OGP: Abuja to host Stewardship Accountability Forum

The African Centre for Leadership, Strategy & Development has concluded plans to host the Stewardship Accountability Forum (National Town Hall Meeting) on day 4 of the week which is Thursday, 10th May 2018 in Abuja, reports ITRealms.

The national town hall meeting, ITRealms gathered is the with support from the MacArthur Foundation, on the heels of activities to mark the Global Open Government Partnership (OGP) week holding from 7th to 11th May 2018.

According to the Programmes Coordinator and OGP Focal Person of the Centre, Mr. Uchenna Arisukwu, this forum has been designed to give a broad spectrum of citizens, including the Civil Society Organisation (CSO), private sector, media among others the avenue to engage policymakers and duty bearers to render stewardship on the work they are doing around the 14 commitments of Nigeria’s National Action Plan on the Open Government Partnership and to make demands on how they are making the governance process open, transparent and accountable.

As said by him, a high-level panel comprising the Secretary to the Federal Government Mr. Boss Mustapha, the Head of Service, Mrs Winifred Oyo-Ita, the Minister for Information and Culture, Alhaji Lai Mohammed, The Solicitor-General of the Federation, Barrister Dayo Akpata, and Dr. Garba Abari, Director-General of the National Orientation Agency will be on hand to engage and interact with citizens drawn from across the Country on the efforts the government is making on the OGP.

The Global OGP Week is a period for Open Government Practitioners from around to come together to share ideas, discuss solutions and commit to new levels of citizen participation in government. As well as evaluate progress made on their National Action Plans of respective countries.

The statement further enjoined Nigerian citizens to follow the event on social media to engage and interact with the panel.

CBN ready to support e-governance project in Nigeria

The Central Bank of Nigeria said it will not take back bench in the e-governance project in Nigeria as a way of deepening payment system in the country as well as help enthrone transparency and accountability, ITRealms reports.

The CBN Governor, Mr. Godwin Emefiele said, “the CBN is ready to support the e-governance project in Nigeria as a way of deepening payment system in the country as well as help enthrone transparency and accountability. It is in this light that the CBN has been supportive of the FSS2020 project as a way of establishing an international financial centre in Abuja with all the benefits accruable from the establishment like the Dubai model.”

In the report by The Nation, Emefiele called on President Muhammadu Buhari to urgently give presidential assent to three bills passed by the National Assembly concerning Financial Sector Strategy 2020 (FSS 2020).

The CBN boss, ITRealms learnt, made the appeal during the e-Government Summit 2015 in Abuja even as he frowned that the bills had over-stayed on the floor of the National Assembly, adding, the CBN  ”pleads with Mr. President to take time out and look at the bills and give them his assent because they will help to move this country forward.”

Represented by the apex bank’s Deputy Governor (Operations), Alhaji Suleiman Barau  on the occasion, he said the bills had for seven years been at the National Assembly, saying that the president’s assent to the bills will “pave the way for the establishment of the Nigerian International Financial Centre and other ancillary requirements in line with international best practices”.

The CBN is particularly worried that the bills may be given less attention than they deserve because they were passed during the last days of the 7th National Assembly, ITRealms reports.

Buhari-Governors meeting fallout: Impunity days, fiscal carelessness over

The President Muhammadu Buhari on Tuesday in Abuja reiterated his resolve to work with the state Governors, but insisting that lack of accountability, impunity days, and fiscal carelessness in the running of national resources in the country, reports ITRealms.

Speaking through his Special Adviser on Media and Publicity, Mr. Femi Adesina in a State House press statement available at the end of the meeting on Tuesday, June 23 to ITRealms, cautioned the state chief executives.

President Buhari who met with the governors led by Chairman, Governors Forum, Abdulaziz Yari of Zamfara State, at Presidential Villa, Asokoro Abuja, pledged to recover government funds in the hands of erstwhile government officials who violated the tenets of their offices by strategically stopping the leakages.

As said by Adesina, President Buhari advised the 36 state governors to adhere strictly to the financial and administrative instructions in every government parastatal and agency.

“… But all these were thrown to the dogs in the past. Honestly, our problems are great, but we will do our best to surmount them,” he said.

Pointing out that the next three months may be hard, “but billions of dollars can be recovered, and we will do our best.”

He expressed shock that the governors had tolerated the allegedly financial misappropriation with the Excess Crude Account since 2011, but promised to tackle the issue resolutely.

Particularly, President Buhari expressed display over the payment of national revenue into any other account than the Federation Account, which he said was a misuse of the constitution, citing an instance with the happenings at the Nigerian National Petroleum Corporation (NNPC), and described it as absolutely unlawful.

On the refund of monies spent on federal projects by state governments, President Buhari assured the governors that the Federal Government will pay, but insisted that due process must be followed.

The President promised special assistance for the three North Eastern states badly affected by the Boko Haram insurgency, stressing that a comprehensive statement on the economic and financial situation inherited by his administration will be made to the nation within the next one month.

He lamented that it is clear the incidences that led to the military intervention was obvious in the last dispensation.

"We will try and put the system back into the right position. What happened in the 2nd Republic has apparently happened again, and even worse, but we will restore sanity to the system," part of the press statement read.

Istanbul to host Face-to-face meeting of CCWG-Accountability, CWG-Stewardship

The Cross Community Working Group on Enhancing the Internet Corporation for Assigned Names and Number (ICANN) Accountability (CCWG-Accountability) and the CWG-Stewardship will each hold a face-to-face meeting in Istanbul, Turkey the week of 23-27 March 2015, reports ITRealms.

The CWG and CCWG leaders coordinated the location, agreeing that holding their respective two-day meetings consecutively was the best way to apply resources and manage joint efforts.

ITRealms also reports that these decisive meetings are scheduled to help reinforce each group's respective project plans and timelines, both anticipating drafts for public comment in April.

According to ITRealms findings, the meetings are open to observers through Adobe Connect, and the working sessions will be recorded and transcribed.

ITRealms recalls that the second of two Working Sessions for the CCWG-Accountability was held last December. 

The CCWG-Accountability is expected to deliver proposals that would enhance ICANN's accountability towards all stakeholders.

The goal is for the transition proposal regarding the IANA functions to be communicated to NTIA in a timeframe which is consistent with the expiration date of the current IANA Functions Contract, which is set at 30th September 2015. 

The CCWG-Accountability will therefore work as expeditiously as possible to identify those mechanisms that must be in place or committed to before the IANA Stewardship Transition in light of the changing historical contractual relationship with the U.S. Government and those mechanisms for which a timeline for implementation may extend beyond the IANA Stewardship Transition.
