African Union endorses Adesina for second term @AfDB - ITREALMS

The Executive Council of the African Union (AU) has endorsed the candidacy of Dr. Akinwumi Adesina, for a second term as President of the African Development Bank, reports ITREALMS.

The decision was taken during the thirty-sixth Ordinary Session of the AU Executive Council, held during the AU Summit in Addis Ababa, Ethiopia, 6-7 February 2020.

ITREALMS recalls that Adesina was elected to his first term as President by the Bank’s Board of Governors at its Annual Meetings in Abidjan on 28 May 2015. He is the eighth President of the African Development Bank Group and the first Nigerian in the post.

During his first term, the Bank’s shareholders approved a landmark $115 billion capital increase in late October. The increase in the capital base, from $93 billion to $208 billion, signaled strong support from the Board of Governors in the continent’s foremost financial institution.

Adesina is a renowned development economist who has held a number of high-profile international positions, including with the Rockefeller Foundation, and as Nigeria’s Minister of Agriculture and Rural Development from 2011 to 2015.

The African Union Executive Council comprises 55 ministers of foreign affairs representing the member states of the African Union.

In December 2019, the Economic Community of West African States (ECOWAS) also endorsed Adesina for a second term as Bank chief. The election will again take place at the Bank’s Annual Meetings in May in Abidjan.

Senate endorses N30,000 minimum wage, demands immediate implementation - ITREALMS

The Senate on Tuesday endorsed N30,000 proposed as the new national minimum wage by Green Chambers, urging the Federal Government to commence the implementation without further delay so as to avoid another round of strike by workers before putting it into practice, reports ITREALMS.

The Senate session monitored in Lagos, the acting Chairman of the Senate ad-hoc committee on National Minimum Wage Bill, Senator Francis Alimikhena, delivered the report saying that a fine of N75,000 has been imposed on firms that refused to comply with the wage payment.

The panel also recommended the urgent review of the revenue-sharing formula, to enhance states’ ability to pay the new minimum wage.

They also urged the Minister of Finance and her counterparts in the Budget and National Planning to as a matter of urgency, compute and forward to the National Assembly, for inclusion in the 2019 budget, the actual amount required for the new minimum wage.

Leader of the Senate, Ahmad Lawan, wondered why the fine for non-compliance jumped from N5, 000 as recommended by the executive to N75,000, while commending the Federal Government for fulfilling its promise to the Nigerian workers and enjoined the organised labour to reciprocate the gesture by being more productive.

Senator James Manager described as unfortunate, the fact that some state governments had yet to apply the N18, 000 minimum wage.

In her contribution, the Minority Leader, Biodun Olujimi, noted that the review of the revenue-sharing formula would enable more state governments to pay the new wage.

Senator Barnabas Gemade pointed that the bill was passed promptly to show that the National Assembly was committed to the welfare of the workers.

Senator Andrew Uchendu, said the tripartite committee should hold regular meetings with a view to constantly review the minimum wage.

Under the current sharing arrangement, the Federal Government takes 56 per cent, states receive 24 per cent while the local governments share the remaining 20 per cent.

The Senate wholesomely approved recommendations contained in the report.

In his submission, Senate President, Bukola Saraki, insisted the Federal Government should pay the new minimum wage without delay rather than waiting for the workers to go on strike to demand the implementation.

Fashola endorses Sanwo-Olu, urges Lagosians to choose experience - ITREALMS

The Lagos State governorship candidate of the All Progressives Congress, Mr. Babajide Sanwo-Olu has reiterated that his government will be people oriented, reports ITREALMS.

This is coming as the Minister of Power, Works and Housing, Mr. Babatunde Fashola urged the Lagos electorates to vote for him and his Running mate, Dr. Kadri Obafemi Hamzat in the Saturday March 9th gubernatorial election, saying no one should trade experience for someone who is merely desperate to be governor.

Speaking during a live television interview programme on Television Continental, where he, Sanwo-Olu and Hamzat were guests, Fashola, who was the immediate past Governor of Lagos, noted that voting for the APC candidate is to guarantee continuity of the great strides that Lagos has made since 1999.

According to the former Governor, the candidacy of Sanwo-Olu and Hamzat is the best that can happen to Lagosians, as the two men are not novices to the workings of government.

"They are not only tested, but have also been part of the process of development that Lagos has witnessed since 1999 till date.

The former Governor said that Lagos cannot afford to experiment at this point in the history of the State saying that the people had gone beyond that stage where governance will be left in the hands of inexperienced individual.

‘‘We have gone beyond the stage of experimenting. This is not a State to experiment.’’

Imploring voters to cast their ballot for the APC, Fashola said it is not that Sanwo-Olu and Hamzat are the most brilliant, but they have what it takes to provide good governance by the virtue of the experiences they have garnered over the years both in the private and public sectors.

Ohaneze endorses Atiku/Obi in 7-point communique - ITREALMS

ITREALMS:
The umbrella social cultural group of Ndigbo, the Ohaneze has endorsed the Atiku and Obi ticket in the forthcoming presidential election in a 7-point communique, reports ITREALMS.

Arising from its collective search for a polity that is just, egalitarian and inclusive, ITREALMS reports that the Ime Obi Ohaneze Ndi Igbo on Thursday 24 January, 2019 at the Nike Lake Hotel, Enugu, to further deliberate on the future of Ndigbo in the chequered history of a beleaguered country. 

President-General Ohaneze Ndigbo World Wide, Dr. John Nnia Nwodo, confirmed this in a communique made available to ITREALMS, noting that the endorsement was arrived at after a critical and dispassionate appraisal of the issues and the visible fault lines in the nation's polity.

According to him, the issues included the analysis of the election manifestos of  the various contesting parties, especially with regards to the restructuring of the federation and continued relevance of the people in the Nigerian geopolitical space.

Equally, Ohaneze pointed out specifically that nomination of former Governor of Anambra State, Sir Peter Obi as vice presidential candidate of a major political party, the Peoples Democratic Party (PDP) is an opportunity for inclusivity which Ndigbo must seize the moment. 

ITREALMS reports that the 7-point resolutions comprised: 

"1.  That Ohaneze remains the apex socio-cultural organization that works  for the interest of the Igbo in and outside Nigeria. It attempts to aggregate the views of  all other  Igbo platforms;

"2. Ohaneze notes particularly that a major political party (PDP) by the nomination of  our son Peter Obi as the Vice presidential candidate has given Ndigbo an opportunity for inclusivity. Ndigbo must seize the moment; 

"3. That the presidential candidate of PDP Alhaji Atiku Abubakar has made an avowed commitment to restructuring of the federation and reconfirmed same during his recent visit to the United States in his meetings high-level US officials; 

"4.  In consideration of the above and other relevant existential factors pertaining to the treatment of the Igbo in our polity,  the Ime Obi Ohaneze, therefore, hereby ratify the decision reached at the Ohaneze National Executive Committee (NEC) meeting held in Enugu on Tuesday 22 January, 2019, to adopt the Atiku Abubakar/ Peter Obi ticket in the 2019 presidential election. Ime Obi therefore endorses and embraces fully, this ticket without equivocation, especially  with regards to the position of Ndigbo  at the AWKA Declaration which insisted on a complete restructuring of the Nigerian polity.  

"5. Ohaneze urges Ndigbo to see  their PVCs as their most potent tool  to ensure a restructured polity and for a better  society.

"6. The meeting further called on the international community to help to ensure a free and credible 2019 elections in Nigeria; and

"7. Finally, Ohaneze urges all Igbo to come out and vote and to protect their votes."

CIAL endorses Sanwo-Olu, demands special status for Lagos - ITREALMS

The umbrella body of all indigenes of Lagos, under the aegis of Committee of Indigenous Associations of Lagos State (CIAL), has set an agenda for the state’s All Progressives Congress (APC) governorship candidate, Mr Babajide Sanwo-Olu, reports ITREALMS.

CIAL, ITREALMS gathered expected that if Sanwo-Olu is elected in the next month’s general election, the APC candidate should restore the prestige of the state by pushing for a special status for Lagos. They also called for restoration of Lagos environment and incorporation of indigenes in the governance of the state.

At a consultative meeting held at the Awori House in Oregun, the association, which comprises leaders from all the five divisions of the state, endorsed the candidacy of Sanwo-Olu, with the agreement that he would get a special status for Lagos. They promised to stand behind the APC candidate in his effort to take the state to another level in development.

Describing the Awori, the indigenous Ikorodu, the Epe inhabitants as well as the people of Isale Eko extraction as “original stakeholders” in the Lagos project, Sanwo-Olu said his intention to govern the state was not to fulfil an agenda against any ethnic group making up the state. 

He said the meeting was necessary to listen to the concerns of the indigenes.

The APC candidate said his reason for running for the Lagos top seat was not for personal aggrandizement, but to deploy his three-decade of professional expertise spanning both public and private sectors to elevate the fortunes of the Lagos  for the benefit of residents and indigenes of the state.

He said: “Since I declared my intention to run for the governorship seat of our state, I have consulted widely with various interest groups and stakeholders in the Lagos project. I believe my consultation would not be complete  without meeting with the indigenes of the state. I’ve come to listen to your concerns as indigenes of Lagos.

“I am also a son of the soil. My lineage is a full-fledge Lagos. My father and grandfather are indigenes of Okepopo area of Lagos Island. In fact my great grandfather's house is still seating in Omididun in Lagos Island. My mother is of the Cole family of Lagos Island. I’m also married to a Lagosian, who has Brazilian and Yoruba ancestries. However, I am not seeking to become the governor of Okepopo or Lagos Island. I’m not fulfilling any agenda against any ethnic group whose people are part of indigenous people of Lagos. I will be the governor of all.”

Sanwo-Olu allayed the fears of the Awori indigenes of Lagos, noting that his government, if elected, would address all their grievances. 

Beyond the quality of his academic qualifications and professional experience, the APC candidate said the most valued credential he would bring to governance is his integrity. He promised not to betray the trust bestowed on him by the amalgamation of the indigenous Lagosians.

He said: “Integrity is my greatest qualification I am putting at stake in this race to govern Lagos. My five-point programmes contained in my manifesto are carefully designed to take Lagos to a new level of development. Everybody will be part of our government and no discriminatory agenda will be initiated against anyone, irrespective of ethnic group or status.”

Responding to some of the concerns raised by the Lagos indigenes, the APC candidate promised that his government would review the physical planning and environmental laws of the state, with the aim to restore sanity and improve the mega city status of the state.

He also said his administration would prioritise the provision of quality education that would be driven by technology. Under him, Sanwo-Olu said the state would revive its agriculture and improve transportation system.

On the much-talked about Agboyi-Ketu Bridge, Sanwo-Olu promised that it will be constructed and delivered by his administration if elected.

Sanwo-Olu dismissed the concern raised by Alhaja Aishatu Onitiri Kuye, that his choice of running mate was a discrimination against womenfolk. The APC candidate said he had always enjoyed working with women because of their efficiency and result-oriented, promising that women would be the driver of his government.

Prof Rasheed Ojikutu, one of the leaders of Awori extraction, and chairman of the coalition  described the meeting as family affair, saying it was the first time the Awori people would be united to meet and support a candidate they believed in.

He urged members of the association to support the candidate, noting that Sanwo-Olu had the habit of fulfilling promises.

AfDB board endorses policy on non-sovereign operations - ITREALMS

The Board of Directors of the African Development Bank Group (www.AfDB.org) has approved the Bank’s Policy on Non-sovereign Operations (NSO). The document provides the framework within which the Bank through its private sector lending window may provide financing or investment without sovereign guarantees to private and public entities that meet specific eligibility requirements on non-concessional terms, reports ITREALMS.

Non-sovereign Operations (NSOs) refers to financing and investment operations that are not guaranteed by a State, covering mostly private sector transactions. They also cover non-sovereign guaranteed financing of eligible public sector enterprises, as well as financing of regional development finance institutions. 

The approval of the Policy comes at a critical moment when the Bank is seeking to accelerate inclusive and sustainable economic growth, and crowd in more private sector funding for strong and inclusive growth  to drive economic transformation and sustainable development in its Regional Member Countries (RMCs). 

The NSO Policy will complement the Bank’s overarching 2013 Private Sector Development policy framework, notably, by defining what the Bank will do in the area of non-sovereign lending. Within this context, the objective of the Bank’s non-sovereign operations is to help accelerate the continent’s transformation through various financial support mechanisms and products including loans, lines of credit, guarantees, blended finance, equity investments and trade finance. This would enable the Bank to contribute to the sustainable economic growth and inclusive social development of its RMCs individually and jointly, in fulfilment of the Bank’s mandate. 

More specifically, the Bank’s engagement in its selected non-sovereign operations will aim to maximise the catalytic impact of its limited resources, while seeking to promote inclusive growth and the gradual transition to ‘green growth’ in its RMCs. It will also help scale up financing in the Bank’s High 5 priority areas of intervention. 

Under this NSO Policy, the Bank would provide financing to non-sovereign operations subject to four conditions: (i) the borrower is a private enterprise or an eligible public sector enterprise; (ii) the operations are financially sound; (iii) the operations should result in satisfactory development outcomes, including supporting or creating opportunities for private sector development; and (iv) the Bank brings additionally, which could be either financial or non-financial.

The Policy would ensure that NSOs: (i) are well-prepared with clear value added/additionally brought by the Bank; (ii) are technically, economically and financially sound, and diligently managed, adhering to high ethical norms; (iii) are environmentally and socially sustainable; and (iv) have solid prospects of generating significant development results in the RMCs in which they are implemented.

The NSO Policy does not apply to the Bank’s sovereign loans and sovereign-guaranteed loans. Such operations will continue to be governed by the relevant policies that guide the Bank Group’s public sector operations.

Youth endorses IPAC chairman for second term

A group operating under the aegis of National Interparty Youth Alliance (NIYA) at the weekend commended the outgoing National Chairman of IPAC and the Accord Party, Hon. Muhammad Nalado for his outstanding and exceptional performances recorded in his first tenure in office, reports ITRealms.

The group in a statement jointly signed by Wole Adedoyin the President and Ayodele Salawudeen, its Secretary and made available to newsmen weekend in Lagos reads that “Hon. Muhammad Nalado brought the dividend of IPAC to the grassroots. 

"He democratically performed well compared to some of his predecessors. Those IPAC members that attended the NIPSS workshop would forever remember his laudable tenure”.

He noted few of the achievements recorded by Alhaji Muhammad Nalado led exco are: the review of IPAC Code of Conduct, A Capacity building workshop for newly elected state official of the Interparty Advisory Council (IPAC) which was organized in conjunction with the Political Parties Leadership and Policy Development Centre (PPLPDC) of the National Institute for Policy and Strategic Studies, Kuru, Jos from 6-9 December 2016, acquisition of new national secretariat For IPAC, issuing of timely press releases on the state of the nation, successful execution of 2017 IPAC National Conference, also the election dispute and resolution workshop to mention but few.

However, Adedoyin who is currently the Osun State Chairman of Hope Democratic Party (HDP) opined that Hon. Nalado might not be able to satisfy everyone but noted that his performance in office within a year was outstanding.

DigitalSENSE Africa endorses Civic Charter

Leading media group and an At-Large Structure (ALS) of the Internet Corporation for Assigned Names and Numbers (ICANN), the DigitalSENSE Africa (DSA) Media has endorsed the Civic Charter, in support of the global framework for people’s participation, reports ITRealms.

Confirming this in acknowledgement of the letter from the office of Civic Charter being coordinated by Berlin-based International Civil Society Centre (ICSC), the Executive Director, Operations at DigitalSENSE Africa Media group, Mrs. Nkemdilim Nweke, said that the endorsement has become imperative to highlight the importance of people's participation in all sphere of life, especially in governance of our society.

She noted that as a seasoned member of Justice, Peace and Development Center (JDPC) in Nigeria, the signing of the Civic Charter to engender global framework for people’s participation, comes naturally for DigitalSENSE Africa Media.

She also explained that the charter articulates a common set of civic and political rights that every citizen in the world should enjoy.

The Executive Director at DSA also pointed out that based on universally accepted human rights, freedoms and principles, the Civic Charter is a two-page document which people and organisations could sign on to and use as a basis to further secure their rights.

She emphasized that this could be used as a tool for awareness-raising, advocacy and campaign, as well as for initiating joint actions.

The Civic Charter, she maintained, promotes solidarity among local, national, regional, and global struggles to defend the space for civic participation.

Earlier, the Executive Director, Dr. Burkhard Gnarig congratulated DigitalSENSE Africa Media team for ratifying the Civic Charter, while urging for more active participation.

“Participating in shaping our communities is the lifeblood of democracy. With every signature added to the Civic Charter, we are one step closer to achieving the fair, inclusive world we all want,” he said.

Gnarig also commended the signatories, saying each endorsement of the civic charter brings the mission closer to link-minds.


“Thank you and congratulations to each and every organisation who has signed the Civic Charter. It is with this growing network of like-minded partners that we all edge closer to achieving our missions of a better, more sustainable world for all,” he declared.

NCC endorses Visafone share transfer to MTN, not licence

The Nigerian Communications Commission (NCSS) has endorsed the transfer of 100 per cent shareholding in Visafone Communications Limited to MTN Communications Nigeria Limited, exclusive of “licence,” reports ITRealms.

NCC also said that decision on the possibility of Visafone license transfer to MTN is yet to be taken.  “What has been approved in the transaction is 100% shareholding not licence,” according the Director, Public Affairs at NCC, Mr. Tony Ojobo.

He said this decision was taken by virtue of Section 38 of the Nigerian Communications Act (NCA) 2003, explaining that Section 38 of the Act states inter alia “the grant of a licence shall be personal to the licencee and the licence shall not be operated by assigned, sub-licenced or transferred to any other party unless the prior written approval of the Commission has been granted.”

He said this is contrary to the speculation in a section of the media that the Nigerian Communications Commission (NCC) the regulatory agency for telecommunication had foreclosed the release of the spectrum held by Visafone to MTN.

Pointing out that this clarification has become necessary in order to allay the fears in some quarters that the frequency had been withheld by the Commission.

“The Commission is yet to meet to take a decision on the application by Visafone to transfer its licence to MTN.  The NCC has only approved the shareholding structure by 100% and not transfer of licence,” Ojobo declared.

He further explained that Visafone Communications Limited with a Universal Access Service Licence (UASL) – deploying Code Division Multiple Access (CDMA) technology applied to the NCC for an approval to effect a change in its shareholding structure by transferring 100% of its shares to MTN Nigeria.

According to him, having met all the preliminary requirements for grant of approval for change in shareholding structure, the NCC in line with its established procedure granted an Approval-In-Principle to Visafone Communications Limited, subject to fulfilment of conditions to transfer 100 per cent of its shares to MTN Nigeria.

“Having fulfilled the conditions stipulated in the “Approval-In-Principle”, the NCC, in line with its procedure granted a “Final-Approval” to Visafone for the change in its shareholding structure,” he said.

Pointing out that although Visafone applied for approval to transfer its licence to MTN, the Commission has written to Visafone, clearly stating that a decision was yet to be taken on the transfer of Visafone licence to MTN.

Obasanjo turns economist, endorses Adeosun economic agenda

The former President Olusegun Obasanjo has turned an economist with his endorsement of Minister of Finance, Mrs. Kemi Adeosun despite increasing recession bites and clamour for her removal from the Minister, reports ITRealms.

Speaking Tuesday at the ongoing National Council on Finance and Economic Development (NACOFED) in Abeokuta, Ogun State, Obasanjo expressed optimism that things will soon be better in the country, and said that Mrs. Adeosun is steering the economy at a difficult period, saying time will soon prove her right.

"I want to specially acknowledge the efforts of the Minister of Finance not because she is an Ogun State citizen, but because she is doing a marvellous job in a difficult environment. You are too close to what is happening now to be proved right, but time will soon prove you right," he declared

Also speaking, the Minister of Finance, Mrs. Kemi Adeosun reiterated the resolve of the present administration to use the opportunity created by the current economic challenges to put the economy right structurally once and for all in setting this nation back on the right path.

Giving the keynote address at the event opening said "Underperformance can no longer be tolerated as the oil revenues that insulated us from the impacts of this consistent underperformance are no longer available."

The current administration, she said, has set out a robust plan to reposition our economy to ensure that what we are experiencing today will never recur in the history of our nation.

She disclosed that the Federal Government realises the fact that Nigeria’s size, national endowments, population and future needs demand that this economy perform at its optimal potential which it has yet to do in its 55 plus years of independence.

Adeosun explained that the drive for the economic turnaround is being led by the effective management of public money which will act as a magnet for the mobilisation of private capital.


"We have committed to changing Nigeria from an economic model that was driven by consumption to one that is driven by investment. We recognize that in the short term this is causing a dislocation as we redirect funds from recurrent day to day expenditure to the much needed capital investment that will drive our economic future. Nigeria’s vast economy can only be productive and profitable when it has the enabling infrastructure needed to unlock its much vaunted potential. Our economic plans will provide the link between our potential and our future," the Minister said.

HP endorses Yudala Zero Gravity with platinum partnership
