Forum tasks govts on ICT integration

Participants at the two-day Commonwealth Secretariat (CS) organised from in Sydney, Australia have tasked government to come up with strategies to integrate Information and Communication Technology (ICT) into national development plans.

They also outlined the importance of ICT in public administration, saying that by this integration plan, ICT tools would promote electronic leadership (e-leadership) towards implementing an integrated service delivery within the public sector.

A communiqué from the forum made available to our correspondent, said that the event attended by over 100 participants was put together with the support of the Government of Australia and the Commonwealth Association for Public Administration and Management (CAPAM).

The communiqué issued by the office of the director, Governance and Institutional Development Division (GIDD) at CS charged the government to development strategies to facilitate the integration of ICT.

The participants drawn from 30 member nations of commonwealth also noted that modernised governance would transform into sustainable public sector reform, even as integrated service delivery via ICT would engender monitoring of report publicly on the outcomes of service improvement initiatives within the public sector.

The benchmark of Commonwealth, the forum said are good practices, therefore, developing a better practice guide on integrated service delivery would definitely take care of comparative research on alternative service delivery.

Also, the participants called for renewed human resources for leadership development, stressing that it would support a global dialogue on building human resource capacity and managing global skills distribution.

In addition, renewed human resource would strengthen and enhance the relationship between the political and executive leadership through learning from good practices around the Commonwealth.

“Invest in executive leadership capability in the delivery of public services,” they stated, indicating that this would evolve through Commonwealth attachments and leadership programmes, which in turn would ensure that there are human resources plans in place to recruit, retain and develop public service human capital.
They further charged CS to prepare and disseminate a report on the forum proceedings as the basis for on-going consultations, examine the options for scheduling future forums, such as CAPAM biennial conferences, which would be facilitated regionally and periodic progress report should be instituted.
