Acclaimed leader in telecommunications sector, the Airtel Nigeria, laments the 1022 fibre cuts on its infrastructure in the last nine months, stressing the need for inclusion of telecom in the Critical National Infrastructure (CNI) by the Federal Government (FG), reports ITREALMS.

The Director of Corporate Communications & Corporate Social Responsibility (CSR), Airtel Nigeria, Mr. Emeka Oparah, told ITREALMS that the declaration of telecoms infrastructure as Critical National Infrastructure (CNI) by FG would assuage the quality of services by telecom operators.

As said by him, Airtel alone recorded some 1022 cases of fibre cuts in nine months, that is, between July 2019 and 11th of February, 2020.

In addition, he explained that 405 cases of the fibre cut were as a result of road rehabilitation activities by construction workers while 617 cases were due to vandalism.

Airtel urged FG to quickly come to the aid of telecoms operators in the country as these activities have resulted in unprecedented dropped calls, poor network quality, network congestion and poor user experience for telecommunications subscribers across the country.

He also urged the federal and state governments to hasten the approval process for right of way for fibre deployment as well as quicken the Environmental Impact Analysis (EIA) approval process, noting that these actions would help solve the problem of network congestion and network failure.

Also speaking during the briefing, the Vice President, Network Operations, Airtel Nigeria, Dr. Adedoyin Adeola, lamented that telecoms installations across the country are repeatedly vandalized, stolen, bombed and destroyed with reckless abandon, creating myriad of problems for the network operators as well as the telecommunication consumers.

“Telecoms operators are plagued with so many problems ranging from security issues to illegal signal boosters. While a network provider is working hard to restore a fibre cut due to vandalism or activities of road construction workers, it also has to deal with illegal signal boosters, which interfere with network quality and operated by unlicensed operators.

“Then, all operators would have to wait endlessly for Right of way approvals, EIA approvals and other approvals. Also, telecoms installations are huge targets for thieves who cart away with inverter batteries, generators, diesels in addition to the other daily and long standing problems of multiple taxation, community issues and all,” he said.

Dr. Adeola also highlighted the efforts telcos are making to remedy the situation despite the harsh operating climate, stating that steps are being taken to improve surveillance across telecoms fibre routes; proactively engage with construction companies and communities; and enlisting the support of security agencies to access sites/telecoms infrastructure in flash points or troubled areas, among many others.

He also called on the government to urgently declare fibre routes as critical National Assets, contain the security challenges Country-wide and improve public power availability and quality.

Senator Adeyeye’s ouster pain, laments Fayemi - ITREALMS

The Governor of Ekiti State, Dr Kayode Fayemi, has described Wednesday’s ruling of the Court of Appeal that nullified the election of Senator, representing Ekiti South, Prince Dayo Adeyeye, as painful, reports ITREALMS.

Dr Fayemi said more painful was the fact that the ruling of the Appellate Court that sat in Kaduna, remained final in the matter.

He therefore urged Senator Adeyeye to remain calm despite the judicial pronouncement, saying that the ruling, though shocking and unexpected, is not the end of his political career nor his public service.

The Governor, in a statement by his Chief Press Secretary, Mr Yinka Oyebode, in Ado-Ekiti on Thursday, described Senator Adeyeye as a dogged fighter and a politician of repute who is loved by his people. He said he was convinced that the former Senate Spokesman would bounce back and play more significant roles in the nation’s politics.

He said the All Progressives Congress (APC) and the Senator campaigned vigorously during the last election and got the endorsement of the people of the district, adding that that made the Court of Appel’s ruling quite disturbing.

“As we continue to deepen our democratic culture, we cannot but witness occasional setbacks of this nature. It is part of the sacrifice for our nation building.

“We must accept the decision of the appellate court- which is the final arbiter in this particular election petition, with equanimity, though painfully.

“The court’s ruling notwithstanding, Senator Adeyeye remains a credible politician with huge democratic credentials. While many may see this as a temporary setback, I urge him to brace up and see it as part of the sacrifice for the growth of democracy in the country.

“I am convinced that Senator Adeyeye will bounce back, in view of the pride of place he occupies in the hearts of his people.” The Governor said.

While congratulating Senator Abiodun Olujimi for the victory, Governor Fayemi also urged her to be magnanimous in victory and ensure that Ekiti interest is paramount in her agenda at the Senate.

ALTON denies face-off with NCAA, laments regulators turning revenue collectors - ITREALMS

The Association of Licensed Telecom Operators of Nigeria (ALTON) has lamented that most regulatory agencies in Nigeria have turned themselves into tax collectors, just as it denied any rancor with the Nigerian Civil Aviation Authority (NCAA), reports ITREALMS.

According to the Executive Secretary, ALTON, Mr. Gbolahan Awonuga, denied there is any face-off between ALTON and NCAA as reported in some sections of media.

"We have read with interest some reports in the media on ALTON meeting with NCAA and wish to state that there was no face-off between the two bodies," he said.

A press statement available to ITREALMS, Thursday afternoon in Lagos, ALTON decried that most regulatory bodies in the country have now turned into revenue generating bodies which gave rise to multiple taxation.

"We have witnessed in Nigeria today that most of the regulatory bodies have left the regulatory functions and now turn to revenue generating bodies and this brings about Multiple taxation and regulation," he said.

ALTON also disclosed that they merely held a meeting with NCAA to seek clearance on some statutory charges.

According to ALTON, "The issues of Aviation mast height clearance was discussed at the meeting because our members are being charged across the nation being it close to the airports or not and the agency tried to increase some of the charges as reported to us by our members and we took it up with NCAA. ALTON and its members were informed that the essence of the Aviation Height clearance is purely for safety, because they have to identify the routes to guide the Pilots in navigation. We were informed that there are categories of aircraft, big, medium and small, also the choppers and the drones are part of their responsibilities and these are not limited to telecoms infrastructure but to banks, radio stations and high rise building. The Director General said there are lots of Airstrips and helipads the reason for charging across board.

"On the annual renewal, the D.G. informed ALTON that the reason for the renewal is because the earth shift base occasionally and the co-ordinates also changes, as the one taken a year ago may be different from the one taking this year. The earth moves.

"There was no face-off between NCAA and ALTON and its members, though we need clarification on the charges and this led to the agreement at the meeting to form an Advisory Committee which comprises of NCAA and ALTON representatives. Our members are responsible corporate citizens of the country and natural partners in progress that follows due processes.

"We have witnessed in Nigeria today that most of the regulatory bodies have left the regulatory functions and now turn to revenue generating bodies and this brings about Multiple taxation and regulation. Please don't forget that telecommunication operations is not isolated to the ecosystem, the cost of running business in Nigeria, especially telecoms is triple the cost of running same in Ghana and neighboring countries. Almost all agencies of government are after telecommunications, why? We cannot afford to have crisis in the industry because we operate one network in all networks.

"We call on the Federal Government to look into the issue of Tax and Levy Amended Order 2015 signed by the former Minister of Finance in the last administration, Mrs. Ngozi Okonji-Iwaela. This order has created lot of confusion in the taxes and levies regime and making the environment hash for business, not minding the Government Ease of Doing Business programme.

"The telecommunication industry has been the best customer centric sector, where issue pertaining to subscribers are taking very seriously by both the operators and the regulator and despite all challenges there has not for once be an outage compare to other sectors, where you are put on estimated bills and inconsistence in flight schedules that has made several people missed appointments and valued meetings just to mention few.

"We are talking about Smart State initiatives and last mile penetration but some States demands on Right of Way (RoW) are outrageous. The States supposed to provide infrastructure for operators to lease but telecoms spent about 70% of their Capex on Right of Way leaving the remaining 30% to build, this is not fair.

Chinje laments 9,400 Nigerians seeking EU asylum, tasks Nigerian media – ITREALMS

The Senior Special Advisor to the African Media Initiative (AMI) Mr. Eric Chinje, has decried the fact that Africans still seek migration in this 21st century, even as he lamented the application of 9,400 Nigerians who sought asylum in the European Union (EU), reports ITREALMS.

Speaking at the day-1 of the three-day Media and Migration Training for Journalists and Educators in Lagos, Mr. Chinje, said that Africans’ migration story is a sad one.

As said by him, at the training hosted by Africa Positive in collaboration with AMI, Erich Boost Institute, Africans have lots of stateless citizens within the continent than those migrating outside.

Condemning the 9,400 applications seeking for asylum in European Countries, he said, out of this figure, estimated 7,000 of Nigerians were denied asylum as at the first quarter of this year.

He pointed out that people usually migrate within their region, stressing that in African-European comparison as at 2017, 19 million Africans migrate within the continent, just as 9 million Africans migrated to Europe whereas the migration from Europe to Africa is negligible.

On historical peak, he lamented that a total of 158 million migrants and refugees worldwide in 2017, pointing out that altogether, more than two thirds, which is about 68 per cent of all refugees worldwide came from just five countries.

These countries, he listed to include Syrian Arab Republic – 6.3 million, Afghanistan – 2.6 million, South Sudan – 2.4 million, Myanmar – 1.2 million and Somalia – 986,400.

He insisted that for the continent to make a difference, media like in Nigeria must identify and prioritize issues of interest to the populace in order to bring change to the governance, since political leaderships often listen and follow media trends.

“Media tell people what to think about via agenda setting,” he declared, emphasizing that readers and audiences learn not only about a given issue, but also how much importance to attach to that issue from the amount of information in a news story and its positions.

This, he said, points to how a given information is presented to the audience and framed will determine how it would influence the choices people make about how to process that information.

Maintaining that media, especially in Nigeria has a huge role to play to curtail the peak of migration from the continent and the country precisely.

Blockchain tech: VaultBridge to train Nigerians, laments low adoption - ITREALMS

Vault Bridge Global has concluded plans to train Nigerians on the efficacy of blockchain technology, just as it laments low adoption, reports ITREALMS.

The Executive Director of Vault Bridge Global, Mr. Harrison Ozinegbe, told ITREALMS that this could be attributed to the low level of enlightenment.

According to him, this event is a public enlightenment venture and a process to further engage on education, training and advocacy in order to bridge the gap of knowledge deficit of Cyber Security and Blockchain Technology.

“It is also to further unravel the benefits that government, commerce and industry stands to derive from the introduction, adoption and application of the Blockchain Technology,” he said.

Ozinegbe noted that from recent surveys, it has been observed that even the average elite in Nigeria do not have proper and adequate knowledge about this innovative technology called Blockchain.

“Both the public and private sector economies have a lot to benefit from the Blockchain Technology. Unfortunately, operators of the economy are either ignorant or are afraid to venture into an uncharted terrain, just as people trod the path of caution at the introduction of the internet in the 90s. On the other hand, even the few individuals who claimed to have some knowledge about Blockchain end up tagging Blockchain with CryptoCurrency as the only solution that Blockchain can deliver. Blockchain is a disruptive and innovative technology built on trust, an answer to an immutable record, storage, transmission of any form of data or transaction.”

To demystify this myth, he said VaultBridge Global in collaboration with their foreign partners, KIPYA Connect and Bit2Big are organizing this workshop scheduled for November 10, 2018 where arrays of experts in the Blockchain including the CEO of KIPYA and Bit2Big Michael Kiberu Nagenda would make presentations.

Mr. Ozinegbe further noted that what is lacking in the drive to get Blockchain technology accepted in Nigeria include the need for adequate enlightenment, education and training.

“There is need for players in the economy both government and private to constantly engage in adequate studies and research into the Blockchain Technology. Also, there is need for practitioners to come up with Blockchain Technology core solution architecture in real sectors as Power, Health, Energy, Agriculture, Transportation, etc., in order to enhance the economy,” he said.

The workshop, he said, seeks to further address some of these issues and many more that needs to be attended to in order to bring Blockchain technology to work for the growth of the Nigerian economy.

“Our purpose at VaultBridge in putting up this event is to educate and enlighten the general public, create advocacy for what inherent and unfolding benefits that the emergence of Blockchain Technology holds in the future development of Nigeria and Africa at large,” he declared.

APGA presidential candidate, Gbor, laments Nigeria's brokenness, seeks restructuring - ITREALMS

The presidential candidate of the All Progressives Grand Alliance, retired Major General John Wilson Terwase Gbor, on Sunday in Abuja pledged that his administration would protect every Nigerian no matter where the person lives, reports ITREALMS.

Gbor in his acceptance speech after he was endorsed by his party, General Gbor unveiled a five-point agenda which, he said, would promote national security, peace and prosperity of all Nigerians no matter where they lived in the world.

The five-point agenda, which he described as his “irrevocable covenant with Nigerians,” are: true federalism based on fiscal restructuring, security, economic reconstruction driven by private enterprise, social agenda and a presidential initiative that places empowerment of women and the youth as the key driver of national renaissance.

General Gbor told the APGA delegates to the special convention where he was unveiled with his running mate, Chief Jerry Chukwueke, that Nigeria was badly broken, yearning to be repaired. 

But he said that it is only a pragmatic and progressive leader, not just a president, that could rescue the country from the deplorable situation.

“We need a President who believes that all lives matter and works proactively to protect lives and properties of all Nigerians,” he said to the applause of the audience.

Offering himself as the new face of hope in the midst of despair, Gbor said under his leadership, the Federal Government would take steps to revitalize the non-oil sector, reduce the national debt, promote agriculture and above all work “for the prosperity of all Nigerians where “no one and no place is left behind”.

Expatiating on his economic recovery plan, Gbor said: “In line with APGA’s commitment to restructuring, my administration will vigorously pursue the entrenchment of true federalism which promotes productivity and competitiveness among the federating units.

“Thus, instead of the present misguided emphasis on cake sharing, which accounts for high level of corruption, the APGA-led Federal Government, under my leadership, will promote the emergence of viable, competitive and sustainable economic entities that will unleash the creative potentials of Nigerians. The end result of such competitive entities will be wealth creation, job opportunities, social harmony and national security.”

Dismissing the fear of those who argue that restructuring could lead to disintegration, Gbor said: “The truth is that fiscal federalism and national unity are not mutually exclusive. What a restructured Nigeria will achieve is that, we shall move away from the cake sharing formula which breeds laziness and rent seekers to cake baking which unleashes the creative energies of Nigerians especially the youth.”

The National Chairman of APGA, Chief Victor Oye, who unveiled the presidential candidate and his running mate, assured Nigerians that the party was poised to produce governors in at least eight states of the federation. 

Oye hinged his hope on the party’s belief that the All Progressive Congress and the Peoples Democratic Party were in disarray in those states. 

Besides, he stated that APGA was robbed of victory in Nasarawa and Abia States in 2015 and that the party would reclaim the mandates in 2019.

South Africa: Dabiri-Erewa laments killing of 2 Nigerians in 8 days, wants EWS reviewed

The Senior Special Assistant (SSA) to the President on Foreign Affairs and Diaspora, Hon. Abike Dabiri-Erewa, has lamented the latest killings of two Nigerians in eight days, reports ITRealms.

She also called for an urgent review of the Early Warning Signal (EWS) put in place by the Ministries of Foreign Affairs of Nigeria and South Africa early last year. Stressing that Nigeria must speed up the process of finalising its implementation by South Africa.

Apparently disturbed by the latest killings of two young Nigerians in South Africa, the Presidential aide said the review and urgent implementation became imperative as the attacks in South Africa are not reducing but instead increasing at an alarming rate.

A press statement made available to ITRealms by her Media Aide, Abdur-Rahman Balogun, she said the efforts that led to the establishment of the EWS by both countries are not working, ``as the present mechanisms seem to do little or nothing to prevent the occurrences of these killings’’.

Dabiri-Erewa once again appealed to Nigerians living in South Africa to remain calm and shelve their proposed mass protest and await immediate intervention from both countries to stop the killings and bring the culprits to justice.

She noted that while four South African policemen are already on trial for allegedly killing Nigerians in South Africa, it is imperative that anyone found culpable must be punished.

It will be recalled that the Publicity Secretary of the Nigeria Union in South Africa, Habib Miller, told newsmen that two additional Nigerians were killed in South Africa in the past eight days.

Miller identified the latest victims as Francis Ochuba, a native of Ngodo community in the Umnneochi Local Government Area of Abia and Chidi Ibebuike, a native of Uturu in the Isikwuato Local Government Area also in Abia.

“Ochuba, a property owner, was shot dead alongside his estate agent, a female South African on May 5. They were shot dead as they visited the tenant occupying Ochuba’s house to collect rent.

“The incident occurred in Central Johannesburg, while Ibebuike was shot dead at the entrance to his house at Hazyview in Mpumalanga on May 13.

“Ibebuike’s car was subsequently, snatched by yet to be identified gunmen.

“The chairman of the Nigeria Union in Mpumalanga Province, Mr Amadi in company of other compatriots, has reported the incident to the South African police authorities and investigation is underway.”

ITRealms recalls that estimated 800,000 Nigerians, mostly young people, reside in South Africa, according to unofficial estimates.

Ogundipe laments abuse of Cybercrimes law to harass Journalists, ordinary Nigerians

A digital rights expert, Tope Ogundipe has condemned the abuse of Nigeria’s Cybercrimes Act 2015 to harass journalists and ordinary citizens, reports ITRealms.

Speaking at the Research Methods Workshop for Internet Policy and Advocacy in Kampala Uganda, at the weekend, organized by the Internet Policy Observatory at the Annenberg School for Communications, University of Pennsylvania, Ogundipe, who serves as Director of Programs at the pan-African social enterprise, Paradigm Initiative, noted with disheartening that cybercrime Act 2015 is now being turned against the citizens and those seemingly in defense of ordinary people.

Ogundipe who led a session on “Cybercrime, Digital Rights and Law Enforcement in Nigeria” traced the origins of Nigeria’s Cybercrimes Act 2015 and its current use as the prime tool in the hands of the rich and powerful in the country to facilitate the arrest and harassment of journalists, bloggers and ordinary citizens for comments made online.

Lamenting that since the passage of the Cybercrimes Act 2015, there has not been one incident where it has been used to prosecute a real cybercrime case.

“Instead, it has been used to arrest ordinary citizens for comments made online deemed offensive to the powerful in Nigeria. Journalists in particular have been at the receiving end of these arrests using the Cybercrime law, because a large number of journalists have been arrested in Nigeria using sections 24 and 38 of the law” she said.

“Paradigm Initiative, in partnership with Media Rights Agenda and Enough is Enough Nigeria, in response to the use of the Cybercrime legislation in the arrests of citizens have challenged the constitutionality of sections 24 and 38 of the Cybercrimes law in court. The case has been in the courts since 2016. We lost at the court of first instance and we are now at the Court of Appeal. Strategic litigation could be a long and drawn out process and as such patience and perseverance is required in this endeavour,” Ogundipe submitted.

During the workshop, which held between from February 26 – March 3, over 35 researchers and practitioners from across Africa were gathered at Kabira resort Kampala Uganda for an intense week of study on research methods that underpin Internet policy and advocacy on the continent. The workshop participants were drawn from 16 African countries while the faculties were drawn from within Africa, Europe and the United States.

The workshop ended with participants asking questions from the session leader, particularly on how best to conduct strategic litigation within their countries.

“This particular diet is targeted at Development Measure’s partner organisations that are essentially of the organized non-state actors to improve their operational capacity, programme impact and sustainability,” he said.

According to him, the training series, targeting organized non-state actors holds from 19th to 21st of July, 2017, while registration of participants ends on the 17th of July, 2017.

He urged civil society organisations in the country to take advantage of the opportunity to build their capacity, sharpen their skills, and deepen their understanding of Monitoring and Evaluation, as well as Managing for Results, for greater productivity.

Development Measures is a private non-governmental organization, committed to building institutional capacities to effectively manage for results in both public and private spheres.
