Following the Mauritian government's decision to declare the African Network Information Centre (AFRINIC) Ltd a "declared company," the court-appointed receiver and the AFRINIC team have publicly committed to full cooperation with the impending investigation, reports ITREALMS.

This pledge comes as AFRINIC commenced allocation of IPv4/IPv6 resources, as the government initiated a probe into the affairs of the regional internet registry, citing "questionable" legal processes and operational disruptions.

President Bola Ahmed Tinubu has appointed Dr. Obayomi Olukayode Gregory as the Pioneer Registrar of the newly established Federal University of Medicine and Medical Sciences in Abeokuta, Ogun State.

This appointment marks a significant milestone in the development of the university, which was established in 2023.

The Executive Vice Chairman of the Nigerian Communications Commission (NCC), Prof. Umar Garba Danbatta, on Thursday, led a delegation of top officials of the Commission on condolence visits to the families of two prominent Nigerians who recently passed away.

The visits were to the families of the late Alhaji Musa Gwadabe, former Minister of Labour, and the Registrar of Bayero University, Jamil Ahmed Salim, who both died recently in Kano.

PAMO admission still open, says registrar

The PAMO University of Medical Sciences (PUMS), Port Harcourt Rivers State, has invited all eligible candidates for screening into its first batch of undergraduate admission, reports ITRealms.

PAMO, ITRealms recalls is the Nigeria’s first private medical university which was recently licensed by the Federal Government with the take-off faculties comprising Faculty of Basic Medical Sciences and Faculty of Clinical Sciences, for the 2017/2018 academic calendar.

According to the Registrar of PAMO, Barrister W.U.G. Imoedemhe, PUMS’ 2017/2018 academic calendar would commence with various undergraduate degree programmes in the Faculty of Basic Medical Sciences and Faculty of Clinical Sciences.

 “The programmes include B.Sc. Anatomy, B.Sc. Biochemistry, B.Sc. Human Nutrition & Dietetics, B.Sc.  Pharmacology and B.Sc. Physiology for Faculty of Basic Medical Sciences as well as Bachelor of Medicine & Surgery – MBBS, for the Faculty of Clinical Sciences,” he said.

Imoedemhe also said applicants are expected to have five credit passes at SSCE (or equivalent) in relevant subjects (Physics, Chemistry, Biology, English Language and Mathematics), at not more than 2 sittings and, must have scored 200 and above in the 2017/2018 UTME in relevant subjects.

Interested applicants, he said, who have applied to JAMB for admission and wish to change their first choice to PUMS are required to apply for Change of Institution through JAMB and then apply online to participate in the Screening/Clearance exercise.

Application form, he said, should be completed online through the University website.

Galaxy Backbone Ltd, he said was special recognized at the award for her contributions to the growth of the .ng domain name ecosystem.

“The strategic position taken by Galaxy Backbone Limited to register and use the .ng domain name, demonstrates the organization’s commitment to relate with the .ng online identity of Nigerians, Nigerian businesses, local content and culture. This key to doing business within and outside Nigeria and this qualifies Galaxy Backbone Ltd as an invaluable asset in this our historic celebration of the .ng online identity, excellence and creativity” he was quoted as saying.

ITRealms recalls that Galaxy Backbone Ltd has among its mandates the handling of the registration of .ng top domain name in the Nigerian public sector.

A public institution, Galaxy Backbone Ltd, is charged with building and operating shared ICT Infrastructure and services for all Federal Government Ministries, Departments and Agencies.

No more registrar insurance says ICANN

The Board of Directors of the Internet Corporation for Assigned Names and Numbers (ICANN) has approved a waiver for the registrar’s insurance requirement in the accreditation process of the global domain names, reports ITRealms.

This, industry analysts said has become an unnecessary barrier to registrar accreditation globally and likely to bring about reduction in cost of doing business in the domain name industry.

ITRealms recalls that since 1999, the Registrar Accreditation Agreement (RAA) has required that registrars maintain Commercial General Liability (CGL) insurance policies with policy limits of at least US$ 500,000, while in some countries it varies but not less than $200 on average.

The board decision is coming in the wake of an 18-month research, analysis and community consultation, to determine that this type of insurance may not serve its intended purpose of protecting registrants, and, in fact, may have inhibited the ability of prospective registrars to become accredited in some regions.

Accordingly, on 28 September 2015 ICANN's board resolved that ICANN waives this requirement in all RAAs, effective immediately.

ICANN also notes that CGL insurance policies, for instance, generally only cover certain incidents that occur on a company's premises, as qualifying events may include a customer that is injured in an accident on the premises or an incident that occurs due to an employee's actions. While this coverage is useful for these types of incidents, it would not cover registrars' potentially wrongful acts, such as failure to renew a domain name.

Another factor, ICANN said that was considered include the availability and cost of CGL insurance globally.

“While it is common and readily available in some regions, it is more difficult to find—if available at all—and significantly more expensive in many other regions, including parts of South America and Africa,” ICANN said in blog post to this effect.

Additionally, ICANN cited another instance with Nigeria, saying that a community member, Mr. Lawrence Olawale-Roberts, had noted that under Nigerian Local Content law businesses headquartered in that country are required to purchase insurance coverage from Nigerian companies at a substantial premium.

And using the US dollar-to-Naira exchange rate at that time, the ICANN-required policy limit was roughly 156.7 times the 2014 Nigerian GDP per capita or the total income of the country divided by the number of inhabitants, giving a rough estimate of the average individual income. By contrast, the CGL policy limit was approximately 9.2 times the USD GDP per capita in the United States (GDP data from the World Bank).

At the Board's direction, staff will begin notifying registrars of the waiver. The Board also requested that the GNSO Council consider whether to undertake policy work on a substitute RAA insurance requirement.

Registrar warns candidates, parents, guardians over post UTME

The Registrar, University of Uyo (UNIUYO), Akwa Ibom State, Mrs. Edak U. Umondak, has warned candidates, parents and guardians to be vigilant as impostors and criminals may try to defraud them in the oncoming Unified Tertiary Matriculation Examination (UTME) Aptitude Test, ITRealms learnt.

The warning came on the heels of alarm raised by parents as the August 21, 2015 date for the Information and Communication Technology (ICT) –based UTME test for admission into UNIUYO, is days away.

The parents who said syndicates have hijacked the process, ITRealms gathered, decided to register their anger when they stormed the Correspondent Chapel of the Nigeria Union of Journalists (NUJ), Uyo, on Wednesday, claiming that the ICT section of the institution had put the admission up for sale to the highest bidder.

An anonymous parent who spoke on behalf of the protesters said that he was asked to pay N250, 000 for his son who wanted to study Law in the institution and that another parent was asked to pay N300, 000 for her daughter who intended to study Medicine.

"They called me that August 17, 2015 is the deadline to pay N250, 000 for my son who is applying to read Law in the institution; that I should pay the amount for the score to be allocated before the examination date, or else my son would write the test alone at the risk of not entering the institution this year," he added.

Another parent, according to All Africa.com,  Mrs. Namso Ekanem, said "even before this ICT-based examination, the scam was already in the system, my daughter had beat the required score to read Law, but was refused admission for those who were able to pay the prescribed fee for the Course"

The Management of the institution, led by the Vice Chancellor, Prof. Margaret Ekpo, ITRealms reports,  however denied the scam, explaining that such allegation is to dent the image of the institution, while the Director of Information and Public Relations Mr. Godfrey Essien, in an interview, said that the practice of examination fraud and agent of malpractices had given the School an image problem, adding that UNIUYO has put a "water tight security" to curtail such problem in the forthcoming test.
