Deactivated SIM Card:: NATCOMS urges members to take advantage of NCC new window

Following the plea of the National Association of Telecommunications Subscribers (NATCOMS) and Association of Licensed Telecommunications Operators of Nigeria (ALTON), the industry regulator, Nigerian Communications Commission (NCC) may have granted deactivated subscribers over the non-registration of their SIM cards another window to make amend.

This is coming as NATCOMS urged subscribers affected by the deactivation process to take advantage of this new window.

Speaking to ITRealms, Monday, NATCOMS president, Chief Deolu Ogunbanjo noted that the appeals by both NATCOMS and ALTON to NCC and Ministry of Communication Technology must have paved the way to the latest ground of NCC.

Ogunbanjo also pointed out that on Saturday, July 6, 2013, he was on NTA Network Live Interview with Tony Ojobo of NCC a new SIM Card Registration window for subscribers opened for those affected by deactivation of their SIM cards.

According to him, the NCC latest window is now the only opportunity for disconnected subscribers in Nigeria to have their SIM Cards registered re-activation.

Subscribers whose’ SIM Cards have been deactivated, he said, are advised to go to the nearest Customer Care Centre of their network operator for registration and subsequent re-activation.

Already, he emphasized, Communications Service Providers (CSP’s) are encouraging disconnected subscribers to come and register their SIM Cards and get between N5,000 and N10,000 as re-activation bonus for on-net calls.

Fear grips operators over unregistered data SIMs


Fear may have started to build up among the telecommunications operators in the country, following the readiness of the industry regulator to commence the next phase after deadline and month-long grace for the registration of Subscriber Identification Module (SIM) cards.

This worry is more on the part of telecom operators for their subscribers on data SIM, which investigations revealed that could be easily forgotten, such as SIM on internet modems or dongles, iPads, Point of Sale (POS) terminals, laptops, Automatic Teller Machines (ATM) among other devices.

Investigations by ITRealms Online showed that panic has gripped most of the telecommunications operators over the issue, mostly on the unregistered data SIMs and likely implication to their networks.

More so, the palpable decline in data service patronage, which has the capability to affect the telecom operators’ revenue.

Industry watchers affirmed that the anticipated revenue decline would definitely take some times to recover from any short comings likely to result from the potential disconnection of unregistered SIMs, particularly on data SIMs.

Additionally, ITRealms Online gathered that the worry is heightened by the fact that voice revenue has been on downward slope for some years now, which has resulted on most revamping operators or new entrants to anchor their marketing on data related devices.

Further, this slope, it was gathered may continue for a long time, just as the Nigerian telecom consumers expect the introduction of the Number Portability Scheme, which industry analysts could be another double sword for every operator in the country, thus a call for wake up.

“… Or face subscriber base decline which ultimately will rob off on other related services of telecom operators in the country, especially on data, which cuts across various mobile devices,” one of the analysts said.

Industry watchers argued that this is very clear with the fact that most Nigerian subscribers have more than two mobile handsets and of course those two or more will naturally have data access on them pending when the quality of service improves.

In the last quarter of 2011, ITRealms Online gathered that the telecommunications regulator, the Nigerian Communications Commission (NCC) reportedly extended the deadline for SIM card registration from September so as to enable those yet to register their SIM cards to do so on or before December 31, 2011.

Further reports had it that the expiration of the deadline, which paved the way for collation and harmonization of telecom subscribers’ data was to facilitate the disconnection of unregistered SIM in the country to boost security services operations.

Although by end of September 2011, when the second phase of the SIM registration ended, NCC announced an extension without definite deadline on when the disconnection may take effect.
But industry watchers were of the opinion that the disconnection would not exceed the first quarter of 2012, given the fact that NCC is seriously warming up for the Number Portability scheme.
The objectives of SIM registration, according to NCC are to assist security agencies in resolving crimes and by extension to enhance the security of the state.
Additionally, NCC said that it would facilitate the collation of data by the Commission about phone usage in the country. As well as enabling operators to have a predictable profile about the users in their networks and allow the commission to effectively implement other value added services like Number Portability among others.

MTN ends N1bn reward promo in style, urges data SIM registration


Finally, leading mobile operators in Africa has rested its N1 billion reward promo in Lagos in a grand style, with presentation of prizes to winners and 100 participating subscribers at the event.

Welcoming guest including some of the winners at the event, the General Manager, Consumer Marketing at MTN Nigeria, Mr. Kola Oyayemi, said that this kind of promo can only come from MTN.

He noted that based on the can do spirit of MTN management and staff that the reward promo was a success and was not surprised that after MTN began its promo, other operators in the industry soon realize their ability to run a similar promo, even though it may not be classified as successful as that of MTN.

He also said that the reward promo was to appreciate MTN subscribers for their loyalty in a decade of service delivery for the Nigerian people, which would continue to get better in the coming years.

He affirmed that a total number of 100 subscribers won N10,000,000 each with some of them present at the occasion and where later given their cheques by dignitaries including the Cash Madam, Mrs. Iyabo Lawani among others.

Meanwhile, MTN Nigeria, has urged its subscribers to register newly-purchased Subscriber Identification Modules (SIMs), particularly those in data-enabled devices.

The Corporate Services Executive, MTN Nigeria, Mr. Wale Goodluck made this call at the weekend, noting that though the vast majority of MTN subscribers have since complied with the directive to register their SIMs, it is important for those buying new SIMs to also register them.

“We would like to again remind our subscribers that the registration directive covers all SIMs, from those in mobile phones to those inserted in Fastlink internet dongles, iPads, laptops, Point of Sale terminals (POS), Automatic Teller Machines (ATM) as well as those embedded in car-tracking devices, among others.”

According to him, all unregistered SIMs will be disconnected at a set time to be communicated by the Nigerian Communications Commission (NCC).

Mr. Goodluck therefore called on MTN subscribers to register their SIMs including those in data-enabled devices at any MTN registration point nearest to them.

“We thank our customers who have already registered their SIMs and assure them that we will continue to strive to meet and exceed their expectations,” he said.

In a related development, the 5th IT Edge West Africa Convergence Forum, scheduled for next month, March has received the support of MTN Nigeria.

The event is organized by the ITEdge Intelligence Unit (ITE-IU), owned by Know-How Media publishers of IT Edge News.Com; the annual interactive Forum focuses on Convergence Trends in West Africa in conjunction with regulatory authorities and policy makers from across West Africa.

Disclosing this, the head of ITE-IU) and editor of IT Edge News.Com, Mr. Segun Oruame, said that the forum holds on March 30, in Lagos at the instance of the industry’s stakeholders in Nigeria.

“Mobile telecommunication company, MTN Nigeria with close to 40 million subscribers, is one of the sponsors of Forum 2012,” he revealed.

Airtel felicitates with subscribers, urges SIM registration


Telecommunications Operator, Airtel Nigeria, has enjoined subscribers to take the opportunity of this festive season to register their Subscriber Identification Module (SIM) card.

Chief Operating Officer and Executive Director of Airtel Nigeria, Deepak Srivastava, counseled Nigerians to heed necessary safety and security pre-cautions during the festive season, advising telecoms users to activate their voicemail service and guide against phoning while driving.

The festive season, he said, provides excellent opportunities for merry-making just as he noted that the occasion will also afford Nigerians an opportunity to reflect and rededicate themselves to rebuilding the nation’s economy.

Also, he advised existing customers and potential new customers of Airtel who are yet to register their SIM card to take advantage of the holiday to do so, adding that this will afford them the opportunity to enjoy many of the innovative and affordable packages and services including Airtel Steady-Steady and Club 10 among others that the company has introduced.

He insisted that Airtel SIM registration remains free and that customers should in no way make payment for the service, stressing that the company is prepared to take a serious action against any agent that demand for money before registering customers.

Therefore, he urged Nigerians to be vigilant and to report any attempt by any agent to abuse the process through any of its offices, or by email, or phone call, providing such vital details as the name of the agent, location such as the spot, town/city, and state, date and time of the day.

In line with the directive of the telecom industry umpire director, the Nigerian Communication Commission (NCC), every phone in Nigeria is expected to be register before the line owner can enjoy complete telecommunication service

Srivastava then wished Nigerians happy celebrations and a prosperous 2012, saying that Nigerians should use the festive occasions ahead to spread love, extend goodwill and show appreciation to everyone, especially those in need.

Confusion trails SIM registration deadline


Despite the extension window extended by the telecom regulator, the Nigerian Communications Commission (NCC) for subscribers to still register their Subscriber Identification Module (SIM) cards during the harmonization period yet undetermined, indications have emerged that confusion is now trailing and threatening the entire process.
 
This follows the fact that some operators, supposedly acclaimed big players but not leaders in the market are calling subscribers up to say ‘Sorry sir, your SIM has not been registered.’

This is even when such subscribers have personally registered their SIMs at the mobile operators’ office ever before the commencement of NCC’s six month exercise that ended on September 28, this year.

Lamenting his ordeal, a subscriber of one of the operators who seek anonymity, said he was surprised to be called upon by a customer care that his line which he registered at the operator’s office along airport road, was not registered.

He said, it took the customer care agent some times to convince him by asking him to send REG to a given code, which would tell him if his mobile line was registered on their data base or not.

According to him, when the exercise started, he took his household who have come of age of using mobile phones and own some to visit each of the operators in unionism to ensure that everyone got registered.

In fact, for him, it is surprising and really shocking to note that only him has been singled out as who did not register his own SIM cards.

He pointed out that on further probe, the customer care agent was frank to tell him that there could be some probability that after he registered the SIM and left that something went amaze and they don’t have the guts to call such a customer back.

Our source said he was now directed to register his SIM cards as soon as possible, although he is still under shock, he promised to adhere to the instruction.

Investigations by ITRealms Online revealed that most operators though not comfortable with the development and were not comfortable to talk about it.

However, NCC a fortnight ago commenced the collation and harmonization of all existing registered SIM cards nationwide with a window for accommodating more subscribers to still register.

The National Assembly also requested NCC to extend the duration of the SIM card registration.

This follows the end of a six-month countrywide SIM registration exercise, which began on March 28, 2011 and came to a close on September 28, this year.

Head, Media & Public Relations, NCC, Mr. Reuben Muoka, who confirmed these development said that the registration exercise was undertaken through NCC appointed SIM Registration consultants in each of the six geopolitical zones, including Lagos; and the telecom service providers.

According to him, given the vast geographical spread of the country, and the logistics involved in the registration exercise over the past six months, there is need for proper harmonization of the data in line with the specifications issued by the Commission.

He also said that the harmonization process would involve the collation, reconciliation, cleaning, and consolidation of the captured data into a central data infrastructure for efficient management of Nigeria’s subscriber data base.

Commending the nation’s telecom subscribers for participating actively in the SIM registration exercise, he noted that a new window of opportunity is now open for those who have not yet registered their SIM cards to do so within the limited period of the harmonization exercise.

This limited period, provides the last chance for all users of existing SIM Cards to register as all unregistered SIM Cards will be promptly disconnected without further notice at the conclusion of the harmonization exercise.

The Commission is fully aware of the clamour by many interested stakeholders, and stakeholder organizations, for extension of the period for the registration of existing SIM Cards.

The Commission, he said, believes that the six months period provided for the registration exercise, was ample time for all phone users in the country to register their SIM Cards with either their service providers, or the NCC appointed registration consultants.

“It is in deference to the clamour by the stakeholders, that the Commission has provided this opportunity for all those who have not registered on account of logistic challenges, to do so without any further delay while the harmonization is ongoing,” he said.

As said by him within the limited period of the harmonization exercise, service providers would be directed not to disconnect any subscriber on account of the registration until the Commission announces the completion of the process after which those who remain unregistered would be disconnected.

“We commend all subscribers, who, in spite of some challenges along the way, responded positively to this national call to duty, by registering their SIM Cards. We also commend the service providers, and the NCC appointed registration consultants for their commitment towards the success of the SIM registration exercise,” he said.

Another telecom consumer, who gave his name as Joseph, said he has received calls from his mobile operator, requesting him to go and register his SIM as its currently not registered with the network, in spite of the fact that he explained to the customer care agent that he had registered the SIM with NCC’s accredited agents.

Joseph told ITRealms Online, he is confused on what to do, as NCC has warned of double registration, just as he requested the agency to call the mobile operators to order to avoid escalated panic.

SIM card: NATCOMS calls for 12-month extension

The National Association of Telecommunications Subscribers (NATCOMS), has joined calls for an extension of the just concluded Subscriber Identification Module (SIM) card registration by12 months.

NATCOMS President, Chief Deolu Ogunbanjo, made this call recently in Lagos, saying that there were myriad of challenges facing the exercise and requested for a 12 month extension.

He noted that prior to NCC’s SIM card registration which commenced on March 28, this year, all the telecoms operators actually started SIM Card Registration in August, 2010, about 13 months earlier, yet the nation could not registered more than 12 million subscribers.

He emphasized the fact that during the stakeholders meeting in preparation for the SIM card registration his association, the National Association of Telecommunications Subscribers (NATCOMS) had raised alarm on the impending challenges, including the criteria for the identity cards, spread of registration centres, registration timeline of six months and level of public enlightenment and sensitization among others.

Currently, he said there are some new issues of note which must be addressed in order to be fair, just and be seen to be regulator-friendly to Nigerian subscribers.

He outlined these to include inadequate coverage, population density, low rural penetration, wide geographical area, current security threats of Boko Haram, Jos riots, bomb threats in some areas and across states to name a few.

NATCOMS boss did not forget the inadequate briefing of SIM registration agents on necessary and sufficient instructions about the exercise, even as some of them misinformed subscribers; natural disasters floods across some cities and states; absence of periodic monthly review and subscriber education and motivation.

Against this background, NATCOMS appealed to the Nigerian Communications Commission, the Honourable Minister, Ministry of Communication Technology and the President and Commander–In–Chief, Federal Republic of Nigeria to extend the SIM Card Registration Exercise in line with International best practices for another 12 months with monthly industry periodic review meetings to ensure regular updates and total subscriber compliance.

Meanwhile, NCC said it has commenced the collation and harmonization of all existing registered SIM cards nationwide with a window for accommodating more subscribers.

This follows the end of a six-month countrywide SIM registration exercise, which began on March 28, 2011 and came to a close last Wednesday, September 28, this year.
