NCC, CBN unveil new framework: 30-Second refunds mandated for failed airtime transactions - ITREALMS

In a decisive move to protect digital consumers, the Nigerian Communications Commission (NCC) and the Central Bank of Nigeria (CBN) have jointly unveiled a regulatory framework mandating that subscribers receive refunds for failed airtime and data transactions within 30 seconds, reports 
ITREALMS.

This major policy shift aligns with the consumer-focused objectives of both regulators and aims to eliminate the frustration of "debit without value," where subscribers are charged for services they never receive due to network downtimes, system glitches, or human error.

The new framework, 

ITREALMS gathered, is the outcome of several months of high-level engagements involving the NCC, the CBN, Mobile Network Operators (MNOs), Value Added Service (VAS) providers, and Deposit Money Banks (DMBs).

These stakeholders convened to address the rising incidence of failed airtime and data purchases, which have increasingly led to subscribers being debited without receiving value and facing prolonged delays in resolution.

Representing a unified position by both the telecommunications and financial sectors, the framework identifies and tackles the root causes of transaction failures.

It prescribes an enforceable Service Level Agreement (SLA) for operators and banks, clearly outlining the roles and responsibilities of each party in the transaction and resolution process.

Under the strict new guidelines, if a purchaser is debited but fails to receive value for airtime or data, whether the failure occurs at the bank level or with an NCC licensee, the purchaser is entitled to a refund within 30 seconds.

The only exception applies to circumstances where the transaction remains pending, in which case the refund process must be concluded within 24 hours.

Furthermore, the framework mandates operators to notify consumers via SMS regarding the success or failure of every transaction.

It also addresses erroneous recharges to ported lines, incorrect airtime or data purchases, and instances where transfers are made to the wrong phone number.

Speaking on the development, the Director of Consumer Affairs at the NCC, Mrs. Freda Bruce-Bennett, disclosed that the framework establishes a Central Monitoring Dashboard to be jointly hosted by the NCC and the CBN.

She explained that the dashboard will enable both regulators to monitor failures, identify the responsible party, verify refunds, and track SLA breaches in real time.

Mrs. Bruce-Bennett noted that failed top-ups rank among the top three consumer complaints received by the Commission.

She emphasized that in line with their commitment to addressing priority issues, the regulators were determined to resolve the problem within the shortest possible time.

She expressed gratitude to all stakeholders, particularly the leadership of the Central Bank of Nigeria, for their tireless commitment to finalizing the framework and ensuring that consumers of telecommunications services receive full value for their purchases.

Highlighting the immediate impact of the initiative, Mrs. Bruce-Bennett revealed that even pending the final management approval of the framework, MNOs and banks have collectively made refunds of over N10 billion to customers for failed transactions.

According to the Head of Public Affairs at the NCC, Mrs. Nnenna Ukoha, full implementation of the framework is expected to commence on March 1, 2026.


This timeline allows for final regulatory approvals and the conclusion of technical integration by all MNOs, VAS providers, and DMBs.

The Central Bank of Nigeria (CBN) has revealed that all valid foreign exchange backlogs have now been settled, fulfilling a key pledge of the CBN Governor, Mr. Olayemi Cardoso, to process an inherited backlog of US$7 billion in claims.

This was disclosed by the bank’s Acting Director, Corporate Communications, Mrs. Hakama Sidi Ali, in Abuja on Wednesday, March 20, 2024, noting that the CBN recently concluded the payment of $1.5 billion to settle obligations to bank customers, effectively settling the residual balance of the FX backlog.

The Central Bank of Nigeria (CBN), in its bid to clear the backlog of outstanding foreign exchange liabilities, has paid approximately USD 2.0 billion across various sectors, including manufacturing, aviation, and petroleum, reports ITREALMS.

Airtel, Wari collaborate on payment solution to Nigerians

Airtel Nigeria and  Wari, a payment solution company with  presence in 23 African countries are collaborating to offer accessible and convenient payment service to millions of Nigerians, helping them carry out their day-to-day transactions seamlessly, ITRealms reports.

Speaking on the innovative service, Chief Commercial Officer, Airtel Nigeria, Maurice Newa said “Wari is designed to meet the needs of Nigerians, including the banked and unbanked; everyone who needs to make or receive payment for goods and services. It also reduces the risk of carrying  cash while travelling since you can deposit and withdraw at your destination through Wari agents whether within the country or outside Nigeria,” Newa noted .
In his own remarks, the Country Manager, Wari Nigeria,  Mr Damilola  Bamiro, ITRealms reports,said, “the partnership will strengthen Wari’s local presence in all the local governments in Nigeria. This strategic plan will greatly increase access to financial services of the various institutions especially to the unbanked”.
 

He said, “Wari as an African grown agent network has always ensured the best user experience, taking into consideration all local peculiarities and cultures. This, it has done in its 23 countries of presence”.
 

To start using the Wari, Airtel service, ITRealms informs, subscribers and non-subscribers can visit any designated Wari agent in their locality and request for the services, the agent will then facilitate the specific transaction on behalf of the customer. Both customer and Wari agent will receive alerts as confirmation of the transaction carried out.

Skye Bank in trouble as Customers threaten to quit




Some Skye Bank’s customers were visibly frustrated, Monday, over their inability to carry out transactions owing to the challenges they experience in accessing the bank’s services, ITRealms reports.

The customers, ITRealms learnt, have therefore, threatened to look elsewhere for banking services if the bank fails to resolve the incessant network failures they (customers) have been going through. The customers said the bank’s network failure has not allowed them to make any financial transaction successfully for the past two days.

 “I think I will have to look elsewhere with this cash crisis Skye Bank is making me go through,” Kunle, a customer said, at the Toyin Street branch of the bank.

“I tried to use the ATM, it debited my account without the machine dispensing cash. I entered the banking hall, yet none of the services are working. I have not even received alert for the deposit done to my account. This is really frustrating,” he lamented.

Mr. Rasheed Bolarinwa, Head, Corporate Communications at Skye Bank, explained what is happening at the bank , saying that Skye Bank payment channels are being impacted as a result of Skye Bank’s acquisition of Mainstreet Bank, where the bank is doing cutover to synchronize the IT platform of the former Mainstreet Bank to that of Skye Bank,” ITRealms gathered.
