What actually is spam? What is spam to me may be useful for you.
Content that aims to carry out actions far removed from its stated purpose can be classified as spam.
The question arises here that is this the definition that is being followed. Till the word spam as used in different applications by different users is defined, transparency in govt. blockage may result in a'big brother is watching you' situation. This is definitely unwanted.
