ambitious plan by the institute to develop functional laboratories and workshops in its campuses in Kano, Lagos, Enugu and Yola.”
According to him, the DBI campuses will serve as focal ICT training centres and would in time transform to Innovation Hubs.
Mr Kevin Yangyang , Deputy Managing Director, Huawei Technologies, said that as partner to the Nigerian Communication Commission and DBI, the organisation believed in contributing significantly to the development of ICT.
He said that Huawei was doing this through leading ICT solutions and innovations.
He said that as global leader in the sector, the organisation was happy to see high-tech facilities and operations, especially in Africa.
“It is with this passion that we decided to donate this lab to DBI fully equipped with Optical Fibre Nodes, Wireless Radio Access Nodes and Next-Generation Code Switching Network.

Strategic partnerships, investments key to Africa’s economic transformation says AfDB president - ITREALMS
ITREALMS:
The President of the African Development Bank, Akinwumi Adesina, has taken the case for expanded partnerships and investments in Africa to the Netherlands, reports ITREALMS.
Adesina, who is on a three-day visit this week, met with government officials and private and public sector business leaders and affirmed the accord between the Bank and the Dutch government’s development agendas and foreign policy.
At a meeting with Sigrid A.M. Kaag, Minister for Foreign Trade and Development Cooperation, in the Hague, on 29 August, Adesina spoke about investing in Africa and commended the Netherlands for its support, which has extended to legal systems, water, food and nutrition, and gender. He also congratulated the government for its Development Policy, which emphasizes global fragility, gender and climate.
“Africa is growing economically. Foreign direct investment is on the increase. This is due to political stability and improved governance. Africa is open and ready to do business,” Adesina said.
Kaag said the adoption of renewable energy by a growing number of African countries was a key element to reducing fragility of countries and to fighting climate change and said this aligned closely with her government’s policy.
“I am happy to see where we can work together on gender, fragility, and conflict prevention in countries in Africa”, the Minister said.
Making a similar point, Peter van Mierlo, Chief Executive Officer of the Netherlands Development Finance Company (FMO), called for greater harmonization between the work of FMO and the Bank in the area of energy, agriculture and institutional investment. President Adesina met with him and other officials, the same day.
“A benefit for Africa is that it can skip development cycles that often developed countries had to go through”, Mierlo said.
Commercial banks are withdrawing from trade finance and as such FMO and African Development Bank would be able to work jointly in boosting trade financing, Mierlo said. Currently, joint projects between FMO and the Bank are estimated at US$ 55 million.
Addressing a High-level Roundtable with Dutch Business Leaders, hosted at Netherlands Enterprise Agency (RVO), on 29 August, Adesina presented the Africa Investment Forum (AIF), the Bank’s innovative marketplace scheduled for 7-9 November in Johannesburg, South Africa. The AIF will bring together project sponsors, lenders, fund managers and investors, to attract investment and capital for development, projects in Africa.
“Our role is to mobilise capital for Africa. We have done this through the High 5 Agenda. In the energy sector, the African Development Bank is investing US$12 billion over the next 5 years, with the goal of leveraging US$40-50 billion. The Bank will also be investing US$ 24 billion, over ten years, in agriculture to implement its Feed Africa Strategy,” Adesina said,
Susan Shannon, Vice President for Government Relations, Policy & International Organisations for Shell, who was present at the meeting, said the move towards cleaner and renewable energy in African countries had resulted in a higher level of engagement by the oil giant on the continent.
“Shell can work with the African Development Bank to expand access to energy in Africa”, Shannon said.

Strategic alliance: AfDB, FAO target $100m agro investments - ITREALMS
The African Development Bank (AfDB) and Food and Agriculture Organisation (FAO) have entered into a strategic alliance aimed at catalysing
agriculture sector investments in Africa to end hunger and malnutrition and
increase prosperity throughout the continent, reports ITREALMS.
In terms of the agreement, ITREALMS gathered included that AfDB and
FAO are committed to raise up to $100 million over five years, to support joint
partnership activities.
The new alliance precisely seeks to enhance
the quality and impact of investment in food security, nutrition, social
protection, agriculture, forestry, fisheries and rural development.
AfDB President Akinwumi Adesina and FAO Director-General
José Graziano da Silva signed the agreement, which builds on a longstanding
collaboration between their organizations, at the UN agency's Rome
headquarters.
"FAO and the AfDB are deepening and broadening our
partnership to assist African countries achieve the sustainable development
goals. Leveraging investments in agriculture, including from the private
sector, is key to lift millions of people from hunger and poverty in Africa and
to ensure that enough food is produced and that enough rural jobs are created
for the continent's growing population," said FAO Director-General José
Graziano da Silva.
AfDB President Akinwumi Adesina said: "The signing of
this supplementary agreement is a milestone moment in the relationship between
the African Development Bank and FAO. It signals our joint commitment to accelerate
the delivery of high quality programs and increased investment for
public-private-partnerships in Africa's agriculture sector. This will help us
achieve the vision of making agriculture a business, as enshrined in the Bank's
Feed Africa strategy."
The Bank's Feed Africa strategy, launched in 2015, targets
to invest $24 billion into African agriculture over a ten-year period. The aim
is that of improving agricultural policies, markets, infrastructure and
institutions to ensure that agricultural value chains are well developed and
that improved technologies are made available to reach several millions
farmers.

Africa urgently requires investments in telecom infrastructure
Africa urgently
require new investments into the telecom and broadband infrastructure precisely on the continent, reports ITRealms.
This, some
experts said would drive a fresh flurry of mergers, acquisitions, Initial
Public Offerings (IPOs), investment and financing activity, as the region’s key
players jostle for position to meet the soaring demand for data across the
continent.
As said by the
Editor, EMEA at TMT Finance, Joseph d’Arrast, the continent’s growth in the
digital economy and the rising demand for data is helping to boost investor
confidence in major broadband projects, of which there are many currently
underway or in the pipeline. In response to this, many telcos, investors and
specialised operators are looking to plough significant amounts of money into
