Sophos, a global leader of innovative security solutions that defeat cyberattacks, today released additional findings from its annual “State of Ransomware 2024” survey. According to the report, among organizations surveyed, 97% of those hit by ransomware over the past year engaged with law enforcement and/or official government bodies for help with the attack.
In addition, more than half (59%) of those organizations that did engage with law enforcement found the process easy or somewhat easy. Only 10% of those surveyed said the process was  very difficult.

Chieftain of the All Progressives Congress and erstwhile National Publicity Secretary of the defunct New People’s Democratic Party (nPDP), Chief Eze Chukwuemeka Eze has extended a warm felicitation to the former Minister of Transportation and Presidential aspirant, Rt. No fewer than two hundred and fifty stakeholders, Wednesday, unanimously gave their nod to the steps towards enacting a principal Data Protection law for Nigeria.

Madonna students end debate, Mass Comm, Law others make final round

The second stage of the Madonna University (Okija campus) 2017/2018 Inter-departmental students debate has ended, with Mass Communication, Law, Philosophy and Accountancy departments qualifying for the final round of the exercise, reports ITRealms.

The last of the second stage of the competition ended Thursday, with Mass Communication department and Law faculty qualifying for the final round of the exercise, leaving behind English and Literary Studies and International Relations.

The first phase of the second round was held two weeks ago, wherein Philosophy and Accountancy departments emerged, also leaving behind two other departments.

Speaking earlier on the essence of the exercise, Coordinator of the Madonna University Debate competition, Dr. Tony Nkemakolam described it as a purely academic exercise, even as he urged the participants to imbibe the spirit of sportsmanship.

Adding his voice, Chaplain and Administrator of Madonna University, Okija campus, Rev. Father Francis Nwachukwu commended the decorum that characterized the exercise, while urging the students to see it as a challenge to develop their skills and intellect.

He however urged all to practice love for one another and imbibe discipline, even as he charged the students to take their studies very seriously to justify the huge investments on them by their parents. He further advised them to always be good ambassadors of the University wherever they find themselves.

In their separate speeches, Chairperson of the Madonna University Debate committee, Dr. (Mrs.) Uche Oboko and the University Orator, Mr. Charles Eze commended the students for what they described as their ‘can-do spirit’ and urged them not to relent.

They further charged the students to see the exercise as a friendly competition aimed at challenging their intellects, warning them not to see it as a do-or die affair.

The 2017/2018 phase of the competition commenced with seventeen (17) departments. At the end of Thursday’s round, only four of the departments qualified for the final stage of the exercise.

The topic of the second round of the debate was: “Taming the menace of corruption in Nigeria: my department, as the best panacea.”

The final round of the debate, with the topic: “Nigeria’s 2019 Presidential election: a candidate from my discipline, the hope of Nigeria’s advancement” shall hold on a date to be announced soon.

The law faculty was represented in the competition by: Tiku Ebam Okorinyen, Udolisa Chibuzor and Deborah Ngonadi; Philosophy department was represented by: Daniel Obi, Maurice Ugochukwu and Justin Obiesika; Accountancy department was represented by: Nancy Ejimole, Joy Anumba and Edmund Iwunze; while the department of Mass Communication was represented by three hot heads: Chinyere Linda Agbasiere, Adaeze Monday and Juliet Ogbozor.

Thursday’s event was attended by very important dignitaries, including Head of Exams and Records of Okija campus of the university, Rev. Father Tobias Ozioko, Acting Head of the Department of Mass Communication, Dr. Walter Duru, Head of Department of Economics, Dr. Theophilus Ugwoke, Professor (Mrs.) Bernadette Chukwuneke, head of the Panel of Judges, Stephen Kenechukwu and Timothy Onyejelem. Other members of the Panel are: Dr. Calistus Ogu and Dr. K.C. Obi. Thousands of undergraduate and graduate students of Okija campus of the university cheered their colleagues up in excitement, as the competition raged.

The highlights of the event were: musical, choral and drama presentations by highly talented students of the university.

Investigations revealed that the final round of the debate may be declared open by the Vice Chancellor of the University, Professor Chuks Ezedum.


It would be recalled that the 2016/2017 winners of the interdepartmental debate of the university were given automatic Scholarship by the University authorities, a development that may be responsible for the keen contest and seriousness shown by the debaters.

Cambridge Analytica scandal: CSEAN urges NASS to investigate Facebook, enact data protection law

The CyberSecurity Experts Association of Nigeria (CSEAN) has urged the National Assembly (NASS) to investigate the ongoing scandal of data-mining by Facebook and Cambridge Analytica as revealed by a whistle-blower, Christopher Wylie, reports ITRealms.

CSEAN also NASS to as matter of urgency, enact data protection law, according to its President, Mr. Remi Afon, at the weekend.

He told ITRealms that CSEAN is highly concerned at the news that millions of Nigerians data were allegedly harvested from Facebook and used in a targeted online campaign with the aim of influencing the outcome of 2015 election.

He noted that Cambridge Analytica, the analytics and marketing firm based in United Kingdom (UK) has been implicated in this scandal that also involved allegation of hacking of President Muhammadu Buhari’s email who was at that time the Presidential Candidate of the All Progressive Congress (APC).

The firm was allegedly paid £2 million ($2.8 million) by an unnamed Nigerian billionaire to “orchestrate a ferocious campaign” against President Muhammadu Buhari.

While it is now becoming common to use data analytic software to perform targeted online marketing campaign, CSEAN President noted that the recent revelation by Christopher Wylie the whistle-blower and former research director for Cambridge Analytical, is to say the least worrisome.

Wylie alleged while testifying before a committee of British Parliament that an Israeli company called Black Cube was engaged to hack private health data from President Muhammadu Buhari email.

ITRealms gathered that Black Cube has however debunked this assertion, while AggregateIQ (AIQ) a software development firm based in Canada was said to have handled the hacked data and also distributed threatening anti-Islamic videos that showed people’s throats being cut in an effort to intimidate voters and dissuade Nigerians from voting during the 2015 presidential election.

According to Wylie the “AIQ was handed material about Nigeria from Cambridge Analytica to distribute online - that is distribution of kompromat (compromising material) and of incredibly threatening and violent video content,”  AggregateIQ has meanwhile denied this allegation.

CSEAN president, equally noted that the Facebook Chief Executive Officer (CEO) has taken out a full-page advert in some selected print media in the United States (US) and UK to apologise for the Cambridge Analytica scandal but despite Nigeria being also a victim of the misuse of data, no such apology has been tendered in Nigeria.

“Such is the kind of treatment Nigeria has always received and will continue until we begin to hold organisations accountable for personal data of Nigerians they hold. While UK and US are busy investigating the key actors in this scandal, Nigeria is yet to react officially,” he said.

In order to continue to give Nigerian citizens assurance that their data will be managed securely and safely by organisations that hold and process their personal data, CSEAN therefore call on National Assembly as a matter of urgency to initiate robust investigation of Facebook, Cambridge Analytica, AggregateIQ and Black Cube to ascertain whether Nigerian Cyber Crime law has been breached and also look at the present gaps in the law with the aim of enacting a strong data protection law.  As 2019 general election is fast approaching, we will continue to witness online targeting using social media to influence voters.

“The time has come for the Federal Government to set up a Cyber Security Unit that will have capability of defending government systems from cyber threats and provide support to the existing security agencies in terms of cybersecurity investigations,” he said.

CSEAN, Mr. Afon said, has put together a technical session and table-top  exercise during its forth coming Cyber Secure Nigeria 2018 Conference scheduled to take place in Lagos on the 9-10th May 2018, to discuss “Election Manipulation Using Social Media Data to target Nigerians in 2019”.

A communique, he said, will be issued at the end of the conference and shared with relevant authorities, which has the theme for this year as “Mitigating Cyber Threats in Digital Age”.

2018 Appropriation Bill: Ambode signs N1.046TR budget into law

Lagos State Governor, Mr Akinwunmi Ambode has signed the 2018 Appropriation Bill of the State into law with a total budget size of N1,046,121,181,680.00, reports ITRealms.

Performing the signing on Monday, Ambode said the total budget size comprises of N347, 038, 938, 872.00 to be funded from the Consolidated Revenue Fund, and N699, 082, 242,808.00 from the Development Fund for both capital and recurrent expenditure for the year ending 31st December, 2018.

According to the Chief Press Secretary to the governor, Habib Aruna, in a press statement made available to ITRealms, disclosed that Gov. Ambode signed two critical bills into law, namely the Consolidated Transport Sector Bill and the Lagos State Teaching Service Commission Bill.

The Transport Sector Law 2018 provides for the development and management of a sustainable transport system in the State, as well as development, management and maintenance of transport infrastructure and facilities within the State.

The law also regulates the provision of an efficient transport delivery system and ensures availability of a safe and affordable transportation system. It is hoped that with this law, an efficient integrated transport management system will evolve in the State

On the other hand, the Teaching Service Commission Law 2018 provides for the control and management of teaching service matters in the State, and for connected purposes.

The law regulates and co-ordinates the management of teaching service matters and provides uniform guidelines for the effective management of Post-Primary Schools in the State.

Governor Ambode, while presenting the 2018Appropriation Bill to the State House of Assembly, had pledged that his administration would make every effort to complete all ongoing projects as well as initiate new ones to consolidate on the development recorded in the last two and half years.

He said the budget, christened as “Budget of Progress and Development”, would be used to consolidate on the achievements recorded in infrastructure, education, transportation/traffic management, security and health sectors, among others.

Outlining the key components of the budget, Commissioner for Economic Planning and Budget, Mr. Olusegun Banjo said capital expenditure would gulp N699.082billion, while N347.039billion would be dedicated to recurrent expenditure, representing a Capital/Recurrent ratio of 67 per cent to 33 per cent and a 28.67 per cent increase over Y2017 budget.

He also listed key projects captured in the 2018 Budget to include the Agege Pen Cinema flyover; alternative routes through Oke-Ira in Eti-Osa to Epe-Lekki Expressway; the 8km Regional Road to serve as alternative route to connect Victoria Garden City (VGC) with Freedom Road in Lekki Phase I; completion of the on-going reconstruction of Oshodi International Airport Road into a 10-lane road and the BRT Lane from Oshodi to Abule-Egba.

According to sectoral breakdown of the budget, General Public Services is earmarked to gulp N171,623bn, representing 16.41 per cent; Public Order and Safety, N46.612bn, representing 4.46; Economic Affairs, N473,866bn, representing 45.30 per cent; Environmental Protection, N54,582bn, representing 5.22 per cent, while Housing and Community Amenities got N59,904bn, representing 5.73 per cent.

Health sector got N92.676billion, representing 8.86 per cent; Recreation, Culture and Religion got N12.511billion, representing 1.20 per cent; Education got N126.302billion representing 12.07 per cent, while Social Protection got N8.042billion representing 0.77 per cent.

Under the budget, there are provisions for completion of the five new Art Theatres; establishment of an Heritage Centre at the former Federal Presidential State House recently handed over to the State Government; a world class museum between the former Presidential Lodge and the State House, Marina; construction of four new stadia in Igbogbo, Epe, Badagry and Ajeromi Ifelodun (Ajegunle) and completion of the on-going Epe and Badagry Marina projects.

On Housing, there are provisions for completion of on-going projects especially those at Gbagada, Igbogbo, Iponri, Igando, Omole Phase I, Sangotedo and Ajara-Badagry under the Rent-to-Own policy, among others.

Also speaking, Commissioner for Finance, Mr. Akinyemi Ashade put the projection for revenue (IGR) at N897billion, while the remaining part of the budget would be funded by deficit financing.

”Today is a good day in our State, the Governor just signed the 2018 Appropriation Law. For the first time the Law has about N1.046trillion as total amount that we would spend in 2018.

“The Budget is tagged “Budget of Progress and Development” and in terms of capital and recurrent expenditure, we have 63 per cent Capital and 37 per cent Recurrent and that shows that we are really big on infrastructural renewal.


“In terms of revenue, we are expecting a total of N897billion both from the State and Federal receipts, so the rest would be funded through budget deficit financing. We are focusing this year on completing all projects that we have started knowing fully well that people would say that this is an election year, but the Governor is focused on delivering the dividends of democracy; we are not slowing down, we want to really ensure that we touch every aspect of Lagos that needs to be touched in terms of infrastructural renewal, welfare and other things that the Governor promised,” Ashade said.

Law enforcement agencies go on digital rights, cybercrimes


Participants at a workshop on Digital Rights and Cybercrimes have called for increased capacity building for law enforcement agencies on handling issues related to cybercrimes in Nigeria and digital rights of the citizens, reports ITRealms.

Speakers at the workshop hosted by Paradigm Initiative in collaboration with the Federal Ministry of Justice on Wednesday, 31st May 2017 focused primarily on section 24 and 38 of the Nigeria’s Cybercrimes (Prohibition, Prevention, etc) Act 2015.

According to the Program Manager at Paradigm Initiative, Adeboye Adegoke, “the focus on the two sections was deliberate. We focused on those sections because they are prone to be misapplied to infringe on the digital rights and freedoms of citizens, especially freedom of expression and privacy online. Section 24, in particular, has already been cited in more than ten documented cases of alleged illicit arrest and abuse of rights. Provisions of Sections 24 and 38 of the Act were examined at the workshop as they are believed to be threats to digital rights in Nigeria.  Section 24 poses a threat to freedom of expression online while section 38 gives security agencies the right to hold on to citizen’s information, thereby violating their rights to privacy of their information online.”

The workshop which provided an opportunity for participants to review cases of arrests related to sections 24 and 38 of the Act and the effects of these arrests on citizens. 

Participants were drawn from the Nigerian Police Force and the Economic and Financial Crimes Commission (EFCC) from various states in Nigeria and the FCT.

Executive Director, Paradigm Initiative Mr ‘Gbenga Sesan, while introducing participants to Digital Rights, highlighted the importance of the internet to democratic participation in Nigeria, and stressed that though rights in the digital realm exist, they are not respected. 

He spoke on the provisions in the Cybercrimes Act 2015 that give law enforcement agents access to citizen’s data and how these provisions are prone to abuse. He illustrated with examples of ways in which files in government offices and Nigerian courts are currently being handled. 

According to him, “Surveillance and Interception must be lawful, with clearly stated procedures and clear judicial oversight to avoid abuse. Respect for human rights in the day to day activities of law enforcement officers helps to foster citizen and security agency cooperation. It is well known that countries that focus on innovation rather than clampdowns avail themselves huge economic opportunities. This can be seen through the relationship between the GDP of those countries and the level of internet penetration and internet freedom”.

Also speaking to participants at the training, Mr. George-Maria Tyendezwa, Head, Computer Crime Prosecution Unit at Federal Ministry of Justice stressed that we must differentiate between libel and slander from cyberstalking, and that one-time acts don’t constitute stalking mentioned in Section 24. 

He advised anyone that feels defamed not to use the apparatus of the state to oppress anyone but to go to court for remedy

According to Tope Ogundipe, Director of Programs at Paradigm Initiative, “we believe that law enforcement agents who participated in the workshop are better equipped in handling and managing cases involving Cybercrime as a result of this workshop. Our objective is to ensure that the Cybercrimes Act 2015 does not become an instrument of oppression in the hands of the powerful using security agencies as tools.”


The workshop was attended by operatives from Abuja, Bauchi, Gombe, Nasarawa, Rivers, Kano, Lagos, Enugu and the FCT.

Saraki criticizes arrest warrant


 
The Nigerian Senate President, Bukola Saraki has criticized the order for his arrest by the Code of Conduct Tribunal on Friday, saying it is an abuse of rule of law, ITRealms reports.

In a statement signed by his Special Adviser on Media and Publicity, Mr Yusuph Olaniyonu and made available to the media, he said the ruling by the tribunal was inimical to the judicial system.

“The Tribunal today left nobody in doubt that it cannot do justice on the matter before it. The tribunal has equally set a bad precedent in the way and manner it conducted itself during the proceedings. We want to emphasise the fact that this is not part of any war against corruption but using state institutions to fight political opponents.

“And seeking to achieve through the back door what some people cannot get through democratic process. We need to caution here that in a desperate bid to settle political scores and nail imaginary enemies, we should not destroy our democratic institutions and heat the polity for selfish reasons. Let us all learn from history,’’

ITRealms recalled that the Nigeria's Code of Conduct Tribunal issued a warrant for the arrest of Senate President Bukola Saraki on Friday after he failed to appear before the court. The tribunal is a special court that tries asset declaration misdemeanours. It charged Saraki this week with falsely declaring his assets.

The Judge, Danladi Umar said, "Having sworn to protect the constitution, he Saraki) ought to have shown respect to the tribunal by appearing before it today. I hereby issue a bench warrant for his arrest accordingly. This should be effected by the inspector-general of police."

The Senate president is the third most powerful post in the country. Saraki secured the position in June after a no-contest vote, mainly with the backing of the opposition, ITRealms gathered. However, the move outraged some members of the ruling All Progressives Congress (APC) who were backing other candidates and were meeting outside of the National Assembly when the decision was made.

Eviction: Nwobodo heads to Appeal Court, insists judgment was erroneous

Former Governor of the old Anambra State, Chief Jim Ifeanyichukwu Nwobodo, has gone to the Appeal Court against the judgment of a Federal Capital Territory High Court in Abuja, which ordered him to vacate his rented apartment in Maitama, insisting the Court erred in law, reports ITRealms.

Briefing newsmen Sunday in Abuja, counsel to Nwobodo, Mr. Amobi Nzelu, said his client has been residing in the property situated at 24 Ona Crescent, Plot 768 Cadastral Zone A5, Maitama Abuja for a very long time and wondered why the respondent decided to release the judgment to the media after two months but refused to inform the media of the Appeal against the judgment.


The respondent, Adin Miles International Limited, was said to have sometime in 2008 bought the property from one Alhaji Al-Mustapha Abubakar who had earlier leased the property to Nwobodo.


Nzelu said, "It is not about non-payment of rent as was wrongly reported in the media. My client was ready to pay rent. He was negotiating for an outright sale. The man that bought this property is a fellow Igbo man and knew that my client was occupying this house and that he was his former governor.


"Despite knowing these facts, he still went behind and bought the property, and then told his lawyer not to disclose his identity to my client. That was what happened. A Yoruba man will not do this to his brother, an Hausa man won't do this to his brother. My client had an agreement with the person that sold the house. We do not have any business with the new buyer. I have raised the issue in court, but the Judge closed his eyes on these issues."


In an Appeal suit No. FCT/HC/CV/80/2011 and filed at the Abuja Division of the Court of Appeal by his counsel (Nzelu), the ex-governor asked the Appellate Court to set aside the judgment of the lower court delivered on March 25 2015 by Justice Suleiman Belgore, in favour of the respondent, Adin Miles International Limited.


"The learned trial Judge erred in law when he failed to appreciate the fact that for title to vest in any person who purchase a property in Abuja, the consent of the Hon. Minister of the FCT, Abuja must be sought and obtained and this failure occasioned miscarriage of justice,” Nzelu observed.

Maintaining that the learned trial Judge erred in law when he entered judgment in favour of the respondent without seeing any deed of sale nor deed of assignment nor power of attorney and this occasioned miscarriage of justice.

The Judge, he also said, erred when he assumed jurisdiction to hear and determine the case “in the absence of valid documents" that will vest/clothe the court with jurisdiction.

Nzelu said, "We have been in possession of this property for a long time and the owner made an offer to sell it. He now went behind and picked up this property. My client went and discussed with this man. He even added N30 million to what the man originally paid to acquire it. When we took over this property, it was in a bad shape.

"We now went to court and the judgement was to come up in January this year, but it was deferred till March 25 because of the judiciary workers' strike. The man that went is not the original owner of this property. There was no breach of agreement between my client and him and they are not my client's landlord. There is no deed of sale on this property before they went to court. There is no agreement between my client and the man that went to court."

Nwobodo, he said, had six days after the judgment, specifically on March 31, appealed against it adding that the respondent was served the processes and motion for stay of execution, for which his counsel responded.

Thus, he prayed for "an order of this Court allowing this appeal and an order of this Court setting aside the judgment of the trial Court delivered on March 25 2015."

Breaking News: GEJ signs cyber crime bill into law



In what seems like a pathing gift for the Information and Communication Technology (ICT) sector in Nigeria, President Goodluck Ebele Jonathan (GEJ) has signed the long-awaited Cybercrime bill into law, reports ITRealms.

Reports exclusively reaching ITRealms indicated that Mr. President signed this Act on Friday, May 15 at Aso Villa late afternoon.

This is a much clamoured cybercrime law has suffered set back in scaling through the National Assembly since early days of return of democracy in the country.

Our source, also told ITRealms that this is commendable and passes as another demonstration of political goodwill by the outgoing president, Dr. Goodluck Ebele Jonathan.
 
ITRealms recalled that the first was the conceding defeat to an opposition party at the just concluded presidential election by a sitting president, which earned President Jonathan acclaimed global statesman.
