Broadband: NCC outlines benefits of cost-based pricing, data services study

The Nigerian Communications Commission (NCC) has outlined some benefits of thorough study to determine the cost based pricing for retail broadband and data services in Nigeria, reports ITRealms.

According to the Executive Vice Chairman of NCC, Prof. Umar Garba Danbatta, the outcome of the report to be carried out by KPMG would facilitate setting of guidelines for the regulation of the pricing of retail broadband and data services in Nigeria and specifically determine Price cap and floor where necessary.

“To develop a regulatory pricing model based on the peculiarity of the Nigerian broadband and data services market coupled with international best practices; and design the framework for collation of data that will be used for the determination; as well as to determine the appropriate cost modeling technique and methodology to be adopted,” he said.

In addition, he underscored the fact that the study would assist in appropriating pricing regulatory measures to be adopted eventually; the need for ex-ante and ex-post regulation with respect to pricing in the retail broadband and data market segments.

It is expected, he said, that the study would enable the development of a suitable definition of big and new entrant and or small operators, if necessary; just as it would avail the  conduct of a general assessment of the retail broadband cum data market segment with a view of determining the appropriate methodology to be adopted; and to design a cost model that is suitable for determining retail prices for broadband and data services taking into cognizance the macro-economic, technology and technical relevant factors.

Further, he disclosed that the study would result in the determination of a uniform pricing structure within the broadband and data segment; ensuring effective competition in the broadband and data market segment; guaranteeing affordability and accessibility of broadband and data services in Nigeria.

Facilitating inflow, development and growth of the broadband market segment; and above, “the stimulation of further economic growth considering the catalytic role broadband services plays.”

ISOC highlights benefits of Internet economy for Africa

The latest Internet Society (ISOC) study, has highlighted some benefits of the Internet economy to the African continent, reports ITRealms.

The Africa Region Bureau Director for the Internet Society, Dr. Dawit Bekele, gave this insight, noted that many African countries have made significant progress towards creating an Internet sector, with broad reforms that focus on increasing broadband availability. 

He said, there have been further successes within countries in developing online platforms, fostering growth of local companies and increasing the incentive to go online, saying that a new report launched today by the Internet Society, a global non-profit dedicated to ensuring the open development, evolution and use of the Internet.

ISOC in a study titled “Promoting the African InternetEconomy” which also highlighted how greater use of the Internet and digitization of the traditional economy will spur economic growth in Africa.

Further, Bekele revealed that the study examined Internet adoption and use by companies and governments throughout the region, identifying barriers that must be overcome in order to create an Internet economy that delivers innovative services, job opportunities and income growth across the continent.

Both businesses and citizens can benefit from an Internet economy. Businesses across all sectors gain access to a global marketplace of billions of people, and citizens in both rural and urban areas benefit from enhanced educational and training opportunities and access to new job possibilities.

The report also outlines what needs t be done for Africa to take full advantage of the digital opportunity offered by the Internet. It highlights local successes as well as broader challenges, offering recommendations for policymakers in Africa to adopt.

“The Internet economy presents a major opportunity for Africa. However, Africa needs a secure and reliable Internet infrastructure that users trust in order to bringing large and small businesses online, along with governments and other social services,” explains Dawit Bekele, Africa Region Bureau Director for the Internet Society.

The Internet Society in collaboration with the African Union recently introduced Internet Infrastructure Security Guidelines for Africa to help AU member states strengthen the security of their local Internet infrastructure through actions at a regional, national, ISP/operator and organizational level.

However, a thriving Internet economy in Africa, he said, could be put at risk by the increasing number of Internet shutdowns in the region. In 2016 alone, there were at least 56 shutdowns of the Internet around the world. These shutdowns affect individuals and organizations that depend on the Internet for their daily lives and have negative effects on the economy.

“In addition to the economic costs, Internet shutdowns also affect trust. If people don’t know whether they will have connectivity, they can no longer rely on that connectivity to build Internet-based businesses. This will affect entrepreneurs in greatest need of digital-led innovation for their own future, and the future of the Internet economy in Africa,” Bekele said.

NCC outlines benefits of automated numbering system

The chief consultant to the Nigerian Communications Commission (NCC) on the proposed introduction of an automated numbering system in Nigeria, Mr. Paul Dinwoke, has outlined the benefits of the system to stakeholders, reports ITRealms.

Dinwoke who is the chief executive officer, Molcon Multiconcepts Limited, disclosed this in Lagos recently during a stakeholder consultative forum organized by the Commission.

According to him, some of the benefits include convenience, transparency, efficiency, easy tracking, and ability to choose number options.

He also pointed out that the introduction of an automated number system would strengthen the online payment systems currently existing in NCC and within its affiliate service offer.

In his remarks at the forum, the Executive Vice Chairman (EVC) and Chief Executive Officer of NCC, Prof. Umar Danbatta,  who was represented by the Executive Commissioner Technical Services, Ubale Maska, said that numbers are scarce resource and one of the core functions of the Commission is to ensure that this scarce resource is effectively and efficiently managed.

He also informed participants seeks their understanding, for this reason the forum was held, stressing that the automated system will be launched very soon by the Commission.

The Forum was attended by many stakeholders, including licensees of the Commission and staff, including Bako Wakil, Deputy Director Technical Standards and Network Integrity who told the audience that the deployment of automatic numbering management system is part of the NCC's efforts to automate her business processes within and outside the Commission.

Leverage internet benefits says Angaye to Nigerian youths

Immediate past Director-General of the National Information Technology Development Agency (NITDA) and Cyber security expert, Prof. Cleopas Angaye has tasked Nigerian youths to tap on the benefits of the internet, reports ITRealms.

Angaye who made this call at the third session of the youth workshop organized as pre-event for the Nigeria Internet Governance Forum (NIGF) 2014 at the Muson Center, Onikan, Lagos, recently, described the internet as the global information technology network which has developed more quickly than any other technology.

ITRealms also reports that he told the youths that benefits of the Internet, entails that Nigeria is rated the highest internet accessing country on the continent, noting that Nigeria has the seventh highest number of mobile phones and the third highest users of Facebook.

“There are several developmental opportunities for the youths in Nigeria,” he declared and listed some of these benefits to include venturing into online games, entertainment, social networking, travel, productivity cum education, utilities, weather, mobile technology hardware, software; management solutions.

Others, he said are Global Positioning System (GPS) tracking solutions, device manufacturing, mobile resellers, app developers, equipment vendors, content providers, mobile network carriers, mobile web.

The aforementioned, he said, are in addition to mobile commerce and mobile payments, and mobile retailers.

However, Prof. Angaye pointed out that alongside all these benefits, there is Internet fraud. He maintained that there are many opportunities for cyber crime, which come as risk of connectivity.
