CTO opens fellowship call for 2019 - ITREALMS

The Commonwealth Scholarship Commission (CSC) has opened a call for applications for the 2018 - 2019 Commonwealth Professional Fellowships, reports ITREALMS. 

The scheme supports mid-career professionals from developing member countries of the Commonwealth to spend three months with a UK host organisation, such as the Commonwealth Telecommunications Organisation (CTO), on a professional development programme.

The CTO will host fellows who will be working on number of ICT projects and application is open until 3 December 2018.

These projects will focus on emerging ICT related areas including "Universal Service Obligation (USO) Study –During the recent Commonwealth ICT Ministers Forum in London in June 2018, the Commonwealth Telecommunications Organisation (CTO) was mandated to conduct a study to understand how or whether CTO member countries have deployed USO frameworks. In addition, the project aims to understand challenges facing many countries in terms of achieving USO goals and plans for the future. The project will draw on work done by other nations to understand trends in the field and identify examples of where the USO funds have been utilized to substantially increase broadband access.

"Digital Currencies Regulation - This projects aims to identify emerging issues and challenges relating to digital currencies regulation and propose a framework that can be adopted across Commonwealth countries, to enable use of good practice in regulating digital currencies. These considerations will include, and not limited to - exchanges, trading and mining; crowdfunding and ICOs; and emerging financial products. 

"Critical Information Infrastructure Protection - This project aims to develop a national framework that can be adopted for Critical Information Infrastructure Protection (CIIP) for the Commonwealth countries such that all stakeholders understand how to identify, assess the risk and secure their CII; understand their roles and responsibilities in executing a holistic and coordinated approach to protecting CII services from cyber disruptions; and ultimately be able to better secure their cyberspace. 

"ICT Capacity Development Programme - This project aims to restructure the Programme for Development & Training (PDT) at the CTO, in order to enable the CTO deliver improved and effective ICT training to its members. The fellow will review the current PDT programme, its procedures and processes, and liaise with CTO stakeholders, including Liaison Officers (LOs) from PDT members. The review will produce a proposed revised framework for the PDT programme. 

"Improving ICT Sector Stakeholder Engagement - Being a fast-evolving field, ICTs require strong and effective engagement amongst stakeholders. Stakeholders involved in ICT at national level, need to be constantly updated about the developments in the sector so that their impact can be properly assessed. 

"The two key strategies at the CTO include the use of membership action plan (MAP) and facilitating links between stakeholders themselves. The fellow will identify emerging issues and challenges relating to CTO membership and how to improve CTO’s membership and communications strategy and benefits to its members.

CTO takes telecom management course to Cameroon - ITREALMS

The Commonwealth Telecommunications Organisation (CTO) is taking its Diploma in Telecommunications Management Studies(DTMS) to Cameroon in August, reports ITRealms.

Communications Officer at CTO, Osman Siddiqui, confirmed this to ITRealms, saying that DTMS would take place from 20 August – 28 September 2018 in Yaoundé, Cameroon.

This session of DTMS, ITRealms gathered, has been developed specifically for CTO francophone members and will be taught in French only.

Siddiqui noted that to be an effective telecom professional all round knowledge about the sector from technical, policy, regulation and management skills is required.

“Organisations in the sector are actively encouraging technical employees to obtain managerial, marketing and other skills while facilitating non-technical staff to gain a greater understanding of technologies, networks and applications,” Siddiqui said.

The DTMS, ITRealms  also gathered is a unique programme suitable for both public and private sector, employees.

“Over the past eight years the DTMS has provided comprehensive training to over 180 telecom professionals from across the World including South Africa, Tanzania, Morocco, Swaziland, Botswana, Ghana, Mozambique, Fiji Islands, Sierra Leone, Bangladesh, Solomon Islands, Vanuatu, Nigeria, Seychelles, and Rwanda, and Cameroon.

The DTMS, position itself as a well-balanced six week programme developed to help personnel in the telecommunications sector gain a thorough understanding of all aspects of the industry, from network operations to marketing and management.

ITRealms further reports that the course is delivered through a combination of lectures and group exercises, to make the learning relevant and practical.

CTO, Samoa sign MoU on Broadband forum’17

The Commonwealth Telecommunications Organisation (CTO) and the government of Samoa, have signed a Memorandum of Understanding (MoU) on the Commonwealth Broadband Forum (CBF) expected to hold in July 2017, reports ITRealms.

The agreement was signed by the CTO Secretary-General, Mr. Shola Taylor and Honourable Afamasaga Rico Tupa’i, the Minister of Communication & Information Technology, Samoa.

ITRealms gathered that the signing ceremony took place during the opening ceremony of the Commonwealth ICT Investment Forum in Dubai on 10 April.

The Commonwealth Broadband Pacific Forum, ITRealms reports would take place on 25 – 27 July 2017 at the Tui Atua Tupua Tamasese Efi (“TATTE”) Convention Center, Apia, Samoa.

For Mr. Taylor, “Broadband plays a key role in socio-economic development. The CTO has established this important conference series to assist Commonwealth communities to harness the power of broadband to transform community life and we are delighted that this year’s broadband forum will inform, and be informed by, the countries of the Pacific and beyond.”

The Commonwealth Broadband Pacific Forum will consider the possibilities for social and economic development by exploring the role of broadband in areas such as finance, education, health broadcasting, entrepreneurship and social inclusion. Previous events have taken place in Kenya, Nigeria and Malaysia with participation from policymakers, regulators, industry leaders and civil society from across the Commonwealth.

“The Commonwealth Broadband Pacific Forum will enable Samoa to showcase our progress in connecting our citizens and enabling them to access the benefits of the Internet. It is also an opportunity for us to bring together colleagues from the Pacific to examine the particular challenges facing broadband in our region, and discuss with our peers from the international community the future for broadband development across the Commonwealth,” Afamasaga said.

CTO urges partnership to facilitate investments

The secretary-general of the Commonwealth Telecommunications Organisation (CTO), Shola Taylor, called on delegates at the opening ceremony of the inaugural Commonwealth ICT Investment Forum for Emerging Markets (Commonwealth ICT Invest’17) to seize all opportunities to invest in ICTs to achieve the aims of the Sustainable Development Goals and connect the next billion to the benefits of the Internet, reports ITRealms.

Insufficient investment in ICTs, and in particular in affordable technologies, has resulted in significant gaps in access to the Internet between Commonwealth countries. It is well acknowledged that ICTs play a crucial role in national socio-economic development and Commonwealth ICT Invest’17 was convened in order to discuss opportunities for investment in emerging markets and also to facilitate partnerships and collaboration.

“The exceptionally high-level calibre of participants at this forum clearly indicates that the international community is well aware of the challenges and opportunities presented by the lack of investment in ICTs,” said Mr Taylor. 

“They are clearly demonstrating their commitment to seizing these opportunities and moving forward to develop their ICT sectors for the benefit of their countries, companies, peoples, the Commonwealth and beyond.”

Held in Dubai, the heart of the modern investment world, Commonwealth ICT Invest’17 is hosted by the Telecommunications Regulatory Authority of the UAE. The event will feature discussions on issues such as regulating to attract investments, new investment mechanisms for ICTs, funding mechanisms for SMEs, start-ups and incubators and investments in ICT applications, among other topics. There will also be a number of project showcases, designed to demonstrate national projects to potential investment partnerships.

Investing for the future was a recurrent theme of the first day. During the opening ceremony, Osman Sultan, Chief Executive Officer of du, urged delegates to develop policies that will not delay the realisation of tomorrow’s reality.

“Investment in the ICT sector is what is most lacking when it comes to ensuring that people around the world benefit from the Internet,” said Gilbert Patterson, Chairman, Telecommunications Authority of Trinidad & Tobago and Chairman of the CTO Council. “We must use this event to explore together ways to attract and encourage investment in ICTs and affordable access as we all stand to gain from a world of universal access.”

Participants at the event include ICT ministers, ministry representatives and telecoms regulators, development banks, regional ICT institutions, the private sector and development agencies from Bahamas, Bangladesh, Cameroon, Canada, Guinea-Bissau, Kenya, Malaysia, Nigeria, Pakistan, Samoa, Saudi Arabia, South Africa, Trinidad & Tobago, United Arab Emirates, United Kingdom, United States of America.

The forum will continue until Wednesday, featuring discussion on innovative partnerships, investing in cybersecurity, government strategies for stimulating ICT investment and demand and more project showcases.

Radio: CTO applauds ITU @110th anniversary

The Commonwealth Telecommunications Organisation (CTO) has joined the international community in congratulating the International Telecommunication Union (ITU) on the occasion of the 110th anniversary of the Radio Regulations, reports ITRealms.

The Radio Regulations are the international treaty governing the use of the radio-frequency spectrum and the geostationary-satellite and non-geostationary-satellite orbits.

Wireless communications systems play a crucial role in bridging the digital divide and helping the world communicate and, like the ITU, the CTO works with member countries to promote affordable, universal and high-quality broadband connectivity and considers the effective use of radio communications resources as critical to achieving universal and affordable broadband access.

“The Radio Regulations represent a remarkable success story of cooperation among the international telecommunication sector and have, for the past 110 years, efficiently governed the technical standards of the international community’s wireless communications,” said Shola Taylor, Secretary-General of the CTO.

The CTO devotes considerable resources to radio communications related programmes. Every year, over 35% of the CTO’s technical capacity development programmes aimed at public and private sector stakeholders in member countries focus on radio communications networks, compared with 10% for fixed networks.

“As a past chairman of the Radio Regulations Board, and a member for eight years, I am proud to have contributed to the work of the Board in coordinating the regulations. Congratulations to the ITU on this significant achievement,” Taylor said.

120 stakeholders storm Cameroon for CTO spectrum management

Some 120 policymakers, regulators, private sector executives and representatives from interest groups stormed the Camerounian capital, Yaounde for the first-ever spectrum management meeting put together by the Commonwealth Telecommunications Organisation (CTO), reports ITRealms.

The three-day session was attended by representatives from the Global System for Mobile Association (GSMA), International Telecommunication Union and African Telecommunications Union.

Also in attendance were international and regional organisations as well as private-sector participants including AINMT, ATDI, Avanti Communications, Inmarsat, Facebook and MTN.

Over the past three decades, the CTO has run numerous capacity development and training programmes for radio communications engineers and policymakers on spectrum. At one point, the organisation was known mainly for such technical programmes.

CTO’s Secretary-General Shola Taylor in his opening address underscored the importance of spectrum management.

"As mobile and wireless communication technologies continue to improve, and as many more of us access and increasingly also depend on these technologies, spectrum is becoming an evermore important resource," he said.

Taylor also said that at the very least, spectrum's economic value has increased dramatically from what it was only 20 years ago, and today it is no longer a mere natural resource or commodity for many of CTO member countries, it is increasingly also a life-critical and life-changing resource.

“5G data and machine-to-machine wireless networks alone will inevitably increase ICTs contribution to the economy of those countries, but the underlying technologies require more spectrum and international consensus on how it should be allocated, hence our decision to dedicate a whole event to this subject," Mr Taylor said.

During three days, participants discussed a range of issues, including: Planning for 5G: global and regional perspectives; WRC-15’s outcomes and implications for spectrum sharing, Maximising spectrum capacity for broadband development; Spectrum bands, technologies and solutions; Efficient spectrum utilisation for universal access Spectrum planning for the future of broadcasting and spectrum auctions

The event was officially opened by Honourable Minette Libom Li Likeng, Minister of Posts & Telecommunications of Cameroon who also called on regulators to maintain transparency and fairness when assigning spectrum.

Samoa now full member of CTO

The Pacific island and Commonwealth country, Samoa has become a full-member of the Commonwealth Telecommunications Organisation (CTO), reports ITRealms.

The country’s decision, ITRealms gathered was conveyed to Secretary-General, Mr. Shola Taylor by the country’s Minister of Communications & Information Technology, Honourable Afamasaga Lepuiai Rico Tupa’i.

ITRealms also reports that in recent years, Samoa has increased efforts to integrate Information and Communications Technologies (ICTs) in its socio-economic development.

Samoa’s Internet penetration has grown nearly five-fold to 30 per cent over the past 10 years, just as its fixed broadband access remains a key challenge at a much lower two per cent. But the country remains committed to affordable, reliable and secure communications services for all Samoans and sees its membership of the CTO as one means to achieve this goal.

“We have the potential to turn Samoa into one good example of an inclusive e-society and drawing from the experiences from other countries will contribute to achieving this goal,” Tupa’i said.

ITRealms gathered that full Member Countries are Commonwealth countries that make an annual financial contribution to the CTO.

Reacting to Samoa’s decision, Mr Taylor said that “although it may be too soon to say, this announcement shows that our drive to address the needs of small island nations is increasingly well received.”

“With their limited economies of scale and the higher roll-out costs associated with island countries, most of them face much bigger challenges in achieving universal access to ICT infrastructure, products and services. One of our strategic objectives is to work with the rest of our membership and the wider ICT sector to find solutions to the challenges faced by this specific group,” Mr Taylor had also said earlier this year.

CTO names Treschow, Purcell, first regional advisors

The Commonwealth Telecommunications Organisation (CTO) has named Dr Marianne Treschow, Regional Advisor for Scandinavia and Northern Europe and Gisa Fuatai Purcell, Regional Advisor for the South Pacific regional advisors on Information and Communication Technologies (ICTs), reports ITRealms.

Secretary-General Shola Taylor made this disclosure at the weekend, saying that CTO’s activities throughout the Commonwealth cross national and regional boundaries, but there is a need for the organisation to stay abreast of the regional priorities of its members.

“I am delighted to announce the appointment of Dr Treschow and Ms Purcell,” said Shola Taylor, stressing that the CTO’s mandate to coordinate Commonwealth positions at international ICT events necessitates staying up-to-date with regional issues, and the Regional Advisors will ensure the engagement in these areas.

Reacting, Dr. Treschow expressed excitement over the appointment, saying “I strongly believe in the work of the CTO, building ICT capacity across the Commonwealth and look forward to working further with the CTO, building on my work as an Ambassador for the Organisation.”

ITRealms recalls that Ms Gisa Fuatai Purcell, the former Head of the ITU’s Division on LDCs, SIDS, and LLDCs; Climate Change Adaption and Disaster Risk Reduction; and Emergency Telecommunication. Gisa was the first woman to lead this division and the first Pacific Island person to have worked at the ITU Headquarters in Geneva. She successfully managed many projects around the world including early warning systems using ICTs, satellite connectivity, ICT capacity building and ICT infrastructure including submarine cables. She has a Master of Commerce and Administration from Victoria University of Wellington in New Zealand.

Dr Marianne Treschow is the former Director-General and member of the Board of the Swedish Post and Telecom Authority (PTS). She is also senior advisor to Ericsson Group; advisor, Europe to VoIPSolutions; founder and CEO of TreschowConsulting; European expert to Global Network Women in ICT (WITNET); member of the Royal Academy of Engineering Sciences (IVA); and member of the Swedish Institute of International Affairs. 

In addition to a long career in PTS she has also held a number of important positions in Sweden including director of the Swedish Space Agency; director of the Swedish Natural Sciences Research Council; and Associate Professor in structural chemistry at the Stockholm University. Among the many international positions she has held are member of the Troika Board in the European Commission; chair of the Radio Spectrum Policy Group (RSPG) from 2006 to 2010; head of delegation of the European Regulators Group (ERG) from 2004 to 2010; and Councillor to the ITU and its Council from 2006 to 2010.

Taylor advises CTO member countries to centralize databases

The Secretary-General, Commonwealth Telecommunications Organisation (CTO), Mr. Shola Taylor has advised member nations to centralize their databases in the urge to increase trust of the citizens, especially in a developing economy like Nigeria, reports ITRealms.

Speaking at a press parley of day-one of a three-day Digital Broadcasting Africa Forum 2016 in Lagos, Taylor said that centralizing databases of the government, mostly in Africa has tendency to earn citizens trust.

Stressing that the less of the disjointed database are harmonised, the more trust a country gets from the citizens.

In addition, he said, CTO is concerned that most African countries lack the expertise, so the organization is providing training to affiliate countries through some institutions on cyber security.

This, he said, helps the benefiting countries to have a structured framework to combat cybercrimes.

ITRealms recalls that the forum, which commences Wednesday at the Eko Hotels and Suites, Victoria Island, would last till Friday this week, with focus on “The pan-Africa transition: Achieving digital migration success.”

The Commonwealth Telecommunications Organisation (CTO) and National Broadcasting Commission (NBC) have concluded plans to stage a three-day Digital Broadcasting Africa Forum 2016 to Lagos, the commercial nerve centre of the nation, reports ITRealms.

The forum, which commences tomorrow, Wednesday at the Eko Hotels and Suites, Victoria Island, would last till Friday this week.

According to the Communications Team at Commonwealth Telecommunications Organisation (CTO), the event comes with the theme: The pan-Africa transition: Achieving digital migration success.

ITRealms reports that some of the highlights include a joint CTO and National Broadcasting Commission (NBC) meet the press session, just as topics such as “Broadcast Technology Trends, Next Generation, Entertainment, Creation of Local Content, Digital Migration and Spectrum Allocation, Financial and Business Considerations, The consumer Perspective, Digital Radio, Achieving Digital Inclusion, and Financial and Business Considerations” would top agenda.

Robert Hayman, Manager, International Events had informed ITRealms that the event promises to build on the successful Digital Broadcasting Switchover Forum Africa events that have taken place over the last decade, and recognises the changes that have taken place in broadcasting during that time.

Four-year agenda: Cybersecurity tops CTO priority for Commonwealth countries - Taylor

The secretary General of the Commonwealth Telecommunications Organisation (CTO) Mr. Shola Taylor has said that cybersecurity is on top of the priority list of agenda the organization has for Commonwealth countries for the next four years, reports ITRealms.

Speaking recently to over 100 government officials and industry executives who took part BT-hosted Commonwealth Cybersecurity Forum 2016 in London, Taylor said that working with member countries on making cyberspace safer and resilient is a top priority for the London-based organisation over the next four years.

Mr Taylor made it clear that while “the open, decentralised nature of cyberspace has empowered individuals, fostered innovation and driven development, it also presents dangers for its users,” hence, cyberspace could be used for criminal activities by targeting individuals through identity fraud, targeting the vulnerable through child exploitation, targeting communities through extremism and even targeting whole countries, and was quick to add that the experiences of Estonia in 2007 being one example.

“This year’s event is our opportunity to understand new forms of cyberthreats and cybercrime and learn about new and effective ways to mitigate or eradicate them, particularly through international cooperation. With this in mind, I am pleased to announce here today that our Council has just approved our 2016 - 2020 strategic plan which makes cybersecurity one of our top priorities”, Taylor said.

ITRealms reports that CTO, is already working with a number of Commonwealth countries such Botswana, Cameroon, Fiji and Uganda to help develop their national cybersecurity strategies, and the challenges and outcomes of this ongoing work were presented at the London event.

Taylor said that key issues addressed at the conference include economic growth and innovation in cyberspace; legislative frameworks; data privacy and security risks; defending and protecting critical information infrastructure, including space communication infrastructure; international cooperation, including capacity and trust building; and combating cyberterrorism among others.

Shola Taylor seeks common voice among CTO countries

The Secretary-General, Commonwealth Telecommunications Organisation (CTO), Shola Taylor, has pledged to ensure that the organisation plays a greater role in coordinating the views of all member countries at treaty meetings convened by the ITU, ITRealms reports.

Taylor made this revelation at a meeting in Geneva recently with the Secretary-General of the International Telecommunication Union (ITU), Houlin Zhao.

The CTO boss said, “Coordinating the views of Commonwealth countries and agreeing on common objectives in advance of key international ICT decision-making meetings is an area where the CTO can do a lot more. Deliberations at conferences convened by the ITU, such as the World Radiocommunication Conference (WRC), the World Telecommunications Standardisation Assembly (WTSA), the World Telecommunications Development Conference (WTDC), or the World Summit on the Information Society (WSIS) can be made more effective with prior consultations among Commonwealth countries.”

“Meeting with Secretary-General Zhao was an opportunity to share first-hand with the ITU my vision for the CTO. And we are starting immediately, with a Commonwealth pre-WRC-15 meeting to take place in London on 7 - 9 October 2015, and which will be honoured by the presence of Festus Daudu, Chair-designate of WRC-15,” Taylor explained.

Welcoming Mr Taylor’s commitment to supporting global consensus efforts on ICTs, Secretary-General Zhao said he looked forward to both organisations working even more closely in the future.

 “The CTO has been a very engaged and active partner of ITU for many years, and we are delighted to have the opportunity to further strengthen this bond. The Commonwealth is an important and very diverse global group of countries, and we welcome the opportunity of ITU helping its members realise their connectivity goals in collaboration with the CTO and the Commonwealth Secretariat, as will be reported to the upcoming Commonwealth Heads of Government meeting in Malta in just a few weeks. Our relationship with the CTO will be a cornerstone of those efforts,” he said.

The two secretaries-general, ITRealms learnt, also discussed ongoing initiatives by the two organisations and agreed to collaborate more closely, including on regional initiatives, evens as the CTO plans to maintain its role in international fora, such as with the recent 2015 WSIS Forum held in May during which the CTO formally called for a sustainable development goal for universally accessed and universally used ICTs.

CTO, Fiji Republic partner on cybersecurity

The Commonwealth Telecommunications Organisation (CTO) and the Republic of Fiji are partnering for the development of a cybersecurity strategy for Fiji which could be used as a model framework for other Pacific island nations, reports ITRealms.

This was part of the outcome of the CTO Forum 2015 held in Nairobi, Kenya on 14 - 16 September 2015.

ITRealms reports that the growth of cyber criminality and cyberterrorism has become a major concern for the global community, and countries are adopting different strategies to address this, just as Nigeria last May 15, signed its Cybercrime Law into effect.

Honourable Aiyaz Sayed-Khaiyum, the Attorney-General and Minister for Communications Fiji Republic, noted that they are committed to doing their part to ensure a safer cyberspace for all.

“Working with the CTO will assist us in establishing the right national frameworks and in allocating the right level of resources to address criminal activities in cyberspace that originate in our country and collaborate with the international community as needed,” he said.

Sayed-Khaiyum further reiterated that as the regional hub for Information and Communication Technology (ICTs) in the South Pacific, it was important for Fiji to share its experiences and knowledge with its neighbours to help build regional capacity in cybersecurity.

ITRealms reports that CTO has been assisting other Commonwealth countries such as Botswana and Cameroon in adopting their national cybersecurity strategy.
