PIN's 4th short film loading on human rights day, screens films @Web Summit - ITREALMS

The Paradigm Initiative’s (PIN’s) fourth short film is set for release on 10th, December, 2023, in honour of this year’s Human Rights Day and the 75th anniversary of the Universal Declaration of Human Rights (UDHR), reports ITREALMS.The movie is inspired by findings of the organisation’s annual Londa 2022 report which provides insight into the state of digital rights and inclusion across 24 African countries. Like preceding projects, the short film will provide exposure to some key aspects raised in the report, and sensitise the public on how the issues affect them and the need for advocacy.

Loading … New standards for non-geostationary satellites - ITREALMS
Deployment of Non-Geostationary Satellite Orbit (NGSO) in specific bands and services received boost at the 38th ITU World Radiocommunication Conference (WRC-19) with its adoption based on regulatory approach, reports ITREALMS.
The agreement reached at WRC-19 establishes regulatory procedures for the deployment of non-geostationary satellites, including mega-constellations in low-Earth orbit (LEO). The milestone-based approach will provide a regulatory mechanism to help ensure that ITU’s Master International Frequency Register reasonably reflects the actual deployment of such NGSO satellite systems in certain frequency bands and services. In defining more flexible timelines and objective criteria, this approach also seeks to strike a balance between the prevention of spectrum warehousing, the proper functioning of coordination mechanisms, and the operational requirements related to the deployment of NGSO systems.
While satellites in geostationary orbit are aligned with the earth’s rotation at an elevation of 36,000 km, NGSO satellites move across the sky during their orbit around the earth, in medium Earth-orbit 8,000 – 20,000 km above the earth and in low-Earth orbit at elevations between 400 and 2000 km.
With the availability of launch vehicles capable of supporting multiple satellite launches, mega-constellations consisting of hundreds or thousands of spacecraft are becoming a popular solution for global telecommunications, including to remote rural areas and isolated communities, providing low-latency broadband coverage (owing to their proximity to the earth’s surface), remote sensing, space and upper atmosphere research, meteorology, astronomy, technology demonstration and education.

AI ‘Driving Test’ for our roads, loading - ITREALMS

A new ITU Focus Group on 'AI for autonomous and assisted driving' will work towards the establishment of international standards to monitor and assess the performance of the Artificial Intelligence (AI) 'Drivers' steering automated vehicles, reports ITREALMS.
A new ITU Focus Group on 'AI for autonomous and assisted driving' will work towards the establishment of international standards to monitor and assess the performance of the Artificial Intelligence (AI) 'Drivers' steering automated vehicles, reports ITREALMS.
The group, ITREALMS gathered, is open to all interested
parties and is expected to build public trust in automated vehicles as the
prerequisite to their success in reducing the 1.3 million deaths on roads each
year.
Also, the Focus Group's primary objective is to validate the
driving behaviour of automated vehicles so as to present evidence to justify
this public trust.
Its ultimate aim is to meet the public expectation that:
- AI
never engages in careless, dangerous or reckless driving behaviour
- AI
remains aware, willing and able to avoid collisions at all times
- AI
meets or exceeds the performance of a competent, careful human driver
"Connectivity and automation show great promise to
improve road safety," said ITU Secretary-General Houlin Zhao. "This
Focus Group is a welcome initiative to ensure that assisted and autonomous
driving technologies exhibit the behaviour required to fulfil this
promise."
"Standards support new partnerships," said Chaesub
Lee, Director of the ITU Telecommunication Standardization Bureau. "This
Focus Group builds on over a decade of ITU work to ensure that the convergence
of the ICT and automotive industries is rooted in mutual trust and
understanding."
"Should there be an equivalent of a Turing Test for AI
on our roads? Absolutely," said the Focus Group's Chairman, Bryn Balcombe,
Autonomous Drivers Alliance (ADA). "Especially when all drivers, human or
AI, need a shared understanding to predict both behaviours and risks."
The motivations for the project were first elaborated at the
third edition of the AI
for Good Global Summit in Geneva, 28-31 May 2019, where
discussions led by ADA highlighted the public expectation that AI Drivers
should be held to the same legal standards as human drivers.
The original Turing Test is a test of a machine's ability to
exhibit intelligent behaviour equivalent to, or indistinguishable from, that of
a human.
The proposed Turing Test for the road could become the basis
for an International Driving Permit for AI. The right hold to this permit would
be assessed continuously, based on the AI Driver's behavioural performance on
the road.
The Focus Group will contribute to ITU's development of
technical standards in support of the UNECE
Global Forum for Road Traffic Safety (WP.1) and in accordance with
the 1949 and 1968 United Nations Conventions on Road Traffic.
ITU Focus Groups accelerate ITU studies in fields of
growing strategic relevance to ITU membership. They establish a basis for
related international standardization work in ITU Study Groups. The ITU Focus
Group on ‘AI for autonomous and assisted driving’ will report to ITU-T Study
Group 16 (Multimedia).
