ITREALMS ... making leadership SENSE with digital news!
The Media Rights Agenda (MRA) has released a report titled “When Protectors Become Predators: The State Against Freedom of Expression in Nigeria”, documenting a disturbing pattern of attacks, intimidation, and harassment targeted at journalists and other media workers by security, law enforcement, and intelligence agencies, which are the very institutions that are supposed to protect them, reports ITREALMS.The 129-page report, issued in commemoration of this year’s International Day to End Impunity (IDEI) for Crimes Against Journalists, highlights how those entrusted with maintaining law and order as well as protecting citizens, including journalists, have instead become instruments of repression, targeting journalists and other media workers for doing their legitimate work of informing the public and holding power to account.

FoI: PPDC, AFRICMIL get court leave to sue CCB over non-disclosure of senior public officials
A Federal High Court in
Abuja has granted leave to the duo of Public and Private Development Centre
(PPDC) and the African Centre for Media and Information Literacy (AFRICMIL) to
sue Code of Conduct Bureau (CCB) for refusal to disclose asset declaration of
senior public officials since 2011, reports ITRealms.
This follows the Motion
Ex-parte filed by the two organizations on the failure of the CCB to provide
information on written declaration of assets of elected and appointed office
holders under the Freedom of Information Act 2011.
At the hearing, Godwin
Chigbu, lawyer to the applicants, requested for leave of court to file a suit
against the Code of Conduct Bureau on its failure to respond to the FoI
requests made by both organizations.
AFRICIMIL requested for
copies of written asset declaration of:
1. The Past and
Current Principal Officers of both Chambers of the 7th and 8th National
Assembly, as required by the provisions of the 1999 Constitution of the Federal
Republic of Nigeria, as amended.
While PPDC, requested
copies of the written asset declaration of:
1. Past and Current
Governors of the 36 states in Nigeria, since 2011 till date, as required by the
provisions of the 1999 Constitution of the Federal Republic of Nigeria, as
amended;
2. Past and Current
Ministers of all Ministries in Nigeria, since 2011 till date, as required by
the provisions of the 1999 Constitution of the Federal Republic of Nigeria, as
amended.
3. The Former
President of Nigeria, Dr. Goodluck Ebele Jonathan, upon assumption of office on
29th May 2011 and after his exit from office, on 29th May 2015, as required by
the provisions of the 1999 Constitution of the Federal Republic of Nigeria, as
amended.
4. The Former Vice
President of Nigeria, Arch. Namadi Sambo, upon his assumption of office on 29th
May 2011 and after his exit from office, on 29th May 2015, as required by the
provisions of the 1999 Constitution of the Federal Republic of Nigeria as
amended.
5. The Current
President of Nigeria, Muhammadu Buhari upon his assumption of office, on 29th May
2015, as required by the 1999 Constitution of the Federal Republic of Nigeria
as amended.
6. The Current Vice
President of Nigeria, Prof. Yemi Osibanjo (SAN) upon his assumption of office
as Vice President, on 29th May 2015, as required by the 1999
Constitution of the Federal Republic of Nigeria as amended.
ITRealms gathered that though both
organizations made these requests under the Freedom of Information Act, 2011,
the CCB failed to respond to any of these requests within the time stipulated
in the Act, thereby leading to the filing of a motion ex-parte by both
organizations.
ITRealms recalls that it is the
constitutional responsibility of the Bureau, to retain custody of written asset
declaration forms of public officers and make them available and
accessible for inspection by any citizen of Nigeria on such terms and
conditions as the national assembly may prescribe.

Ekhomu urges intelligence officials to proactively prevent terrorists attacks
A renowned security expert, Dr. Ona
Ekhomu, has advised Nigerian intelligence officials to focus on providing
reliable warnings of impending terror attacks in order to save the lives of citizens
from incessant bombings, militant attacks and other mass fatality events.
Speaking at the joint graduation
ceremony of 77 intelligence officers at the Nigerian Air Force School of Air
Intelligence Makurdi, Benue State, recently, Ekhomu who is the Chairman of the
School of Management and Security said “this is a new day, and new page as you
write the history of your life and your service to the nation. I have seen
excellence on display here - certainly, in the intelligence analysis course.”
He said that while intelligence
gathering was extremely necessary and important, robust intelligence analysis remained
the cornerstone of good operational decision-making as analysts could ‘predict’
terror attacks with some degree of certainty.
Ekhomu stressed that as intelligence
analysts, “You guys worked very hard with high level concepts and were able to
conquer. That denotes the quality of
personnel and the quality of training that is available here in the Nigerian
Air Force and most especially the passion that you have for service to the
nation”.
He said that since intelligence analysis
was important in averting “surprises” by the enemy, clandestine operatives and
intelligence analysts must redouble their efforts to prevent attacks by
terrorists by uncovering their plans and plots “thereby averting intelligence failures”.
In his remarks, the Director of Air
Intelligence, Air Vice Marshall Mohammed Usman said the “graduating
intelligence Analysis Course Q1/2016 should realize that this course is aimed
at equipping them for higher intelligence operations, as intelligence analysis
is the hub of intelligence operations”.
The intelligence Chief urged the
graduates of the Intermediate Intelligence Course (IIC) and the Basic Intelligence
Course (BIC) to enhance the intelligence gathering efforts of the Nigerian Air
Force. He said that the current internal
security situation in Nigeria has led to an “increased demand for organic
intelligence gathering capabilities for the armed forces”.
Addressing the graduates, the Commandant of
the Nigerian Air Force School of Air Intelligence, Group Capt. Raymond Nwankwo
said the training was aimed at boosting the capacity of the graduants.
He emphasized that through capacity-building,
the nation’s security challenges such as insurgency and terrorism would be
successfully combated.
The Commandant stated that the
introduction of Intelligence Analysis training into the School’s curricular was
to ensure optimum performance of intelligence.
The graduation ceremony combined
three classes – the Intelligence Analysis Course, the Intermediate Intelligence
Course and Basic Intelligence Course.
