The Nigerian Communications Commission (NCC) has said it is not the regulator of the contents of the social media networks that many stakeholders have complained about.

NEMSA on nationwide monitoring of substations

The Nigerian Electricity Management Services Agency (NEMSA) has commenced a Nationwide Technical Monitoring and Evaluation of the primary 33KV feeder lines and associated 33/11KV injection substations with supply source from 330/132/33KV transmission substations, reports ITRealms.

The exigency of the exercise is to identify constraints militating against quick realization of the Federal Government’s policy and efforts for sustainability of the incremental, stable and uninterrupted power supply as they are achieved through the 33KV primary feeder lines to the 33/11KV injection substations and subsequently through the 11KV feeder lines and associated distribution transformers and finally to the consumers. Also this is to identify the high risk and technical loss points along the 33KV feeder lines. Again this is to enable us find out the causes/reasons for load rejection by the DisCos and to make recommendations for dealing with identified issues/challenges.

Engr. Peter O. Ewesor, the MD/CEO NEMSA & Chief Electrical Inspector of the Federation, while on one of the inspections, said “the importance of the exercise cannot be overemphasized in light of the spate of the increasing number of electrical accidents and incidents, power failures/outages at the downstream-of the power value chain (power distribution networks) even when there is a huge increase in power generation in the grid system”.

The exercise, which commenced on the 18th of October, 2017, has so far covered Abuja, Ikeja, Kano, Benin, Port Harcourt, Kaduna and Enugu DisCo’s networks and the exercise is still ongoing.

Furthermore, Engr. Ewesor said “the exercise will identify high risk defective networks that pose serious threat and danger to operators’ operational staff and the general public for immediate attention and correction/rectification by respective DisCos and TCN.  

Therefore, the importance and the expected positive impact of this National Technical Monitoring and Evaluation exercise which is part fulfillment of NEMSA’s mandate cannot be overemphasized.

During the exercise, some of the DisCos were given immediate order to effect rectification of the defects and lack of procedures that were observed.

Dangote gets hotline, email for monitoring, reporting unscrupulous truck drivers

The management of Dangote Industries Limited has set up hotlines and electronic mail (email) for the public to call in and report truck drivers, for recklessness and illegal haulage of contraband goods with a promise to appropriately compensate whistleblowers that lead to arrest of errant drivers, reports ITRealms.

A press statement available to ITRealms, Dangote management, noted that the trucks belonging to Dangote Cement are only allowed to carry cement, high grade gypsum and coal, those belonging to Dangote Sugar (NASCON) are authorized to carry only salt and Dan Q seasoning.

Also, the company disclosed that trucks belonging to Agro Sacks, the bags producing arm of Dangote Group, can only carry bags, belonging to Dangote flour Mills, Wheat, Flour and Danvita.

“The Management of Dangote Industries Limited hereby alerts the public to report any suspected Dangote truck driver involved in illegal haulage. Please call Dangote Industries Management hotline on all information regarding illegal haulage activities on 08070188000, 01-2123567, 08170023846, 08152093133 and or email us at CustomerCare@Dangote.com”.

Dangote Management also issued a stern warning to those illegally transporting unauthorized goods through its trucks. “Dangote Industries Limited also wishes to warn those that illegally transport materials on Dangote trucks that such unauthorized goods, when found, shall be confiscated and such owners prosecuted to the full extent of the law”.

It would be recalled that the company recently intercepted one of the company’s truck loaded with contrabands in Ibadan, arrested the drivers and handed them over the Nigerian customs for further investigations and prosecutions.

The arrest was effected by a crack team of the Company’s security personnel led by its Chief Security Officer who acted on intelligence, bordering on misconduct by some of its drivers.


While handing over the drivers and his motorboy to the Customs Authority, Assistant General Manager, in charge of Security Services, CSP Ali Garba explained that the company has a surveillance section that monitors all his trucks and drivers’ activities.

Development Measures drills 40 professionals on monitoring, evaluation

A 3-day strategic monitoring and evaluation training, organized by Development Measures (DM) ended in Abuja, with participants applauding the discussions centred on Monitoring and Evaluation (M & E), reports ITRealms.

The rich content of the workshop made the difference. The outing was indeed, an eye-opener to the endless opportunities that abound in the indispensable area – Monitoring and Evaluation (M and E).

For Jennifer Ukaobasi, a lawyer, it was time well-spent. “This training is one of the best things that have happened to me in my pursuit of knowledge. I enjoyed every minute I spent at the Workshop. Monitoring and Evaluation is an indispensable aspect of project implementation. 

"Of all the trainings I have attended, this, I must confess is exceptionally rich. They broke down M & E to the level of understanding of all and you can see; now, I talk M and E; I eat M and E; I have developed love for M and E and I am now an M and E professional. I was taught by some of the best hands in the field in the country and beyond. I would not have forgiven myself if I missed the workshop.”

The 3-day Workshop was held in Abuja, Nigeria, from 19th to 21st of July, 2017, with about forty participants in attendance.

Speaking at the event, President, Development Measures Global Network and Monitoring and Evaluation expert, Emmanuel Uche, described Strategy development, Monitoring and Evaluation as essential in every project.

“The training is part of the organisation’s Institutional strengthening capacity building series, aimed at improving the operational capacity, programme impact and sustainability; targeting non-state actors. The failure of projects in Nigeria is as a result of failure in managing for results.

“This training is aimed at building the capacity of participants, sharpening their skills, and deepening their understanding of Monitoring and Evaluation, as well as Managing for Results, for greater productivity,” he said.

In his presentation on Managing for Results: Foundational, Logic and the Project Cycle, Uche explained that “Managing for Results or Results-Based Monitoring is the collection and analysis of data to determine whether or not projects of programme activities are contributing to the achievement of stated aims and objectives.”

He defined Evaluation as “an assessment of a planned, ongoing, or completed intervention to determine its relevance, efficiency, effectiveness, impact, and sustainability.”

Also in his paper entitled: approaches to Managing for Results – the PMP, The Log frame and M4P, he made a case for a clear understanding of each of the approaches before they are adopted by professionals; even as he also gave practical examples on developing a Logical Framework.

Speaking on Understanding Evaluation, its triggers and Meta-Evaluation, Uche described effective monitoring of a project as the foundation for effective evaluation of all such projects.

He explained that the essence of monitoring and evaluation is to guide funding decision of projects.

Dwelling on “Understanding Strategy”, Dr. Ada Isabella Igbokwe described it as central to the success of every endeavor, without which there may not be proper direction in projects implementation.

Speaking on Strategic Planning Imperatives, Igbokwe argued that strategic planning is an integral part of every programme, if it must be successful.

Tackling "Understanding Results, Indicators, Baselines and Targets," a Professor of Economics, Onyukwu Onyukwu argued that: “over five-decade experience of less than satisfactory effectiveness and efficiency of aid in terms of the achievement of development objectives led to a shift in programming focus at the turn of the millennium.

"The international community thus shifted its focus from ensuring quality aid activities to ensuring aid development results. This shift produced an increasing demand for thorough planning and evaluation of the development results of aid interventions. The best way to refocus on results and not activities is to determine the organisations/programme key result areas during the planning stage.”

On Data Analysis and Reporting, Professor Onyukwu described data collection as an integral part of a monitoring and evaluation system, arguing that performance is better measured through data.

“Inferences from analyzed data help to determine if programme goals have been attained; thus, there could be better resource mapping. Data come from various sources and through various instruments and they can be used as advocacy tools.”

Other resource persons include: Oduenyi Okonkwo, who spoke on: The Monitoring and Evaluation Plan, Work planning and Operational Plan; Dr. Walter Duru, among others.

Some of the organisations that participated in the event were: Africa Network on Environment and Economic Justice – ANEEJ; Media Initiative against Injustice, Violence and Corruption – MIIVOC; Lawyers Alert, African Center for Human advancement and resource support, Development Measures; Human Support Initiatives, among many others.
Development Measures is a private non-governmental organization, committed to building institutional capacities to effectively manage for results in both public and private spheres.


They have their key competencies in the provision of consultancy services around governance strengthening, strengthening system for accountability and transparency, organizational strategy development and performance management, system studies, research and evaluation.

FG says 'We are not monitoring social media, citizens calls'

The Federal Government has described as false the information being circulated on the Social Media to the effect that under a purported Ministry of Interior Regulation, all phone calls and Social Media posts made by the citizens are to be monitored and recorded, reports ITRealms.

The Minister of Information and Culture, Alhaji Lai Mohammed, on Monday in a press statement made available to ITRealms by the Segun Adeyemi, his Special Assistant (SA) was quoted as describing the development as another example of disinformation that has permeated the media space, especially the Social Media.

The Minister said the intention of those behind the false news is to give the impression that the Federal Government is working to stifle freedom of speech, which is not the case.

''There is no regulation, old or new, from the Ministry of Interior or any federal government agency requiring the recording of all calls or the monitoring of Social Media platforms like WhatsApp, Twitter or Facebook. We are therefore using this medium to inform all Nigerians that what is being circulated in this regard is totally false and should be disregarded.

''We thank all Nigerians who have reached out to us in an effort to confirm the authenticity or otherwise of this information, which is now being widely circulated on the Social Media. This is the best way to ensure that the purveyors of false news do not dominate our media space,'' he said.
